We
we
lost
a
city,
employee,
James,
Collier,
we
affectionately
called
him
lightning
Collier.
He
worked
for
the
city
for
37
years
and
was
at
work
last
week,
went
to
the
doctor
and
was
admitted
to
the
hospital
and
passed
away
and
lightning
about
seven
years
ago.
Had
a
heart
transplant
was
out
of
work
for
about
eight
or
nine
months
came
back
to
work,
but
I
would
respectfully
mr.
mayor
like
to
ask.

We
have
a
moment
of
silence
in
his
memory
for
his
dedicated
service.
He
worked
in
our
utilities,
division
of
energy
engineering
and
utilities,
and
he
trained
a
lot
of
folks
in
utilities.
So,
mr.
mayor,
that's
all
I
have
if
we
could
before
the
invocation
have
just
a
brief
moment
of
silence
in
his
memory.
We
certainly
will.

I'd
like
to
also
just
mention
that
city
vacant
has
two
sister
cities,
one
of
them
being
or
vieta
Italy,
the
other
being
Shoalhaven
Australia.
And
while
we
have
not
talked
a
lot
about
our
sister
sister
cities
in
recent
years,
Shoalhaven
is
right
in
the
middle
of
the
brush
fire.
That's
going
on
in
Australia,
so
so
as
a
city.
I
would
hope
that
we
would
hold
them
up.

in
our
thoughts
and
our
prayers

when
the
thymus
is
available,
I
think
perhaps
as
a
city,
we
should
do
something
to
try
to
help
ease
them
in
their
time

loss
for
their
City.

On

proof,
suggested
conditions
for
council
consideration.
We
have
the
Planning
Commission
at
their
October
15th
meeting,
voted
to
deny
the
application,
based
on
the
basis
that
the
transportation
facilities,
specifically
the
road
network,
are
inadequate
to
serve
the
project
at
this
time.

Subsequent
to
at
first
reading
and
during
the
work
session,
we
met
with
the
developers
regarding
an
option
to,
in
addition
to
construct
the
proposed
development.
We
also
they
that
they
also
construct
and
what
we're
calling
right
now,
the
Owen
Street
extension
that
would
terminate
into
the
portion
of
the
pony
Nielson
connector,
which
would
terminate
into
the
existing
Nielson
Street.
This
is
part
of
the
Whiskey
road
transportation,
alternative
plan
that
comprehensive
plan
which
encompasses
road
work
on
both
sides
of
whiskey,
Road
total
has
of
120
million
dollars.

This
component
of
this
plan
is
about
15
to
18
million
dollars
running
from
Nielson
Street
over
to
East
Gate
Drive.
So
this
is
a
small
component
of
that.
The
one
thing
I
would
like
to
share
with
Council
is
what
the
developers
have
agreed
to
I
guess
what
we
would
call
eight
point
for
this
project.
They
have
agreed
to
construct
said
road
that
we,
they
have
agreed
to
construct,
said
road
that
the
that
I
just
described
to
you.

They
also
would
construct
sidewalks
on
the
eastern
side
of
the
Owens
Street
extension
and
the
excuse
me
the
northern
side
of
the
Owen
Street
extension
and
the
southern
side
of
the
Pawnee
Street
extension.
The
road
would
be
built
to
City
specifications,
24
feet
from
side
to
side,
so
called
rural
residential
grade,
which
is
a
standard
in
our
in
our
building.
In
our
excuse
me,
our
land
development
regulations
also
there
would
be
access
on
the
Owens
Street
onto
the
Owens
Street
extension.

change
from
the
last
meeting
that
we
had
with
council.

was
produced

Rick
Toole,
who
is
our
consulting
engineer.
He's
met
with
our
city
staff,
about
this
and

developer,

agreed
to
bear
these
costs
themselves
for
this
request
from
City
Council.
So
that
is
my
introductory
remarks
at
this
time.
Mr.
mayor

again
since
I
read
a
lot
of
the
conditions
into
the
record
at
the
first
reading.
I
will
forego
that
if
I
may,

city

looking

trying
to
address

concert

the
county,
the
whiskey
road
congestion.
How
do
we
best
move
traffic
off
of
whiskey
Road
and
give
it
relief?
We
have
no
more
room
to
build
additional
lanes
on
whiskey,
Road
and
there's
no
real
silver
bullet
to
take
care
of
the
option.
So
the
idea
was
to
look
at
some
of
the
previous
studies
that
the
city's
already
paid
for
my
various
consultants
over
the
past
decade
now
have.

Pawnee
Neilson
extension
that
you
see
going
from
the
upper
right-hand
corner
of
the
exhibit
kind
of
in
a
what
I
call
an
east-west
location,
and
it
stops
where
we
call
that
an
Owen
Street
extension

be
the
primary
spine
road
that
would
be
constructed
in
the
future
and
design,
hopefully
in
the
near
future,
so
that
we
can
get
the
Eastgate
connector
completed
the
portion.
That
extends
from
that.

East-West
road
out
to
the
intersection
of
where
Owen
Street
makes
a
corner
right
now,
that
also
would
was
included
in
the
original
plan
for
improving
traffic
and
moving
traffic
alpha
whiskey,
Road
right
now.
This
constitutes
a
very
small
section.
The
idea
was
to
try
to
allow
a
developer
to
come
in
and
construct
a
portion
of
a
road
system
that
we
need
in
the
future.
Now
the
road
system,
mr.

Woltz,
to
your
comment,
will
not
be
as
they
construct
would
be
to
residential
standards
and
not
to
full-blown
SC
do
T
standards
that
wrote
has
yet
to
be
designed,
and
it
will.
What
we're
trying
to
do
is
create
one
in
a
horizontal
alignment
that
we
can
adapt
for
the
final
design.
Our
thought
is
that
if
we
use
a
residential
design,
which
is
six
inches
of
base
and
two
inches
of
asphalt,
it
would
provide
the
adequate
pavement
thickness.
We
need
for
such
a
small
development
and
small
traffic
generator.

the
ultimate
Road
will
be
designed
with
full
depth
pavement
from
s
cdlt
standards
for
amount
of
arterial
and
I
believe
that's
a
approximately
eight
inches
total
of
asphalt
and
what
we
would
do
is
construct
six
inches
of
asphalt
on
top
of
the
existing
Road
to
complete
that
we
would
install
our
curb
and
gutter
our
bicycle
lanes
and
so
forth
that
are
indicated
in
that
plan.
So
this
people
to
reuse
the
that
is
not
walking.
That
is
the
anticipation
right
now
now.

slight
modification

some
of
the
design

the
preliminary
sketches

designs

two

stop

it's
designed
to
this

rural
residential
grade
standard
once
the
road
is
fully
built,
it
that
would
go
away
and
it
would
merge
or
be
somewhat
seamless
with

existing
Pawnee
and
that
ss
curve
could
be
taken
out.

bring
that
residential
road
back
in

stop
situation

curve

Ponte
and
Nielsen.

road
will
straighten

that

to
straighten
out

area

Nielsen
will
actually
make
a
curve
in
more

southerly
direction
to

area

reconstructed

right-of-way
acquisitions

future

like

do

Pony
Neilson
connector

to
allow
that
road
to

very
much

limited
access
or
control
more
of
a
controlled
access.

traffic
study
when
we
did

Commission

2013,

they

not
indicate
that.

we
move

design

traffic
study
that

look
at
that
and

be
able
to
answer
that
question
in
more
detail.

encroachment
permit

intersection

decided
to
go

route,

full
signal
warrant

intersection,

verbally

Dougherty
Road
intersection,

it

a
little
bit

hindrance.

to
do

signal
warrant
analysis

then
go
back

determine

configuration

that
intersection

Street.
That's
one
zero
zero
for
Owen
Street,
so
you
can
see
I'm
right
in
the
middle
of
this
congested
area.

allowed
to
proceed,
the
residents
of
wood
would
trace
also

be
placed
in
an
unsafe
environment.
There
are
no
sidewalks
and
there
are
no
exits
and
listening
to
this
proposal
that
we
had
for
an
exit
onto
Nielson
I.
Don't
see
where
that's
going
to
relieve
any
pedestrian
or
vehicular
traffic
to
you
know
a
degree
to
to
to
an
effective
degree
and
the
only
way
to
really
deal
with
the
dangerous
Southside
congestion
as
it
currently
exists,
is
to
halt
development
and
let
the
infrastructure
catch
up.

what
would
that
mean
insofar
as
the
infrastructure
to
catch
up
when
we
have,
as
you
know,
exemplify
here
tonight
as
presented

We
several
things
that
are
in
the
works.
We
just
got
our
four
lane
eggs
that
off
a
dot
around
a
whiskey,
that's
gonna,
help,
Daughtery
road
will
be
widened
and
as
I
understand
it
three
lanes
and
two
sidewalks.
Now
that's
infrastructure,
and
that
gives
sidewalks
somewhere
to
go.
And
then
we
understand
as
well
that
we
have
the
Pawnee
connector
that
we
can
do
in
sections.

But
just
as
there
can
be
no
compromise
for
safety,
there
can
be
no
compromise
for
infrastructure
as
well.
No
half
steps-
or
it
just
doesn't
work
so
I,
believe
and
I
hope
you
do
too
that
are
both
to
oppose
this
request
would
encourage
developers
to
build
in
areas
where
the
infrastructure
already
exists
and
I
also
believe
that
a
vote
to
oppose
would
best
serve
the
needs
of
the
people.

very
good
point
in

that
we
were
deeded
a
portion
of
that
property
when
Palmetto
Crossing
was
built
for
a
road
and
then
there'll

additional

part
of
the
road.
So

can't
speak
to
why
the
earth
graphic

being

said
that

already
had
complaints

accessibility

getting
into
their
Walgreens
on
whiskey
Road.

turn
right

Street

around
the

on
whiskey
Road.

police
officers
first
responders,

hung
up
in
that
traffic

can't
get
through

people

suicide
lanes
trying

turn

lanes

full
of
traffic
and
just

watch

just
crazy.

can't

over

even
get
out
of
the
way.

plan
is

this

Owens,
Doherty,
silver,
Bluff,
Hamilton,
pine
log,
pony
Fabian
and
Millbrook
roads.
These
roads
are
currently
overused
there's
accidents
on
a
regular
basis
between
Starbucks
and
Target.
It's
not
a
matter
of
if
it's
a
matter
of
when
additional
pedestrians
and
more
vehicles
in
this
area
is
not
a
good
idea.
As
a
matter
of
fact,
in
October
of
2019,
there
was
a
pedestrian
struck
by
car
while
trying
to
cross
whiskey
right
in
front
of
Mitchell
shopping
center.

This
will
further
complicate
the
congested
exits
of
Owens
de
whiskey
and
Owens
de
Dori,
along
with
more
traffic
at
peak
times
in
the
wall
parking
lot
when
people
are
trying,
the
current
infrastructure
does
not
support,
adding
any
new
builds
in
this
area.
At
this
time,
we
currently
have
traffic
problems,
pedestrian
problems
and
water
drainage
problems.

area
of
water
problems
increase
every
time.
There's
a
new
development
such
as
AT&T,
Walgreens
and
palmetto
crossings.
Once
again,
I
urge
you
to
vote
no
more
builds
until
infrastructure
is
in
place.
First
I've
heard
it
said
to
this
council
that
business
owners
moved
to
whiskey
Road
because
they
want
traffic.
What
we
have
at
certain
times
a
day
is
congestion
and
nobody
likes
congestion.
I
have
over
42
years
in
the
retail
of
retail
experience
on
whiskey
Road
in
this
area
and
I
can
assure
you.

So
the
demand
is
there
even
in
the
report
that
the
chamber
provided,
they
said.
Our
biggest
demand
for
rental
units
is
on
the
south
side
of
Aiken
was
May
Baum's
quote
in
the
Chamber's
report
that
I
cited
in
my
earlier
work,
and
this
is
workforce
housing.
This
is
housing
for
the
nurses
and
the
doctors,
and
the
teachers
and
I
will
remind
you
that
there
are
11
positions
that
were
as
of
December
5th,
that
were
put
posted
on
the
Aiken
County,
where
a
city
vacant
website
that
all
qualified
to
be
in
this
particular
development.

So
that's
that's
the
reality
of
what
this
is.
It's
work
force,
housing
I
would
tell
you
that
there's
not
a
legitimate
basis
on
which
you
can
even
reject
this
site,
and
let
me
explain
what
I'm
what
I
mean
by
that,
in
addition
to
the
fact
that
the
that
the
state
has
deemed
this
to
be
their
perfect
site
highest
rated
site
of
all
the
sites
that
were
submitted,
you
are
not
allowed
to
project
crime
or
lower
property
values
onto
this
project
under
the
Fair
Housing
Act.
It
will
not
allow
us
to
do
that.

That
is
that's
a
violation
of
the
Fair
Housing
Act.
That
applies
and
I'm
not
sure
if
councils
aware,
but
typically
we're
looking
at
grocery
stores
or
restaurants
or
things
like
that,
there's
a
local
standard
that
applies

you

review

in
accordance
with
that.
But
as
soon
as
a
affordable
housing
comes
before
you,
the
Fair
Housing
Act
now
stands
on
top

the
review,

standard
changes

requires

avoid

but

incidents

vast
majority

them

noise,
ordinance
parking

those
things
get
reported
in

that

into
it
and

Trulia
did
a
study
on
property
values
that
indicates
on
hundreds
of
cities
across
the
nation
that
were
studied.

the
council

this

a
compatible
use,
it's
zoned
by
right
in
the
county,
it's
within

Comprehensive
Plan,
so
that
would
not
be
a
basis
on
which
it
could
be
denied
and
if
we're
inclined

Planning,
Board's,
lead,
I
think
there's
a
problem
there
as
well.

know
that
they
turn
it
down
unanimously,
but
under
that
Fair
Housing
Act
review
the
Planning
Board
approved
in
2017
a
lottle
grocery
store
on
miss
Hopkins
property
with
3600
cars
trips
per
day.

concerned
about
traffic
now,

weren't
concerned
about
traffic
then,

the
Planning
Commission
approved
that
unanimously
and
then
two
years
later
turned
around
and
now
that
they
unanimously
denied
one

trips

day.

that's
not
a
standard.
It's
going
to
be
withheld
or
that's
gonna
be
upheld
when
you're
looking
at
a
at
a
project
that
has
very
minimal
impact
in

the
traffic
reports.

complex

saying

it's
not
going
to
add
to
the
problem.

problem
already

that
in

operating

low
income
housing
tax
credit
program

buried

designed

investment

affordable
housing.

the
federal
government
provides
out
to
each
state
a
certain
allocation
of
credits
every
year
and
they
get
allocated
by
a
state
agency
to
developers
like
me,
and
they
provide
a
tax
incentive
that
investors
come
in
and
purchase
tenants,
because
we
have
this.

This
tax
incentive
we're
able
to
have
less
debt
being
able
to
provide
you
know:
lower
cost,
rents
or
more
affordable
rents.
The
difference
with
section

is
actually
the
the
federal
government
pays
the
rent
for
the
tenant

portion

the
rent.

the
difference
here

would
have

qualify
