this

residents

creating
an
extreme
public
health
risk
and
whereas,
as
of
April,
2nd
2020,
the
total
number
of
cases
in
the
state
of
South
Carolina
is
at
least
1550
for
cases
and
31
deaths
with
22
cases
in
Aiken
County,
as
reported
by
the
South
Carolina
Department
of
Health
and
Environmental
Control,
and
whereas,
if
Kovan
19
spread
in
the
city
of
Aiken
at
a
rate
comparable
to
the
rate
of
spread
in
other
counties.
Three,
the
number
of
persons
relying
on
medical,
pharmaceutical
and
general
cleaning
supplies
will
increase.

While
in
public
seek
medical
attention,
if
sick
via
a
telehealth
service
provider,
continue
to
be
vigilant
with
hand-washing,
remain
calm
and
only
purchase
necessary
supplies
for
immediate
use
and
whereas
by
taking
measures
to
control
outbreaks
minimizes,
the
risk
to
the
public
maintains
the
health
and
safety
of
people
of
the
city
of
Aiken
and
limits
the
spread
of
infection
in
our
communities
and
within
the
healthcare
delivery
system.
And
whereas
Aiken
County
is
in
a
unique
position
compared
to
other
counties
in
the
state
of
South
Carolina
and
that
Aiken
County
located
adjacent
to
the
border.

the
state
of
Georgia
governor,
an
executive
order
on
April,
2nd
2020
ordering
residents
of
the
state
of
Georgia
to
shelter
in
place
at
their
residences,
except
to
conduct
a
central
business,
beginning
at
6:00
p.m.
on
Friday,
April,
3rd
xx,
xx
and
expiring.
At
11:59
p.m.
on
Monday,
April,
13th,
2020.
And
whereas
the
counsel
of
the
city
of
Aitkin
would
like
to
respectfully
call
upon
the
governor,
Henry
D
McMaster
to
issue
a
mandatory
stay
at
home
executive
order.
Unless
providing
or
requiring
an
essential
service
for
the
state
of
South
Carolina.

And
whereas
at
this
critical
time
it
is
crucial
time.
It
is
necessary
for
the
city
of
Aitkin
to
undertake
and
coordinate
all
necessary
and
reasonable
activities
for
this
emergency
response.
To
take
all
appropriate
action
required
to
alleviate
the
effects
of
the
coronavirus
disaster
emergency,
including
action
following
the
guidelines
of
the
Centers
for
Disease
Control
in
the
South
Carolina
Department
of
Health
and
Environmental
Control,
and
in
the
aid
of
essential
public
services
and
make
it
their
lawful
emergency
response
or
action
deemed
necessary
to
protect
the
public
health
safety
and
welfare
of
the
city
of
8:00.

Now,
therefore,
the
Council
of
the
city
of
Aitkin,
hereby
ordain
stat,
section
1
City
Council,
hereby
respectfully
calls
upon
Governor
Henry,
D
McMaster
to
issue
a
mandatory
stay
at
home
executive
work
unless
providing
or
requiring
an
essential
service
for
the
state
of
South
Carolina
for
a
minimum
period
of
14
days
or
such
other
period
as
may
be
determined
to
be
appropriate
by
the
governor
or
the
South
Carolina
Department
of
Health
and
Environmental
Control,
and
deem
necessary
to
protect
the
public
health
safety
and
welfare
of
the
population
of
the
state
of
South.
Carolina.

Sexy,
effective
immediately
citizens
of
the
city
of
Aiken
are
advised
to
stay
in
their
homes
and
not
travel
through
or
congregate
in
the
street.
Sidewalks
and/or
public
spaces
in
the
city
of
Aitkin,
except
for
the
purposes
of
working
at
or
conducting
business
with,
businesses.
In
compliance
with
the
governor's
executive
orders.

These
businesses
are
defined
as
those
businesses
which
have
not
been
determined
to
be
non-essential
businesses,
as
set
forth
in
governor
McMasters
executive
order,
number
two's,
zero,
zero,
1

and
set
forth,
and
paragraph
B
below
individuals
who
must
go
out
for
the
purposes
of
working
at
a
conducting
business
with
any
businesses
conducting
business
in
compliance
with
the
governor's
executive
orders
for
practice.
Social
distancing
of
at
least
6
feet,
with
the
exception
of
those
traveling
in
the
same
vehicle
to
or
from
these
businesses.

However,
pursuant
to
governor
Henry
McMasters
executive
order
number
twenty
20-13
issued
march
twenty
third,
twenty
twenty
officers
of
the
city
of
Aitkin
Department
of
Public
Safety,
authorized
to
prohibit
or
disperse
any
congregation
or
gathering
of
people
unless
authorized
or
in
their
homes
in
groups
of
three
or
more
people.
If
any,
such
law
enforcement
official
determines
in
their
discretion
that
such
congregation
or
gathering
of
people
poses
or
could
pose,
a
threat
to
public
health
places.

Conducting
business
in
compliance
with
the
governor's
executive
orders
shall
take
all
reasonable
measures,
including
limiting
the
number
of
individuals
and
their
businesses
to
facilitate
and
ensure
social
distancing
of
at
least
six
feet
bars
and
restaurants,
which
prepare
produce
or
otherwise
offer
or
sell
food
or
beverages
of
any
kind
shall
be
prohibited
from
permitting
dynein
dine
in
or
on
premises.
Consumption
of
food
or
beverages,
whether
it's
indoors
or
outdoors,.

they
may
continue
to
offer
pick
up
takeout
or
delivery
services
for
consumption
off
premises.
Individuals
shall
limit

that

for

distancing

fail
or
refuse
to
comply
with
any
lawful
order
or
direction
of
these
individuals
or
their
designee
issued.
Pursuant
to
this
ordinance,
emergency
resolution
number
103
one
six,
two
zero.
Two
zero
is
hereby
amended
as
set
forth.
Herein
should
any
provisions
section,
paragraph
sentence
or
word
of
this
ordinance
be
rendered
or
declared
invalid
by
any
final
court
action
in
a
court
of
competent
jurisdiction.

provisions-
sections
parent

adopted-
shall
remain
in
full
force
in
effect,
in
the
event,
governor

exercises
any
power
enumerated
under
SC
Code
Annotated,
section
25,
1-4

in

manner.

concludes

a
provision
of
this
ordinance.
The
conflicting
portion
of
this
ordinance
shall
immediately
see
that
force
in
effect.
Otherwise
this
emergency
ordinance
shall
be
terminated
by
the
issuance
of
another
ordinate
or
sale
automatically
expire

direct

county

enforce

order

any
future

what
I'm
reading
is
that
we
already
have
all
of
this
authority.
Is
that
correct?
Or
am
I
misinterpreting
this?

you
will
plan
of
action
to
to
maintain
those
safety
distances
and
I,
think
that's
the
point
of
what
we're
doing
it's
just
to
encourage
one
one
more
time
and
reiterate
the
safety
that
that
that
we
that
were
asking
our
citizens
to
remember.

say
this.
Also,
we
looked
at
other
municipalities
as
to
what
they
what
they
have
accomplished,
what
they
had
written
and
we
felt
it
was
very,
very
important
that,
as
a
city,
we
stay
within
the
the
governor
clearly
defined
what
non-essential
businesses
were.

we
did
not
try
to
redefine
what
we
we
deemed
to
be
essential.
We
just
we
went
with
what
cause
the
governor.
The
governor's
emergency
orders
gonna
take
precedent
over
what
we
do,
so
what
we
should
try
to
do
is
get
clear
direction
and
and
strengthen
up
so
that
our
public
safety,
our
code
enforcement,
could
go
out
and
clarify
these
issues
to
keep
our
citizens
safe.

I
said,
I,
maybe
I'm
misunderstanding
this,
but
I
thought
we
had
that
authority
already
and
that
people
hearing
us
do
this.
I
don't
want
them.
You
know
we
talked
before
when
we
did
our
state
of
emergency
about
people
panicking
and
thinking
that,
maybe
we
know
something
that
we're
not
divulging
to
the
public,
and
the
last
thing
we
want
to
do
is
have
more
panic,
because
then
you
know
that
that
just
breeds
on
itself
and
some
people
are
handling
it
very
well.
Some
are
not
and
that
that's
my
concern
is
looking
at
this.

appreciate
that

but
it

think

majority

our
people

trying
to

right

practice

social
distancing

parking

miles
from
any
one
of
us
where
we're
at
currently

see
that
not
everybody
is
here.

do
that
and
maybe
it's

those
individuals
that

reinforcing

working

parameters

stores
that

mentioned

they

policy
in
place
for
those

encouraging
strongly

strongest
language
we
can
for
our
citizens.

completely
understand
where
you're
coming
from,
because
as
I'm
reading
through
this,
this
is
nothing
but
okay.
When,
when
the
public
announcement
came
out,
people
at
home
and
that's
not
at
all
what
this
document
reads,
this
document
is
like
mayor
husband's
indicated
is
respectfully
calling
upon
the
governor
to
do
such
issuance
of
a
mandatory
stay
at
home
executive
order
were
basically
suggesting
to
the
governor
that
he
rethink
this
and
do
this
for
the
whole
state.
That
is
not
the
city
of
Aitkin
imposing
anything.

So
and
yes,
it
is
as
a
strong
language
as
we
can
use
to
try
to
hopefully
get
in
front
of
the
governor.
Whether
in
I
am
aware.
Other
cities
are
suggesting
the
same
thing
to
our
governor,
but
the
state
of
South
Carolina
has
not
yet
made
that
a
mandatory
motion,
and
the
second
thing
I
just
want
to
make
sure
everybody
understands
is
section
2,
effective
immediately.

Citizens
of
the
city
of
Aitkin
are
advised,
like
mayor
Osman,
just
said
we're
advising
strongly
and
urging
that
the
citizens
of
a
cathay
in
their
homes
are
not
travel
through
and
congregate.

the
streets,
I

in
Republic's
faces
in
the
city
of
Aitkin.
It
is
not
a
according
to
the
language;
it
is
not
a
mandatory
initiative
as
of
now,
but
as
your
leadership
and
staff,
and
because
staff
has
been
in
communication
with
the

CDC
and
various
organizations.

are
what
we
are
strongly
and
recommending
our
community
to
do,
and
so
I
just
want
to
make
sure
everybody
understands
that,
because
that
is
when
the
public
announcement
went
out
yesterday.

impression
was
that
the
city
of
Aitkin
was
going
to
move
towards
a
shelter
in
place,
and
that's
not
what
this
is
reading
and
Gary.
If
you
can,
please
reiterate
that
or
maybe
I'm
wrong
or
not
understanding
this
properly,
but
that's
how
I'm
reading
this
document,
the.

The
the
ordinance
does
two
things
one.
It
asked
the
governor
to
issue
a
stay
at
home.
Order
recommends
to
the
governor
respectfully
to
issue
a
stay
at
home,
water
for
the
entire
state,
and
it
also
advises
our
citizens
to
as
much
as
you
can
stay
at
home.
If
you're
going
out
to
do
these,
the
grocery
store,
that's
what
they
give
back
as
quick
as
you
can
correct.

so
I

so
with
that
being
said,
you
know
as
a
Councilwoman
in
the
city
of
bacon.

know
I
hope
everybody
that
is
watching
this
or
eventually
will
watch

we

urge
everybody
to
follow
these
proper
guidelines.

follow

guidelines.

agree
with
Councilwoman

want

sense

panic

guidelines

order

everybody

that
we
take

how
our

hospitals

medical
staff
can
actually
respond
to
this.

need
to
help

able

manage
respond
and

influx

citizens
to
go
out
there
and
be
responsible,
maintain
that
distance
stay
at
home.

CDC

saying

they

curfews,

don't

to

some
problems
for

employee
is

essential
employee.

can't

they're
thinking

relatives

possibly
being
a
carrier

others.
But
that's
not
a
limited
period
of
time
at
all.

comments

the
publicizing

We
will
be
taking
those
placards
to
the
businesses
now
and
we
will
be
pushing
this
out
on
all

our

Facebook,
etc,
and
certainly
do
the
new,
the
traditional
media
newspapers
and
the
local
paper
Aiken
standard
in
the
TV
stations.

some
communication
from
as
we
speak,
and
some
I've
heard
this
a
few
times
and
Stewart.
If
you

mayor
can
add
to
to
these
questions,
I
would
greatly
appreciate
it,
but
one
of
the
biggest
concerns
is
that
we're
requesting
the
governor
to
make
us
fans
and
on
behalf
of
the
city
of
Aitkin
and
advising
our
constituents
to
obviously
shelter
in
place
or
at
home.

I
have
constantly
been
told
that
the
numbers
are
not
representative
of
the
infection
rate
that
is
actually
out
there
and,
and
that
to
me
is
alarming.
And
so
that's
always,
my
response
is
based
on
what
I'm
hearing
CDC
and
DHEC
is
advertised.
Is
you
know,
I,
guess
putting
out
these
numbers,
but
because
current
labs
they're
taking
swabs
and
testing
through
private
labs
and
there's
a
backlog
and
the
numbers
that
are
being
put
out?

Our
South
Carolina
DHEC
numbers
only
and
they're,
not
representative,
of
the
actual
tests
being
done,
and
in
addition
to
that,
we're
like
the
48th
state
in
the
entire
country
to
to
receive
test
kits,
and
we
were
already
way
behind
the
gun
and
so
so
bottom
line,
I'm
being
told
by
record
well
people
that
that
I
trust
that
the
infection
rate
is
those
numbers
aren't
representative
of
what
who's
actually
infected
out
there.
And
so
that's
what
I
share
with
the
community
not
to
cause
panic
not
to
cause
alarm.
But
it's
just
a
this.

right
that,
due
to
the
testing
the
backlog
of
testing,

there
are
individuals

numbers

higher
than
what
the

why,
for
example,
here
city

we've
had
to
have
employees
quarantine
we're
better
safe
than
sorry.
We
just
can't.
We
have
to
take
this
very
seriously
it
as,
in
fact
just
say
viruses.

is

do
believe,
while
our
numbers
that
are
reported
look
low,
they
are
significantly
higher.

wanted

throw
out
there
that
another
thing
that's
not
being
reported
is
the
number
of
quarantine
citizens,
whether
it's
akin
or
Aiken
County
across
the
board,
but
in
our
city
and
our
county
that
are
quarantined
that
are
not
representative
in
those
numbers
that
are
being
put
out
by
DHEC.

if

might,
if
I
might
on

Yes
I'm
a
spoken
with
several
health
care
providers
and
physicians
today
is
every
day
I'm
sure
each
others
have
and
and
they're
simply
saying
we're
not
doing
enough.
We
have
to.
We
have
to
be
prepared
and
and
whenever
I
get
approached
and
I
hear
that
the
numbers
aren't
enough
to
merit.
This
I
have
to
ask
the
question
how
many
people
have
to
get
sick
and
I
mean
people
have
to
go
into
ventilators
before
we
say:
okay,
that's
enough!
Let's
do

there
are
so
many
people
that

a
team
that
asymptomatic
they
don't
even
know
they
got
any
of

signs
or
symptoms
so
they're
walking
around

are
round
people

infecting
people

we
were
better
safe
than
sorry.

done

is
citizens
taking
this
in
the
news
outlets

they're

report

not

prison
