C
You
Thank
You
mr.
mayor
the
one
thing
we
had
with
these
meetings
since
2013,
as
we
noted
in
the
couple
of
minute
and
I
felt
like
it
didn't
ages
to
us
to
have
this
meeting
again
on
an
annual
basis
to
set
an
action
agendas
to
sort
of
give
the
Planning
Commission
some
direction
from
pencil
to
violence
to
work
on.
Historically,
we
would
hold
these
meetings
in
the
springtime
and
for
the
fiscal
year
July
1
to
June.
C
But
again,
since
we
haven't
had
one
in
five
years,
I
did
want
to
go
ahead
and
get
a
schedule,
so
I
think
at
this
point
little
to
do.
This
is
like
a
calendar
year.
Action
agenda
for
2019,
which
works
out
well
since
terms
tend
to
expire
into
the
calendar
year
anyway.
So
that
is
what
we're
going
to
do
here.
Historically,
I
guess
those
of
you
need
to
read
all
the
past,
like
mr.
Waltons
in
town
council
members,
some
of
the
longer
serving
Delaney
commissioners
might
remember
how
these
meetings
land.
D
C
Across
lines,
but
also
our
items
that
that
are
not
really
applicable
now
so
I've
dispensed
with
that,
so
we're
sort
of
starting
fresh
so
to
speak,
and
that
next
year's
meeting
will
have
sort
of
a
retrospective
look.
But
what
we
did
do
is
something
that
historically,
we've
done
with
these
action
agenda
items
as
staff
would
generate
some
items
for
discussion
for
potential
inclusion,
as
these
items
have
come
up
in
the
past
12
to
18
months.
So
we
felt
like
that
would
be
a
good
discussion
starting
points.
C
But
what
we'll
do
is,
as
these
items
come
forward,
we
will
record
them
on
the
easel
pad
and
then
come
up
with
a
list
of
action
items,
but
dozen
action
items
for
council
to
pass
the
next
meeting,
which
will
then
be
transmitted
to
the
Planning
Commission
for
consideration
and
action
over
the
next
twelve
to
fourteen
months.
So
by
way
of
introduction,
that's
what
I
have
mr.
mayor
and
we
do
have
in
the
packet
proposed
action
agenda,
lists
for
discussion
again.
C
E
B
B
C
We
sort
of
line
and
I
put
together
just
a
little
list
we
didn't
want
to
over,
went
over
the
number
of
issues
that
these
are
items
that
have
come
up
in
the
past.
But
of
course
this
is
the
undeveloped
property
on
the
eastern
side,
whiskey
row,
as
stated
typically
part
of
the
so-called
power
house
and
Centennial
connector
right
now.
Of
course,
almost
all
of
that
property
is
in
this
county,
but
we
do
believe
in
the
coming
years,
as
its
developed
I
won't
come
into
the
city,
the
quiet
city,
services,
etcetera.
A
Online,
so
you
have
your
simply:
you
were
transportation
plan
kind
of
dealt
with
that
put
together,
so
the
goal
with
the
Atlanta
news
that
appropriate
land
use
and
it's
probably
adding
that
area
to
our
long-range
map.
It's
a
plan,
that's
where
they
can
make
sure
that
you
have
a
balance
of
uses
that
dealt
with
ultimately,
but
I
knew
the
work
of
those
connectors
are
doing
long
term
Islamic
traffic
and
impacts
and
subtract
by
that
bound
any
kind
of
claim
any
direct
future
development.
C
C
There's
the
city
going
to
move
them
there.
Well,
that
is
something
under
consideration.
We
have
been
in
discussions
with
mr.
Watson
and
other
property
at
Earth.
I
would
say
it
is
it
there
is
a
little
bit
of
it
admits.
Of
course,
a
lot
of
this
is
intended
on
two
primary
things.
Number
one
is
the
capital
project
sales
tax
write-off.
C
If
that
referendum
fails,
that
is
going
to
be
a
very
difficult
I,
just
don't
see
a
way
that
we
could,
in
the
short
term,
meaning
over
the
next
five
years
as
a
sustainable
action
moment,
and
certainly
also,
we
are
working
on
any
infrastructure
bank
application.
But
this
we've
noted
the
infrastructure
bank
right
now
has
got
some
legal
issues,
they're
working
through
greater
than
what
our
application
involves.
So,
while
we're
working
on
getting
an
application
together,
they
are
not
currently
accepting
applications
until
their
litigation
is
over.
C
C
And
we
have
a
solid
idea
of
that,
so
we
could
go
ahead
and
provide
that
to
Planning
Commission
here
in
the
coming
weeks,
especially,
but
we
couldn't
get
to
planning
and
maybe
once
the
CPS
T
referendum
is
passed
as
some
of
number
six
we
did,
should
it
pass
I
think
go
ahead
and
start
scheduling.
Some
of
that
complain.
Commission
discussion
because
I
know
we'll
sort
of
ramp
up
some
of
our
discussions
with
the
property
owners.
Once
this
vector
wants
the
fate
of
the.
C
If
they
are
developed
and
improved
yes,
because
they
don't
want
city
services
and
we
would
not
I,
don't
certainly
want
to
speak
for
council,
but
but
I
believe
is
the
Council
of
this
floor.
We
said
that,
if
it's
contiguous
to
the
city,
they
want
city
services,
they
would
need
to
come
to
the
city
and
they
are
aware
that
we
had
this
conversation.
Just
like
you
know,
if
it's
a
pretty
yes
thank
you.
C
C
C
C
So
you
have
to
there
have
to
be
a
decision
made
regarding
that
correct,
correct
and
we've
already
looked
at
everything
from
potential
calculation
of
impact
fees,
based
on
conceptual
plans
that
we've
seen
from
some
of
the
large
property
editors
they've
done
some
and
we
sort
of
gotten
a
sense
of
potential.
Both
parcel
impact
deeds
that
would
be
needed
to
address
the
addition.
A
Good
policy
that
if
there
is
an
area
outside
of
our
corporate
limits,
currently
that
could
potentially
be
annexed
into
the
city
during
the
lifespan
of
the
comprehensive
plan
to
have
a
land
use
designation
again,
definitely
specifically
single-family
residence.
A
multi-family
residential
you'd
like
to
complete
density
of
at
least
to
have
some
guidance
as
to
what
could
be
appropriate
teacher
use
of
some
of
those
areas.
So
in
that
way
would
be
relevant.
I
think
that
something.
C
Just
you
know
right
away
we're
just
purchasing
the
right
away
right.
That
is
correct,
any
in
the
acquisition
of
city
property.
Excuse
me
of
property
would
just
be
for
road
right-of-way,
and
the
road
right
now
is
designed
to
have
a
hundred
and
twenty
foot
like
a
utility
card
or
motor
vehicle
transportation
and
sidewalk
and
bicycle
and
landscape
median.
This
is
we,
don't
have
a
personally
okay,
that
is
correct,
I
think
they
all
put
out.
D
D
C
D
D
F
F
D
C
Is
correct
but
with
simple
without
said
money
we
could
do
some
of
this
work.
For
example,
the
power
house
work
would
eliminate
traffic
by
23,
but
to
23%
doing
a
phase.
One
would
reduce
traffic
in
the
phase.
One
is
this
Centennial
extension
and
the
little
first
base
of
the
power
house
we're
trying
to
get
it
up
on
the
street,
but
I've
gotta
kill
hype
acting
on
the
passive
passive
Atlanta,
but
it
would
I
think
it
would
be
feasible
with
the
existing
funding.
A
They
had
not
had
a
formal
personal
breaching
from
birth
tool,
but
under
they
access
to
the
document
system,
the
Comprehensive
Plan
process
business.
We
have
been
replying
since
then,
and
probably
a
good
idea
that
your
next
people
reading
the
level
service
study
to
you,
we've-
probably
all
the
vibrating-
that
to
plan
equation
their
work
session,
which
includes
some
of
that
stuff.
So
everybody
back
up
to
speed.
G
C
Have
had
coordination
and
have
been
meeting
with
the
county,
a
very
high
level,
the
I
mean
myself
and
mr.
lien,
as
well
as
their
relevant
one,
that
has
engine
complaining
as
well
as
our
staff
and
defining
as
we've
all
had
some
meetings.
But
it's
a
big
group
and
it's
all
over
it's
the
world
on
this,
so
there
is
coordination
has
a
bit
of
that
water.
Yes,
you
know,
can.
H
B
A
B
What's
a
good
project,
and
certainly
something
to
deserve
to
be
on
the
list
for
2019,
because
as
this
councilman
Walt
said,
we
we
haven't
had
an
opportunity
for
for
this.
This
kind
of
growth
and
we
haven't
had
the
opportunity
to
solve
the
transportation,
and
she
like
on
whiskey,
Road
like
this
in
a
long
time
so.
B
C
B
B
C
C
B
A
The
issues
are
kind
of
wide,
ranging
that
one
that
there
may
be
seen
is
predatory
lending
practices
that
other
yeah
good
to
have
a
color
scheme
and
I'm.
Sorry
after
the
buildings
and
things
like
that
different
types
of
complaints.
Regarding
that,
on
the
flip
side,
the
you
read
articles
some
would
say
that
some
of
the
plank
our
local
say
they.
You
know
he
worked.
A
I,
try
to
look
at
the
concentration
of
the
beers,
at
least
limiting
particularly
limiting
the
market
in
such
a
way
that
you're,
maybe
a
more
competitive
situation
for
the
lender,
except
as
plate
where
they
would
at
this
at
least.
You
know
Billy
for
people
who
shop
around
in
the
area.
How
valid
that
is.
The
the
point
of
made
some
of
the
planting
articles,
but
whether
that's
something
and
full
fuels
would
be
a
worthwhile
endeavor.
Try
to
look
into
addressing
that
issue,
whether
it
be
particularly
long
rich.
A
D
C
A
Cities
have
attempted
to
to
do
those
sorts
of
things.
I
have
not
researched
a
lot
of
a
specific
way
in
which
they
had
whether
it's
buffering
requirement,
I,
really
I,
guess
life
is
good
and
how
they
define
them
as
something
that
is
worth
additional
scrutiny
than
any
other
business
again.
It
gives
those
would
call
in
predatory
lending
practices,
but
how
you
find
those
it
again
be
very
careful
legally
as
well,
and
whether
it's
worth
the
time
to
put
the
research
into
these
kind
of
discuss.
B
B
Started
to
bring
them
up
together,
right,
I,
think
I
think
they
are,
and
in
and
I
would
like
to
expand
on
the
possibility
of
the
Richland
Avenue
overlay
district
as
well,
because
I
think
it's
a
probably
a
better
way
to
to
control
aesthetics
of
those
entry
ways
than
limiting
a
type
of
business
right.
So.
A
A
This
is
what
I
would
say
through
their
marketing
and
in
some
ways
that's
appropriate
somebody
just
created
in
other
ways,
I
heard
they're
being
concerned.
Not
only
is
Richland
West
Wiersma
lessons
a
good
example,
but
just
it
generator
than
our
entryway
as
to
whether
it's
some
way
to
to
balance
aesthetics.
You
know
with
being
able
to
allow
developments
and
Wheatland.
So
an
overlay
district
is
one
thing.
I
know
the
city
it
looked
at
that
probably
eight
or
so
years
ago
and
then
like
there
was
a
document
that
they
put
together.
A
One
of
that
was
where
they
could
be
some
things
from
that
that
he
looked
at
revisiting
or
not
other
communities.
Another
beauty,
I
interned
for
colleges
Henson,
has
stripped.
It
was
more
kind
right
and
after
the
design
to
reorder
it
made
it
here
within
200
feet
of
these
roads
in
our
city.
You
need
to
be
at
least
35
percent
brick
on
your
building,
and
you
have
this
color
palette
to
pick
from
ur
breath
your
color
or
the
size
of
your
corporate
public.
There's
you
know
on
that
site.
A
It's
very
simple,
straightforward
administrative
leave,
and
it
also
gives
like
a
very
clear,
active
page
and
wall.
Maybe
if
you
create
an
overlay
that
would
have
to
go
through
a
design
board,
there
might
be
some
more
back
for
for
some
creativity
between
individual
developers
and
businesses
and
that
board,
but
also
the
estimated
great
sound
uncertainty.
But
those
are
a
couple
different
ways
that
just
example
have
built
things
into
your
code.
You
created
overlay
district,
you
great
over
like
standard.
A
H
C
A
C
C
A
A
large
regional
pundit
you
currently
do
handles
and
standards
aligned
at
so,
for
instance,
like
Wilfred
Marquez,
was
constructed
that
air
that
went
through
an
aesthetic
review.
So
other
kind
of
examples
that
were
that
pervert
and
it
necessarily
have
to
be
you
know
the
name.
They
like
the
open
floor,
they're
a
different
thing.
If
you
think,
was
important
to
you
and
in
most
communities
you
do
it
lie
hierarchy,
or
so
you
say
these
are
the
major
traffic
barriers
in
city.
A
B
E
D
D
C
C
The
elevation
is
just
like
to
have
a
very
good
or
any
display
be
in
effect
for
the
guideline.
In
order
to
build
a
solving
the
BBC
a
few
requirements,
your
base
would
be
immense
for
the
little
Steinem
fella.
What
we're
looking
at
and
actually
the
student
access
this
the
city
owns
property
along
Interstate
20
between
the
two,
the
excellent
step
and
partly
that
things
are
so
restricted
is
because
of
the.
C
D
C
Thing
we
are
doing
for
the
existing
improved
air
is
winter
landscape
is
getting
icing
to
that
saw
him.
It
is
going
to
be
kind
of
pricey,
but
to
make
it
look
more
appealing,
I've
had
the
vulture
looks
good
when
personally
it
now,
but
after
a
few
days
of
course,
it
starts
to
look
great
when
that
I've
got
staff
with
even
a
potential
policy.
Essentially
that
would
be
the
existing
unions
between
Sam's,
correct.
F
B
C
Counsel
with
we
are
having
our
level
of
service
reports
been
a
number
of
years,
since
we've
had
a
briefing
by
the
traffic
engineer
to
council
about
it,
but
in
our
work
session,
letting
our
traffic
engineers
going
to
give
a
three-bean
all
the
level
service
report
was
done
every
two
years,
but
it's
been
I've
been
with
the
city
for
almost
eight
years.
We
council's
never
had
an
agreement
and
then
back
in
the
2000s
on
occasion
the
engineering
hit
the
briefing.
So
there
will
be
some
of
that.
Some
of
this
will
be
discussed
further
and.
A
A
So
you
know,
when
I
is
the
city
of
requiring
somebody
to
do
a
traffic
impact
study
and
do
TVs
requiring
to
do
the
traffic
impacts
a
day
we're
having
to
kind
of
probably
studied
more
than
they
would
typically
need
to.
Under
current
traffic
Amanda's
hair
skill,
we
get
kind
of
the
same
result.
He
kind
of
in
the
same
place
both
ways
as
far
as
being
able
to
define
the
blows
where
the
impacts
are
and
play.
What
improvements
would
directly
need
to
be
made.
A
So
in
talking
with
our
traffic
engineer,
it
might
be
worth
going
back
and
seeing
where
we
can
better
align
those
to
make
sure
we're
not
duplicating
work
for
her
problems,
but
still
getting
the
things
that
we
need.
The
improvements
that
we
need
that
are
kind
of
that,
the
long
term
not
caused
detriment
to
the
traffic,
and
there
was.
A
A
A
Not
sure
other
than
it
was
it's,
it's
really
been
critically
easy
to
figure
out,
for
instance,
yeah.
If
I,
if
I
have
a
rose
level
service,
see
I
know
that
I
had
something
that
generates
and
he's
three
thousand
cars
a
day
or
greater.
Then
it
tells
the
triggers
or
just
bolt
look
at
a
map.
I
can
I
can
plug
in
square
footage
of
a
you
know
to
fast
food
restaurants
into
this
table,
and
it
tells
me
oh
you're
over
the
number.
You
need
to
do
the
step.
A
Is
it
easy
to
change
I
think
it
I
think
it's
a
yeah
I,
don't
think
it's
a
major
thing!
These
we
take.
These
still
have
thresholds
and
things
like
that.
So
what
triggers
it?
But
if
we
ran
into
a
lot
of
cases,
workers
is
a
cargo
trigger
at
the
do,
teach
blip
or
beautyful
trigger
it
off
button,
and
so
you
know
it
just
I
knew
it'd
just
be
cleaner
in
this
regularly
and
I
think
that
you
would
get
better
results
by.
A
Yeah,
something
is
gonna
like
change
the
bowls
where
we
know
where
the
traffic
HP's
are
bad
right
now,
but
when
you
get
to
specific
improvements
in
time
of
day,
a
lot
of
a
lot
of
those
improvements
are
their
time
of
day,
sensitive
or
more
type
of
a
system
in
other
places.
It's
what
you
eat.
We
really
kind
of
a
part
of
that.
A
If
you
do
it
based
on
kind
of
the
deity
variety
of
the
traffic
rules,
our
first
level
service
based
on
intersection
or
so
the
cents
a
week,
require
developers
to
do
code
for
some
reason,
there's
no
now
you
do.
Did
you
want
to
say
that
it's
kind
of
based
on
both
of
us
and
deities
requirement?
So
we
cut
it
up.
It's
altitude.
We
just.
D
B
C
B
A
system
that
they
just
gone
to
I
mean
I,
know
people
on
the
stay
are
coming
coming
to
see.
It
see
it
because
of
the
way
it's
time
to
control,
but
apparently
it's
really
relieved
a
lot
of
the
congestion
in
that
area,
and
it
might
be
worth
it
for
us
to
just
give
them
a
call
and
see
see,
as
you
know,
who
they're
using
for
that
sure.
B
C
This
is
something
I
know.
There
was
a
US
Supreme
Court
case
and
I
know.
Our
sign
ordinance
may
be
potentially
in
conflict
with
that,
and
it's
a
very
narrow
area
of
expertise
from
a
legal
standpoint.
So
we
believe
that
is
something
from
a
staff
and
other
areas.
The
attorney
you
know
might
be
appropriate
for
that.
It
is
recommended
that
we
probably
reach
out
to
somebody
with
a
lawyer
that
has
that
narrow
legal
expertise.
A
A
A
So
anybody
could
be
made
simply
just
kind
of
looking
at
those
regulations
looking
at
the
intent
of
those
districts
and
making
sure
that
all
the
standards
in
there
are
simply
doing
what
the
district
is
intended
to
do
and
again,
if
I
got
the
we
also
have
an
equestrian
committee
will
be
made.
Probably
look
at
anything
Latisse
subject
matter.
Experts
in
there
is
that's
why
that
group
exists.
So
you
know
there
might
be
something
that
would
maybe
start
you
know
to
try
to
get
their
thoughts
on.
A
You
know
what
you're
getting
at
and
what
is
was
optimal
for
that
cultivating
that
the
equestrian
quiet
sounds
like
something
the
step
it
is
a.
It
might
be
about
something
that
we
kind
of
working
through
those
groups
and
had
to
bring
it
back
to
you
as
kind
of
summaries
or
a
thing
and
again,
and
that's
it
if
you
think
something's
broken
dude.
A
A
C
D
A
C
A
Just
yeah,
just
in
good
policy,
I
mean
if
it
if
it's
been
yeah.
Typically,
it
has
been
10
15
years
where
ever
since
you
look
did
something.
It's
not
a
mad
at
you.
Just
again
kind
of
touch
based
again
take
ticket
step
back
they're
gonna,
take
a
look
and
I'm
not
saying,
but
those
changes,
but
just
to
make
sure
that
that
on
the
ground
is
performing
and
doing
the
things
it's
allowing
people
to
do
things
that
they
need
to
do
while
maintaining
the
overall
purpose
for
the
matter
of
the
city.
A
G
G
G
A
A
benefit
I
mean
because
partly
is
compared
to
say
that
worker
will
have
a
large
number
of
zone
this
during
sweet.
We
have
actually
to
use
visually
commercial
in
some
districts.
So
it's
something
that
you
can
look
at
and
try
to
figure
out.
It
begin
its
allowing
a
lot
of
the
things
you
want
to
allow
keeping
the
things
from
happening
in
it
that
you
want
to
prevent.
G
B
D
C
F
D
G
F
F
D
C
Is
get
correct
for
off
street
parking?
There
is
a
formula
for
that
for
the
like,
Lawrence,
Street
or
downtown.
Typically,
public
safety
will
work,
but
the
the
location
of
handicapped
spaces
I
have.
There
was
just
one
space
on
this
block
and
we
had
in
a
second,
it
went
what
the
last
year
on
the
language.
So
that
is
something
we
could
review.
D
C
D
F
D
B
C
D
C
That
whole
process
I
think
we
looked
at
how
we
handle
des
and
find
a
better
way
to
handle
this
cell,
because
we've
just
been
going
back
and
forth
and
back
well,
we
have
time
we
have
tried
it
over
backwards.
I
know:
we've
been
over,
no
I,
don't
think
that
anybody's
at
fault
I
think
we
need
to
look
at
the
way
that
was
handled
and
find
a
better
way
to
do.
It.

B
D
And
the
big
attack
that
left
is
the
same
number
when
2001
era
Plessy
when
they
go
up
in
arms,
its
ability
and
world
was
coming
to
an
end
and
it
got
polluted.
Somehow
thank
God
and
it's
one
of
the
hottest
areas
now
well
and
Barry
over
there
in
North
Augusta
and
that's
confidential
people,
don't
their
prey
of
change.
People
can't
get
a
vision.
What
good
will
come
and.
