is

they've
got
listed

improve

So
originally
we
had
this.
We
actually
had
a

road

two

that
block
and
when
we
moved
our
emergency
access,
we
actually
closed
up
that
block.

Vehicles

expand

right
away
by
a
couple
feet

in
case
there's
a
car
parked
on
the
side
of
the
road
of
some
sort
of

would
try
to
be
as
flexible
as
we
can
in
trying
to
make
this
project
fit
into

location
that
we
have.

developer
as
his
attorney
Mr
Henderson
and
his
Partners
have
have
a
a
lot
of
experience
in
development.
They
are
one
of
the
better
developers
that
that
any
jurisdiction
would
ever
work
with
in
terms
of
trying
to
accommodate
input
and
requests
from
staff
and
and
even
opposing
neighboring
properties.

satisfies
that
need

think
it'll
be
well
done.
The
concept
plans
have
been
provided
and
I
think
this
is
just
very
appropriate
for
it.
So,
to
the
extent
that
there
are
any
things
that
you
have
holding
you
back
on
a
decision
that
would
be
favorable
and
I
just
and
I
I
trust
it
probably
would
be
favorable.
But
the
extent
that
there's
anything
holding
you
back
I
would
encourage
that.

building
the
residential
area
where
the
tower

it
seems
like
we'd,
be
going
against

regulations

allowing
that

residents

would
live
in
here
about
noise
and
lights
at
all
hours
from

surrounding
businesses
that

just
doing
what
they've

doing
successfully
in
Aiken
for

our
economy,
enhancing
our
way
of
life
in

area

was
designated
without
appropriate
use.

capacity

I
come

tonight

want

say
that
you
know
they
can
Steeplechase
like
all
the
neighbors
received
the
notice
in
the
mail
and
we
we
looked
at
it
as
a
group
discussed
it
at
detail
and
we
are
strongly
opposed
to
the
annexation,
not
just
the
annexation,
but
this
development
plan
I,
think
you
know
my
history,
I'm
on
the
Aitkin
Steeplechase
board
and
the
president
of
course,
as
I
said,
but
I've
been
a
real
estate
developer.
This
is
my
40th
year.

I've
done
a
lot
of
different
things
over

years
and
residential
Apartments
shopping,
centers
multi-family,
you
name
it
warehouses
doing
all
that
right
now
and
when
I
look
at
this,
what
I
see
is
a
plan
that
just
is
Max
density.
Is
all
I
see,
I,
don't
I,
don't
see
anything
that
is
Beyond
trying
to
see
how
many
people
that
you
can
get
into
one
particular
spot
and
I'm
understand
that
I.

Don't
think
that
is
a
bad
thing
and
I
do
think
the
the
area
needs
this
kind
of
thing,
some
some
transitional
lower
priced
homes,
which
this
is
what
this
will
probably
be
I.
Just
don't
think
this
is
the
right
spot
for
it

that's
what
we
say
is
the
Steeplechase
and
I
say
as
a
resident
of
of
the
city
of
Aitkin.

You
know
the

city
gave
us
the
Steeplechase,
a
million
dollars
to
go
towards
developing
the
property
that
we're
on
now
and
that's
a
known
fact.
Everybody
knows
that
and
I
think
we
have
been
a
very
good
investment
for
the
city.
We
we
bring
in
25
000
people
on
the
spring
race
and
about
12,
15
or
so
thousand
on
the
fall
race
were
growing.

have
the

now
been
moved
to
the
final
race
at
the
end
of
the
year,
so
we
can
have
the
sports.
Excuse

the
awards
banquet
and
the
Black
Tie
gal
at
the
end,
so
we're
kind
of
Reviving
this
winter
Colony
2.0
multi-day
event.
That's
bringing
people
in
from
out
of
town
all
over
the
country
actually
is
all
the
race
directors
come
for.

meeting
all
the
jockeys,
just
just
all
the
things
that
going
around
that,
so
we
have
a
a
great
momentum
going

think
we're
a
very
positive
growth
engine
for
the
east
side
of
Aitkin

Just

Don't
think
this
is
the
right
thing
to
put
next
door
to
us
to
put
next

the

the
neighbors
that
are
that
have
been
there
with
established
horse
farms.
Not
only
is
the
right
thing
to
put
next
door
to
the
industry,
that's
there.

overlay
districts

great
and

think

would
be
a
huge
benefit
to
put
out
here
on
this
side
of
town,
to
study
it,

evaluate
it
and
put
a
plan
in
place
to
add
density
in

say

another
Viewpoint
actually
believe
in
this
side
of
town.
So
much
I
put
my
money
where
my
mouth
is:
I
bought,
100
acres
across
the
bypass
from
the
Steeplechase,
which
is
sitting
there
as
we
speak.

personally
would
like
to
see
an
overlay
District
before
I
developed
that
and
I
plan
to
develop
it
into
something
because
I'd
like
to
have
some
guidelines
that
that
that
promote
the
city
of
Aitkin.
What
we're
doing
at
the
Steeplechase
I
mean
I
I
got
to
tell
you
I
understand
what
John
Henderson
is
doing
here
and
I'd
like
to
have
some
density
too,
but
I
wouldn't
want
it
all
to
be
density.
I'd
like
it
to
be
a
mix
of
things.

Maybe
a
PUD
and
I
realize
this
is
a
bigger
piece
of
property,
but
I
want
to
say
we're
pro-development
of
the
east
side
of
town,
because
we're
part
of
that
development.
We
just
want
it
to
be
organized
thoughtful
and
to
promote
other
growth
around
it.
This
good
growth
for
the
city
of
Aitkin
and
then
so
I
welcome
an
overlay,
district
and
I.
Think
it'd
be
a
good
thing
to
have
for
all
the
properties
out
here.
But
as
far
as
this
stands
right
now
we
don't
support
it.

horses
that
will
be
training
on
this

we

to
develop
the
property
it's
going

get
busier

busier,

Aiken

this
side

town

growing

shavings
plant
and,
as
you

industrial
point,
you
look

Berkeley
Street,

all
the
way
down
to
to
Orange
County,
that's
industrial
land
in
those
meals
when
they
put
theirs
in
they
were
promised
that
there
wouldn't
be
anybody
building
right
next
to
them.

was
a
little
one,
but
we
got
close
to

million
in
that
one.

Aiken

Public
Safety

to
deal

only

thing

sewer

their
notes
that
we've

that
there's
plenty

city
water.

told
that

plenty
of

would

that
a
lot
of
the
places

Richland

brown

now

don't
have
clean
water.

that's
something
to
consider
as
getting

clean
water

think
if
this
was
six
five
acre
horse
properties
with
trail
system

anyone
would
be
opposed
to
that.

it's
not
when
we're
not
opposed
to
developing
it
in
a

a
manner
that
fits
in

community

Steeplechase.

opposed

this
subdivision
and
I
was
wondering
it
makes
me
think

AECOM
plan.

10-year
plan
that
the
city
is
supposed
to
be
guided
by
and
working
with,
I
think
two
of
the
major
parts
of
the
AE
company.

planning
things

stand
out

that
the
city
is
supposed
to
be
working
on
the
just
to
the
city,
the
gateways
to
the
city
and
wondering
exactly
how
this
would
improve
that
gateway
to
the
city.
Coming
out

side,

coming
out
of
the
Horse
Country
into
the
part
of
the
it's,
not
the
horse
district
for
the
city
of
Aitkin.
But
it
certainly
is
a
horse
District
when
you
come
by
our
beautiful
new
Steeplechase
track
and

go
past
High
Fields,
the
beautiful
show
facility,
the
horses

told

that
the
shavings
plant
operates
long
hours.

loud,

know
that,
but
it
is
loud.

surprised
the
developers
haven't
been
out
there.
Besides
the
cell
phone
tower

shavings,
what
will
will
he
be
able
to
stay
in
business
once
you
move

families
into
these
houses?

did
quick
math.
This
is
about
0.15
acres
per
house.

project

way
it

There's
nothing

attractive

layout

use

land

it,

some
of

conditions
like
the
cell
tower
and
so
on
by
themselves
are
problematic.

envy
you

jobs,
because
it's
a
complicated
thing
to
figure
out
what
should
go
there.
There
doesn't
seem
to
be
anything
that
suggests
it
should
be
housing.
It

mean
the
use.
The
adjacent
uses
are
more
open
space,
equestrian
and
Industrial
I'm,
not
sure
those
two
necessarily
match
it
exactly,
but
it
raises
a
larger
question
of
how
do
we
do
the
planning
in
this
city
and
we've
done
a
bunch
of
development
in
the
city
to
the
South
and
now
extending
to
the
West?

And
it
doesn't
look
great,
so
I
I
actually
spoke
at
city
council,
saying
that
I
would
invite
this
group
to
open
up
a
dialogue
about
how
we
can
do
this
better
and
give
you
better
tools,
better
guidance
to
deal
with
some
of
these
issues,
where
the
future
planning
of
the
city
will
be
better
than
what
we've
done
so
far,
because
you
know
these
intensive
residential
developments
have
a
number
of
issues
associated
with
them.
People
have
already
mentioned
the
water.

We
don't
have
the
resources
and
the
infrastructure
to
serve
existing
citizens
of
this
that
live
in
the
city
with
clean
water
parts
of
the
city
have
brown
water,
already
parts
that
are
out
and
we're
extending
our
efforts
into
areas
that
are
ever
further
from
the
center
of
the
city.
We're
going
eight
nine
miles
outside
the
city
without
really
understanding
how
we
pay
for
it.
The
city's
own
Consultants
Urban
three
are
on
the
website
strong
towns.
You
can
look
it
up
on
strongtowns.org.

Saying
that
very
few
suburban
sprawl
developments
now
will
pay
their
way
on
infrastructure.
The
average
cost
of
infrastructure
for
putting
in
single-family,
residential
or
commercial
development
outside
the
city
limits,
where
it's
not
concentrated
typically
is
more
than
the
cost
of
the
building.
When
you
factor
in
all
the
costs
and
they're.

A
case
to
their
customers
to
their
clients,
which
are
cities
that
you're
going
to
lose
money
on
every
residential
development.
You
do
you'll,
never
get
the
payback
for
your
infrastructure
and
I
think
we
need
to
examine
that.
We
all
know
costs
have
gone
up,
they've
gone
up
dramatically
in
certain
areas.
The
cost
of
infrastructure
has
gone
up.
The
cost
of
our
water
plant
went
from
45
million
to
77
million,
so
you
can
expect
that
these
things
are
going
to
come
back
and
bite
us
someday
and
I
think
it
would
be
a
good
time.

have
an
indication
based
on
the
mayoral
primary
election
that
the
community
is
not
happy
with
what
the
city's
been
doing
and
I
would
just
use
that
as
a
reason
to
say,
we
should
re-examine
some
of
the
things
that
we've
been
doing.
There's

lot
of
good
information
out
there.
We
started
developing
suburban
sprawl
in
the
50s,
so
there's
70
years
of
experience
at
this
point
and
people
have
re-thought
a
lot
of
what
they
once
thought
worked
well
and
I.
Think
we
should
open
that
up
and
examine
it.

think
you're
going
to
see
increasing
numbers
of
development,
which
we've
already
seen
at
the
council
level,
get
rejected
because
the
community
doesn't
want
them
and

Don't
think
that's
good
for
the
developer.
It's
not
good
for

city
to
get
a
reputation
that
you
know
people
come
here.
They
try
to
propose
something
according
to
existing
norms,
so
I
I
think
it
benefits
everybody.

good
dialogue
on
how
we
can
do
this

how
we
can
think
about
our
planning
going
forward,
including
you
know,
all

different
things
that
have
been
mentioned,
the
gateways

use

the
density,
the

way,

things
look,

contact

see

we
can
find
a
way
to
have
that
dialogue.

constructed

have
provoked
a
community
meeting
which
is
what

every

controversy
and
every
time
there
ends
up

community

things
are
resolved

some
things
aren't.
But
nonetheless
it
shouldn't
go
from
this
application
to
here
when
there's
so
much
opposition.

argument
that's
been
presented
before
that
people
can't
receive
these
applications
online
because
everything
has
to
be
reviewed
is
no
longer
valid
because
the
city
of
Aitkin

concerns

neighbor

the
area
had
public
safety

look

there
were

lot

homes,

lot

of
kids

this

entrance

has

entrance

fences

be

attractive
nuisances
in

holes

This
city
has
involves
potential
donut
holes

one's
going
to
be
prominent.
First
there's

0.3
acre
island
in
the
middle
of
East,
Park
Avenue
was
purchased
by
the
Aiken
Corporation
at
the
bequest
of
City
councils
three
years
ago.
That
0.3
Acres
provided
the
necessary
connectivity
for
Steeplechase
to
be
annexed,
so
we're
making
this
little
curve
now.
Steeplechase
is
the
connectivity
for
this
property
to
be
annexed
and
from
there
there's
a
Southward
bend
down
the
Richland.

The
only
thing
that
prevents
a
large
donut
hole
being
created
to
the
West
is
three
properties:
totaling
less

one
acre,
those
properties,
change,
hands
and
they're
on

required
