A
B
Okay,
good
evening,
everybody
thank
you
all
for
coming
tonight.
This
is
the
six
o'clock
meeting
for
the
Tuesday
July
11
2023
City
vacant
Planning
Commission
I'm,
going
to
read
the
guidelines
for
public
comments.
Tonight,
meetings
are
public
forums
in
which
many
opinions
are
expressed
and
The
Business
of
the
city
must
be
conducted
as
such.
Disciplined
honorable
and
professional
decorum
is
Paramount.
Courteous
and
respectful
communication
is
required
during
public
comment
periods
of
the
meeting.
All
questions
and
statements
from
the
public
shall
be
directed
to
the
chairman.
B
If
you
wish
to
speak,
please
raise
your
hand
and
the
chairman
will
recognize
you.
Please
approach
the
podium
and
state
your
name
and
address
for
the
record
in
order
to
allow
an
opportunity
for
everyone
who
wishes
to
address
the
commission
speak
speakers
should
limit
their
comments
to
the
agenda
item
or
application
being
discussed.
B
Each
speaker
will
be
given
five
minutes
to
address
an
issue
and
may
only
address
an
issue
once
unless
questions
from
the
commission
are
posed
to
the
speaker,
we
will
have
a
timer
here
for
any
of
you
speaking
tonight
and
I'll
raise
my
hand
at
the
four
minute
Mark
to
let
you
know
you
have
a
minute
left
to
speak,
so
we
want
to
try
to
keep
your
your
comments
concise,
but
we
certainly
want
to
give
you
the
opportunity
to
speak
on
behalf
of
any
application.
You
have
concern
with
okay
item
number.
B
Okay,
some
motion,
commissioner
Erb
second
and
any
any
further
discussion.
All
those
in
favor
raise
your
hand.
I
found
a.
C
B
In
the
minutes
pass
unanimously,
okay
item
number
two
is
old
business.
We
don't
have
any
old
business,
so
we'll
move
right
into
the
new
business.
The
first
application
for
discussion
tonight
is
application
number
23-22007.
This
is
a
concept
plan
request
for
tax
Tex-Mex
parcel
number
as
listed
for
plan
residential.
This
is
at
918
Doherty
Road

Ridge

is
the
applicant
here
tonight
to
speak.
Yes,
sir.
Thank
you.

Weller's
Ridge
is
a
continuation
of
the
previous
two
apartment
complexes
that
we've
we've
built
on
the
south
side
of
town.
It's
during
executive
session.
Yes,
the
color
scheme
will
be
matching
the
the
other
apartment
complexes,
I'm,
not
really
sure
how
those
colors
got
picked
in
the
in
the
plan
set.
D
E
D
We're
required
through
the
South
Carolina
State,
Housing,
Finance
and
Development
Authority,
to
have
sidewalks
ending
any
parking
area
unless
a
local
government
doesn't
allow
it.
So
we
have
to
put
that
in
there.
If
the
local
government
doesn't
want
that
in
the
plan,
then
we
can
remove
it,
but
we
have
to
have
that
in
writing
from
the
local
government.
D
Across
the
street,
100
Direction

agree
with
you
I
just
we
have
design
standards
that
were
required
to
follow,
and
that's
that's
one
of
them.
Cities,
local
cities,
ordinances
or
guidance
will
always
supersede
the.
B
E
Oh
sorry,
one
more
go
ahead.
I'm,
sorry,
the
other
topic
we
we
brought
up
at
the
work
session
was
the
parking
that
I
think
we
all
acknowledge
the
parking
standard
for
1.5
parking
spaces
is
really
fitted
for
a
one
bedroom,
not
for
a
two
or
three
bedroom.
E
The
standard
is
that
I'm
past
interest,
familiar
with
is
two
parking
spaces
for
a
two
bedroom
and
a
three
bedroom.
If
you
do
the
math
it'll
be
a
117
parking
spaces
versus
the
99,
so
it'd
be
the
additional
18
parking
spaces
that
it
looks
like
you
can
easily
fit
them
on
the
property.
D
I
would
venture
to
guess
we
could
fit
them
on
the
property.
I'm,
not
sure
about
the
open
space
requirements.
Impervious
surface
I
I
would
hesitate
to
commit
to
that
until
we
until
the
engineers
had
had
run
through
it,
but
it's
it
potentially
could
be
done.
D
That's
my
only
concern
would
I'm
not
an
engineer.
Mr.
D
B
Aiken
County
does
the
city
cities
a
spot
and
a
half
1.5,
and
so
we're
trying
to
be
consistent
with
the
county,
so
you're
not
out
on
the
regulations
here,
but
we're
trying
to
push
to
be
a
little
more
consistent
with,
but
I
understand
what
you're
saying.
B
B
E
B
D
F
I
think
originally,
the
thought
process
was
not
to
extend
the
Bergamot
or
Bergamot.
However,
you
want
to
say
it
to
to
your
drive.
I
think
we've
requested
that
with
the
other
developments,
so
they
were
going
to
barrier
that
and
just
have
that
as
a
turnaround.
But
we
are
requesting,
with
a
in
consultation
with
our
traffic
engineer,
to
to
actually
have
the
development
extend
their
portion
of
Bergamot
down
to
your
secondary
entrance
and
let
that
be
an
actual
secondary
entrance
and
not
barricaded.
D
Okay,
I,
don't
know
the
details
on
that.
One
sorry
I'd
have
to
ask
my
staff,
but
okay,
it
anything's
possible.
B
B
Anybody
here
to
speak
on
behalf
of
this
application.
B
G
Whitney
Johnson
and
I
currently
live
in
Greenville,
South
Carolina,
but
I'm
speaking
on
behalf
of
my
mother,
the
property
owned
as
928
930
Dory
Road
backs
up
to
this
property
and
has
been
flooded
numerous
times
and
it's
cost
my
mother
just
recently.
Let.
B
I
want
you
to
stay
on
the
microphone,
so
we
can
record
you
but
they're
up
on
your
Podium
there's
a
there's,
a
black
pointer.
If
you
look
look
at
the
top
up
there,
you
see
that
pointer,
okay,
right
there's
a
button
I
want
you
to
get
the
aerial,
so
I
I
want
to
know
where
this
house
is
he's
going
to
show
you.
A
B
G
B
G
Sorry
yeah,
so
this
is
my
mother's
property.
Okay,
as
you
probably
all
know,
if
you've
all
loved
an
Aiken.
This
has
been
flooded
numerous
times.
G
G
H
B
Okay,
I'm
gonna.
Let
our
plan
director
speak
just
a
second.
F
For
decades
decades,
I
will
say
that
I
was
talking
with
our
hunting,
a
zoning
manager,
the
one
that's
actually
been
reviewing
this
and
looking
at
some
of
the
engineering
drawings
of
civil
plans
and
the
way
they
have
contoured.
This
particular
development
is
actually
they're.
Gonna
should
one
help
hopes
help
the
situation
because
they're
actually
pulling
water
away
from
that
particular
the
way
they're
contouring
it
it's
going
in
the
other
direction.
So
we.
F
B
B
And
the
state
has
got
some
responsibility
here,
but
this
development
from
a
stormwater
standpoint
is
going
to
have
to
retain
all
their
own
stormwater
within
a
retention
Pond
and.
B
From
ma'am
I'm,
not
here
to
argue
with
you
one
way
or
the
other
I'm
just
telling
you
that
we're
going
to
main
we're
going
to
stick
to
the
city
tonight
and
that
county
has
their
planning
commissions
and
you
can
argue
with
them
when
they
meet.
But
what
I'm
telling
you
is
that
this
particular
development
is
going
to
have
to
retain
their
own
storm
water
within
their
own
boundaries
of
land.
G
G
A
J
My
name
is
Chris
Johnson
I
live
on
2470
pine
log
Road
in
Warrenville.
This
is
my
mom's
property
as
well.
This
is
my
sister
and
where
is
the
pointer?
Is
it
right
here.
A
J
This
piece
of
property
right
here
during
the
heavy
rain
that
caused
that
flood
their
retention
pond,
was
being
pumped
dry
and
expelled
onto
this
property.
It
ran
across
here
and
filled
that
property.
It
was
holding
the
water,
but
in
anticipation
of
the
heavy
rains,
they
were
offloading
their
water
to
allow
for
extra
water.
J
J
And
it
shouldn't
be
pumping.
J
A
J
Water
doesn't
know
what
county
it's
in
I
understand,
so
I
just
want
you
to
understand.
I'm,
not
going
to
argue
I
just
want
you
to
know
the
whole
story.
These
are
things
that
we
saw
with
our
eyes.
We
didn't
go
out
there
with
cameras.
We
didn't
call
a
news
channel
sure
we're
not
those
kind
of
people
right,
but
I
do
want
you
to
know
the
whole
story.
Sure
thank
you.
I.
K
And
I
had
this
land
sold,
it
was
under
contract
when
all
of
this
rain
came
and
I've
been
told
by
the
engineers
that
they
were
pumping
their
ponds,
which
came
down
the
hill
and
it
came
down
both
sides
and
when
it
got
to
the
culprits
or
the
inlets,
there's
only
a
pipe
underneath
the
road
and
I
understand
that
it's
a
18
inch
pipe
and
when
you
start
pumping
all
this
stuff,
downhill,
I'm,
not
an
engineer
sure
but
I
understand.
The
water
has
to
find
an
outlet
correct.
So
it
hit
my
land.
B
K
B
B
C
K
B
B
K
K
H
The
the
the
pumping
goes
when
who,
who
does
the
pumping
is
that
was
that
something
to
say
you
did
it
was
the
property
owner
or
I.
B
No
okay
I
mean
there
should
be
no
pumping
of
a
retention
pond
on
somebody's
property
and
that's
illegal.
You
can't
do
that
I'm,
not
sure
I,
don't
know
if
it's
retention,
I,
don't
know
I.
B
Don't
know,
but
it
sounds
to
me
like
the
city:
Engineers
need
to
get
involved
to
some
degree.
B
Yeah,
yes,
please,
yes,
ma'am.
L
Allison
Yeomans
owner
of
University
Medical,
what's
the
name
of
that
University
Medical
Associates.
L
And
I'm
there
daily
and
she's
clearly
not
but
and
I'm
just
hearing
her
story
for
the
first
time
and
said
I'm.
Sorry.
L
See
the
transformation
from
when
our
building
ever
since,
like
she
said,
everything
was
built
up
there
and
then
everything
on
the
corner
with
the
Taco
Bell
ever
ever,
since
that
we
have
issues
anytime,
it
rains
not
even
what
she's
shared
with
you
that
point
she's
only
seen
we
see
it
daily,
our
patients
see
it
daily
anytime,
we
rain
anytime,
it
rains,
we
have
issues,
patients
are
upset,
patients
can't
get
through.
It
affects
our
business,
I've
called
the
dot
numerous
times.
I
have
yet
to
get
any
response
with.
B
Let
me
can
I
ask
you:
is:
is
a
lot
of
the
water
that
you're
seeing
Oh?
What
we're
looking
at
here
tonight
on
this
application
is,
is
that
property
behind
you
in
red
and
is
a
lot
of
the
water
and
the
flooding
when
it
when
it
rains
hard
coming
from
that
property
right
now
or.
L
B
M
B
L
L
B
B
It's
not
there
right
now,
but
if
they
build
this
complex,
all
the
water
that
comes
from
the
pavement
any
of
the
the
sidewalks
or
any
around
the
property
is
all
going
to
drain
in
the
pipes
which
is
going
to
be
held
in
that
tension
Pond
right
there,
so
the
water
is
not
going
to
drain
onto
your
or
her
property.
The
way
that
this,
the
their
civil
engineer,
will
be
required
to
design
it
now.
L
B
B
C
B
I
can't
speak
for
the
other
ones,
then
there's
something
wrong,
then
there's
something
wrong:
there's
a
pipe
we're
gonna,
we're
gonna,
add
to
the
problem.
Well,
maybe,
but
but
there's
a
there's,
a
problem
with
the
other
properties,
whether
it
was
not
designed
correctly
or
there's
some
issues
with
their
storm
drain.
There
could
be
a
clog
and
a
pipe
Downstream,
that's
causing
it
to
back
up
I
mean.
B
But
but
they
will
have
to
retain
their
water
on
this
particular
property.
I'm,
not
saying
it's
going
to
leave
your
issues
because
I
think
Dougherty
road's
been
flooding
for
years
before
these
properties
came
in
and
I
was
born
and
raised
here.
100.
L
B
I'm
I,
don't
think
this
is
going
to
impact
my
opinion
just
because
of
the
way
that
storm
water
is
supposed
to
be
designed.
I
have
not
seen
the
Civil
drawings
yet,
but
I
think
they're,
bigger
issues
on
Doherty
Road
than
perhaps
this
particular
property
right
here.
But
you
know
I,
don't
I'm,
not
an
engineer
either
I,
don't
know
what
the
resolution
is
to
her
property,
but
the
city
needs
to
collaborate
with
her
as
best
that
the
city
can
to
figure
out.
B
What's
causing
the
you
need
to
get
to
the
root
of
the
cause
and
find
out
whose
issue
is
it?
Is
it
the
city
or
is
it
the
state?
And
and
that's
that's
where
you
get
into
a
lot
of
issues
you
a
lot
of
get
a
lot
I
understand
you
get
a
lot
of
finger.
Point
I,
understand
that.
But
the
best
thing
for
you
to
do
would
be
to
go
to
the
city
and
try
to
set
up
a
meeting
with
the
city
and
Dot
to
try
to
ascertain
what
the
root
cause
of
it
is.
H
Question
go
ahead,
so
how
long
have
you
owned
that
business
in
that
location.
H
F
A
F
L
I'm,
assuming
that's
butts
up
to
our
property
as
well,
that.
L
He
can't
do
that.
We're
not
going
to
allow
him
to
do
that
and
then
in
regards
now,
there's
a
huge
tree
line
where
resident
well,
I'm
assuming
people
are
coming
through
and
littering
and
using
our
dumpster
and
what's
to
dumpsters,
are
not
beautified
and
what's
going
to
now
block
all
of
that
from
our
property
and
all
of
her
property.
F
They've
got
to
have
a
minimum
10
foot
buffer.
Let
me
see
if
I've
got
some.
B
Mr
Fitch:
do
you
plan
on
having
fencing
around
this
property?
Please.
B
F
B
C
I
I
move
that
we
recommend
this
to
city
council
for
approval
with
the
possible
conditions
conditions
listed,
as
stated
one
through
five
and
additional
conditions
of
the
following
number:
six:
a
traffic
impact
analysis
to
be
done,
as
recommended
by
our
staffing
City
number,
seven
to
complete
the
road.
How
are
we
pronouncing
it.
I
That
was
not
listed
number
nine,
removing
the
sidewalk
that
it's
on
the
back
side
of
the
parking
area
and
the
additional
I
would
like
to
see
a
number
10,
a
fence
added
in
along
the
I.
Guess
that
would
be
the
south
east
section
of
the
property
that
butts
the
adjacent
businesses.
I
Oh
yes,
in
number
11
the
additional
parking
spaces,
as
recommended
by
commissioner.
You
know.
I
Once
I
think
it
was
a
one
117.
yeah.
Thank
you.
117
total
parking
spaces,
yes
correct
as
long
as
it
does
not
affect
the
open
space
requirements
right.
B
B
B
Okay,
we
have
motion
passes
one.
A
H
B
Moving
on
to
the
next
item,
let
me
before
I
move
on
the
next
item.
Could
one
of
you
leave
me
your
contact
information,
email
phone
number?
If
you
can
you
do
that
and
I'll
try
to
help
you
get
some
meeting
with
the
city
and
try
to
at
least
just
leave
it
with
her.
H
B
H
B
Moving
on
to
this
is
application
B
and
C
we're
going
to
be
discussing.
At
the
same
time,
this
is
application
number
two
three-6009
a
resume
request
from
RS10
to
planned
institutional
for
the
tax
Max
personal
number,
one:
two:
zero
one
two-05-003.
This
is
on
100
Explorer
Trail
by
the
Aitkin
County
Board
of
Education,
and
this
is
also
going
to
be
inclusive
of
application.
Number
23-23005
concept
plan
request
for
plan
institutional
for
the
same
tax,
Max
number
and
same
address
by
the
same
Apple
applicant,
okay,.
M
Good
afternoon
children
Hildebrand
with
hats
and
Hildebrand
Greenville
Street
here
in
Aitkin
I'm
representing
the
school
district
tonight
I'm
here
with
Jeremiah
Jones
with
facilities
Construction.
M
M
The
school
district
has
a
a
bus
storage
facility
at
their
Aitkin
High
campus
near
the
new
Auditorium
and
their
plan,
and
their
hope
is
that
they
can
use
their
existing
bus
parking
lot
in
a
converted
form
to
be
a
car
parking
lot
to
facilitate
parking
for
events
that
would
use
that
new
Auditorium
there's
been
some
some
parking
added
at
Aiken
High,
but
not
enough
for
the
seating
in
the
auditorium.
So
in
order
to
do
that,
they
needed
to
move
their
bus
storage
facility
to
one
of
the
schools
in
I
call
it
area
one.
M
The
Aitkin
city
of
Aitkin
area,
school
district
has
five
areas.
They
have
these
bus
storage
facilities
of
each
area
well
way
back
when
when
they
built
the
facility
at
Aiken
High.
Without
with
the
bus
storage,
we
had
to
go
through
this
same
process,
Aiken
I
think
was
zoned
RS,
six
or
eight
or
ten
or
14,
or
whatever.
It
was,
and
due
to
the
two
things
due
to
the
number
of
buses
and
actually
due
to
the
requirement
for
a
seven
foot
high
fence,
we
had
to
go
through
a
rezoning
just
like
this
one.
M
This
is
an
existing
Playfield
for
you,
so
they
can
middle
I,
think
primarily
Aiken
Middle,
but
North
Aiken,
kids
use
that
also
it's
a
good
area.
It's
very
accessible
here,
I
think
that
they
will
have
66
buses
in
this
lot,
which
is
the
same
number
as
they
can
hire
actually
and
and
I'm
going
to
ramble
a
minute,
but
bear
with
me
actually.
Currently
there
are
39
buses
that
come
through
this
drop-off
here
now,
because
this
is
the
the
sixth
grade
school
for
all
the
schools
in
the
Aitkin
area.
M
So
bus
traffic
is
not
anything
new
here,
but
the
state
of
South
Carolina,
some
years
back,
required
that
all
buses
during
the
day
be
housed
in
a
secured
area,
and
this
area
here
will
be
fenced
and
gated
with
a
seven
foot
fence
and
secured
during
the
day.
The
bus
drivers
in
the
morning
and
afternoon
will
come
to
this
lot
and
this
lot
to
to
park
and
go
get
in
their
buses
and
do
their
routes.
M
This,
as
we
show
here,
is
actually
a
bus
driver.
Training
area
doesn't
have
to
be
secured
like
the
rest
of
it.
It
won't
be
fenced,
but
they
do
I've
recently
trained
these
bus
drivers
to
parallel
park
and
get
around
and
whatever,
and
there
will
be
here
as
it
is
at
Aiken
High,
and
actually
this
the
tank
will
be
moved,
but
there
will
be
a
propane
storage
tank
and
these
buses
there's
more
and
more
of
these
buses
run
off
propane
of
it.
I
think,
eventually,
almost
all
of
them
will
it's.
M
An
above
ground
I
forget
the
size
of
this
tank
500
gallon
tank
or
whatever.
It
is
the
same
one,
that's
at
Aiken,
High
now
and
I.
We
went
through
the
city
development
meeting
and
we
talked
to
Public
Safety
and
talked
about
the
spacing
and
the
requirements
for
fire
protection
all
that
sort
of
stuff.
So
we've
kind
of
laid
laid
the
groundwork
for
this
layout
to
replace
the
play
field.
The
school
district
is
going
to
install
another
play
field
over
here,
a
little
bit
more
formalized
with
striping
and
irrigation
and
whatnot
and
I.
M
B
M
B
M
Like
to
mention
one
thing
too,
that
now
that
I
thought
about
it.
If
you'll
look
the
conditions
listed
in
the
in
the
recommendations
from
the
city
staff,
all
of
those
are
acceptable.
I
would
like
to
mention
that
at
Aiken
High
as
we
do
all
the
bus
and
I
say
we
as
they
do
all
the
bus
facilities.
M
B
N
B
B
N
But
with
plans
to
park
77
buses
plus
it
says
an
additional
67.
Possibly
there
are
no
buses
parked
there
presently.
So
this
is
going
to
be
a
significant
difference.
I
realize
I'm
spitting
against
a
stiff
breeze,
but
you
know
representing
the
six
Property
Owners
on
track.
C,
it's
going
to
be
certainly
a
different
environment,
for
us
doesn't
mean
it's
not
good
for
the
city
or
the
county.
I.
N
Just
here
to
State
it's
it's
going
to
be
different.
Yes,.
I
B
Second,
okay:
I
have
a
motion
by
commissioner
Raven
second
by
commissioner
Erb,
with
the
conditions
listed.
Any
other
comments
all
right.
All
those
in
favor
raise
your
hand
like
Santa,
pose
on
the
motion
passes
unanimously.
Okay.
This
concludes
our
new
business
for
the
night.
A
motion
for
adjournment.
