the

rate,
the
lowest
as
I
mentioned.

was

we
had
several
in
between
there
BBT,
you
all
recognize,
I'm
sure
some
of
the
other
banks,
Key
Bank,
Pinnacle
Bank.

two
banks

not
really
located
in
South
Carolina,
how
many
branches
or
stores
here
they
are
really
just
interested
in
lending
to
municipalities,
and
so
they
are
banks
that
are
just
on
our
list.
We've
worked
with
them
before
Capital
One
same
as
from
the
credit
card
commercials.
They
also
do
lending
to
municipalities
in
Sterling
National
Bank,
new
york-based
Bank.
That
also
does
lending
and
we've
they've
done
several
deals
in
South
Carolina
as
well,
and
so
those
were
the
five
in
and
BB&T
lowest
rate.

the
other
rates
are
very
good
as
well,
but
we
were
happy
with
getting
in
five
proposals
doing
a
15
year,
financing
kind
of
weeds
out
certain
banks,
because
many
don't
want
to
lend
that
long
on
a
fixed
rate
basis

happy
to
get
in
five
proposals
and
very
happy
at
the
2:51
rate
and
so
I
think
it's
a
great
deal
for
the
city
and
again
helps
you
all
get
kick-started
on
your
stormwater
needs
and
locked
in
locked
in
interest
cost
for
a
15
year
period
at
a
really
low
low
rate.

crime

real-time
in
Aiken,
and
our
IT
department,
as
well
as
Jennifer
within
our
department,
have
been
working
with
BCS.
Who
is
headquartered
here
in
Aiken
the
software
vendor
and
they're,
going
to
give
you
a
little
snapshot
of.

We
still
have
some
implementation
before
we're
able
to
move
forward
once
that
implementation
has
been
completed
with
the
software,
then
there's
an
expected
time
for
training
throughout
the
department,

well
as
some
policy
development.

I

applaud
our
chief
and
senior
staff,
who
have
been
very
open,
absolutely
very
open
to
implementing
this
system
of
data
management,
a
Jennifer
haze

done

job

really
learning
this
system
and
kind
of
an
interesting
story.
We
were
looking
for
success
stories
around
the
country
in
database
management.

Certainly,
we
know
that
the
the
well-known
stories
in
New
York,
City
and
others,
but
we
were
looking
for
a
software
package
that
might
assist
us
in
the
gathering
of
data
in
the
utilization
of
data,
come
to
find
out.
One
of
the
real
success
models
came
from
a
business
person
who
lives
in
a
place
called
the
Deacons
of
Carolina.
This
was
kind
of
an
interesting
twist
that
we
were
able
to
utilize
the
services
of
a
local
business
person
who
has
a
wonderful
product.
This
is
going
to
allow
us
just
to
utilize
data
more
effectively.

should
empower
officers
and
Public
Safety
to
offer
suggestions
to
make
changes
the
neck.
Then
the
bottom
line
is
our
goal
is
to
reduce
crime.
So
the
data
allows
us
to
consider
strategies
from
the
chief
on
down
where
our
staff
should
be
encouraged
to
to
to
innovate,
to
be
creative,
to
see
what
works
in
real
real
time
fashion.
This
is
really
exciting,
and
this
is
working
all
across
the
country
and
I
cannot
say
enough
about
our
chief
and
our
leadership
team,
who
so
quickly
embraced
this
in
as
well.

Sheriff's
Office
on
figuring
out
way

share
that
information
faster
and

As
we
looked
at

new
software
package,
we
were
actually
working

come
alongside

us

go

the
same
package,
so
we
could
share
it
easier.

haven't
gotten
to
that
point

part

our
downtown
infrastructure
improvements
project,
we
have

council
consideration
tonight
a
series
of
revenue
bonds
to
be
paid
from
budgeted
stormwater
fees
collected

our
customers.
These
bonds

an
amount
not
to
exceed
two
point
five
million
dollars
and
will
allow
us
to
pay
for
the
cost
of
engineering,
design
and
construction
of
certain
improvements
to
our
stormwater
infrastructure,
primarily
in
the
downtown
area,
as
well
as
administrative
costs.

the
downtown
infrastructure
improvements
at
which
we're
defining
is
phase
one.
We've
got
1a
and
1b
for
the
stormwater
improvements,
and
it's
bounded
by,
of
course,
Richland
Park,
Avenue,

Lawrence
streets
for
our
downtown
core,
and
then
we're
also
proposed
and
that's
the
majority
of
the
cost.
Then
we
have
Parsons
Circle,
stormwater
repair
and
replacement.
That's
proposed
as
well
as
Kennedy
colony
and
we've
added
McCormick
Street,
where
we
had
a
recent
incident.

2015,
but
the
buyer
asked
to
have
his
bid
for
$32,000
withdrawn.
We
recently
listed
the
property
for
sale
through
a
realtor
partner
with
a
listed
price
of
25,000.
If
council
approves
the
sale,
will
we
will
replant
the
existing
point?
Seven
acre
parcel
into
two
parcels:
one
parcel
owned
by
the
city
and
one
owned
by
the
buyer.
We
received
eight
offers
for
the
property.
We,
the
staff,
recommend
recommendations
that
we
accept
the
cash
offer
of
$31,000
to
Corey
posting
proceeds.

My
wife
Susan,
while
we're
getting
some

know
her.
She
was
on
County
Council
for
a
couple
of
terms.
Few
years
back
citizen
was
born
and
raised
in
this
house.
Her
her
mother
passed
away.
Eight
six,
her
father
worked
at
the
Savannah
River
plant
and
he
works
yet
for
he
remarried
at
age,
12
at
her
age
of
12.

In
1968
he
passed
away
in
November
of
2012
Susan.
We
were
notified
by
her
stepmother
in
December
of
13
that
the
property
was
gonna,
be
sold
to
the
city
of
Aiken
for
the
purpose
of
its
mr.
plan,
mentioned,
extending
on
Kristi
place
on
through
into
the
public
shopping
center
to
I,
guess,
ease
traffic
concerns
off
the
Doherty
Road.

She
didn't
have
any
say
or
giving
an
opportunity
of
any
discussion
with
the
stepmother
about
sale,
her
lifetime
home.
She
contacted
the
then
current
city
manager,
who
was
Richard
Pierce
at
the
time
about
going
to
the
house
to
look
outside
for
special
items
and
told
that
was
okay.
To
do
that
later
again,
Susan
contacted
the
den
city
manager,
which
is
Roger,
would
do
about
going
to
the
house
inside
the
house
to
look
for
any
sentimental
items
because
she
didn't
have
the
opportunity
to
do
this,
their
situation,
and
that
was
arranged.

She
did
that
at
the
time
she
expressed
interest
at
that
time.
In
buying
the
house
from
the
city,
the
house
was
growing
up
at
the
time
it
looked
bad,
so
she
she
expressed
interested
buying
the
house
from
the
city
as
the
actual
house
property
would
not
interfere
with
the
placement
of
the
Christie
place.

through
the
property.
The
house
is
going
to
be
torn
down.
That's
what
the
city
had
planned
at
the
time.
Crips
had
already
been
made
that
punched
holes
in
the
walls
and
the
floors
took
samples
for
environmental
concerns,
asked
bestest
hazards.

city
would
benefit
from
this
now
by
receiving
some
tax
revenue
from
the
property
and
the
property
being
kept
up
this
far.
Yes,
it
had
grown
up
very
badly,
as
I
mentioned.
The
next
thing
citizen
was
told
was
that
there
was
going
to
be
a
bid
process,
but
not
given
any
guidance
of
how
the
process
would
work
for
the
requirements
for
a
minimum
amount
required
for
a
bit.
She
did
turn
in
a
bid
to
miss
right
out
for
911
dollars.

sounds
like
a
small
amount
compared
to
what
we're
talking
about,
but
that
deal
it
was
a
sentimental
thing.
There
was
an
address,
was
911
or
Avenue
didn't
think
she,
the
money,
was
really
an
issue,
since
she
had
already
been
told
that
letter
was
probably
all
she
needed
was
she
had
submitted
at
some
point
later.
It
was
found
out,
the
bid
of
$32,000
had
been
accepted,
had
been
accepted
by
the
city
only
to
later
be
pulled
back.

our
thoughts,
because
what
anything
in
the
paper
about
that,
because
the
city
couldn't
get
approval
to
go
into
the
public
shopping
center,
what
the
road
don't
know
that,
but
that's
just
an
assumption

original

property
was
to
do
that
and
maybe
just
turned
out
that
it
may
be
willing
to
be
a
wise
investment.

don't
know
why
the
bid
was
pulled
out,

the
city
never
contacted
Susan
being
one
of
the
bidders

the
property.

out
about
it,

so
they
we
called
the
real
estate.

called

they
said
in
the
lady
she
talked

didn't

aware
of
really
what
was
going
on,

couple
hours
and
said
that
it
was
a
bid
process
and
the
bids
were
due
by
Monday
at

o'clock.

quick,

but

what
we
had
so
she
submitted

bid
on

27900,

and
19th
at
rest
and
was
thought
later
to
the
same
day
that
a
bit

won

the

of
the
house
and
the

a
market

an
analysis

because
it

demolition

testing

$25,000
and
the

move
forward

the
city
was
having
to
maintain
it.

put
a
time
frame
in
three
o'clock
on
the
given
day
and
we
took
bids
and
received
eight
bids
and
accepted
the
highest
bid
that
was
offered
to
the
city
through
the
real
estate.

try

the

and

listed
this

properties,
it

listing
service

started
getting
inquiries
pretty
fast

Our
real
estate
partners
suggested
that
we
take
the
best
and
final
bid

three
o'clock.

that
Monday,
and
so
my
understanding
is
that
they
that
it
was
amended
and
I
believe
there's
a
notation
of
1225
of
when
Miss
Osteen
changed
her
her
price.
But
that
was
on
the
recommendation
of
our
real
estate
partner,
because
that
we
had
so
much
interest
on
that
property.

November

the
hope
was
that
we'd
be
able
to
rehabilitate
the
home
and

them
in
it
so
that
they

program

Millbrook,
closely
related
to
our
pastor
who's.

going
to
be
the
director
of
recovery
read

it's
actually
established
in
place.

opening

ministries

the
very
beginning
of
the
year
January,
where
right
now
we're
working
on
securing
our
location,

other

wanted

offer
was

treatment
facility
in
Aiken,
County
and
so

hoping

everybody

able
to
attend
the

we

the
process

doubt
that
you

anybody

properties

it

be

flawless
process

to

workshop
recently
where
an
alternative
long-range
pension
plan
I

presented.
There
were
many
questions
by
the
council.
It
was
stated

we

make
sure
we
take
an
adequate
amount
of
time
to
review
this.
This
wasn't
about
making
a
fast
decision
who
was
about
making
the
right
decision
at
the
end
of
the
earring
and
I
replayed
it
last
night,
just
to
make
sure
that
our
memory
was
factual.
We
were
asked
by
you,
mr.
mayor,
along
with
mr.

There
was
a
decision
to
make
it
a
resolution,
but
I
think
one
of
the
intents
of
presenting
an
initial
resolution
tonight
is
is
to
act
for
all
intents
and
purposes
as
first
reading.
There
are
some
decision
points
that
have
to
be
made
if
you
do
want
to
go
forward
and
we
listed
those
in
the
resolution.
There-
probably
many
others,
but
these
are
the
major
ones,
one
of
the
eligibility
criteria
going
to
be
for
new
employees.

appropriate
employee
and
city
contribution
rates?

vesting
schedule
for
plan
participants
options

current
employees

leave

existing
defined
benefit

had
originally
made
a
recommendation
that
folks,

a
certain
number
of
years
of
service,

given

option
of
going
to
the
defined
contribution
of
staying
with
the
defined
benefit
plan.

neighborhoods

hearing
a
workshop,
it
was

well
attended
where
we
invited
three
cities

around
South
Carolina
that
have
been
cited

model
communities
to
see
what

worked
and
what
hasn't
worked

communities

informative
workshop,
and
from
that
we
asked
our
legal
staff
to
draft
some
ordinances
for
our
consideration.
That
would
be
responsive
to
some
of
the
concerns
that
would
have
the
raised
by
our
citizens.

offer

draft
and
would

consider
it
a
first
reading
really
for
the
purpose
of
getting
a
document,
a
draft
document
onto

people

respond

recommendation

technical
issue.
It's
not
a
big
deal
to
me
about
just
happened
to
notice
it
in
terms
of

windows
as

it's

minor,
but
it's

could
come
up
in
inspections.

All
windows
need
to
be
operable
if
that
includes
every
single

house,
there'll
be

collision

they're
required
to
keep

through
demolition
by
neglect,

great
deal
of
attention
and
time
given

those
discussions

want

rehash

assurances
were
given
to

the
building
would
be
preserved
under
any
circumstances,

you're
gonna
have
to
restore

building

are

town

interested
in
this
stuff

done

nobody
has

chance

come
out
and
say
hey.

be

found

issue

far
behind

passion
of

sure
the
product
