told

never
been
responded
to
that's,
not
a
good
thing.
Fortunately,
we've
had
private
Communications
on
different
matters,
particularly,
for
example,
with
the
hotel
and
and
demolition
by
neglect.
It's
probably
not
a
good
idea
to
have
private,
Communications
and
items
that
should
be
before
this
board.

support
the
application
and

commend
you
on

for
this

As
you
know,
I've
written
extensively,

a
court
complaints

other

we
actually
had
a
motion
by
members
of
your
board
to
review
your
procedures
and
the
other
members
of
the
board
voted
it
down
and
since
then,
you've
done
nothing
to
put
procedures
on
the
agenda
to
communicate
with
the
community
about
what
you're
going
to
do
to
improve
your
procedures.

look

procedures

forward
you've
taken
no
ownership
of
any
issues
or
failures
that
were
alleged
in
various
different
Communications,
including
a
lawsuit
about
your
procedures.

haven't
said
to
the

issues
and
we
think

changes
are
going
to
be
made

started

similar
dialogue
and
you

look
at
the
city
council
meeting
that
just
happened.

demolition

going
to
approve
demolition.

we
hadn't
stopped
you

Aiken
historic
buildings
on

application

conclude
that
the
project
on
the
property
presented

application
tax,

meets
the
requirements
in
the
Aiken
city
code,
section
38-8
for
preliminary
certification
for
a
special
tax
assessment
as
a
rehabilitated,
historic
property,
subject
to
certain
conditions.

request
in
the
application
tax
is
0929
for
the
preliminary
certification
for
a
special
tax
assessment
authorized
by
section
38-8
be
approved,
subject
to
the
following
conditions.

application
must
provide
the
staff
of
the
design
review
board
with
information
and

acceptable
to
and
approved
by
the
staff
to
establish
that
the
minimum
expenditures
required
by
section
38-8
have
been
incurred.

two
things.
First,
totally
agree:
offense
there

can't
imagine
living
on
Whiskey
Road
without
a
fence,
so
a
fence

the
height.
That's
all
fine,
but
when
I
look
at
the
location
of
the
house
and
the
types
of
walls
around
there,
especially
along
Whiskey,
Road
they're,
all
brick-
and
it
seems
like
this
type
of
fence-
is
going
to
look
rather
out
of
place
in.
What's
generally
a
historic
district.

the
house
around
the
corner
on
Grace
has
brick
pillars,
but
then
wooden
fence
between
it,
which
is
kind
of
a
nice
compromise
getting
a
little
bit
more
of
that
look

just
was
wondering
if

owners
had
possibly
considered
that
I
know.
I
can't
address
them,
so
the
fence
is
fine.
The
idea
of
the
offense
or
a
wall
is
fine.

the
material
and
the
design
that
looks
a

bit
out
of
place
compared
to
those
around
it.

the
Interior
are
very
clear.
The
guidelines
are
written

guidelines
for
the
historic
district
in
Aiken
and
the
historic

whatever
it's
called
the
historic
design
review
manual
or
something
like
that
historic
review
manual
or
something-
and
you
are
supposed
to
consider
context
you're
supposed
to
consider
the
impact
of
the
neighboring
structures
you
so
you're
supposed
to
consider
impact
on
the
district
right.

So
some
of
the
questions
that
are
being
answered
and
asked
I
think
from
a
procedural
point
of
view,
the
board
could
address
ahead
of
time.
So,
for
example,
we
have
looked
at
the
other
fences
in
the
neighborhood,
and
while
we
don't
think
that
this
material
is
consistent
with
most
of
the
fences
in
the
area,
this
is
not
a
historic
home.

It's
in
a
historic
district,
but
it's
not
a
historic
home
right.
It
is
a
more
modest
home
and
imposing
a
financial
burden
on
a
smaller
property
is.
Is
that
much
more
painful
and
so
part
of
the
reason
why
we're
considering
this
is
because
the
impact
on
the
homeowner
and
we're
trying
to
be
accommodate?
You
know,
then
the
community
says:
okay,
I
get
it
and
I
also
have
a
good
clue
if
I
come
back.

Why?
Because,
otherwise,
you
run
yourselves
into
a
problem.
This
guy
gets
a
wood
fence.
The
other
guy
has
to
build
a
brick
fence
like
Mrs
ball
and
she'd,
say
oh
I
got
a
good
idea.

put

brick

wood
fence
on
my
property,
it'll
be
a
lot
cheaper
and
you
don't
have
context
for
the
community
verbal
context
or
a
written
context
in
your
record
as
to
why
you
did
that
for
other
people
later

look
at

people

this
town
who,
like
old
buildings
and
who
are
interested
in
preservation
and
input
from
the
community,
can
be
very
useful

forcefully
in
the
court
and

recently

avoid
having

us

with

constructively
instead

antagonistically.

right

community

upset

following
