A) Application CERH23-006: Applicant Laura Callahan requests approval to put a new pool on the west side yard next to the patio and construct a new roof for the patio at 704 Hayne Ave. SW (TMP 105-27-01-006).
B) Application CERH23-008: Applicant David Stinson requests approval to replace current siding with overlap wood-grained hardiplank clapboard siding at 566 Newberry St SW (TMP 105-12-17-015).
C) Application CERD23-001014: Applicant Caroline Gwinn requests approval to replace the front awning fabric, repaint the façade, add a new sign to the front of the building, and replace the damaged awning and frame at the rear of the building at 122 Laurens St. SW (TMP 121-21-09-009).

what
we're
trying

accomplish

405
Collington
Avenue.
Our
original
request
was
to
repair,
modify
the
brick
wall
at
405
and
colington
Avenue
and
Union
Street.
But
since
then
we
have
taken
a
deeper
look
and
realized
that
we
need
to
replace
the
wall
due
to
the
defects
and
structural
damages
to
the
wall.

the
reason
from
the
exploratory
that
I've
done
on
it
the
footing
is
deteriorated,
deteriorated
from
age
from
the
roots
of
the
Cedars,
the
roots
of
the
the
roots
of
the
roots
of
the

bamboo
that
were
once
there
and
this
wall
itself
stands
16
inches
in
width,
existing
right
now,
16
inches
in
width,
four
inch
walls
with
an
eight
inch
cavity
of
soil.
Now,
soil
itself,
up
against

good

what
will
happen?

with

what's

and

the
same
typical
cap
that
you
see
everywhere

think
it

nice

emulate
that

capping
and

style

Essentially,
what
the
applicant
is
asking
for
I
believe
is
demolition
of
the
existing
wall
and
replacement
with
a
new
wall,
and
it
started
with
a
kind
of
a
little
bit
of
a
jumbled
language
in
the
original
application
from
a
month
ago,
where
it
was
repair
replace
so
on,
and
you
can't
really
do
that.
You
can
either
repair
it
which,
in
the
context
of
historic
preservation,
has
a
certain
meaning
or
you're
going
to
replace
it.

it's
pretty
clear
when
you
go
from
a
two
foot
wall
with
a
24
inch
cast
iron
fence
to
a
at
that
time.
Six
foot,
brick
wall,
you're,
not
repairing
it
you're
replacing
it
so
I
think
the
proper
instructions
to
the
applicant
would
have
been
to
make
an
application
for
demolition
and
then
the
proper
process
for
the
board
would
be
to
examine
the
existing
wall
to
see
if
there
are
alternatives
to
demolition.
That's
what
the
guidelines
require.

The
design
review
manual
says:
fences
in
the
historic
district
are
vital
and
important
to
the
character
of
that
District.
It
cites
fences
and
Gates
as
important
elements
in
the
historic
building,
so
we
have
to
treat
it
seriously.
It's
not
like
something.
That's
kind
of
you
know
arbitrary
that
we
can
do
this.
Particular
one
is
super
complicated
because
you
have
trees
in
the
way
and
you
have
poor
Construction
in
the
first
place
and
then
deterioration
of
that
construction
down
to
the
footing
level.

Percent
and
the
cast
iron
is
there
so
I
think
a
proper
process
would
have
been
since
the
applicant
is
not
intending
to
keep
the
Shrubbery
take
the
Shrubbery
away,
so
we
can
at
least
see
what's
there
right,
it
may
be
terrible.
It
may
be
working
to
the
applicant's
benefit
to
show
that
what's
there
is
terrible
and
it's
falling
apart
and
the
joints
aren't
any
good
and
all
the
rest.

The
nice
thing
about
brickwork
much
like
woodwork
is
you
can
repair
almost
anything
you
even
take
out
a
four
foot
section
fix
the
footing
underneath
it
put
it
right
back
with
the
same
old
same
bricks.
You
can
find
bricks
that
match
pretty
carefully.
You
can
put
the
bricks
that
don't
match
in
the
back
and
use
the
bricks
that
match
in
the
front
where
they're
more
visible,
you
can
do
lots
of
things
in
an
historic
district.
That's
what
we
should
be
asking
people
to
do.

So
you
have
a
distinctive
fence
here,
there's
not
a
lot
of
them!
There's
one
on
York
Street,
that's
similar,
but
it's
new!
It's
8!
10
years
old,
I
haven't
seen
another
brick
base
with
cast
iron
fence
around
that
I've
I
looked
to
see
if
we
had
some
models
that
we
could
work
on
cast
iron
is
basically
timeless.

if
you
replace,
if
you
were
to
repair
it,
you'd
have
to
pick
up
something
there.
That
would
make
it
better
and
Sounder
and
you
could
have,
as
this
house
across
the
street
has
you
know
some
other
kind
of
opaque
element
that

provide
privacy.
If
that's
what
you
want
to
do,
but
from
a
historic
point
of
view,
you
should
be
repairing
that
wall
now
the
applicant
would
have
to
make
the
case

think
the
guidelines
say
sorry

fence
came
up
the
last
time
it

at
six
feet.

we

think
it
would

good

somebody
could
clarify

approving

it

are

ways

would

have

holes
for

you'd

waterproof
the

wall.

it's
a
start
over
from

completely

the
old
design.

do
it

a
new

in
order

stickler
on
making
it
look
like
it's
been
there

long
time.

worked
on
this
house
over
10
years,

thought

into
things
where
I
just
wanted
to
look
authentic
and
historical

appropriate
in
the
historical
district.
So

think
that's
what
we
have
here.
