property

Street
Northwest.
The
developer
is
proposing
the
redevelop
to
redevelop
the
current
side
of
the
L.
They
can
carry
hospital
nurses,
building
and
Aiken
Area
Council
on
Aging
into
a
gateway
project.
That's
designed
to
service
and
lead
into
the
down
business
core.

The
project
would
include
approximately
108
room
hotel,
a
conference
center
public
parking
garage,
150,
multi-family
residential
units
amenity
areas
and
sidewalks
that
are
permitted
uses
by
right
and
suitable
within
the
zoning
requested
have
planned
commercial.
The
developer
plans
to
demolish
all
existing
structures
on
the
building.
Excuse

on
the
site,
as
well
as
the
building
that
currently
houses
the
Aiken
area.
Council
on
Aging,
the
sandstone
wall
constructed
approximately
or
circa
1930.
A
majority
of
that
would
be
saved
and
extended
north
on
Morgan
Street
for
any
development.

the
plan
commercial
district.

This
council
must
review
a
concept
plan
that
has
been
approved
by
the
Planning
Commission,
and
the
council
must
approve
it
and
any
future
changes
to
the
concept
plan
must
be
approved
by
the
Planning
Commission
and
approved
by
City
Council.
There
is
water
and
sewer
service
currently
available
to
the
property
along
with
road
access
and
staff
has
reviewed
that
the
water
and
sewer
availability
are
adequate
for
the
proposed
uses
at
the
property.

The
developer
proposes
a
four-story
hundred
and
twenty
five
thousand
square
foot
hotel
with
amenities
in
a
conference
center
on
the
first
floor
to
be
located
at
the
corner
of
Richland,
Avenue
and
Morgan
Street,
and
is
also
proposing
to
build
a
three-story
multifamily
structure
with
a
hundred
and
fifty
one
in
two
bedroom
apartments,
which
is
in
compliance
with
the
density
restrictions
within
the
plan
commercial
zone
district.
This
multifamily
development
will
contain
a
swimming
pool,
a
dedicated
parking
garage
below
the
residential
apartments,
with
approximately
78
additional
guest
spaces.

developer
also
proposes
to
build
a
parking
garage
of
up
to
400
spaces
along
the
Volks
road
frontage,
with
a
covered
connector
to
the
Hotel
and
Conference
Center
from
the
parking
garage.
The
concept
plan
proposes
currently
for
ingress
and
egress
points
3
along
Barnwell
Avenue
and
one
on
Morgan
Street.
The
developer
is
indicated.
They
will
provide
three
point.
Four
acres
of
open
space,
which
includes
the
stormwater
management
pond
regarding
a
traffic
study,
levels
of
service
for
Richland
Avenue
West
involve
closed
Road.

is
a
level
of
service
beat
category
B,
which
is
means
it
has
a
good
traffic
flow
and,
according
to
the
traffic
management,
ordinance
of
the
city
of
Aitkin
does
not
require
a
traffic
study
unless
newer
expanded
development
will
generate
3,000
or
more
new
vehicle
trips.

for

district
buildings
per
the
zoning
ordinance.
No

height
is
required.
The
rear
face
of
the
structure
will
is
expected
to
exceed
50
feet
and
is
permitted
to
do
so
in
accordance
with
the
building
height
definition
of
the
zoning
lines.

parcel
has
been
abandoned
for
five
years
and
was
sold
to
the
owners
by
Aiken
County
for
1.1
million,
which
was
four
and
fifty
thousand
more
than
higher
than
the
next
bid,
as
in
the
case
of
many
developments,
council

a

any
incentives
to
the
development.
This
process
has
been
followed
routinely
over
the
years
by
the
city
of
Aiken.

improvements

along
whiskey,
road
between
Oak
Grove
Road
and
Bay
Lane
stormwater
improvements
between
Mill
Brook
and
Fabian,
whiskey,
Road
and
Ola
hit
drive,
intersection
improvements
at
Lawrence,
Street,
chance,
orange
Lawrence,
Street
and
Rutland
Drive,
extending
sewer
to
the
area
bordered
by
whiskey,
Road,
Owens,
Street
and
Dori
Road.
This
is
not
before
council
this
evening,
but
at
a
later
date
Council
will
consider
any
development
agreement
with
the
potential
buyer.
But
now
we
are
to
address
the
matter
at
hand
which
is
the
rezoning
in
the
concept
plan.

this
council

city

the
making,

thrilled

opportunity

be

part
of
the
redevelopment
of
this
site
and
know
it
well

studied
it
for
quite
some
time.

this
process,

carefully
consider
all

feedback

we

about
a
few
things
again.

This
is
really
a
pretty
critical
gateway
site
coming
from
North
Augusta
into
town
we've
located
the
hotel
up
at
the
up
of
the
corner
in
an
effort
for
a
couple
of
things,
one
to
really
present
a
good
face
of
Aiken
as
folks
come
into
town
from
this
direction.
Also,
you
know
as
part
of
the
Comprehensive
Plan
and
trying
to
extend
the
urban
core
and
extend
activity
in
the
urban
core.
We
think
it's
important
to
have
this
site
really
be
a
part
of
that
core.

It's
a
few
blocks
off
of
the
downtown,
but
we
really
do
believe
that
this
can
this
site
can
be
an
integral
part
of
this
of
the
of
downtown,
so
the
hotel
is
up
on
the
corner,
we're
studying
the
exact
location
of
it.
We
want
to
be
careful.
It's
four
stories
on
Richland
Avenue:
we
want
to
be
careful
about
the
scale
and
massing
of
it,
and
but
we
anticipate
having
heart,
scaping
and
landscaping
that
connect
to
downtown
with
the
sidewalks
there's
a
bicycle
path.

That's
planned
to
come
through
here
so
and
be
very
sensitive
to
those
connections,
so
the
heart
scaping
will
help
connect
to
downtown
the
conference.
Center
is
located
sort
of
on
the
back.
The
backside
of
the
hotel,
the
drop-off
for
both
would
actually
be
on
the
back
side,
so
the
Richland
Avenue
would
have
sort
of
a
ceremonial
front
for
the
hotel,
but
all
of
the
vehicular
traffic
would
be
directed
to
the
backside.
The
conference
center
would
have
its
own
entry
and
then
there's
connectivity
over
to
the
parking
garage.

That's
sort
of
tucked
into
Vall
clues,
as
you
can
see,
from
the
site
plan,
we're
trying
hard
to
preserve
a
great
deal
of
open
space.
You
know
public
gardens
and
green
space
is
a
very
important
important
part
of
Aiken,
and
we
want
to
make
sure
that
we
continue
that
tradition
and
have
have
nice
green
space
on
the
back
side
of
the
property
is
the
multifamily
project.
That's
located
more
appropriately
on
the
you
know,
closer
to
the
residential
areas
of
town,
Architects,

want

try
to
use
classic
classic
architectural
forms,
but
a
little
bit
more
modern
detailing
in
the
project.

some

the
inspirational

down
on
the

modern
detailing

classic

architectural
elements
and
forms
that
are
recognizable.

want
to
be
very
sensitive
to
the
scale
vacant,

then
also
use
those
modern
details
in
a
way
that

really
encourages
activity

speaks

the

the
character
of
the
hotel.

interesting,
lodging
preserved
character,
demolishing
the
Aiken
hospital
and
nurse's
building
is
a
step
and
destroying
the
original
finish
and
unraveling.
The
threads
of
our
shared
past
preservation
isn't
passive,
which
is
why
we
continually
show
up
to
advocate
for
the
importance
of
saving
an
old
building
with
mold
asbestos
and
lead
paint.

recognize
that
if
every
building
owner
demolished
because
of
lead
paint
asbestos
and
mold,
we
would
no
longer
have
historic
buildings
and
homes
and
without
these
cultural
resources,
what
would
we
have
southern
living
lauded?
Nothing
beyond
the
historic
district
I
know:
I
have
little
chance
in
swaying
your
decision.
I
also
know
that
years
from
now,
I
will
be
recorded
in
the
minutes
of
this
meeting
as
being
a
champion
of
Historic
Aiken,
not
the
one
that
unraveled
our
historic
ties
and
not
the
one
that
destroyed
our
original
finish.

lifelong
resident
of
Aiken,
which
means
that
I
chose
to
come
here.
I
love
it
here.
I
happened
upon
it
and
had
no
idea
that
I
was
stumbling
upon
such
a
wonderful
little
gem,
my
husband
and
I,
recently
returned
from
a
cruise
visiting
Scandinavia.

We
spent
quite
a
bit
of
time
visiting
many
historically
relevant
sites.
These
included
a
lighthouse,
a
church,
hospital
cathedrals,
castles
and
warehouses
all
were
unique
and
interesting,
but
the
entire
time
I
was
in
these
various
Nordic
countries.
Visiting
these
historic
sites,
I
could
only
think
of
the
historic
Aiken
hospital
being
torn
down.

There
were
warehouses
that
had
been
abandoned,
churches
that
had
been
bombed
during
World
War,
two
and
various
other
buildings
that
had
been
allowed
to
deteriorate,
fortunately
for
their
citizens
and
also
visitors
to
this
place
to
these
places,
of
which
I
was
one
someone.
Someone
realized
how
important
it
was
not
to
lose
the
history
that
these
buildings
represent.

Many
of
these
historic
places
have
now
been
adaptively
repurposed
for
a
variety
of
uses.
One
of
them,
if
I
remember,
was
a
Radisson
Hotel
in
Bergen
Norway.
It
is
incumbent
upon
our
elected
officials
to
recognize
the
necessity
of
saving
our
important
historical
structure,
the
historic
akin
hospital
for
future
generations
of
Aiken
citizens.

the
community
have
time
to
put
in
their
input
before
they
do
anything?

have

recourse
at
this
juncture?
And,

plan

us
presents
a
solution
to
I
know
several
needs
for
our
city,
but
as
Aiken
quickly
passes
into
the
21st
century,
I'd
like
to
make
the
argument
that
this
concept
plan
takes
Aiken
two
steps
forward.

Three
steps
back
this
concept
plan
to
become
a
reality
at
eight
to
eight
Richland
Avenue
West,
rather
than
a
different
parcel
within
the
opportunity
zone,
requires
the
complete
demolition
of
historic
Aiken
hospital.
A
building
that,
if
we
use
wood,
would
help
carry
a
can
forward
moreso
than
tear
down
a
new
build.
Firstly
in
economics,
it
is
the
differentiated
product
that
commands
a
monetary
premium.
L
If,
in
the
long
run,
Aiken
wants
to
attract
capital
to
attract
attract
investment,
it
must
differentiate
itself
from
anywhere
else,
and
if
it
is
the
built
in
it
is
the
built
environment
that
expresses
perhaps
better
than
anything
else
a
community's
diversity
identity.
Individuality.
In
short,
its
differentiation,
secondly,
we
currently
live
in,
what's
called
the
experience
and
knowledge
economies
where
one-of-a-kind
experiences
and
personal
enrichment,
more
so
than
goods
and
services,
are
the
primary
economic
offering.

know,
there's
some
of
us
here
known
to
bring
economic
development
to
cities
that
can
attract
them,
have
a
strong
preference
for
authenticity
in
where
they
live,
work
shop
and
eat
they
desire
locally
owned
source
options
which
have
unique
architectural
character
that
distinguishes
them
from
what
is
often
called
generica
reusing
the
hospital
and
undo
clickable
authentically
akin
building
the
largest
historic
building
in
Aitkin
must
not
be
demolished,
but
rather
reuse,
whether
that
be
a
hotel
meeting
spaces
apartments.
Whatever
this
can
be
done.
This
is
factual,
asbestos
mold
structural
challenge.

Such
challenges
all
can
be
handled,
as
noted
by
the
experienced
preservation,
minded
reed
developers
who
did
and
still
want
to
buy
and
reuse
historic
aiken
hospital.
One
of
these
reed
developers
who
respected
the
density
laws
of
aiken
was
brought
forth
by
members
of
the
surrounding
community
when
twenty-two
RFPs
sent
out
by
county
council
in
2016
came
back
unanswered,
pace,
bert
renowned
for
adaptive,
reuse
projects
all
over
the
southeast.

He
recently
expect
interest
in
the
hospital.
I'm
just
saying
this,
because
we're
told
at
some
of
these
public
hearings
that
there
is
no
other
options,
that's
just
their
options
in
support
of
the
reuse
and
appreciation
of
the
hospital
over
800
petition
signatures.
Numerous
letters
to
the
editor,
twelve
public
hearings,
often
presenting
little
that
no
opposition
for
presentation
expect,

it's
fascinating.
How
so
many
people
get
into
a
trap
of
believing
that
you
have
to
have
a
choice.
You
have
to
choose
between
historic
preservation,
which
is
like
icing
on
a
cake
and
something
special.
You
only
do
if
you
can
afford
it
or
pure
economic
numbers
that
mean
economic
development
and
investment.
Nothing
is
further
from
the
truth
when
historic
place,
when
a
place
that
tells
the
story
of
a
community
is
incorporated
into
economic
development
and
I
believe
as
an
organization
that
deals
with
this
every
day.

It
can
happen
here
with
the
Aiken
hospital
intact.
We
are
right
now
we
are
owners
of
the
Edgeville
hotel,
I'm
sure
how
many
of
you
here
are
close
enough
to
Edgefield
to
have
know
the
story
of
the
old
Edgefield
hotel
and
it's
sitting
there
empty.
We
donorship
of
it
a
year
and
a
half
ago,
and
now
we
have
it
under
contract.
With
a
developer,
we
are
bringing
together
a
team
to
know
how
to
turn
that
into
a
hotel
and
other
amenities
that
can
add
to
the
square.

are
now
currently
working
with
nuri
mill
up
in
Seneca
that
has
been
empty
for
thirty
years.
We
know
what
we're
talking
about
with
this.
We
work
with
developers
all
over
the
state
and
we
know
what
works
and
developers
that
bring
in
a
full,
comprehensive
team-building
effort
to
say
what
is
the
best
way
to
maximize
our
resources.
Here

the
best
way
to
go
and
I
appreciate
them,
mentioning
that
tonight,
unfortunately,
over

past
month

a
half

we

tried
to
reach
out
and
have
a
conversation
with
them
about
what
we
can
do.

this
place

developed,

like
it

be,

income
potential

hospital
still

done
such

good
job
of
putting

advocacy

this

developers

they

in

that
is

gateway

Aiken

into

Aikens
character

to
a

town

that
hospital
is
the
absolute
best
gateway
you
could

city

destroy

this

not
meeting

goals

guiding
principles

plan,
it's
throwing
them
away.

history

preserve
it
and
teach

authentically
tearing

hospital

only
history

think

the

doesn't
vote
in
their
best
interest.

got

out-of-state
company
that
came

they
wanted

acceptable
in

of

county
is
very
anxious
because
it
needs
the
money
to
sell
the
property,
not
trying
to
sell

county
down
them

the
pike.

think
it's
ready

consideration

considerations

approve

package

without
more
knowledge

come

developer,

the
developer

decide

feasible

needs

we've

six
meetings
discussing
solid
waste
and
the
challenges
that
we
face.
We

January
issued
request
for
proposals
to
contemplate
privatization
of
the
service,
received
three
detailed
responses
and,

point,
council
decided
to
continue
with
an
in-house
service
which
necessitated
a
rate
review
since
2007
we've
had
one
rate
review
rate
increase,
but
our
costs
have
continued
to
rise.

One
thing
we
have
done
we
did
do
is
in
2015
we
move
the
solid
waste
fund
out
of
the
general
fund,
which
the
general
fund
was
subsidizing
the
solid
waste
operations
and
set
it
out
as
a
as
an
enterprise
fund,

our
stormwater
fund
and
our
water
and
sewer
fund.
At
that
point,
in
time,
in
2015,
council
approved
the
last
rate
increase
which
rose
from
$14
a
month
to
$17

month,
and
we
and
after
that
rate,
increase
approximately
11
months
later,
we
lost
our
in
prison
inmates.

Crippled
us
because
we
were
able
to
use
that
inmate
labor
it
was
it
put
about
a
$250,000
strain
on
our
budget.
So,
after
a
devaluation
of
operational
costs,
the
needs
of
the
division
and
again
a
council
input,
we
are
recommending
a
rate
increase
to
20
dollars
and
38
cents.
We
will
continue
to
collect
unbagged
yard
debris
for
residential
customers
on
a
weekly
basis.
We
will
continue
to
pick
up
garbage
on
a
weekly
basis
and
we
will
continue
to
pick
up
curbside
recycling
every
other
week
for
the
first
time.

also
includes
78
cents
per
month.
That's
going
to
be
allocated
for
roll
cart
replacement.

have
not
allocated

cart
replacement

dedicated
money
and,
as
part
of
the
rate
allocated

it,

carts

of

years

establishing
this

we

means
