Aikens

we
can
sit
and
discuss
the
business
amicably
and
come
to
good
resolutions

many
issues,

each
and
every
one
of
us
in
our
city
and
in
the
surrounding
community

those
that

a
sense
of

or
uncertainty.

next

Council
I
have
guidelines
that
we
abide
by
every
meeting
and
those
guidelines
we,
the
City
Council,
meets
in
a
regular
session
on
the
second
and
fourth
Mondays
of
each
month
at
7,
o
clock
p.m.
sometimes
preceded
by
a
work
session
in
the
City
Council
Chambers
at
214.
Park
Avenue
meetings
are
less
frequent
and
summer
and
December
call
us
for
the
schedule.
This
is
the
formal
meeting
of
City
Council,
during
which
City
Council
takes
official
action
on
various
items
of
business.

annexation

Georgia

residential
single-family

this
was

Planning
Commission
to
approve
this
annexation
at
their
February
11th
meeting
City
Council
heard
this
at
first
reading
on
February
24th
and
unanimously
recommended
this
annexation,
and
it
is
before

tonight
for
second
reading.

This
is
the
first
reading
of
an
ordinance
adjuster
2019-20
budget
for
purchase
of
vehicles,
comments
from
staff,

do
have
this
budget
adjustment
for
city
council
approval.
The
money
was
allocated
in
the
fiscal
year
1920
budget
to
replace
two
trucks
in
a
flatbed
truck
to
pickup
trucks.
The
present
pickups
are
f250s,
but
the
trailer
and
equipment
needed
her
over
the
SC
d-o-t
towing
capacity
rating
for
the
two
vehicles
and
the
department
is
requesting
they
be
allowed
to
purchase
two
f-350
trucks
in
place
of
f250s,
which
is
these
are
off
of
state
contract.
There
will
not
be
enough
budgeted
money
to
replace
the
flatbed
truck.

trucks
and
you
can't

one
trailer

need

flatbed.

seemed
like
to
me:
you
might
want
to
consider
buying
a
larger
flatbed
to
pull
the
trailer
and
the
trailer
rather
than
two
three
fifties.

f250
each
pull
a
trailer,

they
each
have
their
own
trailer
and
mini
excavator,
plus
some
other
equipment.
It
goes
on
the
trailer,
so
the
250s
their
weight
capacity
for
towing
the
trailer
with

mini
excavator
is
over
capacity.
So
we
want
to
upgrade
the
trucks
the
250s
are
due
for
replacement,
so
they're
already
at
their
lifecycles,
so
they
need
to
be
replaced.
So
we
just
want
to
upgrade
to
a
350
series
so
that
we
had
that
towing
capacity
for
the
mini
excavator
and
the
trailer
in
the
equipment.

raising

approved

council

motion
adopted

care
under
petitions
and
requests.

did
solicit
requests
for
proposals
from
marketing
firms
for
professional
marketing
strategies,
so-called
destination
marketing,
and
the
marketing
agency
is
to
assist
our
tourism
division
with
their
marketing
objectives.
We
received
12
responses
and
four
firms
were
interviewed
and
they
were
interviewed
the
end
of
last
month
and
the
panel
is
recommending
the
selection
of
bandwagon
out
of
New
Orleans
as
to
do
marketing
agency
of
record
with
a
base
contract
of
$150,000.

a
similar
to
our
last
contract
over
here
term,
with
an
option
to
renew
for
three
consecutive
years,
based
on
the
maximum
value
for
investment,
their
experience
and
destination,
marketing,
understanding
of
equestrian
culture
and
group
travel
and
the
other
items
that
were
noted
in
the
request
for
proposals.
And
we
have
this
consideration
of
approval
of
this
contract
with
bandwagon
to
perform
these
services.

a

is
we're
going
down
the
avenue

marketing
firm
for
the
cost
of
one
hundred
and
fifty
thousand
dollars
to
just
encompass
our
parks
and
recreation
and
with
a
whole
initiative
and
mission
for
the
city.

doesn't
really
protect
you
Jessica,
more
Stuart,
I
guess
you
know
with
economic
development
and
all
the
various
aspects
that
we're
wanting
to
market
and
I
know.

probably
turned
blue
in
the
face
talking
about
various
marketing
campaigns
for
the
city
as
a
whole.
That
would
focus
on
the
different
aspects
of
our
departments.
I
mean.
Are
we
gonna
hire
separate
marketing
firms
to
market
each
department
because
I
think
that's
counterproductive?
It's
not
cost-effective
and-
and
you
know,
that's
something-
we
should
probably
look
at
well.

the
only
marketing
other
market
at
this
point
would
be.
We
don't
need
to
market
engineering
or
some
of
the
other
departments.
It
would
be
primarily
economic
development.
These
funds
are
paid
with
hospitality,
tax
monies,
which
are
they
are
limited
to
for
tourists
and
visitors.
So
that's
why
this
particular
proposal
was
geared
towards
that.
However,
if
council
would
like,
we
could
do
a
companion
proposal
as
we
come
upon
the
budgeting
process
to
try
to
incorporate
the
economic
development
in
with
this.

tourism,

think
you're
missing.
What
I'm
saying
is
I
think
it's
great
and
we
absolutely
need
to
market
that.
But
that's
not
the
only
thing
we
need
to
market
in
the
city
of
Aitkin
to
to
go
after
our
mission
of
economic
development
and
growth,
and
so
you
know
so,
we've
gotten
the
tourism
we
need
it.
I
got
you
you're
spot
on
this
way.
I
really
I
wasn't
really
referring
that
to
you.

somebody
local
I'm
sure
you
guys,
these
people
have
given
the
best
presentation.

have
no
doubt
about

disappointed

we
can't

somebody

South,
Carolina

close
by

do

on
the
flip
side,
they
may
give
us
a
lot
more
flash
and
glamor
mightier
on
type
stuff
than
we're
used
to
but
turns
one
thing.

developments

a

it

gurus,

of

box

you're
promoting
something
that
we
desperately
need.

yes,
we
need
to
also
do
that
in
other
areas
and

one
guy
that
can
do
it
all.

cost-effective
we're
making
more

impact

would

hit

key

wanted

expand
on,

unable

group
travel,
and
this
is
something

they
have
high
experience
in

they
said
they
came
into
their
presentation
with
wonderful
ideas
just
from
being
in
Aiken
for
one
day
and
did
a

of
research,

so
we're
really
impressed
with
where
we
think
this
can
go.

involves
the
approval
of
memo
of
understanding
with
Volunteer
Income
Tax
Assistance
Program
regarding
facility
space

city

we
have
had
a
relation
relationship
with
the
Volunteer
Income
Tax,
Assistance,
Program
or
Vita,
and
they
their
memorandum
of
understanding,
is
expiring
at
the
end
of
this
tax
season,
and
they
have
asked
for
a
approval
and
renewal
of
the
new
of
a
new
Memorandum
of
Understanding.
There
are
two
several
additional
accommodations.
They
are
asking
that
are
different
from
previous
years
number
one.

that
they
can
deliver
the
equipment
in
late
December,
whereas
in
the
past
it
had
been
in
January
when
the
equipment
was
delivered
in
second,
during
tax
preparation
season,
they
have
requested
that
they
can
use
their
assigned
space

I
believe.
Now
it's

at
six
o'clock.
Vita
does
so
this
renewal
would
be
done
in
September,
but
Vita
would
like
confirmation
of
these
new
changes.
Prior
to
this
April,
the
15th
and
the
city
staff
has
worked
with

people
we
serve
are
generally
people
of
low
to
modest
income,
working
people
who
may
be
eligible
for
Earned,
Income,
Tax,
Credit
and
other
kinds
of
tax
credits
and
senior
citizens
with
modest
pensions,
and
perhaps
a
small
amount
of
investment
income,
and
these
are
people
who
don't
make
a
lot
of
money.
So
it
would
be
difficult
for
them
to
go
to
a
paid
preparer
and
they
haven't
the
confidence
to
do
it
themselves.

we
serve
quite
a
few
people
who
need.
The
help,
of
course,
has
been
mentioned.
The
the
current
memorandum
of
understanding
that
we
are
a
pre
and
ER
expires
in
September
we'd
like
to
renew
it
and
we're
considering
expanding
into
the
evening
hours
to
give
more
opportunity
for
working
people
to
come
and
have
their
taxes
done,
and
I've
asked
for
approval
of
this,
so
that
we
can
have
that
opportunity
and
get
see
if
we
can
get
enough
volunteers
lined
up
to
where
to
do
those
evening
hours.

course,
it
depends
on
having
the
volunteers
available.

between
the
city,
clerk
and
Public
Safety,
but
the
groups
have
been
very
good
to
work
with,
but
we're
not
able
to
accommodate
necessarily
all
their
locations
or
the
entire
amount
of
time
that
they
wish
to
have
their
banners
up
due
to
the
popularity
of
festivals
and
nonprofits,
asking
so
you're,
seeing
more
and
more
of
these-
and
that
is
your
eyes-
are
not
deceiving.
