We're

we're
going
to
open
with
an
invocation
in
our
pledge,
if
you
so
so
inclined,
feel

us
as
we
do
our
invocation

then
I'll
ask
chief

he

lead
us

our

we

this

city
that
we

serve

our
city

our
staff

way

serve

citizens

staff
and
all
the
friends
who
are
around

They
may
touch
those
hearts

this

Yes,
we
found
out
wednesday
late
afternoon
about
30
40
minutes
before
our
special
meeting
that
day
that
one
of
our
employees
arthur
muns,
passed
away
arthur.
He
worked
for
our
parks,
recreation
and
tourism
department
for
about
two
and
a
half
years
as
a
maintenance
worker.
He
was
a
good,
very
good
worker
and
well
liked
by
his
colleagues
and
his
co-workers
and
arthur
passed
away
at
his
house
wednesday
last
wednesday.

With
that
we'd
like
to
go
over
our
guidelines
for
tonight's
meeting
meetings,
are
a
public
forum
in
which
many
opinions
are
expressed
in
the
business
of
the
city
must
be
conducted
as
such,
disciplined
honorable
and
professional
decorum
is
paramount.
Courteous
and
respectful
communication
is
expected
during
the
public
hearing
portion.
All
questions
and
statements
from
the
public
shall
be
directed
to
the
chair.

We
first
appear
in
front
of
this
council
back
in
october
of
2019..
Needless
to
say,
things
changed
very
drastically
two
months
after
that
for
all
of
us,
but
more
so
this
pandemic
has
escalated.
The
risk
for
individuals
to
experience,
homelessness
and
the
future
numbers
are
difficult
to
predict,
but
easy
to
foresee.

That
to
the
provided
copy
of
our
coalition
vision
plan
document
that
you
received,
while
our
vision
statement
outlines
our
far-reaching
and
somewhat
ambitious
plans.
I
know
that
they
are
attainable
with
your
ability
to
responsibly
marshal
community
resources
that
are
vital
to
the
success
and
meeting
our
common
goal.

The
tiny
homes
project
is
part
of
a
housing
first
initiative
and
is
an
example
of
a
proactive
measure
that
the
aiken
city
council
could
employ
it
is.
It
is
in
fact,
that
adequately
addressing
negative
collateral
effects
of
homelessness
is
impossible
if
these
people
do
not
have
a
safe
place
to
stay
temporary
shelters-
and
we
only
have
one
in
the
city
of
aitkin-
do
not
provide
long-term
solutions.

There
we
go
so
this
will
potentially
serve
as
a
foundation
of
a
tiny
homes
project
right
here
in
the
city.
Perhaps
there
may
be
other
properties
that
could
be.
Thank
you
better
fit
it
to
serve
those
seeking
laundry,
perhaps
storage
or
other
services
that
require
minimal
budgetary
resources,
but
that
in
the
long
term,
will
serve
many
at
our
risk
of
homeless
population.

Preliminary
data
from
those
servers
that
we
have
conducted
have
highlighted
that
the
accessibility
to
transportation
is
also
a
challenge.
We
propose
that
the
council
review
this
issue
and
look
into
expanding
routes,
placing
ticket
kiosks
to
where
they
can
be
more
accessible
to
people
who
do
not
have
transportation
and
providing
vouchers.

we
serve
and
also
cola,
has
presented
a
problem.
I
know
our
health
center
was
was
thinking
and
hoping
that
once
the
j

vaccine
is
here,
maybe
focusing
on
the
homeless
population,
since
it's
one
dose
and
you
don't
have
to
track
them
and
maybe
coming
out
with
our
medical
mobile
unit.
Our
ceo
has
has
talked
about
that,
and
hopefully
we
are
able
to
do
that.

me
just
add
a
couple
of
things
here
for
you
and
george.
Thank

for
being
here
as
chair
of
the
the
board.
What
you
all
are
taking
on
is
a
great
love
for
the
human
race
to
take
on
this
challenge
and
you're
facing
poverty
left
right
front
and
back
as
you
work
with
these
citizens,
and
there
are
veterans
included
with
this
as
well,
that
are
homeless,
and
you
need
all
the
help
you
can
get
and
that's
not
just
food
and
clothing
but
resource.

I
applaud
you-
for
the
the
homes
that
you're
tackling
right
now
and
trying
to
build.
You're
gonna
need
resources
for
that.
So
I
am
a
partner
with
you
know
that,
as
a
matter
of
fact,
I
had
a
young
man
that
was
brought
to
me
by
one
of
my
sons
and
he
was
living
out
of
his
car,
and
so
we
are
now
housing
that
young
man
who
is
homeless
in
in
two
we.

I

wanted

ask
you
those
details,
so
thank

You
guys
addressed
it,
but
but
you
know
now
that
I
have
the
opportunity
to
it
really
is,
is
gut-wrenching
when
you
speak
to
amazing
organizations
in
the
city
of
vacant
like
saint
vincent
de
paul
and
axe
and
aiken
senior
life
services
and
st
thaddeus,
and
those
organizations
that
provide
the
soup
kitchens
and
the
the
assistance.

And
that's
that's
been
what's
so
impactful
to
me.
It's
always
been
a
a
place
in
my
heart,
where
you
know
I
love
how
our
community
truly
comes
together
to
help
people
in
need.
But
but
when
you
have
these
conversations
with
the
representatives
of
these
organizations
and
in
the
last
year,
when
you
hear
the
numbers,
that
is
really
what
is
so
impactful
and
the
numbers
are
pretty
significant
and
the
homeless
numbers
are
significant
and
and
and
you're
right.

can't
put
a
number
of
where
they're
going
to
be,
but
you
see
it
coming
and
that
has
resonated
in
every
single
organization
I
have
spoken
to
so
we
need
it.
There
is
not
enough
of
it
in
our
community,
we
need
to
push
for
it
and
we
need
to
support
it.
So
I
appreciate
you
and
your
board
members
taking
time
out
of
your
schedule
to
do
something
that
is
right
for
our
community.

them

think
that

issue,

we
see
it,
you

once
you

individuals,
sleeping
and
setting
their
tents
and
they're
being
bombarded
by.

one
appointment
from
council
mayor
osmond
submitted
the
name
of
dr
katina
broadwater
for
an
appointment
to
the
aiken
municipal
development
commission
and
it
is
filling
a
vacancy
that
currently
exists.
Also
2021
is
an
election
year.
The
one
commission
we
have
where
it's
kind
of
a
group
appointment.

have
an
election
commission
with
three
members
and
we
have
one
with
a
term
about
to
expire
and
john
lindsay
was
appointed
to
that
role
several
years
ago
and
has
said
he
would
be
willing
to
continue
to
serve
on
the
election
commission.
So
with
his
term
expiring
in
this
being
an
election
year,
we
would
like
to
bring
his
name
forward
as
for
consideration
for
reappointment,
and
also
we
would
like
council
to
be.

social

socialized
amongst
council,
and
then
it's
one

brought
forward

a
later

we
would
like
to
have
someone
on
board
in
the
next
several
months,

we

begin
having
meetings
and
there'll
be
some.

the
30th
before
penalties
begin
to
accrue.

heard

business
license

just

sewer

representing
the
aiken
training
track
and
first
I
want
to
say
we're
grateful
for
everything
that
the
city
does
to
help
us
help
us
make
the
track
successful,
and
we
thank
the
atax
people
for
approving
funding
for
us
this
year.
This
coming
year
and
last
year,
we
received
probably
thirty
thousand
dollars
this
year.
As
you
all
know,
the
trials
have
had
to
be
cancelled
because
of
covid.

I've
been
asked
multiple
times
by
our
constituents.
What
happened
to
the
a
tax
money
that
was
for
events?
They
were
to
be
between
middle
of
march
and
june
30th,
where
people
could
not
hold
events
that
they
had
planned
on
is
that
money
rolling
over
into
the
next
year
did
that
money,
roll
from
from
1920
to
2021.

So
we're
very
thankful
that
we
did
have
some
rollover
money
to
add
to
the
204
000.
Otherwise
it
would
have
been
a
lot
less,
so
we
are
glad
that
we
could
at
least
award
46
percent
of
the
requests
and,

peggy

hope
very
much
to
be
able
to
award
those
of
you
that
have
applied
later
again
this
year.

Councilwoman
price
is
because
the
recommendations
before
you
are
so
low
at
46
percent
that
when
we
get
the
exact
numbers
from
the
state,
we've
always
given
them
to
the
current
applicants
and
then,
if
we
have
new
applicants,
come
next
cycle
next
january
february
of
2022,
which
will
be
awarded
for
fiscal
year
23.
That's
when
those
new
applicants
are
more
than
welcome
to
apply.

We
do
have
in
issues
and
updates
that
we
were
asked
last
time
about
the
status
of
our
revolving
loan
emergency
revolving
loan
program.
So,
as
a
february
there's
36
active
loans,
11
of
them
we
had
47
total
11
have
been
paid
off,
36
active,
total
outstanding
loan
amounts
are
currently
324
thousand
232
dollars
two
past
due
loans,
one
of
which
is
45
days
late.
The
other
is
not
yet
30
days
in
arrears.

So
that's
the
report
for
that
very
good,
and
I
have
also
asked
the
city
attorney
to
he
reviewed
the
governor's
executive
order.
I
believe
he
sent
a
written
briefing
out
to
you,
but
to
I
guess,
sort
of
explain
how
it
works
in
vis-a-vis,
the
face
coverings,
ordinance
that
the
city
has
currently
in
place.

Our
collection
procedure
and
we
sought
a
partner
in
security
federal
because
they
do
this
on
a
daily
basis
right.
They
have
already
sent
a
on
the
45-day
right
to
cure
letter
and
they're
working
with
the
estate,
but
that
is
generally
what
they
do
as
they
roll
dude
past
45.
They
send
the
right
to
cure
a
letter
and
then
start
working
with
the
creditor.

Been

that
have
been
paid
off
several
of
those
were
businesses
that
found
themselves
in
better
situations
and
just
wanted
to
go
ahead
and
repay
the
debt
when
they
felt
more
secure.
Some
of
those
payoffs,
I
would
estimate,
probably
eight
or
nine,
were
people
that
we
worked
with,
who
were
then
able
to
secure
federal
grants
through
the
ppp
program
that
were
loans
that
were
later
forgiven.
So
they
were
able
to
to
move
from
our
emergency
program,
which
came
very
quickly
to
the
federal
program
which
came
later
and
repaid
the
loans.

The
second
major
change
that
the
governor
made
is,
he
has
now
ended
his
order.
That
requires
the
use
of
face
coverings
in
state
buildings
and
what
he
has
done
here
is.
He
has
now
authorized
the
department
of
administration,
with
consultation
with
dhek,
to
promulgate
guidelines
regarding
the
use
of
face
coverings
in
state
buildings.

Council
will
recall
when
you
passed
your
face
covering
ordinance
last
november,
that
you
all
exempted
restaurants
from
that
ordinance.
Your
concern
was
the
governor
had
a
lot
of
regulations
already
in
place
regarding
restaurants
and
their
use
of
face
coverings
and
other
requirements,
and
so
you
left
restaurants
out
of
that
ordinance.
That
was
passed
last
november,
so
the
governor's
ordinance
regarding
the
governor's
order
regarding
restaurants
would
still
be
the
the
rule
of
law.
As
far
as
those
guidelines
go.
