opinions

expressed

city

mayor,
the
city
of
Aiken
has
received
finance
Officers
Association
budget
board.
We
have
a
representative
from
the
government
finance
Officers
Association
this
evening
to
make
a
presentation
to
you,
as
well
as
our
finance
staff
city
council,
authorized
the
redesigning
of
the
city
budget
last
year,
and
you
made
it
one
your
highest
priorities.
The
city
staff
team
member
is
led
by
Kim
abney.
Our
finance
director
worked
very
hard
in
designing
and
gathering
information
for
the
new
budget
format.

The
budget
was
submitted
to
the
GF
away
for
you
and
critique,
and
the
city
of
aiken
received
the
budget
award
on
our
first
submitted
in
South.
Carolina
Aiken
is
the
tenth
municipality
out
of
269
to
be
awarded
this
distinction.
Less
than
four
percent
of
South
Carolina
municipalities
in
less
than
two
beside
of
all
local
governments
in
the
United
States
earned
the
distinguished
budget
award.
My
staff
is
to
be
commended
for
its
work
and
obtaining
this
outstanding
budget
award
for
the
city
and,
as
I
said
mr.

The
completely
redesigned
budget
replaces
the
model
that
the
city
has,
since
nineteen
fifty-five
collaboration
across
all
the
departments.
As
mr.
Klem
said-
and
this
was
their
very
first
time
to
submit
for
this
and
they
got
it
on
the
first
try.
First
time
they
submitted
so
I'm
honored
to
present
the
city
of
Aiken,
this
prestigious
award
for
their
hard
work
and
diligence.

did
a
press
conference
earlier
about
this,

this
this
really
speaks
some
dedication
of
our
staff
and,
of
course,
the
direction
of
councils
will
take
a
lot
of
council
members.
We
asked
staff
and
they
resent
us
with
a
budget.
It
was
a
different
format.
More
usable
in
the
budget
is
now
council
make
makes
our
own.
How
are
you
basically
not
set
policies
that
help
you
prioritize
justly
that
process,
and
I
will
tell
you,
I
think,
the
staff
is
it
a
home
run
with
this
budget?

working

I

two

this
is
a
an
excellent
opportunity

thank
our
staff
for
the
hard
work
and
it
involved
every
department
within
the
city.
Everybody
had

role

preparing

budget,
obviously
led
by
a
finance
director
and
her
staff,
but
it's
just
the

a
long
way
and
and
to
come
that
so
far
so
quickly.

appointments
to
fill
vacancies

our
various
city
boards,
commissions

committees.
Six
appointments
are
presented
for
councils,
consideration
and
vote

meeting
tonight.
Councilman
Abner
has
recommended
the
reappointment
of
Jack
hunter
to
the
Planning
Commission.
If
we
appointed
mr.
hunter's
term
would
expire
on
December
first
2018
councilman
do

recommended
the
re-appointment
of
Robert
vesely
to
the
Planning
Commission.
If
we
appointed
mr.
Bessel
ease
term
would
have
expired.
December
first
2018
councilman
homoki
has
recommended
the
reappointment
of
coverage
to
the
Planning
Commission.

we
appointed
mr.

term
would
expire

summer

He
has
also
recommended
the
appointment

annex

the
city
of
aiken,

property
consisting
of
0
point
4,
0,
2,
acres
of
land,
more
or
less
owned
by
marketplace,
art
LLC
and
located
at
1212,
whiskey,
road
and

zone.

Commission
at
their
meeting

November
15
2016,
considered
a
request
by
marketplace:

for
annexation
of

meeting
recommended
that
the
applicant
rezone,
the
property
to
plan
commercial
and
submit

for

Council

the

Several
years

Council
adopted
a
policy
that
all
annexations
along
the
whiskey
row
guarda
would
be
zoned,
planned,
commercial
or
planned
residential.

past,

property

1212
whiskey
road
has
been
used
as
a
convenience
store,
but
has
been
vacant.
For
some
time,
the
applicant
intends
to
rehabilitate
the
property
repair
the
roof,
replace
the
gas
station
canopy
with

attractive

an
extended
extensively
renovate
the
interior
for
lease.

retail
commercial
or
office
uses.
The
applicant
intends
to
have
to
tenant
spaces
of
approximately
1800
to
2,000

indicated

close

what
you

county's
approval
proceedings
and
so
forth.

we
can
continue
to
move
forward.
The
principal
reason
that
we're
seeking
the
annexation
is
to
obtain
the
city
Sorcerer's,
which
we
have
permission
from
the
neighboring
property
utility
easement
to
access
the
sewer.

mr.
Mehra
commented
on
on
item
one.
When
fresh
market
came
in,
we
had
some
same
stipulations
in
that
ordinance
with
this
state
overrule
that
in
leptin
as
it

planning
commission

islands
and
than
that
so
I
think.
What
we
have
to
be
sure
is
that
SC
do
t
is
going
to
rule
whichever
way
they
want
to
rule
and
that
would
override
the
city.

just
want

be

at
it

recall
that
we
had
this
conversation
with
the
entire
council
at
a
work
session
recently,
and
the
agenda
item
contains
a
recommendation
from
our
staff
about
how
to
transfer
some
funds
that
leftover
from
completed
projects
through
other
priorities.
They
are
contained
in
the
agenda
item
before
you.
The
below
projects
that
are
completed,
contained
fund
balances
of
the
citizens
park
fence
in
canada,
p
project
the
Northside
neighborhood
renewal
project
in
the
citizens
park
walking
trails.

There
is
a
recommendation
from
staff
that
those
funds
be
transferred
into
the
light,
curbside,
walk
and
landscaping
project,
and
also
that
funding
that
here,
24
was
targeted
for
a
new
fire
station,
be
reallocated
to
the
the
new
headquarters,
a
project.
We
do
have
staff
here
to
answer
any
additional
questions
that
you
may
have.

our
city
clerk
has
prepared
a
jury
box
which,
under
state
law,
must
be
submitted
to
the
City
Council
for
approval
under
the
council-manager
of
city
government
model
city
councilors
act
as
jury
Commissioner's
for
our
city
court.
Each
year,
council
must
approve
the
preparation
of
the
names
for
our
jury
box
for
cut
City
Council
consideration
as
approval
of
the
2017
City
Court,

Mr.
mayor,
through
your
leadership
and
the
leadership
of
the
entire
council,
we
recently
formed
a
Hitchcock
woods,
stormwater
task
force
in
june
of
this
year
to
come
up
with
potential
solutions
for
storm
water
discharge
into
Hitchcock
woods.
The
task
force
consisted
of
members
of
our
city
council,
the
Hitchcock
woods
foundation
in
citizens
at
large
task
force
unanimously
agreed
that
another
study
was
not
needed,
but
rather
a
tangible
solution
to
mitigate
some
of
the
storm
water
discharge
into
Hitchcock
woods,
specifically
from
the
Sand
River
Basin
Council's
approval.

The
task
force
released
a
request
for
qualifications
document
in
September
of
2016
and
interviewed
several
firms.
Last
month
tonight,
the
Task
Force
recommends
counsel
into
a
contract
with
McCormack
Taylor,
a
firm
headquartered
in
Philadelphia,
but
with
offices
in
Columbia
and
Charleston
be
hired
and
tasked
with
evaluating
options
and
recommending
a
solution
for
storm
water
discharge.
That
contract,
which
will
be
for
three
years
and
not
to
exceed
five
hundred
thousand
dollars,
will
have
the
comic
Taylor
address
the
following
items.

The
outcome
being
sought
by
the
city
of
Aiken
and
the
Hitchcock
woods
foundation
is
the
cessation
of
destruction
and
erosion
to
its
property
caused
by
the
storm
water
flow.
The
contractors
provide
project
management
and
technical
support
to
develop
and
implement
various
water
resources
projects
and
solutions
to
reduce
the
volume
and
velocity
of
stormwater
discharges
into
Hitchcock
woods,
with
primary
focus
on
the
sand.

Using
the
previous
studies
contracted
by
the
city
to
prepare
and
review
technical
memoranda
report
and
electronic
deliverables
supervise
and
coordinate
the
work
on
projects
to
ensure
proper
and
timely
execution
of
the
projects
to
successfully
manage
and
deliver
projects
on
time
in
on
budget
and,
as
stated
in
the
agenda
item
before
you,
I
do
know
that
we
have
members
of
the
task
force
on
behalf
of
all
of
our
staff
and
I'm
sure.
On
behalf
of
this
council,
we
want
to
thank
the
dedicated
members
representing
Hitchcock
woods
and
also
our
citizens
at
large.

that
they've
worked
long
and
hard
on
this
project.
This
is
obviously
a
very
positive
step,
moving
forward
in
unison,
with
a
variety
of
interest
to
try
to
come
to
closure
on
an
issue
that
I
know
that
has
been
vexing
and
perplexing
for
many
many
years
in
this
city.
So,

said
that,
we

have
staff

answer

we

members

the
task

study

consultant

really
sees

everybody

This
is
really
about
developing
an
actual
solution.

you

that
that's
possible

instead
I
commend

work

task
force

fellow
council
members
that
have
been
working
on
this-
oh,
maybe
quite
a
bit
overdue
to
to
be
doing
this,
but
this
really
is
meant
to
advance
the
ball
and-

it's
not
just
another
study
on
a
shelf.

it's
a
major
step
forward
and
I'm
especially
pleased
in
the
fact
that
there's
going
to
be
an
effort
to
determine
the
origin
of
the
water
so
that
we
can
allocate
properly
other
responsibilities
for
dealing
with
us,

it's
not
just
a
city,
we
probably
got
the
bulk
of
it,
but
it's
not.

don't
have
all
of
it.

proposed
list

city
council
meetings

2017.
As
you
know,
I
think
its
traditional
that
we
have
one
meeting
in
December
so
where
we've
already
recommended
to
you
that
we
have
just
this
meeting
tonight
so
that
members
of
the
council
can
enjoy
the
holidays
with
their
families
and
I
know
that
some
will
be
traveling
as
well.

we've
listed
a
proposed
meeting
list
for
the
next
calendar
year
for
your
consideration.

mayor,
at
the
last
meeting
council
member,
you
are
asked
for
an
update
on
the
status
of
the
alley.
As
you
know,
for
some
time
there
has
been
a
community
discussion.
We
have
closed
the
alley
on
the
on
a
temporary
basis
and
most
of
the
feedback
that
we've
received
in
at
City
Hall,
and
I
also
have
been
told
that
I
can
speak
for
the
cake
in
downtown
development
association
representing
the
business
community.

I
is
that
it
has
been
highly
advantageous
to
have
it
a
pedestrian
way
as
opposed
to
a
road
for
automobiles,
but
to
discontinue
away
over
any
extended
period
of
time.
There's
a
legal
process
that
needs
to
take
place.
So
I
would
like
to
separate
this
presentation
into
two
parts.
First
of
all,
I've
asked
City
Attorney
Smith
indicate
to
us
what
the
legal
issues
and
parameters
are
involved
with
this,
and
then
I'm
going
to
ask
john
McMichael
a
business
vitality
manager
to
update
spaces
a
lot
going
on
in
working
with
the
property
owners
and
the
like.

You,
sir
state
law,
does
allow
City
Council
to
close.
They
rode
located
within
the
city
and
as
I'm
saying
close
the
road.
What
I'm
really
saying
is
closed
this
road
to
vehicular
traffic,
because
you're
not
really
actually
closing
the
entire
road
you're,
just
closing
it
to
vehicular
traffic,
but
state
law
does
require
you
to
go
through
a
few
steps.
The
most
important
of
which
is
the
city
must
pay
any
damage.

Is
that
may
be
claimed
by
any
land
owner
whose
premises
the
street
may
run,
and
it's
my
understanding
that
in
John
can
give
you
a
better
idea
of
what's
going
on
with
in
that
regard,
that
essentially,
the
property
owners
are
claiming
any
damages.
So
that's
good
for
us,
but
the
first
thing
the
city
just
needs
to
do
is
to
make
sure
that
we
have
the
area
the
area
of
the
road
outlined
and
that
all
of
the
property
owners
who
would
join
the
alleyway
that
we're
planning
to
close
are
known.

We
do
that
with
a
title
search
and
once
the
title
search
is
complete.
We
would
then
prepare
a
waiver
form
that
each
of
the
property
owners
would
sign
where
they
agree
to
waive
any
damages
that
they
may
have
as
a
result
of
this
closure,
and
that
waiver
would
be
binding
on
their
air
successors
and
assigns
so
this
wouldn't
come
up
again
in
the
future.
Once
we
have
that
waiver,
those
waivers
would
be
recorded
at
the
rmc
office.
At
that
point,
an
ordinance
would
come
before
council.

would
have
two
readings
and
then
council
would
be
asked
whether
or
not
you
wish
to
approve
to
vote
to
close
the
alley
to
vehicular
traffic.
It's
a
fairly
simple
process
that
probably
take
us
a
month
or
two
to
get
all
of
the
signatures
that
we
need
to
bring
this
back
to
you,
but
it's
a
fairly
straightforward
process.

as
a
maybe
some
people
don't
know
and
for
our
viewers
that
are
due
tuned
in
this
whole
process
started
in
2014
in
June.
When
staff
brought
before
the
Council
of
presentation
for
the
amelie
process,
then
we
started
in
earnest
in
January
the
15th
when
the
utilities
were
placed
under
ground,
and
then
we
went
from
there
to
consultants
and
then
the
bid
was
actually
awarded
to
complete
the
operation
in
the
alley
in
July,
the
fifteenth
of
2015
and
then
the
work
started
in
earnest
in
September
of
2015.

The
arches
went
up
last
Wednesday
last
Thursday
over
the
heads
of
the
alley,
and
they
said
the
two
comets
were
they
love
the
fact
that
the
arches
had
identified
it
as
the
alley
and
they
thought
that
was
a
neat
thing
and
also
the
fact
that
it
they
said
that
it
just
kind
of
framed
it
and
made
it
totally
completely
said
that
it
brought
a
completion
to
the
alley
and
made
it
really
look
that
much
more
aesthetically
nice.
So
it's
a
it's
a
great
thing
that
we
have
in
the
community.

have
met
the
adda
and
I
Avery
Spears
Mahoney
and
met
with
the
owners,
and
also
the
operators
are
most
of
the
businesses
all
but
one
in
the
alley,
and
we
got
the
overwhelming
support
from
them.
There
were
a
few
minor
things
that
we
had
to
work
through
with
them
we're
meeting
tomorrow
with
with
Avery
and
also
with
members
of
the
different
city
departments
that
have
interaction
with
the
alley,
so
that
we
can
number
one
clean
up
any
little
things
that
we
have.

simply
for
those
who
haven't
seen
them
that
they
can
standard
have
got
some
amazing,
beautiful
pictures
of
the
alley
all
decorated
for
Christmas,
particularly
at
night
time,
then
they've
had
them
on
their
website

other
places

all
the
Christmas
decorations
and
the
trees
the
crape
myrtles
related
to
put
in
there.
It
really
looks
amazing
and
as
a
postcard
for
the
city,
it
is
you.

Trophy
Award
for
high
school
students
and
if
most
of
you
hadn't
heard
she
won,
it
was
on
ESPN
on
Friday
night
dad.
So
she
made
a
comprar
she's
our
food
award
home.
She
received
a
ten-thousand-dollar
scholarship
as
well
as
a
five-hundred-dollar
gift
card
from
windy,
so
I
guess
somebody's
competing
a
lot
of
Hamburg.

let
go
something
that
I
read
online
about
Felicia,
because
she's
such
an
amazingly
accomplished
young
lady
she's
much
more
than
an
athlete,
but
one
of
those
I
read
online
and
I
hit
it
I
really
had
to
give
it
credit.
It
was.
The
Dayton
was
already
proud
of
her.
It's
just
everybody
else
has
figured
it
out
as
far
as
other
accomplishments,
I'd
light
officer,
the
congratulations
to
a
fantastic
phenomenal
football
season
for
South
Lake
and
thirds.
Shame
that
it
ended
when
it
did
but
boy.
