from

reading
court
in
the
kensington
neighborhood
and
my
questions,
one
one
of
them
was
has
been
answered
because
it
related
to
access
and
whether
the
access
would
impact
the
kensington
neighborhood,
but
the
plans
show
that
access
to
both
the
retail
area
and
the
residential
area
don't
involve
going
through
kensington.
So
that's
good,
but
I've
two
other
questions
and
one
of
them
is.

I
love
trees
and
I
hate
the
fact
that
when
the
other
development
started
kind
of
a
little
bit
over
the
other
side
on
on
whiskey
road,
all
the
trees
were
just
they
just
went
and
suddenly
it
looked
very,
very
barren
and
horrid,
and
I
just
wondered
if
there
was
any
plan
to
retain
or
replace
any
of
the
greenery
that
you
can
see.
That
makes
the
place
nicer
too.

second
question,
because
I
know
I've
only
got
a
short
amount
of
time
is
about
water.
And
if
I
want
to
I'm
not
a
civil
engineer,
so
I
don't
know
if
these
plans
mean
that
there's
no
danger
of
any
water
impacting
the
kensington
neighborhood,
because
some
of
the
homes
there
are
lower
down
and
with
all
the
trees
cleared.

had

buffer
line
and
they
had
all
these
trees
that
they
were
going
to
plant
and
everything
and
they
did
plant
trees
in
july,
but
they
didn't
water
them

died

sitting

there.
So
our
concern
is
in
this
buffer
that
we
have,
which
is
very
minimal
anyway,
if
we
cannot
have
any
foliage
or
anything
behind
that,
then
we're
going
to
be
backed
up
to
that
retail
store
or
to
whatever's
being
built
behind
us.

it

nice
if
they
would
put
it
in
when
it

taken

not
just
left

meant

take
pictures

show
you
behind

last
development

us

that's
all
there
is
behind

dead,
trees
and
weeds
and
a
large
retention
pond.

it's
not
very
nice
to
walk
out
on

back
porch
and
look
into
that
kind
of.

did
send

zoning
official
out
there
to
talk
to
the
developer,
about
replacing
trees
to
the
rear
of
the
danbrook
subdivision.

there
is
anything

we
are
not
aware
of,

back
out
there
again
to
replace
anything
that
has
died.
We've
also
asked
them
to
add
additional
trees
that
they

not

before

plans

they

leave
their
tenant

this
request,
and
it's
just
slightly
different
slightly
different
than
the
one
that
was
brought
before
us
on
april.
I
think
12th
it
doesn't
fit
with
the
neighborhood
and
even
though
our
neighborhood
is
an
rml
in
the
rml
district,
it
just
doesn't
fit.

Basically,
our
neighborhood
runs
from
orangeburg
down
to
the
county
line
and
it's
on
the
north
side
of
colleton
and
it
pushes
in
about
half
a
block
towards
the
railroad
tracks.
Now
this
area
is
it's
densely
populated
of
single
family
homes
and
they're.
All
on
lots
of
about
excuse
me
seven
to
eight
thousand
square
feet,
except
for
two
and
one
is
unoccupied
and
one
is
mine,
which
is
on
five
thousand
square
feet.
So
it's
like
one
person,
one
dog,
one
car
and
one
800
square
foot
house
and
it's
tight.

can
tell
you
that
it's
tight,
and
also
I
mean
this-
this
our
mill
allows
for.
As
you
know,
3
500
square
foot
lot
minimum
size
and
it
allows,
but
it
invites
overcrowding
and
it's
just
not
right
and
so
far
since
the
1940s,
when
this
particular
neighborhood
was
developed,
no
one
has
taken
up
the
opportunity
to
build
on
a
3
500
square
foot
lot
and
then
I
just
kind
of
wanted
to
put
in
some
perspective
for
myself
on
acreage
and
square
feet.

So
if
it's
a
one
acre
lot,
just
the
square
footage
that
I'm
referring
to
it
would
be
enough
land
to
support
12
rml
buildable
lots,
and
if
you
want
to
throw
in
also
the
average
american
family
size
that
would
be
39
people
standing
in
an
acre.
So
I'm
against
it.
It's
still.
It's
still
way
too
tight.

rentals

permitted

district

I
would
like
to
mention
a
concept
called
the
tragedy
of
the
commons,
and
that
is
when
several
people
jointly
own
a
piece
of
property
I.e
land
often,
what
happens
then
is,
although
everyone
owns
it,
no
one
takes
care
of
it
and
we
do
know
what
happens
in
condominium
associations,
in
particular
when
it
comes
to
maintenance
maintenance
issues
that
there
are
always
squabbles
about
who's,
going
to
pay.

much
for
how
much?
For
what?
So?

I
just
look
at
that
as
a
mosquito
infested
snake
pit
so
again,
who
would
be
responsible
for
maintaining
that
and
looking
after
the
park
that
they're
proposing,
I
too
think
there's
still
too
many
units
for
the
property
and
then
on
the
pitcher
when
it
had
the
proposal,
their
properties
were
all
set
ahead
of
everyone
else's,
so
their
setback
off
the
road
wasn't
the
same.
So
why
would
they
be
granted
that
and
also
to
address
them
on
this
block?
There's
another
vacant
lot
at
the
opposite
end.

if
this
gets
approved,
then
we
could
probably
squeeze
at
least
another
six
units
on
the
other
corner,
and
as
I
mentioned
at
the
last
meeting
in
this
general
area,
there
is
roughly
approximately
12
residents
per
block
of
the
surrounding
blocks
and
this
would
be
double
what
all
the
other
blocks
consist
of.
So
that
would
certainly
change
the
traffic
pattern
on
more
than
one
occasion.
It
has
been
mentioned,
affordable
housing.
So
I
don't
really
know
what
that
constitutes.

they
said
that
there's
no
fencing
or
whatever
proposed,
but
currently
there's
a
six
foot
chain
link
fence
surrounding
the
property,
I'm
assuming
that
they're
taking
that
down
and
on
my
border
there's
trees,
interwined
in
that
fence
on
their
property
and
mine,
and
so
what
is
their
intention
to
do
with
those
trees
because
they
just
couldn't
cut
the
half
of
the
tree?
That's
on
their
side.

horse
people
and

tell
you
about
horse
people,
they
bring
their
dogs
and
what
they
have

there
for
dog
area
that
isn't
going

cut
it

never

dogs
out
around

you
can't
do
that
there.

would
have
to
walk
your
dog

not
big
enough

the
number

dogs

I
agree

they've

It

seems
that
on
our
street,
this
would
be

too
many
more
units
and
too
many
more
people
for
the
area
and
just
like
mary
said,
we
have
about
12
houses
on
our
whole
entire
block,
and
suddenly
this
is
going
to

nephew
comes
over
learning
to
ride
his
bike,
it's
a
very
quiet
street
and
it
would
just
change
it

significantly
that

concern
is
the
number
of
units
we'd
like
to
see
that
number
go
way
down

possible,

already

areas
that
we've
got,
we've
got
some
crime
around
already
and
more
people
is
going
to
bring,
could
possibly
break
more
of
that
we
had
a
shooting
in
december,
which
has
never
been
solved
right
there
on
our
block
from
car
to

against
it

add,

last
time
we
had
brought
up
the
septic
system

sewage
system

everyone's
having
problems
with
the
area

we've
just
recently
just
realized.

have
things
done

people

area
have
had
to
have
several
issues
done,
and

just
don't
know
if
it's

overload

old
system

opposed

the
rezoning

housing.

opposed
of
the
multi-family,
so
many
houses
in
such

small
area
there's
been
a
lot
of
up-and-coming
developments
going
on,

example,
next
to
williamsburg
street,
not
far
from
the
farmers
market
and
the
one
that
was
done
several
years
back
on
park
avenue
the
other
side
of
the
railroad
tracks
with
really
nice
homes
that
are
being
built
that
are
being
bought
as
fast
as
they're
being
built.
I'm
not
sure
why
we
need
to
downgrade
from
the
potential
of
the
neighborhood
to
completely
keep
upgrading.

like

make

comment.
First,
I
heard
the
residents
and
I
share
their
their
opinion,
but
also
like
to
commend
the
applicant
because
he
did
go
back
and
do
some
things
that
we
asked
so

only
thing
we're
actually
looking
at
is
the
zoning.
So,
with
that
comment
in
mind,
I
make
a
recommendation
that
applicant
number
226007
rezone,
request
tax
posture,
number
121,
11,
19-0,
1
and
002
go
to
city
council
for
their
consideration.

want
to
echo
what
commissioner
charles
said
that
this
is
an
application
for
a
rezoning
request
and
that's
and
that's
that's
all
it
is
it's
consistent
with
the
surrounding
areas.

I
hear
your
concerns
and
understand

concerns
that
you
have
but
we're
looking
at
just
this
application
as
a
rezoning
application.

re-application

on

tried
to
make
amends
to
improve

area,

it's

sizes
