by
our
annexation

is
consistent
with

city
council's
annexation
policy
that
if
a
property
has
direct
access
to
water

sewer

city
utilities
and
is
contiguous
to
the
city
limits,
it's
been
council's
priority
to
so
it
would
be
in.
In
this
case,
I
guess
it's
kind
of
a
good
example.

have

pickup

public
safety,

have
a

lots

woodside
gate

primary
benefits
this
location

it's
proximity
to
the
west
green
park,
the
walking
trails,
restaurants
and
other
retail
amenities
is
convenient.

seeking
to
downsize
excuse

lower
maintenance
living
and
those
needing
interim
housing,
while
their
homes
being
built,
will
add
to
the
demand

these
residents

that
that's

think
the
location
that
you've
put
it
in
now
is
as
good
as
you
can
get
as
far
as
access
easily
accessible.

curious
as
to

everybody
agrees.

know
we
got
lots
of
stuff
on
this
comments
from
from
people
that
live
there.

think
most
everybody
agrees
that
y'all
have
done
an
excellent
job
in

the
setup
of
the
village.
Everybody
likes
it.
Everybody
seems
to
really
like
it
and
they
like
the
way
it's
set
up
and
they,
like
everything,
that's

done.

it's
puzzling

us

this
concept
plan
and
our
intentions
have

the
same
from

beginning.

essence

planned
residential
community

concept

things
evolve

change
over
time,
market
conditions
change,

number
of
units
where
they
were
located
has
shifted
here
and
there
as
of
some
of

commercial

know
we
feel
like
this-
is
the
perfect
spot
for
them
and
it's
always
been
an
element
of
the
village
and
it's

puzzling
to
us
too.

market

aitkin

current
stable

offer

higher
level
of
department
living
for
those
that
choose
that
that
type
of
housing.

involved
with
the
village
since,

its
initial
concept,
I
would
say
that
when
this
initial
concept
was
approved,
it
was
met
with
some
opposition
because
it
was
different.
It
did
not
sail
through.
I
think
what
you
know
today
is,
I
think,
a
very
highly
regarded
community
and
village
was
different
and
I
think
that's
partially
what
we're
dealing
with
today.

know,
I
think,
apartments,
at
least
in
our
thinking.
Multi-Family
has
always
been
a
part
of
this.

Those
business
owners
and
those
tenants,
almost
to
without
exception,
are
fully
in
favor
of
this
plan
because
those
apartments,
those
units
and
that
residential
component
is
an
extremely
important
part
of
their
business
plan.
Without
those
units
it
does
impact
those
tenants
and
all
those
tenants
have
given
us
letters
they've,
given
us
verbal
support,
they
absolutely
want
to
see
this
go
forward
and
they
relied
on
that.
They
expect
us
to
build
them,
and
that
is
a
part
of
their
thinking.

I
just
want
to
add
that
I'd
also
add
one
other
thing
that
we're
very
proud
of
what
the
village
has
has
become.
I
think
the
concept
of
a
traditional
neighborhood
design
community
village
has
been
well
received
again,
as
I
mentioned.
Initially,
it
was
not
something
that
was
adopted
with
open
arms
because
it
was
different.
I
think
apartments
and
the
quality
of
architecture
and
what
we
will
build
there
will
be
wholly
consistent
with
what
we've
done
before.

we're
trying
to
design,
I
think,
the
location,
the
way
that
we
have
it
now
is
very
much
consistent
with
their
previous
concept
plans.
I
feel
very
strongly
that
this
is
a
crucial
part
of
our
plans
going
forward.

going

remind
everybody

the

kind

put
this

context
that

planning
commission
is
a
recommending
body
to
city
council.
So
whatever
recommendation
comes
forth
comes
to
city
council
from
this
meeting,
but
it
does
take
two
readings
of
an
ordinance
by
city
council
to
approve
a
new
concept
plan.
I
just
wanted
to
kind
of
clarify
that
the
other
thing
is.
I
know
we
have
some
folks
in
the
overflow.

adjacent
in
the
other
room

and
and
otherwise
we
do
have
a
few
handful
of
seats,
maybe
two
or
three
seats
in
here.
If
they
want
to
come

otherwise
we'll

we
have

there
kind

helping
direct
traffic
so
we'll
try
to
keep
an
eye
on
her
at
the
door

we

actually
bought
the
model
home.

watched
the
village
grow,
it
is
like
a
big
family
and
it
is
probably
90
percent
of
people
in
that
are
retirees
and
we've
had
people
that
moved
from
outside
inside
of
woodside
inside
the
gate
over
to
the
village,
because
they
felt
that
family
environment
that
take
care
of
each
other's
families
sometimes
don't
agree
with
everything
but
the
end
of
the
day,
they're
family
and
they
take
care
of
each
other.
It's
a
very
safe
place.

a
little
bit,
I'm
going

talk
a
little
bit
more
about
it
in
nine
years,
there's
been
five
major
accidents
at
that
intersection
and
four
deaths
by
memory,
I'm
getting
old,
but
I
can
remember
that,
just
recently
we
had
one
of
our
neighbors
since
they've
all
done
all
the
new
renovations
out
there
with
the
stoplights
and
so
forth,
was
rear-ended
and
pushed
out
into
the
middle
of
that
intersection,
its
people
when
they
turning
in.

is
a
very,
very
busy
and
it's
right
on
top
of
the
knoll,
it
is
very
busy
this
apartment
complex
with
98
units.
Like
I
said,
I've
been
there
nine
years
and
my
understanding
was
yes.
It
was
going
to
be
some
multi-family
units.
The
word
apartment
just
came
up
recently.
I
haven't
seen
that
on
any
paperwork
before
it
could
have
been.

rental
versus
owner,
all
of
us
have
been
to
walmart,
okay,
you
go
into
walmart
and
you
shop
and
they
give
you
a
little
car
to
go
around.
They
want
you
to
fill
it
up
as
much

possible.

they'll,
allow
you,
after
you
check
out
to
move
out
and
and
take
that
card
out
to
the
park,
your
car,
to
get
your
groceries
out
and
you'll
merchandise
that
right
how
many
times
you
go
to
walmart
and
that
rental
cart
that
cart,
that
they're
renting!

For
that
short
time
is
in
the
parking
space
or
in
the
middle
of
the
road
and
not
put
back
into
the
space
over
there.
That
is
designed
to
put
the
card
in
after
you
finish
using
it,
you
either
take
it
back
in
the
store
or
you
put
it
back
over
the
way.
It's
supposed
to
be
that's
the
mentality
I'm
talking
about.

pay
a
fees
in
my
neighborhood
and
my
monies
go
for
accounting.

think
the
board
told
me
some
for
counting
and
paperwork
and
for
the
trees
along
our
streets
and
so
forth,
and
I
realized
we
got
a
residential
area
and
we've
got
a
commercial
area
and
it
is
fantastic,
like
I
said,
the
best
place
we've
ever
lived.

want
to
change
the
color
of
my
front
door,
I've
got
to
go
through
the
board,
the
paint
on
the
color,
my
front
door.

house,
I
got
to
go
through
our
village
board
and
get
it
approved
before
I
can
change
the
color,

yet
we're
going
to
put
a
98
unit,
multi-family
rental
apartment,
complex
at
the
interest
for
our
development
and
our
board.
Members
didn't
even
know
anything
about
it.

board
members

they're

upstanding
people
and
the
board
does

excellent
job

they

not
know
anything
about

we've

told

apartments

going
to
be
on
the
back
side

inside
the
gate.

was
a
surprise.

issues

concerned
about
today.
In
the
front
page
of
the
aitkin
standard
was
an
article
about
a
256
unit.
Luxury
apartment,
complex,
that's
being
built
where
the
mall
is,
which
is
the
on
the
other
side
of
the
woodside
plantation.

I
don't
know
if
that's
part
of
our
developer,
doing
that
or
if
that's
somebody
else,
but
that's
a
lot
of
apartments,
all
of
a
sudden

out
there
98
in
ours,
I'm
wondering
you
know
where
the
where
all
the
need
is
coming
from
and
I'm
wondering
if
we're
going
to
compete
with
them
or
if
you
know
what
the
difference
is
going
to
be.
None
of
this
has
been
told
to
us,
and
this
is
why
the
residents
are
so
upset.

houses

went

it
just
didn't
attach

us

we
got
out
to
the
village

like
this

different

ever

about
an
apartment
complex.

told

a
potential

the
developer
who's
also
on
our
homeowners
board,

there

she
told
us
without
any

interest

something

was
talk.
That's
all
we
got,
which
would
have
would
have
been
an
awesome
opportunity
for
them
to
introduce
this
to
us,
because
there
isn't
one
homeowner
that
I've
spoken
to
that
built
their
home.
Knowing
there
was
going
to
be
an
apartment
complex.

built
this
because
we
built
in
the
village
because
we
loved
the
quaint
small
community
that
it
is.
There
was
a
lot
on
the
board
about
residents
over
retail,
which
is
a
whole
different
concept
than
not
than
an
apartment,
complex.
It's.
It
sticks
with
the
quaintness
it
it
kind
of
manages
it.
But
when
you
put
in
a
98
unit,
three
building
pool
and
clubhouse
complex,
that's
more
units
than
we
have
homes
in
the
village
and
that
greatly
it
just
attracts
it.

it's
right
there
at
the
front
entrance
it's
going
to
be
big
kind
of
an
eyesore
is
my
opinion.
And
now
I

we
know
nothing
about
it
because
they've
told
us
nothing
about
it.
This
is
one
of
the
reasons
we're
all
so
up
in
arms
about
it,
and
we
don't
understand
why
we
weren't
told
anything

mean,
like
I
said
in
january,
when
they
were
our
homeowners
meeting
in
a
good
faith.
Effort
would
have
been
the
perfect
time
to
tell
us
about
this.

families

there
and

how's

school
bus
gonna

in

out
there

the
sight
lines-
and

bring

keep
up

sightline

residents

turn

onto

boulevard.

shows

assumed
only
that
this
was
going
to
be
how
the
village
was

least
maybe
through
the
rest
of

life.

quality

architecture

be
in
keeping
with
the
rest

can't
politely
say
what
my
comment
is
to
that.
The
architecture
is
not
why
I
live
there.

reason

because
of
the
concept
that
was
delivered,
whether
implied
or
directly
to
me
when
I
decided
to
live
in
the
village.

will
be
destroyed

suggestion

be
to

get
rid

the
apartments.

a

revisit
the
type

people

be

it

the

support

commercial
businesses

light

really

time

think

this

study

just
got
this
information,

complex,

they
insist
on
building
such
a
large
complex,
that
it
be
put
beyond

gates

green
space

the
gates,
there's
plenty
of
green
space
there.

think,
right
now
it
says
villas,
I
don't
know,
what's
happening
with
villas,
but
there's
plenty
of
green
space
down
at
the
bottom
two
green
areas.

would
eliminate
excessive
congestion
at
the
silva
bluff
entrance,
which
has
been
addressed
many
times
tonight.
It
is
not
an
easy
place
to
get
in
and
out
of
if
they
did
put
the
complex
down
in
that
green
area
beyond
the
gate
into
woodside,
and
if
they
put
two
more
speed
bumps
on
village
green
boulevard
on
either
side.
That
would
eliminate
a
lot
of
the
excess
speed
and
the
problems
we
have
pulling
in
and
out
on
the
intersections
this
this
that
new
location
that
I'm
suggesting
would
have
a
minimal
impact
on
the
village.

one

communications
we
received
this
last
week,
it
mentioned
that
tenants
were
surveyed
about
the
importance
of
rental
units.
Well,
I
really
want
to
know
which
tenants
were
surveyed
and
why
weren't
the
village
residents
surveyed
about
whether
this
was
good
use
and
and
something
that
was
desirable,.

the
renters
are
indeed
coming
from
woodside,

the
communications
said,
that
the
woodside
people
wanted

rental

suggest

kept

have
allegiance
in
outside,

people

prefer

in
a
gated
community

this
is
an
unusual
plan
now,
because
it's
like
somebody
said
this
is
bacon-
is
a
bit
of
experimenting
with
this
whole
concept
of
this
plan.
This
this
community,
which
includes
a
lot
of
things,
including
residential
multi-family,
private
homes,
businesses,
restaurants,
doctors,
professionals
and
so
the
areas
within
it
can
can
change
a
little
bit
and
that's
what
we're
looking
at.

wait
a
minute:
we've
seen
enough
changes
from
the
original
plan
to
speak
up
now
and
voice
our
opinion
that
we're
not
happy
with
one
thing
or
another.
The
community
is
great,
it's
a
very
nice
concept

it

other
thing
that
I
have
to
ask
about.
If
you're
putting
in
a
roughly
100
unit
apartments,
we
don't
know
one
two
or
three
bedroom
apartments:
the
schools
are
we
going
to
end
up
having
our
children
then
go
to
silver
bluff
high
school
instead
of
south
aiken.

in
a
cottage

enjoy
it

a
single

We
have
a
lot
of
single
females
that
rely
on
that
area,

amenities
that
we
have
in
the
village
are
geared
to
older
people
and
to
draw
retirees
from
all
around
the
country,
and
we
don't
have
a
problem
sharing
and
having
other
people
use
those
amenities
they
come
from
woodside.

come
from
downtown
aiken,
but
they're
kind
of
like
our
age
group.
Strangely
enough,
they
don't
cause
problems,
but
what
I
am
concerned,
if
we
get
a
large
car
apartment,
complex
they're,
going
to
have
people
there
that
are
going
to
have
other
interests
like
in
that
big
open
area
next
to
the
bocce
ball
courts.
But
we
need
to
have
a
really
big
play:
playground
for
the
kids
and
I'll,
tell
you
we.
We
will
not
appreciate
the
noise
and
all
that
goes
on
for
the
big
playground.

The
other
thing
is
all
the
other
unit.
Multi-Family
units
are
owner
occupied.
Now,
there's
going
to
be
an
argument.
Oh
well,
now,
they're
not
really
owner
occupied
someone
owns
them
and
they
rent
them
out.
But
you
know
what
the
difference
is
between
an
apartment
and
a
rented
out
villa
or
a
rented
out
townhouse
or
rented
out
condo.

other
thing
is,
I
know
we
say.
Oh
the
tenants
in
the
complex
of
the
village,
you
know
they
want
more
people,
more
people,
I'm
telling
you
the
doctor's
offices,
the
health
facilities,
the
wellness
centers
all
and
lawyers
and
accountants,
and
all
that
stuff.
Guess
what?
If
they're
only
counting
on
getting
business
from
that
area,
they
got
a
serious
problem.
They
should
be
drawing
people
in
from
all
over
and
being
in
that
location
is
a
nice
location
for
people
to
go
and
go
to
their
office.

and
the
other
thing
we
want
to
talk
about,
is
where
these
apartments
are
located.
If
they're
with
inside
the
gate
of
woodside,
they
have
multiple
entrants
and
exit
points,
they
can
go
to
anderson
pond
road
go
out
that
way
and
cut
out
silver
bluff.
They
can
go
out
that
way
and
they
can
get
way
down
whiskey
road
without
having
to
go
through
all
the
traffic
on
whiskey
road.

If
they
want
to
get
to
the
shopping,
centers
and
whatnot
they
they
can
go
out
the
east
gate
and
they're
right
there
they're
not
creating
all
this
traffic
on
dirty
road
and
whiskey
road.

a
concern.

a

has

big
massive
looking

least
twice

big

wonderful

loving
navy,
neighborhood

guess
everyone
more
thought
of
multi-family
as
the
townhomes,

or
cottages,
because
when
we
were
building
we
lived
and
rented
the
one
of
the
town
houses
lived,

apartment
before
hated
it,

all
the
noise

feeling
you

everyone.

top
of
you,

go
and
visit.

rider

cart
around

neighborhood

different

the
dynamics
are
or
the
hoas
but
seem
like.
The
hoa
should
have
been
informed
and
been
aware
of
the
concept
plan.
So

think
that
in
the
future,
maybe
they
should
have
discussion
on
these
kind
of
things
in
the
hoa
meetings.

certainly
think,
as
I've
said

going
back
to
the
plats

filed
and
the

plans
that
were
filed.
The
village
master
plan
that
was
filed
call
for
multi-family.
Now
there
may

some
discussion
or
unclear
about
what
multifamily
is
and
what
family
was
or
it
is
in
zoning,
but
it
certainly
implies
that
there's
going
to
be
units
that
are
going
to
be
more
than
single
family,
so
I
think
it
was
out
there
how
much
people
knew.

the
apartment
use
itself
and
it
would
not
have
triggered
one,
but
because
the
units
were
also
included
in
the
original
study.
That
was
done
as
part
of
the

original
concept
plan
for
the
village,
because
that
unit
count

stayed

because
the
silver
bluff
road
intersection
essentially,
is
the
main
intersection
that
would
have
been
studied
as
part
of
a
traffic
study,
and
we
know
that
the
future
development
included
in
the
village
plus
any
some
proportion
of
future
development

woodside
was
counted
as
part
of
those
improvements,
so
that
was
sized
by
dot
to
try
to
accommodate
future
build
out
of
this,
both
the
village
and
would
greater
woodside.

would
be
accessing
that
