out
onto
pine
log
road
that
it
may
warrant

signal
sometime
in
the

too
distant

would
have
to
approve

an
opportunity

currently

city

to
the
zoning

and
that
that's
what's
occurring
here
for
the

the
lp
district.

eliminate
non-conforming

the

uses
existing

neighborhood

think

waterloo
auburn,
there's
actually
more
of
this
district
northeast

richland
than

are

unfounded

falsely

appreciate
it

2019
you
all

recall
from

group

us
worked
on
the
opportunity
zone
panel.

came
up
with
the
ideas
collaborative
we
met
with
citizens
over
a
month
period
of
time,
and
we
listened
to
people
who
wanted
to
start
businesses
who
wanted
to
renovate
houses
who
had
projects
in
various
areas
across
the
city,
not
just
in
the
downtown
area,
but
on
the
south
side.
North
side,
east
end
west
side,
all
all
over
the
city
bacon,
and
these
are
recommendations
that
came
out
of
those
meetings
right.
So
this
isn't
about
me
realtor
jane
paige
thompson.
I
can
never
take
that
hat
off
and
I
apologize
for
that
reality.

But
this
is
me
jane
paige
thompson,
a
person
who
met
with
a
bunch
of
people
and
another
committee,
and
we
actually
have
promised
those
people
we
won't
just
shelve
something
like
so
many
of
the
other
things
happen
in
the
city
we
actually
followed
up
on
it,
and
one
of
the
two
things
we
did
follow
up
on
was,
as
you
remember,
the
light
industrial
dome.
So
this
is
lp
there.
It's
not
commercial
versus
residential,
because
there
are
a
lot
of
residential
uses
in
the
lp
zone
that
we're
talking
about
that
aren't
permitted
either.

I've
suggested
is
not
doing
anything,
that's
conditional
or
permitted
by
right
or
any
of
those
things
like.
If
you
all
recall
in
the
li
zoning,
we
did
have
some
things
that,
with
specific
conditions,
it
would
make
sense
for
them
to
happen
or
to
have
a
conditional
or
permitted
this
100
of
it
is
special
exception,
and
just
to
remind
you
all
and
everybody
that
is
concerned,
there
are
11
criteria
for
special
exception.

think
one
of
the
letters
that
you
all
got
concerning
the
changes
said
that
people
with
issues
oftentimes
aren't
compatible
with
the
residential
neighborhood.

don't
think
nurture
home
can
be
said
that
it's
not
compatible
with

residential
neighborhood.

mean
those
folks
just
want
a
safe
place
to
live.
We
have
trinity
lutheran
home.
Can
you
imagine
our
downtown
without
the
people?

trinity
I
mean
it's
beautiful
place,
the
people
that
come
visit,
their
kids-
I
mean
the
kids
that
come
visit,
their
parents,
they
I'm
driving
by
for
the
last
month
and
a
half
in
this
area.
People
walking
families
out
with
with
their
loved
ones,
shopping
eating
in
our
restaurants,
taking
pictures
in
front
of
the
azaleas
it's
a
true
asset
to
our
community.

city
has
had
an
obligation
to
and
the
opportunity
to
review
these
use
tables.
I
think
rachel
dontremont
even
mentioned
that
in
2020
the
use
tables
were
supposed
to
have
been
reviewed.
We
also
know
the
comprehensive
plan
was
supposed
to
have
been
reviewed
the
year
before
and
because
of
covid
and
other
issues,
things
had
been
shuffled
changed.

Leave
the
taxpayers
exposed
to
costly,
expensive
lawsuits
by
people
who
want
to
have
a
use,
have
an
issue
like
covid
come
along
or
have
a
building
materials
issue
where
they
can't
finish
their
project
in
the
time
period
allowed
they
end
up
being
forced
out
of
the
business
that
they
bought
because
of
a
12
month.
Delay
in
construction.
Several
projects
in
several
lp
areas
have
taken
more
than
12
months.
To
finish,
this
funeral
home
is
an
integral
part
of
our
community,
it's
in
an
lp
zone
and
it's
not
allowed
there
drug
stores.

The
city
has
an
ambulance
service.
In
the
lp
zone
there
are
community
service
organizations
like
the
free
medical
clinic,
the
families
in
transition
that
are
important
parts
of
our
community
fabric
of
our
community.
They
are
in
this
zone,
they
don't
pose
any
threat
to
traffic
and
the
quiet
enjoyment
of
living.
In
this
neighborhood
we
have
a
transportation
depot.
The
best
friend
express
is
on
the
lp
zone.

Miss
dodgeman
in
her
letter
to
you
all
made
some
sailing
remarks.
One
of
the
biggest
things
was
that
the
city
had
design
standards
when
they
originated
the
zoning
ordinance.
There
were
design
guidelines
for
new
commercial
construction
that
was
supposed
to
happen
in
the
lp
zone.
These
two
examples
show
you
that
the
residential
character
required
of
commercial
properties
has
been
largely
ignored
in
the
lp
zone.

The
planning
commission
reviews
the
comprehensive
plan.
You
guys
have
this
vehicle
right
now,
a
citizen
bringing
to
you
a
list
of
concerns
asking
for
copious
amounts
of
input
and
a
lot
of
scrutiny.
So
that's
why
I'm
begging
you
to
send
it
to
city
council,
let's
get
as
many
eyeballs
on
this
as
possible
and
as
much
input
as
possible,
because
even
the
city
gets
confused
about
how
it
should
handle
its
own
public
safety
stations
in
an
lp
zone.
So
they
re-zoned.
This
parcel
rs15
it's
supposed
to
have
a
special
exception
and
it
doesn't
have
one.

So
the
city
needs
to
play
by
its
own
rules
in
zoning.
It
reflects
the
existing
character
of
a
neighborhood,
but
sometimes
we
just
are
so
used
to
seeing
something
in
our
neighborhoods
that
we
just
accept
it.
We
don't
realize
sometimes
that
it
can
be
a
non-conforming
use
or
it
can
even
be
an
out
of
line
used
completely,
and
that
has
happened.

can't
have
people's
opportunities
run
stagnant
because
we
have
this
idea
that
businesses
don't
pay
taxes
just
like
residential
people
pay
taxes,
if
you
own
the
property,
you're
paying
taxes
to
the
city,
and
you
have
every
right
to
safeguard
your
right
to
do
business,
to
expand,
to
move
a
fence
to
change
a
gate,
to
add
a
railing
without
being
told:
oh
no
you're
a
non-conforming
use.
If
we
give
you
that
exception
to
do
that,
special
thing
that
you
wanted
to
do,
you're
going
to
be
denied
in
bza
you're
going
to
be
denied
that
criteria.

Hayne
avenue
itself
is
a
classic
example
of
the
original
mixed
use,
multi-purpose
district,
a
lot
of
the
doctors
in
philadelphia
and
boston
and
new
york.
They
built
the
houses
in
the
1820s
to
the
1860s,
those
beautiful
historic
homes
that
we
see
on
hayne
and
in
barnwell
on
newberry
along
greenville.

They
built
them
a
lot
of
them
to
bring
their
patients
down
here,
to
put
them
in
there
in
a
residential
bed
and
breakfast
in
setting
to
help
treat
them
for
tuberculosis,
as
the
pine
was
harvested
in
the
hitchcock
woods.
So
we
started
off
as
a
mixed
use.
Community
aiken's
lp
zones
has
a
lot.
It's
not
just
one
or
two
y'all
they're,
like
28
or
30,
that
just
pop
into
my
mind
from
driving
around.

I'm
asking
you
all
to
look
at
the
recommendations.
They
I'm
not
married
to
this
list,
but
these
are
the
recommendations
that
people
had
during
that
opportunity
zone
ideas
collaborative
eliminate
retail,
if
that's
a
big
issue.
But
let's
do
something
to
address
some
of
these
issues
because,
as
you
can
tell
this
section
down
here,
is
very
vocal
but
there's
a
lot
more
of
it.

said
it

said

in
the
work
session.
I've
said
it
publicly
before
I
don't
like
the.

this
thing
of
allowing
one
person
to
bring
this
forward

followed
the
rules,
no
problem,
but
this
is
a
big
issue.

a
major

change
if
we
were
to
allow,

special
exception
now
the
problem
with
special
exception,
I
don't
think

most
people.

is
not
the

because
there's

be
ample
notice
postings

be

problem

are

are
you
going
to
have
with
the
with
the
homeowners
they're
going
to
cost?
They
may
constantly
feel
like
they
got
some

gotta
be.

Retail
makes
things
better
if
that's
great,

think

there's
some
things
like
the
funeral
home,
I
think
there
are
some
things
like
the
community
service
aspect
of
this.
The
free
medical
clinic
type
places
nurture
homes,
places
that

existing

this
zone
that
deserve
the
ability
not
to
have
the
threat
of
not
having
a
potential
future
use
because
another
code
that
happens
and
they
can't
get
their
building
supplies.

don't
know
if
you
remember,
but
there
are
two
buildings
in
one
of
these
lpd
areas.
It
literally
took
14
months
to
have
them
finished.

it's
looking
at
these
ideas
that
come
into

office,
and
I
know
I
have
talked
to
the
people
in
planning
office
about
ideas
before
we
ever
get
anywhere.
So
there
has
to
be.
The
applicant
has

have

vested
interest.
They
have
to
have
a
contract
in
place.
There
has
to
be
a
a
definite
purpose
for
this
being
done.
It's
not
like
it's
going
to
be
done
willy-nilly,
as
every
person
has
an
idea.

so
there
are
some
things
that
are
just
easy
to
boot,
but
there
are
some
things
that
exist
that
are
a
service
to
the
downtown.
Having
a
taxi
cab.
Staging
area
close
to
the
downtown
is
probably
something
we
should
really
be
happy
about,
because
it
will
cut
down
on
public
safety's
response
time
to
to
the
drunk
driving
incidences
that
they
get,
because
people
are
going
to
be
able
to
get
a
cab.

uber
somebody's
staging
close
by
there
used
to
be
a
cab
company
in
this
zone.

So
I
just
want
to
see
us
be
proactive,
safeguard
the
current
taxpayers.
We've
got
the
current
businesses
that
we
have
that
have
been
long-time
anchors
in
a
community,
and
I
understand
that
the
residents
are
concerned,
but
those
property
owners
that
have
those
businesses
have
every
right
to
be
protected
as
those
residential
owners
do
too.

counteract
every

but

urge
you

not
look
at
a
few
non-conforming
uses
nobody's
talking
about
kicking
out,

home
kicking
out
trinity
place.

tired
of

years
for

meetings
every
time
we
notice
a
sign
up.

not

is
every
other
town
in
this
country

trying
to
get
people
to
live
downtown
and
I
don't
think
the
downtown
neighborhoods
have
been
unresponsive

projects

compatible
and
I
think
that
they
can
should
appreciate
that
we
have
a
lot
of
people
that
want
to
live
downtown,
it's
a
good
buffer
it
and
we're
lucky
we're
surrounded
by
warehouses
and
railroads.

don't
need
to
pay
for
what
a
lot
of
towns
are
investing
a
whole
lot
of
money
in
right
now
and
let's
just
let
people
live
and
it's
been
successful,
there's
not
a
lot
for
sale

nobody

there
more
than
40
years.

saying

want
to
oust
this
entity
or
this
business
or
this
agency.
That's
never
what
the
neighborhood's
been
about
at
all.

just
don't
want
it
represented
that
way,
because
it
hadn't
been
like
that.

the

like
to
make

to
deny
this
request
for
the
text
amendment
regarding
the
additional
pro
to
add
permission,
permittable
uses
in
the
lp
zone.

preventing

existing
non-conformity

expanding

concerned
about
a
vacant
piece
of
property

a
some
smaller
building
that
could

knocked

built
in
that
location,
because
now
it's
permitted
use
with
the
special
condition.
So
it's
not
just
preventing
existing
non-conformities
from
expanding
you're
opening

door
up
to
other
areas

concerns

favor
