For
this
meeting
meetings
are
public
forums
in
which
many
opinions
are
expressed
in
the
business
of
the
city
must
be
conducted
as
such.
Disciplined
honorable
and
professional
decorum
is
paramount.

and
respectful
communication
is
required
during
public
comment
periods
of
the
meeting.
All

and
statements

shall
be
directed

the
chairman.
If
you
wish

your

prevalent
similar
use
with
the
zoning
and
which
I
do
not
see
that
could
cause
any
problem
if
we
were
to
be
allowed
to
work
under
lb
there.
There
are
some
concerns,
specifically,
I'm
not
sure
if
I'd
have
the
time
to
address
all
the
concern,
but.

first
one
is
a
home
group,
nursing
or
convalescent
home
health
care
services
and
other
offices,
and
I
just
want
to
point
out
these
objectionables
have
been
used
and
permitted
under
the
current
lp
zoning,
so
they
are
not
new
under
lb.
There
are

few
other
exception.
I
mean
if
you've
refer
to
the
non-residential.

do
understand
and
I
do
empathize
with
the
residents
who
are
concerned
about
rezoning
to
lb,
but
I
believe
that
the
fear
of
any
increase
in
traffic
or

it
becoming
negatively
impacting
the
neighborhood
and
the
property
values.

believe
there
are
so
many
similarities
between
the
existing
possibility
or
uses
under
l
p.

All
these
are
either
also
permitted
by
right,
by
special
exception
use
or
by
conditional
use
under
lp,
and
they
they
they
pose
a
very
similar
if
the

concern
is
parking
or
increasing
traffic
or
any
of
those,
things
should
not

concern

not
impact
more
than
what
is
already
in
place
or
what
the
existing
zoning

zoning
is.
Another
thing
that
I
want
to
point
out
is
in
order
to
appease
some
of
the
neighbors
that
opposed
to
the
zoning.

residential
homes

see,

fear

rezoning

could
create
such

fear

they

to
have

them

opportunity

engage
in
a

exchange

a
dialogue

value

reason

world

family

our

street

existing
zoning

limited

It
has
not
been
an
issue
that
property
has
had
a
chiropractor

half

building
they've

there
for

years.
They
have
adequate
parking
in
the
front
of
that
building
and
it
has
not
been
an
issue
with
spillover
to
the
roadways
some
of
my
neighbors
have
been
in
the
neighborhood
much
longer
and
with
that
existing
zoning
plan
of
limited
professional.

has
not
been
an
issue
and
if
you
guys
were
to
look
at
your
maps,
which
you
did
during
your
work
session,
you
realize
that
there
is
no
limited
business
in
the
area.
There
is
very
little
limited
business
zoning
anywhere
in
the
city
of
aitkin.
I
asked
the
staff
to
to
find
some
for
me
and
they
said
yeah.
Well,
we
have
a
few
lots
out
there
in
east
pinelog
that
are
limited
business.
Now.
Why
do
you
think
that
we
would
want
to
now
open
pandora's
box
and
start.

there

such
zoning

neighborhood
by
any
way
measure
that
constitutes
spot
zoning.
Notwithstanding
what
I
heard
in
the
workshop
that
technically
it's
not
look
at
your
map,
it's

limited

limited
business,
that
is
spot
zoning
and
it's
a
negative
precedent,
because
once
you
do
something
like
that,
for
that
person,
you
did
it
for
them.

not
do
it

here
in
this

the
fact
that
miss
odd

her
due
diligence.

constitute

I've
got
neighbors
here

florence
street.
Every
one
of
the
residents
on
florence
street
are
against
this
type
of
zoning
and
the
reason
for
that.

the

the

the
applicant
anytime.
An
applicant
comes
with
a
proposal.
They
have
the
time
to
address
the
app
the
the
application
at
hand.
So
we
understand
exactly
what's

then
anybody
who
addresses
it
has
three
minutes.
Everybody
here
tonight
will

way
that
you
can
say
that
this
isn't
a
bailout
of
this
individual
to
the
detriment
of
the
neighborhood
and
all
the
neighbors
here
are
in
agreement
as
to
that,
and
there
is
no
way
that
you
can
say
that
it's
not
going

affect
parking
and
that
adequate
parking
is
on
premise
as
a
site.
It
just
has
not
been
the
case
and
could
not
be
the
case
with
the
proposal.
The
extent
of
the
activities
that
the
this
young
lady
is
proposing
in
this
property.

house

bought
was
on
the
market
for
over
a
year
before
I
bought
it,
and
we
thought
very
seriously
about
whether
we
wanted
to
buy
this
property
with
a
commercial
property
next
door.
But
we
did
our
due
diligence.

in
to
see
what
limited
professional
was.
We
knew
what
types
of
activities
could
be
allowed
there.
We
never
anticipated
that
someone
would
want
to
change
the
zoning
to
limited
business
or
any
other
type
of
zoning,
because
it
just
it's
been
that
way.
For
so
long.

we've
already
seen
parking
problems
from
this
business,
that's
already
operating
in
a
limited
fashion
and
in
a
limited
fashion,
we've
already
had
multiple
problems
with
parking
people
coming
to
the
business.
There's
not
sufficient
parking
in
front
of
the
building.
There
is
maybe
sufficient
parking
in
the
back
of
the
building,
but
nobody
uses
that
they
come
and
they
park
in
the
parkway
all
four
wheels
in
the
parkway
on
the
grass,
which
is
not
allowed
and
we've
we've
told
them.

over
there
repeatedly
and
said:
look
you
need
to
tell
people
not
to
park
here
it's
illegal
and
if-
and
I
told
them,
if
you
don't
do-
that,
we
will
call
the
local
police
and
have
them
come
out
and
do
whatever

do,
which
we've
done,
because
it's
annoying
listen.
One
of
the
reasons
we
bought
this
property
was
because
of
the
the
nature
of
the
neighborhood.

property

that

is
commercial.
Is
that
one
on

it

place
on
that
block
is
residential

some
fashion.

we
have
some
multi-family
there.
We
don't
have
a
problem
with

issues

don't

issues
at
all
with
the
limited
professional
zoning.
It's
fine.
We
bought
the
house,
I
paid
a
lot
of
money
for
it.
The
owner
of
the
property
here
says
that
she
doesn't
she's
not
going
to
do
anything.
That's
going
to
diminish
the
value
of
her
property.

Changing
it
to
limited
business
is
probably
going
to
make
it
more
valuable
because
of
the
things
that
are
allowed
permitted

limited

it's
not

to
positively
affect

grocery
store
next
door.

understand

this
business
is
not
that,
but
the
things
that
are
permitted
under
limited
business
once
it's
done,
it's
not
going
to

want

they

affect

ask

block
are
in
the
historic
district

aitkin,
it's
a
very
unique
and
special
neighborhood
and
it's
my
home
and
I
don't
want
to
see
it
changed
and-

we
are
all
surrounded
by
change
in
all

these
days,
but
something
that
has
the
potential
for
being
unsafe.
There
are
numerous
dog
walkers
in
the
neighborhood.
I
walk
mine
every
single
day.
I
can
name
you
12
people
who
also
walk
their
dogs
in
that
neighborhood.
We've
got
pictures
here
of
people
where
the
sidewalk
is
blocked
in
front
of
their
this
property.

seen
people
who
have
parked
in
the
park
and
had
to
call
the
police
they're
not
following
the
rules,
the

think
they
showed
you
in
the
letter
that
they
have
seen
people
go
down
the
wrong
way.
Three
days
ago
I
was
in
the
park
walking
my
dog
and
someone
backed
out
of
this
property.
It
was
parked
right
in
front
of
the
spa
and
they
left
and
they
traveled
the
wrong
way
down
florence.

concerns
about
safety.

concerns
about
parking.

have
concerns
that
when
you
look
at
the
comprehensive
plan
for
aiken
it
talks
about
from
an
economic
standpoint
and
the
proximity
downtown.
It
talks
about
medical.

talks
about
professional
technicals
and
no
offense
against
mizzot
or
her
people.
I
wish
them
the
very
best,
but
I
do
not
wish
them
in
this
neighborhood.
I
don't
think
it's
the
right
type
of
neighborhood.

grew
up
there.
The
aiken
barnwell
mental
health
center
was
on
the
corner
and,
and
I
walk
downtown,
I
don't
feel
comfortable
doing
that.
I
think
the
parking
is
atrocious.
I
think
we're
going
to
have
problems

I
think
the
resident's
concerns
should
come
before
someone
who's.
As
far
as
I
know,
not
even
a
city
resident
or
paying
taxes
here,
you

they've,

something
where
we're

looked
at
the
comprehensive
plan,
it
does
not
say
anything
about
creating
limited
business
in
this
location.

we
have
a
business
district.

want
to
walk
down
there

right

this
nature
to
come
in
from
someone
who
is
not
even
paying
city
or
county
taxes
and
we're
going
to
get
an
impact
from
that.

understand

decision

then
again

aunt
would
still
have
to
go

the

zoning

exception

the

her

her
particular
business,

again
we'll
just
regardless.

last
several
years,

pursued

planning
on
this
track
to
land
with
the
idea
of
bringing
it
back
to
life.

realized
that
the
approvals
had
elapsed
as
far
as
concept
approval.

knew

annexation
was
permanent
and,
and
it
occurred
so
tonight
we're
back
before
the
planning
commission
asking
for
a
concept
approval
using
a
slightly
revised
plan.

it's
very
similar.
That
is
the
plan
that

currently
being
solved.
The
other
plan
had
instead
of
purely
single
family
at
six
seven
thousand
square
feet.
We
had
a
number
of
what
we
call
patio
lots
for
smaller
houses

smaller
land
use,
so
we
batted
around
several
different
concepts:
town
homes,
mixed
use,
et
cetera,
et
cetera
and
the
owner
finally
said.
Let's
just
do
it
single
family
and
and
be
done
with
it,
and
so
that's
the
plan.
That's

time
we
discussed
easements,

discussed
annexing
the

city,
water
tank
property.
We
did

number

items
on
that
and
the
agreement,

lot

this

never
reduced

that
that
roadway,

the

property
did
not
annex
into

thought
it
was
going
to

going
to
be

want

concern
is-
and
I
was
there
from
the
beginning
with
all
the
issues
on
that
property.
But
my
concern
is
when
you're
talking
about
looking
at
an
entrance
away
from
tennessee
avenue
into
that
property.
Now
you're
talking
about
congestion
as
far
as
traffic.
So
now
we
have.
We
have
children,
grandchildren
and
those
in
that
area.
Those
areas
don't
have
sidewalks
there.

Those
kids
are
pretty
much
open
to
the
traffic
when
they
get
off
the
school
bus,
they're
walking
the
roadway,
and
so
if
we
start
putting
something
a
big
development
using
tennessee
avenue
as
the
entry
entry
point
to
that
neighborhood,
then
we're
going
to
have
some
serious
problems.
We
already
have
serious
problems
because
we
have
problems
with
the
people
driving
fast,
not
not.

Regarding
the
stop
signs-
and
things
like
that-
and
we've
reported
those
things
but
again
now
you're
talking
about
totally
increasing
the
amount
of
traffic-
that's
going
to
come
through
there
and
there
are
actually
two
points
of
entry
that
they
could
use
from.
Tennessee
avenue
and
one
kind
of
bus
missed
the
west
house
and
the
other
one
is
just
down
a
little
bit
further.
That
ties
into
with
the
sewer
line.
So
we
would
have
some
major
issues
with
them,
trying
to
make
that
as
an
entry
point.

Just
one
more
question:
I
guess
maybe
a
comment
to
the
engineer
record
or
whatever
right.
I
looking
at
the
topo
map,
there's
a
tremendous
difference
in
elevation
from
side
to
side
it
kind
of
funnels
down
into
a
hollow
a
lot
of
the
little
latches
showing
here
have
10
12
feet,
no
difference
in
elevation
from
side
to
side
on
very
small
lots.
This
whole
area
has
to
be
mass
graded.

Nothing
is
going
to
be
saved,
so
I'm
real
concerned
about
any
buffer.
I'm
not
sure
buffers
will
be
able
to
be
saved,
but
again
that
also
may
affect
the
yields
on
the
property.
When
you're
you
have
to
mass
grade
the
whole
thing
and
you'll
probably
find
every
tire:
that's
there,
because
you
have
to
masquerade.

know
it's

long

project,
but

did
want

Our
property
is
definitely
downhill
from
where
children's
place
will
be
constructed.

have
a
civil
engineer
that
will
design
this
that
will
contain
their
runoff
okay.
So
I
don't
think
you're
going
to
have
an
issue
of
any
additional
runoff,
their
city
engineer
or
their
civil
engineer
have
to
get
approval
through
the
city
and
whatnot.
So
there's
a
lot
of
steps
to
make
sure
that
your
neighbors
aren't
dumping
all
their
water
on
your
front
door.
