our

we
come
together

attend
to
the
business
of
our
city.
On
this
day
in
particular,
though
we
we
remember
those
families
that
were
impacted,
those
firefighters,
those
those
officers
who
who
were
affected
on
that
day,
we
just
asked
that

continue
to
bless
us
long-term
effects
of
that,
but
we
also
remember
a
country
that
came
together
on
that
day
and
we
just
pray
that
you
would
help
us
to
always
remember
that
feeling

asked

constitution
week
in
Aitkin,
encouraged
all
citizens
of
the
city
of
Aitkin
to
renew
and
deepen
their
appreciation
for
the
unique
and
precious
Heritage
passed
onto
Us
by
our
founding
fathers
that
the
United
States
Constitution
is
presented,
September,
11,
2023
and
signed
by
all
council
members.
So,
at
this
time,
if
I
could
have
a
representation
from
each
of
the
entities,
I
could
present.

and
recreational
activities
and
keeping
people
with
disabilities
safe
and
healthy.
During
the
pandemic
and
volunteering
to
quarantine
with
individuals
served
to
reduce
transmission
of
the
virus.
Direct
support
professionals
must
build
close,
respectful
and
trusting
relationships
with
the
people.
They
serve
to
empower
them
to
fully
participate
in
their
communities
and
whereas
increased
awareness
and
recognition
of
direct
support
professionals
can
help
alleviate
the
critical
and
growing
shortage
of
these
important
health
care
workers
in
the
Palmetto
State.

therefore,

and
Osmond
mayor
and
the
Council
of
the
great
city
of
Aitkin
do
hereby
Proclaim
September
10th
through
16th
2023,
as
direct
support
professionals,
recognition
recognition
week
throughout
the
city

all
Aiken
citizens
to
honor
our
direct
support
Professionals
for
their
dedication
and
contributions
that
enhance

disabilities.

the

director

Tri
Development
Center
of
Aitkin
I've
met,
many
of
you
and
I.
Thank
you
for
your
support
and

your
leadership

for
just
understanding
all
about
us.
We
are
here,
we've
been
around
back
in
the
day
from
1964,
and
currently
we
have
200
residents
that
we
have
the
honor
of
supporting
and
about
325
individuals
in
our
day
Services.

work
division
on
Saturday,
with
a
cookout
and
just
honoring
our
direct
support
staff,
because
we're
still
running
around
59
vacancies
staff
wide
and
so
for
for
us,
that's
a
pretty
big
chunk
these
individuals,
just
a
sample
of
our
amazing
Workforce
that
is
here
this
evening,
have
cap
as
afloat
and
really
done
their
job
and
we're
very
blessed,
and
it
is
our
honor,
along
with
you

recognize
their
hard
efforts

I
need

do
is
actually
I
want
to
read
into
the
record
what
is
actually
on
our
website,
one
just
to
get
the
word
out
and
then,
after
that,
just
to
hit
some
important
points.
I
think
just
to
make
sure
there's
some
clarity
on
what
we're
actually
doing
so
bear
with
me.
It's
it's
a
little
bit
to
read.
I
just
want
to
make
sure
I
didn't
miss
anything.
So
what
is
on
our
website
is
this
short-term
rental?
Stakeholder
representatives
are
salt.

The
city
of
Aitkin
is
beginning
to
look
for
representatives
to
discuss
regulations
around
short-term
rentals,
like
many
municipalities
across
the
country
and
state.
We
as
a
city
are
grappling
with
the
popularity
of
short-term
rentals.
Short-Term
rentals
are
defined
as
rentals
that
are
less
than
30
days,
such
as
those
found
on
Airbnb
and
verbo.
Well,
short-term
rentals
can
positively
impact
a
community
without
well
thought
out.
Control
short-term
rentals
can
reduce
needed
long-term
housing
stock,
raise
house
and
rental
prices
and
affect
the
character
of
established
neighborhoods.

The
goal
is
to
bring
together
various
stakeholders,
Builders
and
community
members
representing
cross-sections
of
the
community,
for
input
on
how
best
to
regulate
short-term
rentals.
The
attention
is
to
gather
two
distinct
stakeholder
groups,
those
in
real
estate,
Hotel
owners,
curtains,
curtains,
excuse
me,
current
short-term
rental
operators
and
other
business
owners
and
the
other
group
that
focuses
on
neighborhood
and
Homeowner
Association
stakeholders
around
the
city.
This
process
will
provide
staff
and
elected
officials
input
from
the
public
to
ensure
the
long-term
vision
for
the
community
is
met
while
providing
opportunities
for
discussion
and
management.

Some
citizens
may
have
already
been
contacted
to
determine
your
interest
in
participating
in
one
of
the
two
stakeholder
groups.

you

Now
a
few
points
I
want
to
clarify.
First,
as
far
as
short-term
rentals
are
concerned.
L
At
this
juncture,
the
city
is
not
proposing
anything.
These
neighborhood
and
business
participant
forums
are
for
education
and
citizen
input.
Only
the
intent
is
to
educate
participants
on
what
standards
we
do
and
do
not
currently
have
on
the
books
concerning
short-term
rentals,
also
to
educate
participants
on
how
other
municipalities
Statewide
have
handled
short-term
rentals
and
to
get
participant
input
on
whether
some
of
these
same
ideas
would
work
for
Aiken.

Also,
we
have
begun
Outreach
to
Neighborhood
participants
through
the
neighborhood
association
lists
we
have
on
file
and
also
reached
out
to
the
Aiken
Council
of
neighborhoods.
The
intention
is
to
pull
neighborhood
participants
from
each
neighborhood
throughout
the
city.
We
are
still
working
hard
on
this,
but
unfortunately,
so
far
only
have
10
willing
respondents
for
our
neighborhood
forums.

We
have
also
begun
Outreach
for
our
business
forums
through
the
Chamber
of
Commerce
to
include
Realtors,
short-term
rental
owners,
Hotel
owners,
equestrian
event,
operators
and
other
business
owners
that
may
be
impacted
by
short-term
rentals.
So
far,
we've
had
very
good
response
from
our
Realtors,
short-term
rental
owners
and
equestrian
event.
Operators
such
as
aegon,
Horse,
Park
and
high
fields
we
have
also
reached
out
to
the
Steeplechase
Association,
have
not
heard
back
yet,
but
we're
working
on
it.

We
are
still
lacking
in
representation
from
our
hotel
operators
and
where
we
will
continue
to
work
on
that
short-term
rentals
can
and
do
operate
legally
in
some
of
our
residential
areas
right
now,
under
what
is
called
our
bed
and
breakfast
home
stay
process
and
can
legally
operate
in
any
commercial
area
that
allows
overnight
accommodations.
This
includes
our
downtown
business.
Zoning
District,
which
has
many
residential
areas
in
both
instances
and
please
listen.
The
standards
in
our
zoning
ordinance
were
either
not
written
with
short-term
rentals
in
mind,
or
there
are
no
standards
whatsoever
in
our
zoning
ordinance.

This
is
why
this
is
such
an
important
discussion,
so
short-term
rentals
can
be
properly
addressed.
On
a
final
note,
I
completely
understand
why
the
term
short-term
rentals
can
elicit
such
emotional
responses.
I
was
born
and
raised
in
the
city
of
Aitkin,
so
I
completely
understand
when
long-term
residents
say
keep
aching
Aiken,
although
I
must
admit
that
as
a
moving
Target
since
the
Aiken
I
knew
58
years
ago
is
a
far
cry
from
what
it
is
now.
I
also
live
in
an
older
neighborhood
that
lacks
the
protections
that
come
from
having
a
fully
operating
homeowners
association.

So
I
do
really
get
the
concerns
around
short-term
rentals
again.
This
is
why
this
discussion
is
so
important,
so
please
get
in
touch
with
the
planning
department.

we're

obviously
want

who
would

on
the
agenda
item
that
was
included
in
the
work
session.
Regarding
the
Smith
Hazel
renovation,
it
has
a
map
and
it
has
a
page
describing
the
number
of
trees,
not
not
even
the
number
of
trees
referring
to
trees
being
cut
down,
but
it
really
doesn't
give
a
lot
of
information
it.
The
information
it
gives
is
confusing.

Community
so
I
think
we're
going
to
go
to
the
Planning
Commission
tomorrow
to
ask
them
to
think
about
and
then
maybe
get
in
touch
with
them
later,
how
how
we
might
create
a
forum.
I've
mentioned
this
before
for
understanding
what
the
impact
of
new
development
really
is
on
the
city,
because
every
time
we
have
a
significant
development
project
here,
there's
appears
to
be
controversy
and.

The
results
that
we
have
from
our
development
are
really
not
great.
If
you
just
go
down
Whiskey
Road,
you
can
see
the
disastrous
results
of
that
kind
of
development,
and
it
also
looks
like
it's
spreading
to
Silver,
Bluff
and
other
areas,
so
I
think
it's
just
something
that
really
needs
to
be
reconsidered
as
a
whole
and
I
think,
in
a
constructive
fashion,
opening
up
the
dialogue
to
what
these
developments
really
mean
for
our
city.

stood
in
front
of
all
you
seven
months
ago
on
February
13th
with
an
issue
and
a
solution
for
the
city
of
Aitkin
and
I'm
with
cleanup
Aiken
we're
a
non-profit,
501c3
business
here
in
town
we've
facilitated
cleanups
along
the
roadsides
of
vacant
and
I.
Don't
know
if
you
all
know
it,
but
South
Carolina
is
still
ranked
as
the
most
litter
covered
state
in
the
country.
N
It
doesn't
feel
good,
so
we're
trying
to
do
our
best
to
keep
the
letter
picked
up
in
Aiken
between
us
and
keep
Aiken
County
beautiful
with
Candace
cave,
is
doing
we're
out
there
picking
up
a
lot
of
litter,
so
anyways
my
suggestion.
The
solution
was
to
require
all
restaurants.
This
is
just
a
start
to
have
at
least
one
outdoor
garbage,
receptacle
and
right
now.
Only
one
third
of
them
have
one
outside
of
their
restaurant
in
a
parking
lot
or
anywhere.

That's
not
within
the
restaurant
itself,
and
we
all
know
a
lot
of
people
throw
their
trash
out
the
window.
We
pick
up
a
lot
of
fast
food,
restaurant
items
and
I
think
that
by
just
requiring
with
an
ordinance
or
asking
restaurants
to
have
at
least
one
outdoor
receptacle
could
solve
part
of
that
problem
of
some
of
the
literal
on
the
road
and
again
a
lot
of
Styrofoam
a
lot
of
McDonald's
Wendy's,
you
name
it.

We
find
it
along
the
road
so
and
I've
written
numerous
letters
to
Mr
Stewart
beatenbach,
who
I
don't
think
is
here
tonight
about
this
four
letters.
I've
written
since
February
and
I'd
really
have
had
no
recent
responses
on
where
this
issue
is
right.
Now,
since
February,
when
I
brought
it
up
to
the
council
so
again,
I'm
just
asking
if
we
could
have
some
kind
of
an
ordinance
or
asking
restaurants
again,
I
surveyed,
99,
Restaurants
and
only
33
of
them
had
an
outdoor
receptacle,
that's
pretty
weak.
So
it's
not
a
big
deal.
I
know!

Flanagan's
is
one
that
finally
put
one
outdoors
and
it's
nice
because
you
don't
want
to
walk
inside
with
sticky
hands
after
you
get
ice
cream,
so
they
took
care
of
that.
So
that's
all
we're
asking
for.
If
we
can
just
get
some
organs
or
requests
to
restaurants
in
the
city
of
Aiken,
that
would
be
fantastic
and
believe
me,
this
will
help
keep
our
roads
a
lot
cleaner.
So
that's
all.

event,
an
application
is
denied
or
disapproved
an
application
for
the
same
request
shall
not
be
refiled
for
one
year.
So
how
is
it
possible
that
only
six
months
after
the
first
Denial
in
January
of
2020,
it
is
brought
up
for
approval
again
in
July
of
2020
six
months
later,
Parker's
kitchen
was
also
in
violation
and,
and
it
seems
like
Lulu's
is
once
again
trying
to
get
away
with
building,
in
violation
of
of
some
of
these
stated
ordinances
and
I.

parcel
must
be
five
acres
to
build
on.
In
all
honesty,
I
am
not
sure
if
you
were
presented
with
the
correct
information
from
mumus.
To
start
with,
there
have
been
many
violations
throughout
this
process
and
to
be
clear,
this
involves
the
Lulu
car
wash
on
Whiskey
Road
I
have
read
the
298
pages
of
the
city
of
Aitkin
planning
memorandum,
all
are
pertinent.
Information
has
been
given
to
the
city
clerk
first
January
14
2020,
the
Planning
Commission
denied
Lulu's
concept
plan
six
to
six
to
zero.

There
are
two
important
factors
in
this
memorandum:
one
being
the
applicant
is
requesting
a
concept
plan
approval
on
11.80.
Acres
second
was
stated:
the
number
of
customers
per
day
at
all
locations
would
not
require
a
traffic
study.
However,
the
three
pages
excuse
me
on
the
zoning
map
that
has
been
handed
in
it's
very
clear
that
it
is
one
parcel
11.80
acres
and
yet
the
fourth
page
is
dated
June
4th
2020
and
has
three
separate
tracks
a
b
and
c.

It
says
no
through
traffic
or
trailer
trash
through
traffic,
yeah
right,
the
19
and
University
in
Rutland,
then
Trucker's,
one
of
them
when
I
was
coming
here
from
Publix
there's
a
bypass
around
that
goes

Publix,
there's
no
Publix
in
between
there
and
they
like
every
time
they
go
through
there.
You
hear
branches,
you
don't
be
same
on
Columbia
right
at
Osborne
Park
and
have
respect
for
your
city.

again

that
y'all
need
to
move
the
historic
line,
all
the
way
to
where
the
Battle
of
Aiken
was
because
that
is
historic,
whether
it's
old
houses,
it's
still
historic,
because
somebody
lived
in
them
because
somebody
brought
down
from
the
park.
We
want
the
brick
house
on
the
second:
they
break
two
windows
up
on
each
side.
They
remodeled
the
whole
inside
and
they
took
all
the
buildings,
had
no
respect
for
history.

all
so
I
know
it's.

the
guys

something
he
he
almost
cried.
He's
like
this
is
my
grandma's
house
right
there
and
I
I
played
over
there.
So
if
you

them

care

those
truckers
and
maybe
if
they
get
a
thousand
dollar
ticket
the
first
time
and
if
they
can't
behave,
maybe
we'll
cut
Walmart
off
for
a
month
of
any
trucks
coming
in,
it
was
Publix
AutoZone
every
one
of
them
go
flying
through
there.

that

This
is
a
second
reading
and
public
hearing
of
an
ordinance
to
adopt
updates
to
the
comprehensive
land
use
and
transportation
plan
continued
by
title
of
North
amending
the
city
of
Aiken,
comprehensive
land
use
and
transportation
plan,
and,
as
you
may
recall,
we
continued
this
after
some
questions
from
our
previous
meeting
when
it
was
on
our
agenda
for
second
reading.
So
with
that,
I
would
look
for
a
motion.

Thank

at
the
August
14th
meeting
city
council
approved
first
reading
of
an
ordinance
to
approve
the
city's,
updated,
comprehensive
land
use
and
transportation
plan
staff
has
made
several
changes
to
the
version
that
was
approved
on
the
first
reading.
First,
the
plan
now
includes
Governor,
Aiken
Park
and
also
removed
a
park
that
was
never
built.
Additionally,
we
included
text
about
the
Aiken
Arboretum
Trail
as
in
in
this
memo,
and
we
also
removed
the
2040
Arts
Plan
update
and
replaced
it
with
a
2050
update.

This
is
important
because
there
were
three
projects
that
were
included
in
the
2040
plan,
but
are
no
longer
included
in
the
2050
plan
that
were
upsetting
to
city,
council
and
residents.
So
those
three
projects
that

surplus

over
1.8
million
dollars.
Tax
revenue,
business
license
revenue
and
interest.
Revenues
were
higher
than
projected
expenditures
were
under
budget,
primarily
due
to
equipment
that
was
ordered,
but
not
yet
received,
or
projects
that
were
not
completed
by
June
30th
departments
requested
funds
be
held
over
for
items
on
order,
but
not
yet
delivered
prior
to
June
30th
and
for
certain
minor
projects
that
were
not
completed
during
the
year.

The
balance
of
the
adjustments
will
come
from
the
funds
expected
to
pay
for
those
specific
purposes.
A
portion
of
the
funds
will
go
towards
an
additional
eight
percent
pay
adjustment
for
sworn
Public
Safety
officers
through

rank
of
lieutenant
ranks
of
Captain
and
major
will
receive
four
percent.
Dispatchers
will
receive
a
16
increase.
These
increases
were
done
to
stay
competitive
in
the
local
law
enforcement
Market.
The
adjustment
Will
Keep
Us,
ahead
of
local
public
agencies.
We
tend
to
lose
sworn
officers
too,
including
Aiken,
County,
Sheriff's
department
and
North
Augusta
Department
of
Public
Safety.

water
and
sewer
fund
finished
the
year
with
a
surplus
of
over
3.5
million
dollars.
Revenues
for
water
and
sewer
Services
were
6.7
percent.
More
than
budget
expenditures
were
under
projections
due
due
in
part
to
equipment
that
was
ordered,
but
not
yet
received,
or
projects
that
were
not
completed
by
June
30th.
This
Surplus
was
primarily
due
to
bond
proceeds
for
the
design
and
Engineering
of
the
new
water
plant
being
more
than
the
expenses.
The
remainder
of
the
design
phase
of
the
project
has
has
continued
into
the
current
fiscal
year.

stated.

Pudding
on
Richland
Avenue.
This
is
an
scdot
owned.
Sidewalk
City
staff
had
already
reported
it
to
scdot,
but
there's
also
a
mechanism
with
which
to
do
that.
So
we
hope
the
citizens
would
reach
out
to
us
and
we'd
be
happy
to
assist
with
that
with
any
issues
on
those
Additionally.

Lulu's
Car
Wash
statement
that
was
made
at
the
last
meeting
that
it
was
in
violation
of
the
city's
zoning
ordinance
because
the
parcel
was
under
five
acres,
as
required
for
a
planned
commercial
District.
It's
part

larger
planned
commercial
district
and
if
people
have
more
questions,
I'll
defer

in
May
of

The
second
Circuit
Court
denied
an
appeal
made
against
the
city
of
Aitkin
for
this
project

they

appellant
failed

meet
her
burden
of
