by
a

from

to
plan
commercial

and
to

the
part

my
council
members
in

This
is
a
very
important
project
for
the
city
and
I
want
to
repeat
what
I
said
when
he
had
the
first
reading,
and
that
is
that
it's
a
great
project
I
know
it's
not
supported
by
some
who
wanted
conservation
of
the
building,
but
that
ship
has
sailed.
Apparently,
everyone
seems
to
agree.

I
voted
not
to
go
to
the
second
reading,
primarily
because
of
the
lack
of
public
information
and
tonight
we're
we're
in
the
same
boat
we're
only
considering
zoning
and
approval
of
the
concept
plan.
This
is
my
last
meeting
before
this
subject
will
come
back,
so
I
would
like
to
make
some
comments
regarding
the
issues
that
bother
me
about
the
project
and
they're,
primarily
financial,
we're
being
asked
to
provide
12
and
a
half
million
dollars
for
thirteen
million
dollars
for
the
project.

If
the
45
million
dollar
number
is
correct,
that
represents
about
30%,
so
30%
of
the
project
is
going
to
be
financed
by
a
contacts
payers.
Now
we
don't
have
the
12
million
to
give
to
the
developer,
so
we're
going
to
have
to
borrow
nine
million
and
that's
going
to
add
another
four
million
to
the
project.
So
we'll
now
end
up
financing
about
40%
of
the
project.
The
project
is
in
an
opportunity
zone
area.
So
I,
don't
know
whether
there
are
credits
available
as
an
empty
building.

I
just
don't
know
anything
about
the
credits
but
the
more
credits,
a
higher
the
percentage
of
contribution
to
the
total
costs
of
the
project
to
the
city
and
and
while
I
mentioned
the
opportunities
owned.
It's
my
understanding
that
the
purpose
of
that
credit,
the
Senator
Scott,
led
the
development
approval
of
was
to
benefit
those
who
live
in
that
census.
Tract
I
think
I
recall
hearing
at
one
point
in
time
that
this
project
would
would
provide
53
jobs
in
that
that
may
be
good.

The
funding
that
we're
providing
is
a
1
million
dollars
for
CPSC
stormwater
funds,
1.1
million
dollars
in
advance
for
accommodations
tax,
we're
buying
some
parking
spots
for
1.1
million
and,
quite
frankly,
we're
not
going
to
get
much
out
of
this
project
for
the
next
20
years.
I
have
no
experience
by
the
way
with
a
fee
in
Lua
taxes,
program,
I
think.
Maybe
there
are
so
many
audience
to
do.

just
seems
to
me
that
it's
a
lot
to
expect
the
taxpayers
to
pay

a

we
want
development,

city
support
development,

that
if
this
project
is
built

hope
it

built,

will
inspire
more
development
in
that
part
of
town

project
will
have
to
be
continued
until
the
finances
are
tied
down
and
this
mayor.

property
is
located

Richland,

West

redevelop
the
current
site
of
the
old
Aiken
County
Hospital
nurses,

area

on
Aging,
an
additional
proper

across
Morgan
Street

gateway
project
designed
to
service
and
extend
the
downtown
business
core.

would
include
an
approximate
100-room
hotel
conference
center,
150
multi-family
residential
units
with
a
sidewalk
system
and
an
amenity
area.
They
those
uses,
are
permitted
by
Wright
in
the
planned
commercial
or
PC
zone.
The
developer
will
demolish
all
existing
structures
on
the
property,
except
for
the
sandstone
wall
along
Richland
Avenue.

Any
development
in
the
plan
commercial
zone
must
be
reviewed
by
the
Planning
Commission
and
approved
to
sit
by
City
Council,
and
any
changes
subsequent
to
the
concept
plan
must
go
back
to
the
Planning
Commission
and
approved
by
City
Council.
There
were
significant
changes
to
the
concept
plan
to
the
original
concept
plan
that
were
that
was
approved
on
first
reading,
June,
the
10th.
So
on
August,
the
12th
City
Council
decided
are
directed
that
the
concept
plan
be
remanded
to
the
Planning
Commission
for
a
new
recommendation.

This
concept
plan
proposes
multiple
up
to
five
ingress
egress
points
with
three
along
Barnwell
Avenue
and
two
on
both
the
eastern
and
western
side
of
Morgan
Street.
All
access
drives
on
Vocalist
Road
in
richland.
Avenue
will
be
closed
and
for
existing
drives
along
Morgan.
Street
will
be
consolidated.

It's
consolidated
into
one
ingress/egress
for
the
hotel
conference
center
and
one
for
the
overflow
parking,
and
then
there
will
also
be
additional
ingress.
Egress
off
of
Barnwell
for
the
hotel
and
conference
center
and
the
apartment
complex
will
have
two
ingress
egress
points
on
Barnwell
Avenue.
All
of
these
will
be
reviewed
and
will
require
an
encroachment
permit
from
the
South
Carolina
Department
of
Transportation
per
our
requirements.
They
will
provide
2.9
acres
of
open
space,
which
includes
the
stormwater
management
pond
and
regarding
the
traffic
study.

zoning
ordinance

a
good
bit

due
diligence
to
this

extremely
excited
about
the
project.

benefit
to

community

to
be
something
we're
all
going
to
be
proud

grown
up
here,

mean
it's
always

being

always
exciting

something

price,
is
representing
our
architectural
firm

this
evening

answer
any
design
questions
you
might

on
the
concept
plan
as
well
as
a
building
so

passing

design

hotel

character,

going

the
apartments

thought

tie

don't
look
like

apartment.

when
you

Charlotte

on
every
corner,

those

goal.

hotel
design

multifamily

made
on

north
side

recall
in
the
last
fifty

repeat
that

kind
of
investment
has
not
been
made
on
this
side
of
town
in
almost

years

know
how
this
will
go,
but
I
want
to
thank
you
for
even
considering
making
that
kind
of
investment
and
what
this
does.
As
we've
seen
growth
occur
on
the
south.
We
anticipate
the
East
we're
looking
at
the
West.

terms

ensuring

quality
of
life
balances

to
thank
councilman

waar
specifically
and
explicitly
for
his
attention
to
detail
and
for
his
fiscal
responsibility.

We
don't
agree
on
a
lot
of
other
things,
but
we
agree
on
that
and
I
appreciate
your
perseverance
on
this
issue.
I'm,
not
against
a
public-private
partnership.
I'm
not
anti-growth,
I've
been
an
outspoken
advocate
for
historical
preservation,
and
sometimes
you
win,
and
sometimes
you
don't
and
that's
not.
What
this
is
about.
I
do
feel
a
strong
sense
of
concern,
though,
about
the
way
that
the
city
is
borrowing
and
spending
and
investing
money,
as
I
said,
I'm,
not
anti-growth.
The
idea
of
a
45
million
dollar
investment
at
the
top
of
the
Richland
Avenue
Hill
is
exciting.

Apart
from
the
fact
whether
or
not
it
would
involve
any
historical
preservation.
That's
an
exciting
thing.
I
do,
however,
very
strongly
feel
that
if
the
city
is
considering
borrowing
nine
million
dollars
and
adding
that
to
some
other
monies
to
come
up
with
a
sum
of
twelve
and
a
half
million
dollars
or
thirteen
million
dollars
which,
as
Councilman
devar,
has
pointed
out,
it's
going
to
be
more
like
sixteen
or
seventeen
million
dollars.
By
the
time
you
pay
it
back.

The
city
needs
to
take
a
very
close
scrutiny
of
the
priority
of
its
projects
and
exactly
how
each
one
of
these
projects
will
benefit
the
population
of
this
city
and
the
surrounding
areas.

think
it
is
appropriate
to
table
this
and
to
you,
set
aside
some
time
to
iron
out
the
financial
details,
as
mr.
Dubois
recommended
as
mr.
LaRoche
echoed,
and
really
think
about
how
the
city
is
prioritizing
its
hit.

about
what
those
priorities

two
brothers
who
were
born

the
hospital
and
I
had
a
an
unpleasant
experience
there.
Having
my
tonsils
removed
when
I
was
about
10
have
been
practicing
as
an
architect
in
Aiken.
For
now
it

little

years.
That's
about
the
time
that
we
began.
Our
firm
began
doing
renovations,
four
of
the
old
hospital
for
County
offices,
and
it
was
a
challenge,
but
we
we
got
it
done
as
they
say.
The
building
has
some
some
issues,
one
of
those
being
the
ten
and
a
half
foot
floor
to
floor
height.

you
would
need
about
fourteen
feet
to
get
air
conditioning,
duct
work
in
and
then
there's
some
other
issues
with
moisture
in
in
brick.

into

of
those
details,
but
we
also
been
involved

number

renovations
of
Willis
Ervin
buildings,
including
Bank
chef
for
the
County
Museum,
including
this
building,
which
some
of
you

remember

this
is
the

to
adaptive,
reuse-
and

I'm
a
proponent
of
that,

as
I
say
this
particular
building
I
think
we

lose
sight
of
the
value
of
the
site
of
this
historic
nature
of
that
particular
site

get
emotional
about
this
particular
building,
one
of
the
things
that
I
think
is
important
to
reiterate
is
that
the
the
original
hospital
building
was
built
in
1917
and

the
story
goes
that
mrs.

made

gift

the
county

not
sure,

to
build

very
handsome
wood-framed
structure.
We
still
have
pictures
of
it.
It
was
situated
on

front
home,

Avenue

1936

building
was
demolished
to
build
the
current
masonry
building
that
we
see
there
now.
So.
Consequently,
we
have,
as
the
song's
says,
a
parking
lot
in
place
of
what
was
the
original
building.
We
need
a
marker
there
denoting
that
there's
some
confusion
about
that.

think
the
main
thing
that
I
don't
want

be
too
long-winded

keep
in
mind,
is
just
as
the
Planning
Commission
recommended,
looking

highest
and
best
use
for
this
property.

not
sure

always

previous
proposals,

best

those
two

need

community

conference
hotel?

interested
in

neighborhood

came

Aiken
to
live,
I
sought
out
a
historic
building.

My
house

actually
owned
by
a
former
african-american
professor,
and
it's
designed
in
a
kind
of
an
Arts
and
Crafts
style,
and
one
in
two
prefer
excuse
me,
and
more
than
80%
would
rather
spend
money
at
businesses
supporting
efforts
to
preserve
and
protect
buildings,
architecture
and
neighborhoods
over
those
that
don't.
My
second
reason
is
if,
in
the
long
run,
Aiken,
especially
on
the
north
side,
wants
to
attract
capital
and
to
attract
ves,
attract
investment,
it
must
differentiate
itself
from
anywhere
else
in
economics.

It's
the
differentiated
product
that
commands
a
monetary
premium,
so
adaptive
reuse
of
historic
buildings
and
more
so.
The
new
build
lends
two
differentiation
and
lastly,
through
recent
research,
the
demolition
of
the
hospital
you
know
and
comparing
it
to,
in
addition
to
kind
of
overlooking
the
crowd
men,
ship
houses,
iconic
to
the
north
side
and
even
covering
the
Aiken
federal
courthouse.
Mural,
contributes
to
you,
know
kind
of
essentially
kind
of
censorship
of
a
more
encompassing
overlooked
interpretation
of
Aiken
history.

decades,
several
historians
and
architects
have
compared
the
worth
of
Aiken
the
word
and
look
of
akin
to
Gilded
Age
to
the
Gilded
Age,
a
period
in
American
history

unparalleled
industrialization,
lavishly
ornamented
houses

leisure,
especially
in
the
cities,
but
does
the
Gilded
Age
Aiken
narrative
hold

of
the
winter
colony,

large

austere,

often
reuse,

nestled
in
nature

health
benefits

about
the
rest

historic

not

much
took
root
during
the
Gilded
Age,

was
between
the

1865

but
during
the
years
of
between
the

reconstruction,
onset
of
World
War

time
as
what
we
call
the
Arts
and
Crafts
movement
and
the
Arts
and
Crafts
movement
was
a
reaction
to
the
Gilded
Age
and
the
industrialization
that
it
supported
and
Arts
and
Crafts
movement
supporters
included
wealthy
northern
philanthropist,
Booker,
T,
Washington
and
other
high
thinkers
and
their
support
for
the
movement.

They
stressed
ideals
of
morality,
labor,
nature,
art
and
architecture,
kind
of
synonymous
with
pre-industrial
societies.
So
many
supporters
even
work
to
create
new
communities
in
rural
areas
dedicated
to
pursuing
these
ideas.
So
it
can
be
argued
in
Aiken
is
kind
of
this
more
of
his
total
work
of
art
inspired
by
Arts
and
Crafts
movement
that
included
the
1934
old
hospital,
a
federally
funded
building
nestled
on
top
of
a
tree
covered
health
inducing
Knoll
and
design
with
with
rosette
and
fluted
masonary
details
in
a
restrained,
color,
colonial
pre-industrial,
Revival
style.

It
also
the
North
side's
craftsmanship
houses,
demonstrative
of
the
Arts
and
Crafts
movement,
belief
in
replacing
repellant
Lee
ornate,
Victorian
bric-a-brac,
with
a
just
sense
of
beauty
embodied
in
natural
materials,
simple
lines
and
the
revival
of
historic
craftsmanship,
and
it
includes
the
1937
mural,
which
is
currently
covered
by
a
curtain,
and
it's
really
a
story
that
reads
left
to
right.

not
depicting

has

movement

development

developmental
history

place
to
stay
and
some
of
the
others
as

are
some
churches.

that

they're
still
looking

moving

place
to
place
