on

because
the
bridges
were
designated
to
the
Aiken
Historic
Register

11
2013
plans
for
new
bridges
must
be
reviewed
by
the
Design
Review
Board
attached,
as
the
ordinance
designating
the
bridges,
along
with
all
the
materials
given
to
the
City
Council
on
the
27th
of
April.

at
this

we

At
the
last
meeting
at
your
work
session,
you
had
d-o-t
representatives
come
and
view
the
go
over
the
plans
and
the
design
and
the
materials,
and
there
was
a
public
information
session
held
March,
the
31st
on
the
first
floor
and
because
of
the
I
guess,
this
schedule
is
a
little
different
than
other
projects
due
to
the
nature
of
the
traffic
on
the
York
Street
bridge
and
the
tight
timeline.

we
had

work
session

specific

the
bridges
and
we
actually
allowed
some
public
input
at
that
work
session
and
I
believe
it
was
in
in
March,

think
one
thing
that
may

actually

description
is
there
were
questions
about
cut
through
the
to
allows
southbound
traffic
to
to
make
a
u-turn
before
it
gets
to
the
bridge
and
the
I
think
these
the
drawings,
the
presentation
drawings,
don't
include
that.
But
my
understanding
is
that
they
will
reinstate
that
turn.

want
to
discourage
tractor
trailers
from
taking
advantage
of
the
80,000
pound
load
capacity
and
drive
through
you
know
the
residential,
neighborhood
and
I
think
that
was.
That
was

more
public
comment
that
we

the
nice
thing
about
that
cut
through
is
that
the
truck
happened
to
turn
that
way
and
then
realized
he
didn't
need
to
go
down.

be

these

try
to
get
that
issue
resolved,
obviously
that's
more
of
a
bigger
issue
on
the
Union
Street
Bridge
and
the
Fairfield
bridge,
and
it
was
open,
but
that
was
a
concern.

we've
really
everybody
has
gained
from
the
hearings
and
we've
ended
up
with
a
pretty
positive
result.

affected

most
by

construction
right

you've
got
several
questions
here,
like
the
raise

rise
of
the
roadway
and

there's
going
to
be
quite
a
bit
of
water
runoff.
What
has
been
made
to
take
care
of
that
then
I've
been
told
that
that,
for
probably
several
months,
the
sidewalk
and
the
roadway
will
be
all
torn
up.
So
what
couldn't
be
done
for
me?

out
of
the
driveway
won't
have
customers.
There
really
need
to
get
some
compensation
on
this

been
talking,

from
city
county
state
and
even
talked

House

Representatives

Wilson
and
I'm,
not
everybody's
sympathizing
with
me,
but
I'm
not
getting
anywhere
well.

think
they
are
listening.
At
least
we've
we've
heard
some
of
the
comments,
particularly
with
this
cut
through
because
it
was
not
supposed
to
be
there
and
everybody.
I've
talked
to
is
sensitive
to
that
need
and,
as
we
just
heard,
that's
been
reinstated,
some
of
the
construction
methods
and
and
schedules,
and
all
those
will
probably
need
to
be
taken
up
with
with
d-o-t
they.
They
will
I
believe
be
contacting
individual
property
owners
regarding
their
driveways.

suspect
we'll
need
some
permission
to
to
make
those
storm
sewer
improvements
which
is
sort
of
the
bonus
in
all
this,
and
you
know,
as
a
property
owner
the
the
problem
with
the
embankment
and
the
water
going
toward

embankment.

I
know,
people
have
been
been
concerned
about
elevating
the
bridge
access
there,
but
the
benefit
of
that
is
that
the
water
will
will
now
go
back
away
from
the
cut
and
be
collected
and
going
you
you
understand,
all
that
I
think
going
under
underground.

the
flood
insurance,
but

think
that
your

fact

you
won't
have
a
waterfall
going
off
your

is

a

big

we

just
keep
bridges

maintain
the
bridges,

the

that

that

more
information
on
the
sequencing

timing

construction

concerns
known

to

they
go,
but
they
do
need
to
know
up
front.

may
not
exactly
have

times
if
they
were

pass
along

concerns

timing

the
sequence
of
work

which
end
they
start
on.

two
main
concerns
are
one
the
weather
I'll
be
able
to
get
in
and
out
of
my
driveway
and
what
the
effects
the
construction
will
have,
while
they're
doing
that
will

be
able
to
get
in

out,
because
I
was
told
the
bed
would
be
raised.
The
second
concern
is
that
I
know
that
the
property
right
next
to
my
wall,
I,
guess
that
right
away
belongs
to
the
city,
because
I've
I've
investigated
what
to
do
as
far
as
keeping
it
improved,
cutting
the
grass
and
so
on,
and
so
I
don't
know.

cut

you

before
prior
to
that,
so
the
traffic
one
of
the
things
I've
observed
is
that
big
trucks
and
if
you're
gonna
have
an
eight
ton
weight
limit
or
whether
we're
still
on
the
bridge
when
a
truck
gets
up
there
a
lot
of
times
it's
too
late
for
them
to
turn
around
or
back
up
that
they
have
the
cut.
So
on
both
sides.
The
trucks
can
turn
and
and
avoid
the
bridge.

have
an

out
if
they
see
the
sign.

think
that
they
think
of

don't
know
why
they
took
it
out
when
there
was
no
real
reason.

thought
to
take
it

they
originally
replaced,

bridge

there

replacement

railroad
replaced
the
bridge
completely
and
and
put
a
new
wooden
bridge
in

have

the
cut
through

didn't

idea
of
what
the
drainage
issue
is
that
actually
that
road,
it

improvement

right

we
get
a
lot
of
flooding
and
the
water
doesn't
go
away
as
it
should
into
the
side
drain,
though
there's
a

a
culvert
there,
but
that
culvert
gets
clogged
up
all
the
time.

the
the
road
bed
raises
now
and
if
you're
gonna
raise
it
even
more
they'll,
be
more
flooding
backed
up
toward
colleton.
So
what
they're
going
to
have
to
do
is
make
a
bigger
culvert

a

kind
of
a
drainage
dish
that
would
occur
to
drain
that
water
into
the
railroad
side.

observation
is
they've.
Redone,
all
the
things
in
the
in
the
railroad
bed
to
take
the
water
away
right
and
and
the
day
seems
to
be
working
pretty
well.
The
problem
would
be
is
when
you
raise
it
to
make
sure
that
on
both
sides,
the
water
is
not
going
to
collect
toward
park
and
toward
colleton,
and
that
should
that's
nothing
been
addressed.
That
I
can
see
specifically
in
the
design
as
to
what's
going
to
happen
with
that.
So
that's
that's.

certainly
passing
that,
along
and
I,
think
city
staff
is
noting
this
as
well
the
problem
on
the
on
the
I
guess
the
north
side
is
the
the
slope
is
to
the
cut.
So
the
water
is
the
opposite
problem.

water

going

the
edge
of
the
of
the
cut
and
eroding
it
you're
saying
it
on
your
side,
there's
already
a
rise,
so
the
wall.

that
culvert
is
continually
has
to
be
clean.
Well,
the
city
has
to
clean
it
out,
or
the
whoever's
and
well
I've
been
told.
It's
not
necessarily
City
it,
because
the
road
I
don't
understand
who
has
the
jurisdiction
over
the
road,
but
who
has
to
clean
out
the

things?
The
other
thing
they
could
do
is
that
they've
come
by
and
this
and
d-o-t
is
marked
one
of
the
trees
that
fell
on
my
property
marked
it
for
taking
out.

driveway
coming
up
to
the
road,
but
it
doesn't

me

good
feeling.

they're

to
take
care
of

drainage

from
the
engineering
side
would

tell

something
about

would
be

to

the

to
the
road

with

bridge

putting
wiring
underground

sure

status

project
scope
does
include
sidewalks
and
so,
at
least
to
the
end
of
the
the
project
area.

our
opinion
that
the
surface
materials
and
the
railing
and
the
design
of
the
rail
are
all
in
keeping
with
the
with
the
original
bridge,
design

character

we've

focusing
on
stormwater
and
walls
and
all
that,
but
I
think
the
I
think
d-o-t
is
is
tried
to
to
address
concerns
as
far
as
the
the
type
of
materials
and
the
parents.

hopefully
it

shock
when
they
finish
and
I
know
when
they
finished
I,
guess
it's
the
Lawrence
Street
bridge,
it
was
kind
of
a
shock.
You
can
see
the
result,
so
it
ain't
right.
They've
worked
hard

far
as
the
appearance
of
the
of
the
new
bridge
and
we
know
they'll
be
safe.

now
we've
got
the
