file

petition
for
review
of
this
board's
grant
of
ms
morgan's
appeal
of
the
issuance
of
the
certificate
of
appropriateness
and
that's
pending.

not
intended
by
any
stretch,
to
stop
the
discussion
with
regard
to
resolving
matters
involved

Unfortunately,
sometimes
lawyers
just

certain
things

protect

positions
in
the
case,

I've
done
that

mrs
garrett
and
miss
laura
lee.

just
want
to
state
that-
and
I
hope
everybody
understands
their
appearance

not

not

anything
set
forth

the

it's

the
spirit
of
trying
to
move
this
matter

walls

application
for
the
barn,
but
I
was
told
retaining
walls
under
mr
bland
did
not
require
any
application.
At
the
time.

go

the
whole
timeline
of
the
project,
but
basically
in
december
of
20,
my
clients
looked
at
the
property
and
20
and
we
did
a
had
a
home
inspection
of
both
the
barn
in
the
house
on
122
of
21.
They
purchased
the
property
and
we
had
from
the
home
inspection
report.
We
started
doing
those
corrections
on
the
house
and
a
few
modifications
inside
the
house.

intention,
then,
was
to
go
in
and
actually
try
to
fix
the
foundation
of
that
barn
and
try
to
renovate
that
barn
shortly
into
that,
we
determined
that
the
foundation
of
that
farm
was
of
only
four
inches
thick
and
it
had
all
the
conditions
of
the
water
running
under
the
barn
and
it
just
it.
It
wasn't
worth
fixing
at
that
time.

first
got
on
the
property
and
we're
walking
it
with
the
garretts.

see
the

water
that
came
down.
The
hill
came
down

driveway
and
we
also
had

conversation

tons

water
issues
on

drain

the
driveway
that

city
put
in.

was
also
a
drain

barn.

at

purchase

property

and
say
we're
going

work

flatten
and
rebuild

project

started
working,

think
we
were
going
to
tear
the
barn
down.

our

rehab

drainage
rate,

runoff

25-year
storm
and

runoff
volume

each
of

areas.

basin
ties

drain

our
weep

pressure
or
near
as
much
water
with
it.

problem
was,
we
were
putting
water
against
that
wall.

why

saw
probably

little

So
I
am
part
of
this
neighborhood
and
I
wanted
to
apologize
to
you
and
to
candace
and
to
my
other
neighbors

I
didn't
write

letter

I
think,
typically,
when
you
approve
of
the
project,
you
don't
tend
to
write
a
positive
you
just
it's
the
negative,
that's
written,
and
I
really
apologize
that.
I
didn't
as
a
neighbor
say
that
I
felt
that
this
was
a
wonderful
project.
It's
a
I
have
known
the
garrett
family
as
for
almost
as
long
as
they
have
lived
in
aitkin.

are
incredible
contributors
to
our
equestrian
community
and
their
philanthropists,
and
I
have
really
appreciated
and
enjoyed
their
friendship
and
also
knowing
that
they
have
this
house
literally
a
stone
throw
from
mine.
So
I
live
where
the
hitchcock
woods
and
lauren
street
meet
at
the
end,
so
I'm
literally
a
stone's
throw
away.

can
tell
you
I've
heard
all
the
beeping
of
the
trucks
and
look
forward
to
that
beeping
going
and
all
the
construction,
but
I
can
also
hear
you
know
I
could
actually
hear
during
berry
road
for
all
those
houses
on
berry
road,
and
you
know
what
that's
that's
not
ours.
To
comment
on
and
just
look
forward
to
those
projects
being
finished.
I
can
relate
to
the
runoff
and
degradation
of
property
due
to
stormwater.

My
property
is
as
hilly,
certainly
in
the
barn
area,
we're
fortunate
that
the
city
is
taking
on
this
project
with
the
hitchcock
woods,
which
also
impacts
our
property
significantly
and
has
degraded
many
feet
of
our
property
because
of
an
ongoing
erosion
problem
and
it
is
significant
and
if
you
don't
live
on
a
hill
in
this
area,
you
don't
understand
what
that
water
can
do.
So
I
applaud
their
efforts
and
I
commend
the
garrets
for
looking
at
a
solution
not
just
for
themselves
but
for
their
neighbors
as
well.

think
this
is
a
fabulous.
I've
had
a
chance
to
see
susan
kleinbub's
landscaping
project.
That
was
something
that
was
important
to
me
to
see
that,
because
I
understand,
when
you
look
at
a
project-
and
you
see
everything
being
worked
on,
you,
don't
you
don't
necessarily
see
the
end
and
so
to
see
the
plantings
that
they
have
put
on.

think
some
ugliness
that
I
I

is
unfortunate
that
we,
I
don't
certainly
want
to
see
naked,
but
you
look
at
the
neighborhood
there's,
so
it's
eclectic

mean
aiken
is
eclectic.

mean
we
have

neighbor,
the
youngs
were
building
their
house.

was
a
great
deal
of
concern
about
their
house
being
built
and
that
it
wasn't
installed
and
keeping
in
the
neighborhood.
But
when
we
look
at
it
all
there's
an
arts
and
crafts
there
is,
you

we've
got
joy
cottage.

have
done
with
the
plans.

know
we're
not
talking
about
the
barn
now,
but
I
also
really
love
the
barn.
So
many
of
the
houses
you
look
at
berry
road
in
the
historic
district
that
have
built
barns

match

houses

I'm

impressed
with
what
I'm
talking
about
linda
knox's
house
in
particular,
and
her
barn,
so
I'm
impressed
with
the
job.

the
application
regarding
the
walls
which

an
earlier
administrative
decision,

then
there
are
two
other
certificate
of
application:
certificate
of
appropriateness,
applications
that
arose
recently
during
the
cease
and
desist
order,
and
I
will
do
as
best
I
can
to
just
to
make
my
remarks
toward
the
one
now
and
the
others
later.
With
the
board's
approval.

read
your
design
review
manual
now
and
I
get
it
a
whole
lot
better
than
I
did
before,
and
I
know
it's
difficult
when
you're
dealing
with
projects
and
people
can
be
to
you
before
they
build
the
project.
It's
especially
difficult
and
I
understand
to
be
dealing
with
an
already
built
project
and
trying
to
make
it
right.

also
know
that
you
depend
on
the
departments
of
the
city
and
their
staff
to
give
you
advice
and
support,
and
it
seems
to
me
in
this
case
frankly
that
you've
been
let
down
by
those
agencies
and
those
people,
some
of
whom
are
here
and
some
of
who
aren't,
and
it
looks
pretty
obvious
to
me
that
you
are
now
the
last
one
standing
to
sort
out
this
mess
and
we
all
know
that's
not
necessarily
a
good
place
to
be
so.

an
involved
neighbor
in
this
matter
in
june,
when
I
wrote
a
letter
to
the
planning
department
asking
how
did
this
happen
in
the
historic
overlay
district?
I
have
parts
of
the
answer
to
that
question.
Now.
The
process
that
should
have
occurred
before
this
project
began
was
short-circuited
by
the
planning
department
from
the
very
beginning.

In
february
and
march
of
this
year,
the
planning
director
frankly
acted
outside.
What
I
see
is
the
clear
mandates
of
the
zoning
regulations
in
the
very
particular
interpretation
of
those
regulations,
as
set
out
in
the
matrix
by
grinding
an
administrative
approval
for
the
partial
demolition
and
then
the
full
demolition
and
rebuild
of
a
barn
in
the
historic
district.

There
was
no
side
plan,
there
were
no
photographs
of
the
surrounding
area
and
now
there's
nothing
to
compare
it
to,
because
the
the
lot
has
been
changed
so
significantly
that
we're
at
a
loss
to
say
what
used
to
be
here.
What
did
it
look
like?
Where
did
the
barn
sit,
how
high
it
is
and
were
the
walls
necessary
because
we
can't
see
what
it
looked
like
anymore?

You
know
very
well
what
the
design
review
board
says,
but
I
think
it's
important
to
remember
the
basics.
You
have
to
decide
whether
this
work
is
in
harmony
with
the
prevailing
historical,
architectural
and
aesthetic
carrot
of
the
horse
district,
because
it
involves
construction.
You
have
to
consider
the
general
design,
the
character,
the
appropriateness
of
design,
scale
of
buildings,
textured
materials,
relationship
of
elements
to
similar
structures
in
the
immediate
area
and
to
what
extent
the
alteration
or
construction
would
be
harmonious.

It
is
true
that
this
part
of
the
horse
district,
where
the
property
is
located,
is
the
most
unpretentious
rural
feeling,
quiet,
quaint
and,
frankly,
quirky
part
of
the
hearst
district,
and
it
is,
as
has
been
stated,
every
single
lot
slopes
toward
coker
springs.
Every
single
one
of
those
270
acres
slopes
to
coker
springs.

This
part
of
the
horse
district
is
acutely
focused
on
the
hitchcock
woods,
where
horses
are
ridden
for
pleasure
in
fox
hunting.
It's
never
been
an
area
for
training
or
competition.
That's
across
whiskey's,
whiskey
road.
Traditionally
there
were
very
few
horses
who
stayed
in
this
neighborhood
year
round,
and
that
has
continued
to
be
the
case.

Concrete,

understand
that
you're
talking
about

making
changes
and
having
the
owners
make
some
changes
to
these
walls,
both
because
the
walls
in
the
front
really
don't
fit
the
district,
and
you
know
you're
already
talking
about

same
things

design
review
board.

know
you
do
a
good
job
of
your
job
and
you're
doing
it.

going
back

never
fit

district

going

say
what
it's
like

live
next
door

something
like

recording

the
noise,

not
going

play

I
want

hear
it
again

five
months
I
have
listened
to

beeping
of
the
backups
on
the
big
equipment.
I've
listened
to
the
motors

studio
back
door.

floor
of
my
barn
is
at
eye
level
with
this
whole
project,
and
you
know
what
it's
30
feet
away
from
the
beep
beep.
I
have
not
been
able
to
use
my
studio
for
months,
not
since
february.

quite
a
work
site,
it's
been
stressful
for
my
household.
My
horse
has
been
beside
himself
he's
gotten
a
lot
better.
Lately
he's
not
as
shell-shocked
the
whole
neighborhood
it
has.
It's
been
difficult
for
everyone.
A
project
of
this
magnitude
should
not
be
in
a
residential
area.
I
don't
think
anybody
knew
it
was
coming
and
maybe
even
the
owners
and
the
contractor
didn't
know
what
was
coming.
But
I
do
know
that
when
girl
and
I
met
the
owner,
she
said
that
they
were
going
to
put
a
dressage
arena
on
this
property.

That
was
back
in
february
and
I
kept
wondering
where
are
they
going
to
put
it?
She
said
we're
going
to
put
it
beside
the
house
and
I'm
like
there's
no
way
it'll
fit.
You
need
a
20
meters
and
a
40
meter,
40
meter
length
for
small
dressage,
and
I
didn't
know
where
it
was
going
to
be.
I
couldn't
see
it
until
one
day
my
friend
and
I
walked
down
the
easement
and
I
jaw
dropped.
We
took
videos
of
the
wind
whipping
dust
devils,
and
that
day
my
skylights
were
wet
the
dirt
stuck
to.

had
mud
smeared
on
my
skylights,
which
made
me
wonder:
what's
going
to
happen
if
a
dressage
arena
with
synthetic
footing
is
in
that
area,
and
it
has
shredded
olefin
carpeting,
which
I
have
a
terrible
sensitivity
to
that's
going
to
be
blowing
on
my
property,
it's
going
to
be
blowing
into
the
storm
drains.
It's
going
to
be
quite
a
soup
going
into
hitchcock
woods.

Well,
the
storm
drain
issue
and
the
management
of
the
storm
water
has
been
difficult.
Also
for
me,
I
have
had
more
storm
water
runoff
on
my
property.
Since
this
project
started,
water
is
coming
down
the
sides
of
the
big
wall,
hopefully
you'll,
be
taken
care
of,
because
the
silt
fences,
I'm
sorry
to
say,
were
not
managed
and
should
have
been,
and
I've
asked.

Standing
next
to
that
wall
is
breathtaking.
It's
a
breathtaking
view.
I
don't
think
anybody
can
imagine
what
it
feels
like
every
day
to
see
that
brick
wall,
I'm
glad,
there's
going
to
be
something
planted
at

bottom,
but
in
the
meantime,
the
day
after
it
was
backfilled
it
rained
and
cracks
developed
from
top
to
bottom
on
that
wall
they
were
fixed
with
metal
plates.

as
the
engineer
just
a
couple
of
days
ago,
I
found
another
top
to
bottom
crack
in
the
wall.
That
really
worries
me.
I'm
worried
about
the
structural
integrity.
I
know
that
this
department
doesn't
handle
that
whoever
designed
it,
I'm
sure
must
have
done
the
work
correctly.
He's
an
engineer
he's
a
structural
engineer.

or

something
like
this

placed

the
middle

a
neighborhood

backyard

from

see
that
there's
any
place
in
the
interaction
between
departments
where
I'm
protected

that's

problem

with
her.
I
was

landscape
design
for
an
installation
for
15
years
in
town.
She
does
great
work.
I've
done
a
lot
of
work
with
her,
I'm
very
pleased
with
what
she
would
do
all
right.
My
problem,
I
think,
is,
and
so
what
what
do
I
want
out
of
this?

real
estate
agent
selling
properties
in
town-
I
would
say
this
is
a
beautiful
example
of
a
sandhills
cottage
that
is
colloquial
to
the
historic
nature
of
this
property
of
this
area.
These
were
the
outbuildings
to

main
estates
in
that
area,
so
it
certainly
is
historic.
It's
not
classified
one,
and
I
think
that
is
a
big
mistake.

also
hear
now
just
talking
about
the
aesthetics
of
this
wall,
like
it's,
okay,
that
it's
there
and
I
have
a
problem
with
that
and
I'm
my
concern
is
the
integrity
of
that
wall
for
public
safety,

think

it

mistake
to
go
back
and
just
say:
oh
the
wall's
there
we
just

talking
about
what
it
looks
like
now.

afraid
what
it's
going
to
look
like
when

falls
down
and
how
it
might
impact
somebody

engineering's
been

digging

believe

hole

it
happened
to
be
a
little
bit

a
drought
and
they
found

was
no
water
and
they're
going
forward.

think

was
done
wrong
and
so
talking

that's

mistake
because
again
it
didn't
have
to

through
any

comment

time,

wasn't
historic
property.

concern
for
public

will
those
walls
stand
up

concerned
for
my
neighbor
who
lives
on
the
bottom
side
of
that
and
what's
going
to
happen
to
her
property
right?

because
none
of
us
quite
realize
the
amount
of
water
draining

from
different
backyards,
and
until
I

down
there
after
a
good
rain

just
about
need
a
boat

difference

properties
and
not
the
existing
properties
that
are
right

of
those
barns
like

you
look

bigger
houses
up

color

marked,
differentiate,

living
and

this
property

to

argument
by

offended

that
you
get
a
certificate
of
appropriateness

comply

dreadful
thing
