One
small
point
is
that
you
had
oyster
gray
roof
and
I
was
thinking
the
traditional
roof.
Color
had
been
red
and
I
would
prefer
to
go
not
with
fire
engine
red,
but
with
more
of
a
pennsylvania,
railroad
red
for
the
roof.
We
could
correct
that.

it
was
well,
the
other
two
properties
that
the
cottage
at
115
3rd
avenue.
It
still
has
the
original
red
roof
and
the
property
up
on
the
circle
there,
which
was
at
one
time
the
mead
carriage
house,
also
maintains

red
roof.

believe
the
tennis
court
was
painted
within
a
tar
and
aluminum
paint
at
one
point
to
cover
the
rust
on
the
building
by
the
prep
school
and
that's
how
it
acquired
that
silver
color.
I
continued
in
that
color
because
we
sanded
it
and
where
we
couldn't
sand
all
the
color
out.

was
as
matte
close
to
matching
as
we
could
when
it
was
painted
in
about
2004
with
a
automobile
acrylic
paint:

I've
owned
the
building,
since
I
bought
it
from
the
prep
school
somewhere
in

middle
of
2020,
and
at
the
time
I
owned
the
cottage
next
door
at
115
3rd
avenue.
So
it
just
gave
us
a
little
more
space
because
the
cottage
sits
on
one-eighth
of
an
acre.

intentions

purpose

this
special
tax
assessment
application
are
really
to
restore
it
in
its
current
use.
In
other
words,
it
will
remain
as
a
as
a
tennis
court
but
be
restored,
and
you
had
some

think
about
what
you
would
need
to
do
to
to
protect
that
those
skylights
that
are
interesting,
glass,
skylights.

There's
there

several
on
long
island
new
york,
one
that
john
mackinrod,
the
pro
trained
in
there
was
another
one
the
bob
merrill
estate
had,
and
then
there
was
another
piping
rock
club.
The
greenwich
field
and
tennis
club
has
one
far
hills,
which
was
part
of
an
estate,
far
hills
race
course,
there's
one
there,
that's
currently
in
use
as
an
equipment
shed
though
it
has
a
tennis
court
inside
of
it.
This
wasn't
built
as
a
tennis
court.

was
built,
as
quote
a
folly,
it's
a
place
to
have
fun
diversion
to
have
parties,
dances,
treasure
hunts,
we've
used
it.
The
same.
We've
had
dinner
parties
inside
we've
had
parties
for
the
hunt
there

breakfast

and
tight
activity.
So
it's
not
solely
a
tennis
court,
but
that
is
the
focus
of
the
way
the
floor
is
designed
at
present.

there
would
have
to
be
an
abatement
paint
put
over,
which
is
about
three
milliliters
of
paint
that
would
go
over
it's
a
special
abatement
paint
which
will
adhere
to
the
lid.
It
will
solve
the
lead
problem
once

that
paint
can
go
in
various
colors
from
a
lighting
standpoint.
It
was
originally
lit
with
274
long
stem
300
watt
bulbs,
which,
whenever
we
turn
the
power
on
south
carolina
power
and
electric
center.
So
thank
you
note

increase
their
dividend.

lighting
system
will
not.
It
will
stay
in
place,
but
we're
not
going
to
have
that
type
of
lighting
in
order
for
it
to
be
a
tennis
court,
the
lighting
needs
to
be
about
105
looms
at
three
feet
off
the
floor,

would
look
to
go
to
led
street
lighting
now,
which
is
sort
of
the
state-of-the-art
lighting.
It's
cheaper,
it's
more
effective
both
in
operation
and
in
installation
than
metal,

sections.
Each
window
section
has
three
sets
of
glass
three
over
two
pane,
so
there's
27
identical
size
window
systems
in
the
building
and
I've
been
researching
the
possibility
of
having
them
stripped
and
restored
and
painted,

it
may
be
cost
effective
just
to
replace
the
windows.
They
are
double
hung
windows
three
over
two.
It
would
obviously
be
the
same
window,
but
it's
just
not
going
to
be
in
a
restored
frame.

They
are
the
original
windows
that
one
of
them
was
broken
from
a
tree
that
fell
on
the
building
some
years
back,
I'm
not
sure
if
they
work
or
not
trying
to
get
them
to
move
some
of
them,

move
very
freely,

hung:
casement
windows,
okay,
the
roofing,
this
the
roof.
You
mentioned
the
skylight,
the
glass
was
built
by
a
company
called
astoria
glassworks,
which
went
out
of
business
in
early
1930..

Someone
worked
on
the
building
and
the
bronze
fixtures
were
set
up
so
that
the
glass
overlapped
like
a
shingle
would,
but
it
had
a
gap
and
the
reason
it
had
a
gap
was
to
allow
moisture
and
hot
air
to
get
out
of
the
building
and
allow
the
glass
to
respond
to
temperature
changes
and
somewhere
in
the
process.
The
bronze
fixtures
had
been
tightened
down
into
the
fixture,
not
allowing
the
glass
to
move
and
it
cracked
in
various
places,
so
of
course,
to
fix
the
crack.

applied
tar
on
top
of
the
glass
which
I
have
in
spite
of
all
efforts
have
not
been
able
to
remove
the
tar
I've
used
every
compound.
I
could
possibly
think
of
all
the
way
from
napa
and
anything
else,
and
I
had

good
chance
of
burning
the
building
down.
But
I
had
a
little
chance
of
getting
that
tar
off
the
solution
that
I
was
proposing
is,
I
would
take
the
a
fabric,
that's
a
polyvinyl
fabric.

it

I
think

owned
it

it

design
review
committee

us

delighted
that
he's
had
an
architect
involved,
I'm
concerned
and
I'll
just
say
in
terms
of
the
improvements
I
think
there
might
need
to
be
some
architectural
drawings
and
rendering
us
for
the
next
fake
question.
The
tax
increment
thing
I'm
concerned
about,
because
in
looking
at
the
packet,
the
tax
valuation
of
the
property
of
eight
tenths
of
an
acre
on
third
avenue
is
forty
five
thousand
dollars
value
for
the
building
and
the
property.

So
my
concern
for
you
all
is
what,
if
you
do
that
tonight,
you
are
giving
him
maybe
a
windfall.
That
is
not
appropriate
under
the
circumstances
and
that
calculation,
if
not
done
appropriately,
might
not
be
fair
to
all
parties
involved
in
the
nature
and
extent
of
this.
This
tax
increment
bill-
and
that's
that's
my
concern
to
have
a
valuation
of
eighteenth
of
a
property,
the
brick
in
the
building.
It's
a
beautiful
thing.
It's
got
a
lot
of
historical
significance.

It's
an
anomaly,
there's
another
one
here
in
town,
but
it's
it's
an
unusual
building
and
it
has
a
lot
of
issues.
Obviously,
we've
talked
about
the
skylight,
the
lead
paint
and
that,
but
the
biggest
issue
is
just
plain
old
geography,
it's
in
a
bowl,
and
you
have
a
drainage
issue
that,
where
all
the
water
from
our
neighborhood
drains
through
my
property,
there's
a
30-foot
box
that
larry
morris,
the
city
engineer
put
in
at
the
corner
of
115
third
avenue,
which
catches
the
water.

When
the
van
lou
property
was
redone,
it
created
a
huge
amount
of
impervious
surface
which
further
increased
our
water
problem
and
drowned
trees
and
undermined
the
red
brick
wall
there.
Underneath
my
property
is
two
20-inch
pipes
that
drain
into
a
large
catch
basin
at
the
off
the
edge
of
my
driveway,
so
I'm
catching
all
the
water
that
would
be
going
down
to
barbara
morgan's
property
before
it
gets
to
her
and
it's
significantly
impacting
the
value
of
my
property,
hence
the
termination
for
those
valuations.

addition
to
that,
when
the
prep
school
divided,
the
property
off
115
third
avenue
has
an
easement
for
a
septic
system
on
my
property,
again
reducing
the
buildable
space,
that's
on
the
property,
so
all
of
these
things,
in
addition
to
that
being
in
the
historical
area
there.
All
these
things,
cumulatively,
significantly
impacted
the
value
of
this
property,
and
that
was
how
the
the
agency
came
about
that.

know

larry
morris
still
works

the
city,
but
he
could
validate
the
different
drainage
issues.
I
have
city
water,
but
I
do
not
have
city
sewage
I
paid
for
city
sewage
for

years,

got
back
nine
hundred
dollars
of
considerably
more
but-
and
I
do
have
water,
but
I
do
not
have
sewage.
So
I
would
you
know

anything
else
was
added
or
whatever
again,

price

septic
system

go

they
built

bit

the
driveway

on

have

we're

superstructure
over

top

it
and
then

pipes
would
be
sprayed
with
something
like
teflon

keep
them.
So
there
wouldn't
be
any
friction
on
the
metal
pipes.
It
would
sort
of
like
be
a
small
half
inch
piping,
like
you
would
use
for
an
awning
or
something
on
a
commercial
store.

set
across
the
top,

it

supports

doesn't
touch
and
rub

it

go
beyond

order
to
clear
the
corners
and
the
edges,
it
would

tensioned,

mounts

it

and

fronts
on
easy

avenue

right

tennis
court.

know,
I
want

say
that
you

I'm
thrilled
that
that
mr
brody
has
come
back
to
aiken
and
wants
to
restore
that
building.

It's
certainly
in
need
of
it
and
we're
all
looking
forward

that,

commend
him
for
doing

little
concerned
as
to
been
a
long
time
since
I
sat
on
this
commission
because
I
think
I

original
one
way
way
way
back
when

if
I
remember
correctly,
one
of
the
important
tenements
of
the
historic
preservation
commission
ordinance
is
that
whatever
you
do
has
to
be
consistent
with
the
neighborhood
and
it
has
to
be
consistent.

big
building
with

big
roof,
and
so,
when
you
mention
red,
I
got
a
little
wide-eyed
about
that
because
that's
an
awfully
large
area
to
put
a
color
red
in
a
very
small
neighborhood,

small
houses

small
roofs,
with
some
of
them
being
red.
That's
number
one!

would
be
concerned
about
that
because
I
don't
think
that's
really
consistent
with

even.

he
plans

put

the

obvious

that
going

be?

show

character

about

percent

roof
space
of
the

designers

buildings,

one

them
came
up
with
the

preservation

has
already
been
taking
place
and
when

that

hotel

be
destroyed

negative
impact
of
this
property

downtown

owners

residents,

I've
not
heard
from
every
downtown
business
owner,

received

overwhelming
response
of
support
for
this
project

was
deemed

usable
pass

vacant
winter
colony
they

back
to

thrived
and
few
slaves

and
the
aiken
winter
client
itself
was
founded
by
a
group
of
harvard
university
and
new
york
city
intellectuals,

they
were
very
concerned.

request

granted

following
conditions:
that
no
demolition
take
place
without
fully
approved
plans
as
reviewed
in
adequate
public
input
and
by
approved
by
the
drb,
and
that
in
such
approved
plans
failed
to
materialize
are
the
current
owners
of
the
property.
The
aiken
municipal
development
commission
is
unable
to
come
to
terms
with
the
current
team
of
developers.
Then
the
demolition
approval
would
be
moot
and
that
the
process
would
begin
all
over
again.

because
I
believe
that
our
old
aiken
design
guidelines
require
us
to
have
more
information
about
what
is
going
back,
and
I
certainly
appreciate
the
comments
of
those
who
have
said.
What
is
the
rush
to
judgment
here,
and
I
think
that
I
certainly
appreciate
the
problems
of
the
developer.
But
I
think
postponing
this
vote
for
a
month
would
not
impact
the
developer
and
the
opportunity
to
proceed
ahead
with
this
plan.
