It's six o'clock and I will call this uh regular meeting with city vacant planning commission to order uh tuesday october 12 2021.

first order of business. Let's approve the minutes of the august 10 to 2021 work session. We did not have a meeting in september as I recall, so this is the august 10 uh work session in regular meeting minutes. uh Is there a motion so move? Second, second: okay, discussion discussion: everybody in favor please right hand opposed okay, so the minutes are approved.

No old business tonight on the agenda new business, uh three, a application number 22-20.

Annexation request of east of tulbec road by the city of aitkin. uh Anybody want to speak to that pro icon. Okay,.

uh Grant larley uh 1096 toolback road, I own this parcel that's below the site.

Where it is, you can point it out if you want show us where you are.

So uh history of this property- I bought it probably 18 20 years ago, tried to annex the property above that yeah into the city back in probably 2007, six or seven was denied, and so then I saw this that the easement was was up for you know this meeting.

My main concern is that so now there's a school on this road.

C

Horse creek is down the street from us and us getting our trucks out in the morning and then getting out on pine log. My main concern is that I think a traffic study should be done and even the last time we brought this up. You know the amount of uh traffic on this road.

Is uh you know it's a lot of traffic in the morning they're you know taking a little johnny to school all day and and then picking them up and oh.

Yeah, no doubt so.

You know now you're talking about, I don't know what the number of houses are going. There is what three four.

Well, the number of houses going on this are none.

Well, I know, but what they're do the reason you're doing, that is to get this whole parcel to the right for houses, that's correct and before they tried to come across up in the very point of the site and try to get it that way.

So I just think a traffic study should be done first and and determine where's the access going to be for all these houses that are built because, like I said currently, we have a hard time getting out and until they put a traffic light on pine log you're, taking your life in your hands getting out on the pine log and there's even a cut through next to the trailer. I think it's hitches and trailers and toes or something and people cut through there and it's dangerous in my opinion.

Now, if they have access on the other side, you know I don't have as much of a concern, but that's my main concern.

I can I can speak to that. I know I know exactly what you're talking about that. I know there's been conversations with our city um traffic consultant. Excuse me, our one. We have on call and also scdot about the traffic light. There's there's ongoing discussions, this tool back um these whole development, we'll have two entrances. One will be on tool back, the other one will be what warrior? I think. That's the one! That's uh that is.

That the pave road- that's.

It's actually they'll have to pay, but right now it's unpaved yeah.

Yeah, so the issue is, is that you know until they put a light on pine log, it's it's just very dangerous and trying to get back out on pinewood and between before the school made it really bad. And then now, if you add all these houses, it'll be worse, they.

Will be required to do a traffic study coming in just because of they're going they're going to definitely trip that peak am pm, so they'll have to do something for.

Anything so, yes, you know about.

No two blocks fine and we can turn on that. It's when you get out to pine log.

Where would the traffic light be? It would.

Be on pinewood and deloach yeah deloach dumps in so you're dumping you're, trying to dump into a four lane we've actually one time we had a piece. We had a truck, get hit uh right there. It was turning off and it and it moved over to the middle lane and then moved over and a car was flying around the corner and hit one of our piece of equipment already. So.

Well, you know, grant what I can do is try to find out exactly where we are on that I need to get you know to get an update, because I know this has been some recent conversations about that. I can get an update and just follow.

Up with you, I know that the the land, um the sc g land they're, getting ready to tear down all of their their stuff to the left under the aerial map and they're gonna build all that over here. So you have their trucks dumping out as well in the mornings- um and I mean we can get out of that- is- is it's when you get really to pinewood? That's the issue right.

Is that development come forward to either planning or city yet.

It's been through a utility request, it has um it, they submitted plans and then things sort of stalled. So I think it may have been because we were kind of waiting on.

To come in, for it to come into.

There there was originally a swap so originally, where you see the white that was bought or or scng swap some land here to. I think the people that are developing that right, but I mean I don't know where, when that uh traffic studies you know would is at the city council or where that happens. But that's my main concern.

Right, well, it's gonna. It would just be part of the approval. The construction plans are going to have to have an approved by scdot and also by our traffic consultant. It will be reviewed by that and then also like, I said, the traffic light at east deloach, east poland, that is kind of a separate discussion. That's been going on again also with scdot, okay,.

Again, I can get you some. I can't get an update.

That's my main concern, like I said other than other than that us being able to get out safely as much.

So the subdivision will will be back in front of planning, commission and city council no.

They will have to annex, but the the subdivision, the layout and all that that was previously approved.

We're in it they're asking that we annex that strip.

The street, I just um got the notification that they're requesting annex. I want to know how that was going to affect me if that was just there a lot or if it was going to include surrounding lots. Oh.

No, it's just it's just it's just their piece of land with a house on it: okay, all right yeah. They can't annex anybody else. You know they can handle. They can ask that their property be annexed, but they can't necessarily make anybody else. Talking perfect.
