Okay
in
the
historic
overlay
district,
we
have
the
applicant
Aiken
County
Historical
Society,
here's
your
blessing
to
erect
a
new
historical
marker
at
the
Aiken
training
track
generally
at
five.
Thirty
eight
two
notch
road
train
track
was
started.
Construction
in
1941
is
on
the
National
Register,
okay,.
A
A
E
E
D
General
area
I
mean
it,
I
mean
what
I
thought
was
on
brass
Topher
and
Lisa.
We
just
kind
of
agreed
to
a
general
area
and
we
didn't
really
say
well.
This
is
where
it's
going
to
be,
and
you
know
we
just
kind
of
we
were.
As
I
said
earlier,
we
were
hoping
to
have
it
out
by
the
road
where
people
will
see
it
and.
A
You
I
think
we
would
hope
that
you
all
would
coordinate
the
exact
location
that
we
would,
when
we
vote
on
this
tonight,
that
it
doesn't
necessarily
determined
that
that
star
is
the
exact
location.
I
understand
it
needs
to
be
visible
to
the
public.
Hopefully,
okay,
I
think
any
other
questions
of
Africa
will
will
let
you,
if
you
can
find
a
seat,
takes
Eden
and
I'll,
have
to
ask
if
anyone
would
like
to
speak
in
favor,
opposition
and
I
don't
see
anyone
there.
Thank
you
for
coming
over.
So.
E
Mr.
chairman,
if
it's
appropriate,
I
would
like
to
make
a
motion
on
application.
Crh
17025,
the
aiken
training
track
historical
markers
that
we
approve.
This
application
is
submitted
and,
however,
that
the
marker
will
be
located
along
two
notch
road
at
a
location
that
is
suitable
to
mr.
Riddick
and
the
training
track.
Good.
Thank.
A
A
C
Item
to
be
pertains
to
the
old
Aiken
area:
oh
they
can
overlay
and
an
amendment
to
the
old
Aiken
design
guidelines
for
large
different
buildings.
With
the
recent
discussion
of
the
potential
downtown
redevelopment
project,
the
the
board
decided,
it
would
be
pertinent
to
provide
further
guidance
on
the
potential
for
large
footprint
building,
specifically
new
large
footprint
buildings
in
the
downtown
area.
C
So
we
went
through
the
various
exercises
and
the
work
sessions
and
came
up
with
a
draft
set
of
guidelines
that
are
before
you
in
in
your
packet
staff
has
received
a
number
of
recommended
additions
or
clarifications
from
the
design
review
board,
including
clarifying
that
the
the
proposed
guidelines
specifically
apply
to
new
downtown
buildings
that
heading
to
be
added
to
the
various
pages.
There
are
four
pages,
one
delineating
the
unique
section
number
for
each
page.
As
an
example,
three
point
two
point.
C
Fourteen
point,
one
point
two
point
three
point:
four
and
then
headings
including
overview
scale
and
proportion,
storefront
and
window
openings
and
materials
for
each
respective
section.
Staff
was
requested
to
continue
to
refine
the
visual
aids
included
therein
and
to
find
best
examples
of
what
the
text
is.
Referencing
and
to
add
clarifying
comments
to
those
as
necessary
and
specifically
within
the
section
regarding
materials
to
refine
the
draft
that
was
provided
to
you
by
lifting
inappropriate
materials
as
simulated
wood,
siding
corrugated
metal
as
a
primary
material
and
glass
curtain
walls.
A
C
Carriage
is
no
sorry
is
just
thought.
I
would
clarify
also
for
the
record
that
this
follows
the
zoning
ordinance
of
a
text
amendment,
so
you
would
be
making
a
recommendation
this
evening
on
whether
to
move
forward
with
this
or
to
not,
and
then
it
would
be
considered
by
the
Planning,
Commission
and
City
Council
to
actually
ratify
anime
the
design
guidelines.
So.
A
And,
as
you
all
know,
we've
been
we've
been
discussing
some
of
these
things
informally
for
a
couple
months.
So
now,
as
as
the
potential
is,
you
know
increasing
for
perhaps
some
new
construction,
which
we
haven't
seen
much
in
our
downtown.
But
now
we
may
in
fact
have
the
type
of
new
improvements
that
that
our
guidelines
are
kind
of
unprepared
for
I
think,
but
this
will
give
some
direction,
particularly
out
of
town
developers
and
designers.
A
B
A
I,
don't
know
that
we
necessarily
even
need
come
in
on
something
that's
our
document,
although
it
would
have
been
in
the
agenda
package
if
somebody
wanted
to
come
comment,
but
we
don't
have
any
I,
don't
see
that
we
have
any
of
that,
so
I
think
it'd
be
appropriate.
If
you
don't
have
other
comment
to
go
ahead
and
have
a
motion
on
it.
