A
A
And
so
we
will
continue
to
review
our
minutes
and
then,
after
we
have
a
motion
on
the
minutes,
we
can
begin
the
agenda
and,
as
you
as
you
may
know,
we'll
just
when
our
secretary
reads
the
application,
then
we'll
have
you
step
forward
to
the
center
the
lectern
to
give
your
name
and
address,
and
then,
if
you
have
anything
you'd
like
to
add
you're
welcome
to
do
that.
So
go
ahead.
A
B
A
C
A
D
First
item
on
the
agenda
is
new
business.
There
is
no
old
business.
Its
application
number
CRH

applicant
keaton
patel
appeals
the
administrative
denial
of
his
request
for
approval
of
signage
installed
at
the
main
gate
at
Roseville,
located
at
2

parcel
number

Eighty

Two.
A
A
A
E
E
A
Thank
you.
We
we
followed
the
progress
of
your
work,
that
you're
doing
you
know
resurfacing
the
drives
and
and
repairing
the
house
and
I
think
all
of
us
admire
what
you're
doing
and
appreciate
it,
but
we
we
just
because
we
didn't
have
the
image
of
the
sign
before
you
put
it
up.
We
do
need
to
go
through
this
process
of
approving
it.
Officially.
Are
this
proving
or
maybe
making
suggestion?
B
E
E
A
E
A
A
E
E
A
E
E
E
A
Think
we
we
well,
we
we
understand,
you
need
a
way
to
identify
the
entrance
and
for
the
service
people
making
deliveries
so
a
sign
back
there.
It
was
not
inappropriate
either.
So
now
you
did
have
some
signs
attached
to
the
gate
in
the
service.
The
service
drive
that
now
you've
taken
those
off
I
believe
so
they're,
not
on
the
they're,
not
really
in
the
application
any
longer
the
ones
they're.
Just
some
simple
signs
on
the
service
gate
correct.
You
know
that
what
would
would
they
work
on
this
on
this
steel
gate
in
the
front,
possibly.
A
G
G
G
E
A
A
variation
on
that
yeah,
okay,
well
good!
Well,
now,
if
you
want
it
sounds
like
you
might
be
willing
to
withdraw
if
the
the
so
we
don't
make,
our
motion
would
be
all
we
would
just
table,
we
could
we
could
either
we
yeah,
we
could
we
could
table
it,
not
table
it.
I,
don't
think
he's
right
word,
but
continue
it.
We
can
continue
it
till
next
month
and
then
see
maybe
what
you
all
might
come
up
with.
A
You
want
to
do
that
and
then
we
won't
vote
we'll
just
vote
to
continue,
and
that
gives
you
a
month
to
I.
Guess
technically
it
needs
to
be
posted.
Where's
Ryan
needs
to
be
posted,
so
we
would
just
need
to
be.
You
know
alerted
that
you
might
be.
You
know
coming
back
to
the
December
meeting
and
we
would
post
repost
it
so.
E
A
E
A
H
So,
just
for
the
record
I'd
like
to
ask
you,
this
is
a
commercial
property
right.
It
is
yes
and
you're
planning
on
running
this
as
a
business,
and
it
seems
like
if
I
was
in
your
shoes.
I
would
want
some
kind
of
signage
to
attract
business
and
I.
Think
that
the
fact
that
you're
doing
out
of
a
historical
property
in
maintaining
that
property
is
very
admirable,
and
you
know
I'm
in
favor
of
of
working
to
you
to
our
maximum
extent,
to
allow
you
to
have
a
viable
business
there.
Personally
and.
A
Fine
with
me,
then
you
don't
really
have
to
have
it
on
there.
Well,
we
have
to
vote.
Then.
Then
you
have
to
vote
that
that
he
submit
an
alternate.
Is
it
in
essence,
is
what
you're
doing
isn't
it?
You
know
what
you're
doing,
instead
of
continuing
it
instead
of
having
known
the
Genda
right
right,
you
want
to
address
that.
C
Right
because
we
have
this
as
a
notice
side
of
the
agenda,
you're
gonna
have
to
take
action
on
it
in
some
form.
So
if
it
were
to
be
continued
to
have
to
come
back
to
the
board
again
unless
I
guess,
the
alternative
would
be
an
approval
with
significant
direction
that
it
could
be
some
specificity
that
it
could
be
administratively
approved.
So
those
are
kind
of
the
two
options
there,
but
since
we're
kind
of,
if
you
were
to
continue
the
item
well,.
B
A
A
If,
if
we're
the
ones
who
you
know
reschedule
it,
we
have
to
make
a
motion
or
we
have
to
vote
to,
deny
it.
But
now
mr.
Patel
has
it,
has
the
right
to
just
come
forward
and
withdraw
it
and
then
and
then
he
could
approach
us
administrative
Lee.
If
you
don't
want
to
make
a
motion,
administrative
Lee,
fine,
okay,.
A
G
G
C
C
C
A
No,
it
sounds
to
me
like
that,
if,
if
you,
if
we
could
vote
to
continue
it,
which,
which
means
we
don't
have
to
vote
to
deny
it
tonight
that
you
have
30
days
to
come
up
with,
if
you
come
up
with
a
suitable
solution,
then
you
could
literally,
if
you
satisfy
us
administratively,
then
you
could
withdraw
it
your
appeal,
so
you
you've
solved
the
problem.
You
don't
have
to
come
to
the
next
meeting
so.
A
A
Good
thing
about
that,
because
it
means
you
do
if
worse
came
to
worse
and
you
had
to
come
back
to
the
meeting
you
could
you
know
you
don't
have
to
get
into
a
dead
end
with
an
administrative
thing
that
you
can't
no
sure
sounds
fast.
Okay,
if
you
want
to
then
get
back
with
the
staff
on
a
couple,
alternatives
see
how
that
goes.
If
we
can
solve
it,
then
then
it
gets
taken
off
of
our
next
meeting.
A
F
Charlotte
Weidman
66,
Payne,
Avenue,
president
historic
Aiken
foundation
and
member
of
garden
club,
south
Aiken,
I
I,
don't
understand-
and
this
was
not
my
original
intent,
but
on
the
administrative
review.
Why
would
one
have
to
come
to
admit
this
come
to
administrate
review
and
the
other
one
has
to
come
before
the
whole
public.
A
F
A
G
B
A
F
That
the
new
number
10
downing
owners
have
put
out
where
it's
wood
and
it's
gold
and
it's
attractive,
mm-hmm
and
in
scale
with
the
property,
but
that
that
was
just
a
aside
and
listening
to
this.
But
what
I
would
like
to
say
is
in
this
book
right
here:
Carolina
Gardens
by
ETH
Shafer.
It
was
written
in
1937
and
the
author
went
through
the
state
of
South
Carolina,
recognizing
very
notable
Gardens
outstanding
places,
and
he
notes
in
here.
Actually
one
of
the
loveliest
gardens
in
all
Aiken
is
located
on
the
north
side
in
the
native
town.
F
This,
however,
is
appropriate
as
the
owner,
mrs.
Sheffield
Phelps,
has
been
a
resident
for
many
years,
so
this
was
at
that
time
one
of
the
most
celebrated
gardens.
It
was
the
site
of
the
founding
of
the
Garden
Club
of
Aiken,
which
was
the
first
garden
club
in
the
state
in
1930.
The
Garden
Club
of
South
Carolina
was
founded
here.
It
was
also
the
founding
location
for
the
Girl
Scouts
in
South
Carolina,
so
probably
of
any
estate
in
it
is
one
of
the
most
important
estate
gardens.
F
So
the
outside
of
this
building
should
reflect
that
the
building
itself,
notably
important
it-
was
the
first
building
in
Aiken
County
to
be
placed
on
the
National
Trust
Register
for
Historic
Places,
but
beyond
anything
it
should
go
with
that
frame
and
so
I'm
going
to
contrast
it
by
another
garden.
Some
distance
on
to
the
left,
just
beyond
the
Palmetto
golf
course
lies:
dogwood
the
old
Henry
Bush
estate.
Now
the
glorious
spring
garden
of
mrs.
HS
Tainter.
F
This
garden
that
they
describe
in
here
that
is
so
amazing
and
they
go
on
to
say,
is
one
of
the
most
celebrated
gardens
in
South
Carolina.
It's
the
one
that
y'all
would
know
now
is
wisteria
Manor
stuck
there
nicely
between
whisky,
Junction
and
Harry's
local
seafood,
and
it
was
a
commercial
property
that,
without
oversight
of
design,
review
board
and
Zoning,
it
got
tacked
on
to
and
added
on,
and
no
one
can
say
that
is
a
celebrated
place.
Now
so
I
will
ask
for
your
at
most
consideration
in
diligence,
mr.
F
A
A
A
D
All
right,
the
second
item
of
new
businesses,
a
special
tax
assessment
application
number
tax,
zero
to
three
applicant
Arthur;
Bremer
requests,
preliminary
approval
of
restoration
work
at
6:07,
colleton
ab
southeast
for
a
purpose
of
the
special
tax
assessment
for
historic
properties
and
that's
text.
Mount
parcel
one:
two:
one:
zero:
nine,
ten,
zero
zero
one.
D
I
Recently,
purchased
six
or
seven
Carlton
Avenue
southeast
and
here
Nathan
and
we
are
in
the
process
of
renovating
the
property
and
we've
done
lots.
Lots
of
painting
that's
about
75%,
of
what
we've
done,
but
we've
done
a
lot
of
major
work.
Rewiring
we've
discussed
new
roof
and
we're
continuing
to
spruce
the
place
up
to
return
it
to
its
former
glory.
I
A
I
A
I
I
So
we're
I'd
prefer
a
wood
one.
There
are
really
nice.
I
know
we
talked
earlier
about
different
types
of
materials,
but
that's
that's
down
the
road
a
bit.
It's
one
of
the
last
things
we'll
probably
do
yeah.
A
E
A
G
I
would
like
to
make
a
motion
that
we
grant
preliminary
approval
of
special,
a
tax
assessment
application
number
tax
o23
in
the
historic
overlay
for
607
Carlton
Avenue
South
East,
based
on
the
fact
that
the
proposed
work,
as
shown
in
the
exhibits
attached
to
the
application,
meets
the
standards
of
the
Aiken
ordinance
prescribing
the
special
tax
assessment.
Okay,.
B
A
We
have
one
we
have
this
last
item,
I'm,
not
sure
we
do
anything
other
than
if
the
applicants
not
here,
we,
we
can't
really
act
on
it.
This
was
the
Trafalgar
Street
property,
but
we'll
just
for
the
record
state
that
the
applicant
and
I
left
the
work
session
and
didn't
feel
like
she
wanted
to
continue
with
her
application.
So.
A
A
B
A
D
A
Up
yeah
I,
don't
think
it
gets
withdrawn.
I
think
it
might
automatically
get
continued
up,
I'm,
not
sure
how
it
works,
but
it
might
be
good
to
go
ahead
and
make
a
motion
acknowledging
that,
because
she
wasn't
here,
we
couldn't
really
didn't
really,
though
on
it,
and
so
so
would
somebody
make
a
motion
then,
before
we
adjourn
just
to
continue
this
time.
