From YouTube: Design and Review Board Meeting August 7, 2018
Description
Livestream of the Design Review Board Meeting held in City Council Chambers. Here is the agenda: https://edoc.cityofaikensc.gov/weblink/DocView.aspx?dbid=0&id=420598&page=1&cr=1
A
And
we
have
a
number
of
applications
here
tonight
and
typically,
we
take
a
few
minutes
to
go
over
our
last
month's
minutes
and
now,
while
I'm
talking
here
that
our
other
board
members
of
the
reviewing
does
and
then
we'll
have
a
motion,
hopefully
to
approve
or
amend
the
July
3rd
meeting
and
work
session
minutes.
And
then,
after
that,
our.
A
Acting
secretary
tonight
and
hopefully
future
secretary
Mary
Catherine
will
will
be
reading
each
one
of
the
applications
as
they
come
up
and
then,
as
she
reads
those
when,
when
she
reads
yours,
if
you
would
come
to
the
center
lectern
and
give
your
name
and
address
for
the
for
the
record
and
if
you
have
anything
you'd
want
to
add
at
that
time.
You're
welcome
to
how
we
may
have
a
few
questions
as
well.
So
now,
having
said
all
that
Alaska,
we
could
have
a
motion
on
the
minutes
from
July.
B
A
C
A
C
A
A
Not
in
not
on,
since
it's
not
part
of
this
agenda,
but
yes,
certainly,
if
you
wanted
to
I,
think
I
think
the
staff
said
they
had
some
conversations
with
the
attorney
about
our
whether
we
what
jurisdiction
we
have
so
it's
a
something
we
can.
We
can
discuss
in
the
next
court
session.
Mary
Catherine
has
something
she
wants
to
add,
yeah
that
we're
still
debating
of
whether
we
what
kind
of
jurisdiction
we
have
in
the
alley
now
this
this
might
be
when
we
need
our
secretary
to
begin
with
the
first
application
in
the
historic
district,
okay.
D
The
first
application
is
number
CRH,
18
0
22,
and
this
was
an
application
pertaining
to
223
Marion
Street
southeast,
which
is
located
in
the
historic
overlay
district.
It
was
constructed
in
approximately
1930.
The
applicant
is
requesting
to
replace
the
existing
wooden
window
windows
with
vinyl
cloud
simulated,
divided
light
windows
that
will
very
closely
replicate
the
existing
pattern.
Coloring
and
dimensions
they're,
also
requesting
retroactive
approval
of
a
small
floating
deck
in
the
back
yard,
which,
as
we
discussed,
is
not
visible
now
with
the
wooden
fence.
A
A
A
In
these
photos
here
that
we've
submitted,
do
you
all
have
questions,
then
of
any
anything
on
here,
but
primarily
I,
guess,
windows
I
think
we
can
state
that
these
are
wood.
They
are
vinyl
called
vinyl,
clad,
but
they're,
an
Anderson,
true
wood
window
and
the
muttons.
These
are
the
vertical
buttons
at
the
top,
and
they
can
do
that.
Yes,.
E
A
E
A
It's
probably
two
Heights,
probably
what
three
or
four
feet
and
then
right
six
feet.
That's
correct:
okay,
okay,
any
other,
any
other
questions,
if
not
we'll
let
you
have
a
seat
and
then
we'll
see
if
anyone
else
would
like
to
speak
with
regard
to
this
particular
application.
Thank
you.
Any
anyone
else
care
to
come
forward,
and
this
is
the
223
Marion
Street
have
some
photos,
they're
up
the
windows
and
in
the
fencing,
if
not
I,
think
we'd
like
to
entertain
a
motion.
We
can
discuss
it
a
little
further
I'd.
C
A
A
B
A
D
This
is
located
in
the
historic
overlay
district
and
the
the
house
was
constructed
in
approximately
1880,
and
the
proposal
is
the
replacement
of
a
small
garden
shed
with
a
two-story
carriage
house,
with
room
for
three
cars
on
the
first
floor
and
a
home
office
on
the
second,
with
garden
and
wood
sheds
attached
to
the
rear.
The
proposal
also
includes
a
single-story
three-car
garage
opposite
that
carriage
house
and
the
carriage
house
features
a
turret
and
will
be
constructed
of
white
hardiplank,
siding
asphalt,
roof,
shingles
and
a
concrete
floor.
A
A
Okay,
thank
you
for
coming
and
thank
you
for
making
some
modifications
from
the
work
session
and
then
again
some
additional
revisions
tonight
and
I'll
just
go
ahead
and
Mitch
and
that
we
have
an
exhibit
day
and
Exhibit
B
that
that
show
more
traditional
roof,
turret
of
turret
roof
and
then
that'll
be
this
one
here.
I
think
you
all
have
seen
that
and
now
have
copies
of
it.
Most
everybody
and
then
exhibit
he
just
has
has
a
return
on
the
cornice
on
the
ends
where
there
isn't
one
on
the
original
application.
A
E
A
B
A
We
may
part
of
the
motion,
may
just
have
you
submit
the
the
window
type
just
like
we
like
we're
getting
only
other
applications,
I
think
that
would
be
helped.
We
can
do
it,
administrative
Lee,
okay,
all
right!
Thank
you
and
I'll.
Ask
again
if
we
have
people
here
in
the
audience
who
would
like
to
speak
regarding
this
particular,
if
you,
if
you
would
you
just
we'd,
ask
you
come
to
the
lectern
and
give
your
name
and
address.
H
My
name
is
Kristen
Brown
and
I'd.
Leave
it
three
ten
Marion
Street
southeast,
so
I,
look
at
the
wall
to
this
property.
I'm
here
number
one
wondering
if
there
is
a
timeline
and
a
required
completion
of
this
project.
We
have
seen
some
historic
unfinished
projects
on
this
property
mm-hmm
and
the
design
looks
very
nice.
It's
substantial
and
certainly
will
affect
our
neighborhood
a
good
bit.
Mm-Hmm.
A
Okay,
yeah,
we
can
have
the
the
applicant
come
back
and
and
give
us
some
indication
of
what
their,
what
their
plans
are
and
anticipated
construction
time
it.
It
actually
will
be
something
that
will
fall
under
the
building,
inspection
and
permitting
process
as
well.
So
but
you're
just
asking
the
question
so
we'll
we'll
see.
If
we
can
get
an
answer,
that
was
the
main
thing
was
not
so
much
design
which
is
really
what
we're
reviewing,
but
but
just
timeframe
and.
B
I
H
A
No
we've
had
we've
had
some
instances
where
you
know
the
repairs
took
a
long
time
and
the
city
inspections
department
had
to
weigh
in
and
then
the
work
of
them
has
picked
up,
but
we'll
ask
them
what
their
time
frame
is
my
they
surely
will
start
it
in
the
next
two
years.
I
know
that
it's
it's
only
good
for
that.
I
think
that
the
issue
would
be
do
you
have
to
complete
it
in
those
two
years.
I
think
I.
B
A
J
A
G
I'd
like
to
start
before
the
January,
but
I'd
certainly
like
to
think
that,
ideally
by
the
end
of
next
year,
it
would
be
finished.
That's
my
target,
but
if
it
if
it
takes
longer
because
of
process
or
what
have
you
then
run,
you
know
I'm
thinking
of
having
it
certainly
done
within
12
to
18
months.
Okay,.
A
A
F
A
B
Certainly
a
work
session
I
think
that
this
what's
too
much
like
a
silo
and
it's
really
not
a
traditional,
the
turret
or
the
tower
whatever
it
is.
It's
not
really
traditional
carriage
house
and
I,
don't
think.
There's
another
example
of
a
carriage
house
for
something
like
this.
So
I
will
not
be
supporting
that
part
of
this
application.
The.
A
A
A
A
D
D
The
work
proposed
is
the
addition
of
a
mudroom
to
the
western
side
of
the
house
where
there
is
currently
no
entrance,
and
this
would
involve
some
modification
to
the
roofline
and
the
they
will
carry
on
the
existing
materials.
For
that
extension,
the
proposal
also
includes
a
replacement
of
the
twin
side,
access
steps
at
the
front
door
with
one
consolidated
front
facing
brick
staircase
and
the
existing
rail
there
would
be
replaced
with
white
wood
or
composite
rail
designed
to
flow
with
the
new
stairs.
Ok,.
K
Sullivan
I've
asked
to
be
an
agent
for
the
applicant
Sarah
and
Douglas
Luke,
who
are
going
to
be
the
new
owners
of
the
property
effect
at
the
end
of
September
and
I
believe.
The
reason
this
application
has
been
submitted
at
this
stage
is
so
that
they
can
be
efficient
with
their
time.
After
closing,
and
you
know,
move
forward
with
construction,
so
they
can
move
into
their
new
home
and
be
active
in
our
community.
Ok,
ok,.

I
move
that
we
approve
the
project
description
as
written,
however,
on
the
sixth
line
of
the
shallow

dormer
roof
should
be
stricken.
So
it
reads
with
the
exception
of
the

roof
facing
colleton

Okay,.
A
A
A
D
I
A
I
A
I
F
I
Dancing
bears
is
just
it's
just
pieces
of
art.
You
know
to
enhance
the
environment
there
at
the
mellow
mushroom
on
the
patio.
We
have
been
increasing
some
projects
and
some
aesthetics
inside
to
increase
our
business,
and
we
are
trying
to
accomplish
the
same
thing
on
the
out.
We
were
a
family
friendly
place
and
that's
kind
of
a
artsy
things
that
kids
can
enjoy
and
yeah
it's
just
part
of
that.
Okay,
it's
just
just
fun.
Art
is
what
it
is
and
then
on
the
number
three,
we
were
installing
some
nine-foot
tall
mushrooms
behind
our
sign.
A
J
I
Are
just
extending
the
bicycle,
we'll
fence
and
we
think
that
just
kind
of
again
is
another
fun
fence.
It
goes
along
with
the
decor
South
Carolina,
riding
bicycles
and
beachy,
and
that
sort
of
thing.
So
that's
where
that
came
from
and
now
we're
just
wanting
to
extend
it
around
because
we're
adding
the
cell
shades
we're
increasing
a
different
type
of
seating
out
on
the
open
air
part
of
our
patio,
which
will
be
a
lounge
area,
not
just
tables,
and
we
were
going
to
create
an
opening
there
and
do
some
fence
work.
A
A
Far
outside
yeah
yeah
I,
don't
think
we
really
are.
Maybe
Josh's
is
qualified
to
approve
the
the
structural
components
of
anything
we
approved,
we're
just
a
proven
design,
so
I
think
out
him
I
would
encourage
you
and
staff
to
get
together
on
the
base
for
that.
If
we
approve
the
design
just
to
make
sure
it's
anchored,
I
can
see
that
you
would
not
want
it
falling.
A
So
Michael
wanna
I
think
we
would
request
that
you
that
you
work
with
them
on
a
couple
of
these,
not
the
if
we
prove
the
bicycle
thing:
I,
don't
think
that
matters,
but
anything
that
that
potentially
is
a
life
safety
issue.
We
don't
want
to
get
in
the
end
of
the
that
area
of
approving
something
you
know
as
a
design
review
board
jerk
the
bears
meaning
most
of
those
things
are
not
so
high.
They
they
would
hurt
anybody
and
wouldn't
be
that
the
sales
could
blow
off.
But
I
don't
know.
If
that's
a
wish.
I
A
J
I
A
A
A
We
actually
have
a
section
on
artwork,
but
it
doesn't
it's
not
really
written
for
sculpture
and
decorative
parts,
so
to
speak,
that
we're
talking
about
I,
don't
think
so
we're
having
to
use
our
best
judgment
terms
of
safety
and
and
the
impact
on
the
alley
and
you're
in
a
real
prime
location.
There
are
a
lot
of
visibility.
A
I
A
F
I
A
Simply
personally
saying
that
when
when
I
first
saw
it,
it
was
interesting
and
but
not
not
really
eye-catching,
it
was
just
an
interesting
sort
of
mosaic
on
a
solid
wall.
Okay
and
then
now
that
I
see
it
as
a
bunch
of
open,
spoked
rock
rims,
it's
a
different
animal,
that's
all!
Okay
and
and
now
you're
saying
okay
and
further
we're
going
to
go
all
the
way
around
so
still
trying
to
get
used
to
that.
A
Okay,
now
you
and
you,
may
you
may
have
some
you're
welcome
to
address
that
concerned
and
I'm
expressing
others
I
guess
they
could
comment
as
well
as
to
whether
you
you
have
an
alternative
to
that.
So
far,
it's
just
one
person
that
right
that
is
kind
of
has
a
concern
about
putting
throwing
that
into
the
big
motion
right.
A
Yeah,
it
looks
junky
okay,
I
mean
it
looks
like
it.
I
think
it's
okay
in
that
one
spot,
although
I'm
not
sure
I
would
have
approved
it
before
it.
Never
came
here.
So
I
didn't
I
didn't
get
a
chance,
but
but
it
was
as
I
say
when
it
had
when
it
was
solid
behind
it
is
sort
of
a
different.
It's
a
different
kind
of
piece
of
art.
It's
two
dimensional:
it's
not
a
fence.
It's
a
it's
a
wall,
okay,
with
some
relief.
A
I
A
A
A
F
I
They
are
welded
together
right,
they
are
welded
in
in
that
frame.
They
are.
This
is
a
12-foot
section
right
and
we
actually
had
to
add
support.
So
there
really
only
eight
foot
sections,
but
so
we've
added
these
little
ends
to
fit
that
area.
Would
they
be
eight
foot
right
there,
eight
foot,
sections
of
fence,
okay,.
A
I
A
F
F
A
A
A
A
B
A
Yeah
I
mean
I'm,
willing,
I'm
willing
it
I
sort
of
think
to
be
honest,
we'd
I'd
rather
not
do
that
because
of
the
in
just
its
location.
It's
it's
a
it's
a
corner
sort
of
like
the
corner
of
the
alley
from
both
directions,
and
it's
it's
important
to
him
and
also
to
the
public
I
think
I'd.
Rather,
all
you
guys,
okay
weigh
in
on
it.
I
J

A
Okay,
those
are
the
blue
and
yellow
okay.
Okay,
that's
right!
It
says
that
good.
Thank
you.
Okay,
we've
got
a
sort
of
a
modified
motion
and
we
didn't
have
any
more
discussion.
Then.
Okay,
all
in
favor
of
the
motion
as
it
was
a
modified.
The
application
is
modified.
Raise
your
right
hand,
okay,
go
for
it
and
then
we
will
just
if
you
got
some
other
ideas
and
we'll
just
have
to
get
together,
we
can
meet
with
the
staff.
