town
charter
in
1835,
it
has
enjoyed
an
image
of
innovation
and
prosperity
named
after
William
Aiken.
President
of
what
was
then
the
world's
longest
railroad.
The
town
was
well
on
its
way
to
becoming
one
of
America's.
Most
interesting
communities,
often
called
the
sports
capital
of
the
south.
Aiken
is
regarded
as
one
of
the
nation's
leading
training
grounds
for
the
country's
top
thoroughbreds
polo
was
played
in
the
community.

Only
six
years
after
the
sport
was
introduced
on
this
side
of
the
Atlantic
and
for
many
years
was
noted
as
the
Polo
centre
of
the
world.
The
tradition
continues
today,
in
addition
to
the
various
horse
related
sports
Golf
is
a
close
rival
as
the
favorite
pastime
of
Aiken
I'ts
challenging
golf
courses
as
old
as
golf
in
America,
Eakins
charm
and
natural
beauty,
evident
in
the
some
177
parkways
throughout
the
city
and
renovated
southern
homes
continue
to
lure
visitors
and
new
residents
alike.

One
of
the
newest
and
most
innovative
concepts
in
the
city,
as
well
as
the
state
or
nation,
is
that
of
a
full-service
Public
Safety
Department.
In
short,
a
Department
of
highly
skilled,
highly
trained
personnel
who
respond
to
any
crises,
be
it
a
fire
or
police
related
incidents.
In
this
unique
and
exciting
program,
the
public
safety
personnel
double
as
firefighters
and
police
officers.
This
program
was
instituted
in
1977
as
South
Carolina's,
first
public
safety
department
and
is
currently
operating
under
the
direction
of
chief
JC
Busby.

Department
of
Public
Safety
provides
all
public
safety
related
services
to
the
citizens
of
the
city
of
Aiken,
and
also
the
surrounding
area.
We
have
taken
the
formerly
traditional
Road
police
and
fire
agencies
and
combined
them
into
one
department
providing
total
fire
suppression
and
total
police
services,
including
investigative
and
prevention
efforts.
Also
Public
Safety
has
been
with
us
a
good
while
it
has
been
in
departments
like
Sunnyvale
California
for
many
many
years,
but
here
in
the
southeastern
United
States.

A
First
part
of
the
consolidation
effort
was
the
combining
of
all
radio
communications
for
both
the
fire
and
police
departments,
one
frequency
and
from
one
dispatcher.
By
being
on
the
same
Channel.
Both
departments
are
aware
of
what's
occurring
and
an
officer
out
on
patrol
can
respond
to
a
fire
alarm
and
the
officers
on
fire
duty
may
respond
to
a
police
matter
if
needed,
with
a
staff
in
the
neighborhood
of
70
people,
the
Public
Safety
officers
are
assigned
to
four
shifts
working
eight-hour
days
40-hour
weeks.

There
are
two
buildings
which
housed
the
Public
Safety
Force,
the
main
building
located
centrally
in
the
downtown
area
and
a
completely
renovated
fire
station
on
the
south
side
of
the
city.
Although
station
number
two
is
well
equipped
with
fire
apparatus,
the
main
hub
of
activity
is
the
new
Public
Safety
Building.

In
addition
to
housing,
the
department's
dispatcher,
the
building
also
maintains
a
centralized
up-to-date
records
department,
a
new
courtroom
and
offices
for
Chief
Busby
and
the
division
heads
of
the
department.
This
new
facility
is
also
used
for
arrest
procedures,
including
the
fingerprinting
of
suspects
and
complete
photography
for
the
department.
The
administering
of
the
breath
analysis
tests
are
performed
here
and
criminal
investigations
are
conducted
out
of
the
main
building
as
well.

The
city
boasts
a
fine
and
latest
and
fire
suppression
and
rescue
equipment
available
today.
Aiken
has
certainly
come
a
long
way
since
the
days
when
this
Bell
located
in
the
downtown
area
of
the
city
was
the
only
means
of
signaling
for
volunteers
to
help
in
the
case
of
a
fire
and
oftentimes
in
those
early
days.
By
the
time
the
horses
were
hitched
to
the
fire
equipment
and
arrived
on
the
scene,
it
was
too
late
today,
the
response
time
of
the
department
is
greatly
decreased,
even
more
than
a
standard
fire
department.
A
One
of
the
main
reasons
is
that
every
patrol
car
and
every
officers,
personal
car
is
equipped
with
fire
apparatus
which
allows
them
to
proceed
directly
to
the
fire
location
upon
hearing
the
dispatch
message,
instead
of
having
to
return
to
the
main
building
to
join
the
other
firefighters.
In
most
instances,
there
are
officers
at
the
scene
before
the
fire
equipment
arrives,
allowing
for
the
evacuation
of
all
people,
securing
the
area
and
locating
and
directing
the
incoming
fire
trucks
to
available
fire
hydrants.
Consequently,
the
response
time
of
the
department
is
diminished.

What
is
needed
out
in
the
field
by
having
our
people,
particularly
our
people,
that's
on
the
street
and
this
the
patrol
cars
trained
to
respond
to
and
recognize
fire
emergencies.
They
have
been
able
to
save
the
way

of

big
advantages
to
being
a
public
safety
organization.

the
traditional
role
agencies,
you've
got
to
wait
for
equipment
and
personnel
to
respond
from
stationary
positions
that
may
be
scattered
throughout
a
city
where
our
people
are
already
out
on
the
street
they're
there
in
the
areas
assigned
to
their
respective
beats
and
when
an
emergency
comes
in
their
proximity
to
that
emergency
is
greatly
increased
by
them
being
in
that
area.

Feeling
of
safety
and
security
is
a
way
of
life
and
akin
the
high
visibility
of
the
patrol
officers
24
hours
a
day
has,
in
itself
help
to
diminish
crime.
The
training,
diversification
and
efficiency
of
the
Public
Safety
officers,
however,
has
had
a
great
influence
on
deterring
crime
in
the
community
as
well.
In
addition
to
the
normal
duties
performed
by
the
patrol
officers,
the
patrol
division
is
also
equipped
and
trained
in
special
tactical
operations,
such
as
riot
control
and
hostage
situations.

use
of
dogs
for
police
work
is
another
important
aspect
of
the
operation
using
them
for
search
and
rescue
missions,
as
well
as
tracking
again,
one
of
the
major
advantages
of
this
type
of
patrol
division
is
the
increased
efficiency
in
responding
to
calls
a

the
dispatcher.

cover

the
weeds,

a
lookout
for
the
police
and
analyze
their
possible
routes

the
direction
the
suspects
fled.
The
chief
decides
to
bring
in
the
department's
bloodhound
to
try
to
pick
up
a
scent
and
track
the
criminals
down.
The
dog
immediately
picks
up
their
scent
and
heads
towards
where
the
suspects
are
hiding.

suspects
are
in
custody,
the
money
is
recovered
and
two
patrol
cars
are
back
on.
The
street
training
is
an
extensive
and
ongoing
process
in
both
the
fire
and
patrols.
Division
having
its
own
training
area,

includes
an
indoor
firing
range
and
fire
tower,
keeps
these
Public
Safety
officers
abreast
of
the
latest
methods
and
techniques
for
dealing
with
a
variety
of
crises.

officer
after
the
initial
training
period
of
12
weeks
of
police
training
and
four
weeks
of
fire
academy
training
receives
a
2-week
in-service
training
course,
each
year,
as
well
as
periodic
field
and
classroom
training
exercises
being
one

only

cities
in
the
state
that
has
such
a
training

our

the
citizens

We
spend
approximately
25,000
hours
men
hours

year
on
training,
each
new
person
that
comes
with
us.
We
feel
like.

have
at
least
a
two-year
training
program
that
they
must
go
through
both
academically
and
experience
wise
on
the
street
and
in
the
stations
before
they're
comfortable
in
performing
their
tasks
and
the
way
we
want
them
to
perform
it.
So
training
for
us
is
a
must
and
training
we
feel
is
to
keep
one
of
the
key
elements
to
our
success
in
the
field
of
Public
Safety
in.

Addition
to
the
continual
training
and
refreshing
of
new
methods
and
techniques,
two
members
of
the
staff,
the
Public
Safety
officers,
routinely
conduct
safety
workshops
throughout
the
community.
These
talks,
demonstrations
and
even
media
presentations
are
given
to
any
interested
group
simply
for
the
asking.
This
program
is
used
as
a
vehicle
for
public
awareness
in
both
fire
and
crime
prevention.
The
prevention
aspects
of
the
department
don't
stop
here,
however,
but
also
include
arson,
investigation,
building,
inspection
and
building
code
enforcement
and
the
condemning
of
old
and
unsafe
properties
in.

Most
municipalities,
our
governmental
agencies,
of
our
type,
you
will
find
a
separate
building
inspection
department-
that's
usually
separated
from
the
fire
and
police
services.
Here
with
the
Department
of
Public
Safety.
Ours
is
incorporated
into
one
unit
that
being
the
prevention
unit
of
the
department
public
safety.
They
not
only
handle
all
fire
prevention
and
crime
prevention
effort,
but
they
also
handle
all
building
inspection
zoning
enforcement
throughout
the
city
of
Aitkin.
By
them
doing
this,
it
gives
the
department
first-hand
knowledge
of
what
we
can
expect
down
the
road.

For
example,
every
time
a
new
subdivision
is
developed,
a
piece
of
raw
land
is
going
to
be
divided
into
Lots
brought
into
the
city
with
streets,
hydrants
and
buildings,
on
it,
whether
they
be
commercial
or
residential.
Those
plans
come
to
this
department
first
for
our
screening.
Therefore,
we
can
prepare
them
for
the
zoning
meeting
with
the
Planning
and
Zoning
Commission
and
we're
also
upfront
as
far
as
the
knowledge
of
this
development.

What
we've
got
to
provide
is
for
our
services
are
concerned,
both
in
the
fire
side
and
the
police
side,
so
we
feel
like
we
have
a
distinct
advantage
in
our
prevention
effort.

extensive

crime
watch,

prevention,
inspections
of
all
our
commercial
and
industrial
properties,
and

residential
properties
throughout
the
city
of
Aitkin.
So
we
feel
like
we
have
a
well-rounded
prevention
program
which
encompasses
not
only
prevention
but
actually
on-the-job,
inspection
and
and
in
some
cases,
the
we
enforce
the
regulatory
methods
as
far
as
building
building
construction
is
concerned,
with.

this
dedication
of
resources
to
the
public
safety
effort
is
still
another
area
in
the
department
that
of
maintenance.
The
maintenance
section
is
a
full-service
group
and
covers
many
aspects
of
managing
a
safe
and
beautiful
city.
Not
only
does
this
include
the
upkeep
of
the
police
and
fire
buildings,
but
entails
the
continual
care
of
the
fire
apparatus
and
patrol
cars.
Another
portion
of
the
maintenance
department
is
the
responsibility
for
the
installation
and
care
of
all
the
city's
stop
lights
and
traffic
signs.

fortunate
here
in
the
city
of
Aiken,
in
that
we
have
had
the
total
support
of
our
our
community
throughout
all
of
our
efforts,
we
have
had
very
good
press
relations
with
our
local
news
media
and
they
in
turn,
have
carried
our
story,
both
good
and
bad
ones,
to
the
public
to
let
them
know
where
we
stood,
what
we
were
attempting
to
do
and
what
we
hope
to
do
in
the
future.
Every
time
that
we
have
been
to
the
citizens.

The
response
has
been
very,
very
positive
about
supporting
our
effort,
particularly
in
our
field,
in
public
safety
and
I.
Think
well,
I
know
without
the
citizens
support
the
record
that
we
now
have
would
not
be
because
there's
no
way
that
we
can
operate
and
be
successful
without
citizen
support,
along
with
the
citizen
support,
we
must
address
our
elected
officials
and
the
city's
administration.

The
mayor
and
council
is
the
direct
representative
of
the
people
of
this
community.
So
when
you
talk
about
the
citizens,
you're
talking
about
mayor
and
council
and
mayor
and
council
have
throughout
our
effort
back
from
1961
till
today
have
been
unanimous
in
their
support.
We've
not
had
a
dissenting
vote
on
any
matter.
