Description
Athens Board of Zoning Appeals July 14, 2020
A
Zoning
appeals
that
time
is
702
p.m.
and
the
date
is
Tuesday
July
14
2020.
At
this
time,
I
will
call
the
meeting
to
order.
The
board
consists
of
five
members
and
two
alternates,
the
alternates
taking
full
part
in
the
discussions
and
becoming
a
voting
member.
In
the
absence
of
a
member
or
when
a
member
abstains
for
conflict
of
interest
present
tonight
or
miss
Lisa
Carson
mr.
Joe
cross,
miss
Kate,
House
Lee
is
ke-yah
CT
and
their
alternates
is
mr.
Aaron
Thomas
here
yet.
B
A
Mr.
Robert
Dulac,
you
would
be
a
voting
member
tonight
in
the
absence
of
mr.
John.
Good
against
I
am
John
calls
either
chair.
We
also
have
present
the
Zoning
Administrator
mr.
div,
with
Riggs
and
secretary
mr.
Paul
Assenmacher,
and,
of
course
we
have
the
folks
from
the
government
channel
Scott
and
Ryan
I
want
to
thank
you
for
all.
You
do
at
this
time,
I'm
going
to
read
the
Board
of
Zoning
operation
procedure.
The
board
operates
according
to
the
following
procedure.
A
A
A
A
There
are
five
years
and
I'm
just
gonna
mention
the
title
and
later
on,
we
will
read
a
complete
sentences
for
each
one
of
these.
These
are
the
findings
that
we
will
be
looking
for:
exceptional
circumstances,
a
practical
difficulty,
an
undue
hardship,
preservation
of
equal
property
rights,
minimum
variance
absence
of
detriment
and
not
of
the
general
nature.
A
Any
person,
resident
or
officer
department
or
appointed
body
of
the
city
of
Athens
aggrieved
by
a
decision
of
the
board,
may
petition
the
Adams
County
Court
of
Common
Pleas
concerning
the
illegality
of
the
decision.
Such
petition
must
be
filed
within
30
days
after
the
mailing
of
the
decision
of
the
board
to
the
applicant.
A
A
The
board
is
required
to
take
testimony
under
oath
with
anyone
wishing
to
speak
concerning
any
item
on
the
agenda.
Please
unmute
your
speakers
or
your
microphone
and
then
answer
yes
or
no.
Do
you
swear
or
affirm
that
any
testimony
you
will
present
to
the
board
will
be
the
truth,
the
whole
truth
and
nothing
but
the
truth.
I
don't
hear
that
yes
or
no,
but
I,
assume
that
you
all
do
and
we
are
under
the
assumption
that
any
appellant
or
the
representative
who
are
testifying
or
on
the
road
and
I
may
repeat
that.
A
The
chief
of
police
actually
had
mentioned
his
opposition
strongly
is
right
here.
Mister
compiled
the
Chief
of
Police
says
we
are
definitely
opposed
to
the
front
set
the
defensing
in
this
area
and
the
fire
chief
had
echoed
chief
piles,
Commons
and
added
that
it
also
depends
on
the
size,
location
relative
to
the
structure
and
so
for
permanence,
height
opening,
etc.
A
So
the
way
we
left
that
last
time
was
for
miss
Bailey
to
contact
Chief
of
Police
and
then
the
fire
chief
to
see
what
they
thought
about
the
new
proposal,
and
my
first
question
goes
to
mr.
Aschenbach
or
mr.
Riggs,
the
code
office.
Have
we
heard
back
from
the
chief
of
police
and
chief
of
the
fire
chief
regarding
this
case
at
all
a
good.
C
Evening
everybody,
this
is
David
Riggs
director,
the
city
of
Athens,
cut
offs
I,
did
talk
to
the
chief
of
police
and
to
the
fire
chief
I
think
miss
Whaley.
Once
you
explained
the
extent
of
the
fence
and
the
height
and
the
size
of
the
fence,
I
think
that
I'll
leave
both
of
the
Chiefs
concerns,
and
they
at
this
point
don't
are
not
opposed
to
a
fence.
If
this
address
okay.
A
D
So
my
name
is
Alice
Avery
and
the
property
in
question
is
102
Mills,
where
I
live,
I
am
a
not
renting.
I
am
NOT
a
tenant,
it
belongs
to
my
family,
so
I
met
with
yes,
I
did
meet
with
chief
Pyle,
actually
I
called
chief
rhymer,
the
fire
chief,
and
he
said
Oh
actually
I
hadn't.
It
was
a
little.
He
had
directly
apparently
objected.
It
was
I
did
mr.
Riggs,
who
had
referenced
an
earlier
case
and
suggested
it
might
need
to
be
the
fire
chief.
D
He
was
referencing
118
mil
so
forth
an
earlier
case,
but
chief
rhymer
didn't
say
he
had
any
specific
objections.
I
would
note
that
118
mil
first
of
all,
I'm
building
a
different,
probably
a
different
front.
Someone
18
as
well
as
I've,
said
before
I
am
going
to
replace
it
with
it,
and
if
you
can
see
this,
but
it's
completely
plain,
there
are
no
spite
right
now
there
are
these
sort
of
ornamental
spiky
things
on
top.
This
is
going
to
be
completely
flat.
On
top
nothing
sharp,
nothing,
sticking
up,
no
ornamentation.
D
So
not
you
know
how
we
think
of
as
a
rut,
iron
fence.
Now,
just
you
know
the
plainest
possible
thing
that
I
think
would
look
a
little
bit
better
than
a
chain-link
fence,
but
you
know
it
has
no
ornamentation,
so
it
wasn't
going
to
be
like
that
anyway.
The
other
thing
is
that
when
18
mil
is
across
from
a
fire
hydrant
it
the
fire
hydrants,
are
all
on
the
other
side
of
the
street
they're
not
on
Mill
Street
they're,
not
on
my
side,
where
our
houses
they're
across
the
street.
D
But
my
ass
is
not
directly
across
from
a
fire
hydrant
and
when
118
mil
is
essentially
across
the
street,
so
I
think.
In
any
case,
the
issue
of
houses
would
be
very
different
for
our
house
because
we're
not
near
nearly
as
close
to
a
fire
hydrant
and
so,
but
he
but
I
said
chief
framer
didn't
actually
object.
It
was
sort
of
a
suggestion
that
he
might
object.
D
I
didn't
meet
with
chief
rhymer
in
person,
I
why
he
thought
a
fence
might
be
a
cut
first
to
a
horse
that
was
referenced
before
and
he
he
said
that
they
used
to
have
these
like.
It
was
like
orange
plastic
fences
with
stakes
and
I.
Guess.
Maybe,
of
course
it
gotten
injured,
I
wanna,
you
know
during
these
parties.
Well,
as
I
said
before,
is
not
going
to
be
anything
like
this.
This
is
a
very
plain.
D
You
know
just
no
spikes,
nothing
sticking
up,
no
ornamentation
plain
plain
plain
so,
and
it's
only
two
and
a
half
feet
so
I
when
I
gave
him
a
picture
of
this
and
I
said
yeah,
there's
not
gonna,
be
any
spiky
thing,
sticking
up
that
he
said.
Well,
you
know
no
I
have
no
more
objection
that,
in
my
case,
you
know,
okay,.
A
A
D
A
Csu
did
not
speak
to
both
Chiefs,
so
maybe
we
are
going
to
possibly
I'm
going
to
suggest
that
maybe
we
put
the
condition
that
if,
if
we
grant
a
variance
would
be
subject
to
the
review
by
the
both
of
chief
of
police
and
the
fire
department,
you
know
so
now
we're
going
to
do
our
job
and
then
what
what
happens?
Next,
you
know
if
there
is
some
more
objections
and
then
that
you
will
have
to
address
it
with
the
city
of
Athens.
Okay,.
E
E
E
A
D
Concerned
about
the
I
think
it
was
you
who
brought
up
the
issue
of
this
has
to
do
with
an
age
of
the
property,
not
the
nature
of
the
behavior
of
the
people
who
live
in
the
neighborhood,
something
like
that
and
and
the
emanate
sure
of
the
fact
that
I'm
I
have
a
child
I'm
watching
elderly
people.
I
can't
be
on
the
same
schedule.
As
you
know,
everyone
else
who
are
partying
students,
and
nowadays
these
party
institutions
also
a
lot
of
them
own
dogs.
That
was
the
real
yeah.
D
A
A
D
D
Yes,
the
nature
of
the
property.
It
makes
its
issue,
it's
especially
its
location.
It
is
umhum,
it
has
an
enormous
amount
of
foot
traffic
in
the
back.
That's
one
reason:
I'm,
sorry
in
the
front.
That's
one
reason
why,
unlike
a
lot
of
people
in
Athens,
we
don't
care
that
much
about
their
front,
fencing
their
front
yard.
But
do
you
want
to
fence
their
back
yard?
I
love
the
opposite
problem.
I
understand
it's
an
enormous
amount
of
foot
traffic,
it's
very
close,
the
University
and
it's
very
close
to
the
bars.
So
you
know
it's
constantly.
D
A
I
understand
yeah
I
understand
again,
you
know
this
is
a
friends
it's
not
allowed
in
this
thing,
but
we
are.
We
are
trying
to
hear
the
case
and
based
on
the
what
we
hear
and
they
saw
the
evidence,
so
we
make
grant
or
not
grant
the
variance.
So
that's
basically
what
we
are
doing
tonight.
Any
final
questions
for
the
appellant
or
any
comments
before
I
go
to
asking
someone
to
make
a
motion.
F
I
have
something
for
a
point
of
clarification.
I
think
it
was
mentioned
last
time
that
if
we
were
to
pass
this,
it
might
still
need
a
some
kind
of
permit
for
the
right-of-way
use.
That's
correct.
F
B
D
Ship
people
now
have
to
walk
in
the
street
if
they're
going
by
his
house.
My
the
right
of
way
in
concern
is
not
at
all
the
sidewalks
are
completely
free.
The
utilities
are
completely
unfenced,
they're,
completely
unacceptable
to
anyone
who
would
need
them.
The
only
so
call
right
away
has
to
do
with
you
know
if,
in
you
know,
a
hundred
years
they
decide
to
widen
Mill
Street.
You
know
they're
going
to
want
that
property
and
I
say
great.
D
In
fact,
if
you
want
to
widen
Mill
Street
next
year,
I
say
great,
because
then
then
you
know
the
street
would
come
up.
I
can
move
the
fence.
It's
all
about
trying
to
keep
as
much
of
the
dog
prep
out
of
the
front
as
I.
Can
you
know
so?
The
right
of
way,
you
know,
is
something
the
right
way
is
not
a
pedestrian
one.
D
D
D
D
A
B
D
B
F
G
A
Okay,
a
miss
Carson
second
and
I'm
gonna
go
over
their
findings
and
mr.
Thomas
I
see
you
are
here.
What
compares
we
assigned
their
mr.
d
like
to
be
the
voting
member
for
the
first
case,
because
you
were
not
present
at
the
time,
and
maybe
you
can
vote
on
the
next
step
next
case,
exceptional
circumstances
there
are
exceptional
or
extraordinary
circumstances
on
conditions.
A
H
G
A
Okay,
the
practical
difficulty
and
undue
hardship
because
of
exceptional
or
extraordinary
circumstances
or
conditions
pertaining
to
the
specific
use
of
property.
A
little
enforcement
of
these
regulations
will
result
in
practical
difficulty
or
on
the
hardship
that
is
unnecessary
to
the
achievement
of
public
purposes.
H
Think,
yes,
if
we
accept
the
premise
that
being
located
in
a
student
neighborhood
is
an
exceptional
circumstance.
Then
yes,
having
dogs,
constantly
defecating
in
front
of
the
house,
having
intoxicated
students
run
through
through
the
property
and
cut
through
the
property.
I
think
is
something
you
wouldn't
want
to
have
happen.
Are.
A
Those
hardships
to
the
use
of
the
property
or
are
they
hardships
to
the
actual
property?
You
know
property?
Maybe
this
doesn't
have
enough
air
you
to
put
the
garage
in
there.
That
might
be
a
hardship
you
know,
but
the
property
is
there.
We
are
talking
about
the
hardship
for
the
use
of
the
property
for
the
current
owners
with
that
consider
as
what
we
are
finding
here.
That's
my
question.
In.
G
My
opinion,
it
would
I
think
that
if
we
can't
give
relief
to
some
resident,
who
is
asking
only
to
put
up
a
fence
to
have
some
protection
and
privacy
in
a
neighborhood
where
that
is
very
hard
to
find.
That
strikes
me
as
a
reasonable
thing,
and
it's
not
clear
to
me
why,
how
it's
in
the
interest
of
the
code
or
the
community
to
refuse
the
construction
of
a
fence
there
well.
G
A
Minimum-Variance
I
think
because
of
the
height
and
then
I
think
it's
minimal
the
only
three
yes
absence
of
detriment.
The
authorizing
of
such
variance
will
not
be
of
substantial
detriment
to
the
adjacent
property
and
will
not
materially
impair
the
purpose
of
the
zoning
code
or
the
Public
Interest
I,
recall,
I,
don't
know
whether
I
register
or
not.
There
was
a
letter
or
email
from
mr.
Andrew
vote.
Vo
GT
from.
B
A
F
H
F
A
G
F
D
A
B
A
A
Appellant
is
requesting
a
conditional
use
permit
to
allow
a
bed-and-breakfast
use
in
a
b-1
zone
as
per
a
c
c23
Oh
404
D,
three
menstruation
Barker
or
mr.
Briggs
either.
One
of
you,
if
you
could
remember,
may
be
maceration
buckler
you
can
remember
was
did
we
have
a
case
for
the
same
bed
and
breakfast
on
across
from
the
Millers
chicken
awhile
back
yes,
20
was
a
year
ago.
Maybe
two
26
quest
stay.
The
street
I
thought
so.
A
A
B
A
A
A
K
K
So,
yes,
as
John
said,
we
are
asking
for
the
conditionally
permitted
boots.
They
are
being
be
on
our
property,
which
has
historically
been
a
rental
property.
On
the
west
side,
we
as
a
couple
buying
an
improved
properties.
We
have
done
a
few
in
timing
to
make
this
a
nice
addition
for
the
west
side
to.
J
Point
out
that
we
are
in
a
business
zone
and
I
believe
the
property
came
up
last
year
was
in
a
residential
zone,
so
there
are
distinct
differences
in
their
zoning
laws,
so
we
are
conditionally
approved
and
our
business
zone,
whereas
I
think
the
other
property
was
my
r3,
which
isn't
conditionally
approved.
I
could
be
wrong
about
that
I
believe,
there's
a
difference
there
yeah.
K
J
A
A
F
B
Was
a
grant
mr.
black,
it
was
a
grandfathered
rental
property
I
mean
it
used
to
have
three
units
as
a
rental
building
and
back
when
it
became
a
rental.
It
was
only
one
space
per
unit
instead
of
one
space
per
person,
so
it
has
legal
non-conforming
parking
as
a
rental
unit
since
they're
changing
it
to
a
bed-and-breakfast.
They
will
have
to
conform
with
current
parking
regulations
and.
A
E
B
Paul
had
a
question.
Paul
was
that
that
last
case
was
that
what
zone
was
that
the
one
across
from
Miller's
chicken
the
case
from
last
Sunday
was
literally
right
around
the
corner
when
I
went
on
relay
honestly,
that's
yeah,
because
that
was
the
issue
from
last
time.
Was
the
zoning
not
necessary
to
purpose,
but
the
zoning
I'm.
E
A
A
A
A
A
In
ten
rules
that
you're
going
to
apply
to
this
Airbnb,
this
is
a
sample
inner
city,
no
parties
or
events,
and
then
noise
ordinances
are
in
effect
between
the
hours
of
10:00
p.m.
to
7:00
a.m.
and
then
12
a.m.
to
7:00
a.m.
during
the
weekends
and
then
no
smoking
in
apartment
and
so
on.
Then
there's
few
other
rules
that
are
basically
no
pets
and
so
forth.
Then
I
have
in
here
the
letter
of
support.
A
Dated
July
13
is
signed
by
mr.
Philip
W,
Lee
and
you're.
Basically,
they
are
approving
of
this
application,
and
so
on
is
a
little
of
support
and
I.
Believe
I
received
an
email
that
I
have
shared
with
everyone,
and
this
was
done
by
Christine
Robinson.
You
all
had
that
email,
I
believe
by
forwarded.
He
came
Monday
yesterday
to
letter
from
Ryan
Wilson
honey.
I
am
writing
this
letter
in
favor
of
the
owners
of
the
property
located
at
80
not--she
for
a
street.
A
Nearly
they
mentioned
how
they
were
seeking
a
pole,
Airbnb
the
property
out
and
having
a
non
them
for
several
years
are
both
friends
and
landlords,
and
they
are
an
excellent
example-
should
be
plot
the
site
as
a
Westside.
It
myself
and
would
love
to
see
some
more
of
created
such
as
this
one
as
I,
believe
it
would
bring
more
into
the
Westside
on
the
list
would
be
a
huge
step
in
making
Athens
a
better
for
visitors
and
Nestle
signed
Ryan
Wilson.
F
A
L
L
The
only
concern
we
have
is
safety
and
parking.
I've
lived
on
Schaffer
Street
for
45
years,
and
I
watched
that
street
change
a
number
of
times,
I'm
hopeful
that
you
get
renters
that
stay
a
long
time.
I
think
that
would
be
quite
the
rate
to
go
a
couple
of
issues
about
the
12
parking
places.
There's
really
only
five
and
for
the
couple
I
want
to
alert
you
to
a
parking
place.
Number
five.
Since
we've
lived
here
the
longest
we
realize
that
that
does
not
actually
have
foundation
under
it.
L
L
Welcome
and
parking
spot
number
one.
If
you
don't
put
some
sort
of
a
barrier
or
pay
the
line,
people
will
try
to
park
right
next
to
the
curb,
so
any
of
the
traffic
coming
up.
That
I
cannot
see
out,
which
brings
me
to
the
safety
factor
of
that
intersection.
There's
no
crosswalk
there
used
to
be
a
light.
We
don't
need
a
light
anymore,
but
it
is
a
dangerous
intersection.
L
My
husband
actually
was
hit
by
a
car
when
he
was
walking
back
from
Muller's
one
day,
a
person
unfamiliar
with
the
area
cut
the
corners
short
and
hit
him
when
I
ride.
My
bicycle
I
get
off
my
bike
and
I
wave
everybody
past.
So
then
I
can
take
the
bike
across
the
street
and
I've
almost
been
hit.
So
please,
with
whatever
tenants.
You
have
alert
them
to
that
factory.
L
The
alley
is
an
interesting
little
alley
in
Athens.
You've
not
been
gallant.
Please
do
drive
down
there
when
I
first
moved
here
they
building
the
kevin
kline.
Once
in
the
back,
it
has
three
units,
twelve
bedrooms,
twelve
parking
places
that
he
has
that
unit
and
they
have
those
parking
places
beads
and
things
art
in
the
back
we
park
in
the
back.
We
build
a
garage,
a
couple
of
the
houses
on
West,
State,
I'm,
sorry,
yes,
but
West
Washington,
they
Park
in
the
back
and
also
the
site
of
house
apartments
parked
in
the
back.
L
So
it's
a
well
traffic
area
now
and
if
you
only
have
five
parking
places,
I'm,
not
sure
where
everyone's
going
to
go.
Shaffer
Street
now
has
sumac
that
it's
turned
into
a
marvelous.
Boning
they've
increased
the
number
of
parking
places,
but
it's
not
enough,
so
they
Park
on
the
street.
You
have
to
have
Alito
the
speeds
and
things
the
cider
house
and
even
some
of
Miller's
parking
or
Miller
spoke
Park
there
they
are.
Can
they
block
the
steps
going
down?
L
What
we
end
up
doing,
if
we're
trying
to
cross
that
Street,
is
block
on
the
retaining
wall
because
they
blocked
it,
and
then
you
jump
down
between
the
cars
to
try
to
get
across
the
street
so
parking
you.
We
want
you
to
be
successful.
We
would
like
you
to
have
parking
places
for
everyone,
and
we
want
all
of
the
reviews
that
you
get
from
people
to
be
positive
ones
and
so
we're
what
to
look
out
for
you.
There
I
think
that's
all
I
have
to
say.
J
I
really
appreciate
knowing
about
the
parking
issues,
we'll
definitely
talk
to
my
contractor.
We
were
talking
about
building
up
the
stairs
a
little
bit
better
there.
We
supporting
that
retaining
wall
to
kind
of
help
with
some
of
that
parking,
and
then
it
probably
has
nothing
to
do
with
with
us
before
us
right
now,
but
as
of
right
now
we
have
a
basically
two
families
in
the
unit
right
now
with
young
with
young
kids,
so
we're
I
mean
I,
have
nothing
against
student.
J
Rentals
I
was
a
student
once
myself,
but
as
of
now
it's
it's
more
family,
thanks,
good
and
hopefully,
at
the
end
of
this
week
or
next
Keith
is
gonna,
be
starting
on
a
year
old,
Keith
wild.
So
we're
trying
to
make
it
kind
of
tie
the
neighborhood
together
and
because
of
Stu
max
awesome
renovations.
When
that's
done,
you
want
to
keep
that
up.
I
have.
A
A
J
Would
have
to
look
into
it.
One
of
the
things
that
we
have
been
talking
about.
We
have
a
friend
numbers
for
is
with,
with
the
amount
of
Kovac
cases
and
Athens
getting
worse
and
worse
Morse.
We
were
talking
about
because,
because
of
its
proximity
to
the
hospital,
potentially
doing
pretty
much
an
at
cost
lodging
for
people,
health
care
workers
who
are
concerned
about
going
home
so
in
that
case
might
be
several
different.
J
J
A
B
A
Okay,
so
that's
something
you
will
figure
out
later
on.
This
is
approved:
okay,
okay,
so
this
is
going
to
be
between
the
neighbors,
the
two
neighbors.
We
can
work
out
the
issues
with
the
parking
and
the
lady
who
was
here
and
I
forgot
her
name,
but
your
testimony
is
on
the
record.
So
if
something
happens
in
the
future,
you
can
refer
to
it.
Otherwise
there
is
nothing
else.
A
A
G
My
questions
for
the
appellant
said:
it's
not
it's
really
just
out
of
curiosity.
It
doesn't
really
have
anything
to
do
with
the
boat
or
anything,
but
I'm
just
wondering
why
you
chose
the
idea
of
a
bed-and-breakfast
instead
of
a
sort
of
traditional
year
yearly
rental
and
was
it
affected
by
the
cove
it
or
just?
Is
there
some
reason
that
you
want
to
move
in
the
direction
of
Airbnb.
J
Basically,
a
flexibility
there's
so
much
up
in
the
air
right
now,
whether
or
not
ru
is
going
to
come
back.
We
would
love
the
flexibility
to
be
able
to
rent
it
out.
We
also
think
it's
in
a
great
location
to
serve
the
people
on
the
west
side,
especially
if
someone
the
west
side
has
family
that
wants
to
come
in,
but
they
want
to
basically
self
quarantine
and
socially
just
didn't
see
each
other
having
an
air
B&B.
J
G
A
I
saw
Lisa
first,
so
when
we
go
with
Lisa,
Kay,
motioned
and
Lisa.
Second,
all
right.
We
don't
have
the
findings
for
this
one,
but
I'm
gonna
go
to
2307
Oh
to
Part
II,
the
conditionally
permitted
uses
general
provisions.
The
BCA
may
authorize
the
issuance
of
the
conditional
use
permit
in
accordance
with
the
following
provisions,
number
one
conditional
uses
for
which
a
permit
is
issued
or
permitted
in
the
zone.
Yes,
that's
true
that
they
they
are
permitted
in
b1,
so
we
are
good
there
number
two
each
conditional
use
is
considered
as
an
individual
case.
A
I,
never
understood
what
that
is,
but
my
guess
is
okay.
Number
three
now
they're
busy
Asia
I'll
find
the
case
conforms
to
their
specific
requirements
required
in
each
section
and
also
these
standards,
a
the
conditional
use
complies
with
all
applicable
city
regulations.
Qaddafi's,
yes,
no,
yes,
okay,
Part
B!
The
conditional
use
will
be
of
such
location,
size
and
character
that
it
will
generally
be
harmony
with
the
appearance
with
the
appropriate
and
orderly
development
of
this
zone.
It
will
not
be
detrimental
to
the
orderly
development
of
the
adjacent
properties
nor
inconsistent
with
the
city
Comprehensive
Plan.
B
B
A
Okay,
good
and
any
members
of
the
board
have
any
comment
on
it.
And
finally,
the
ingress
and
egress
from
the
parking
area
is
to
design
to
so
designed
as
to
cause
minimum
interference
from
traffic
on
the
building
streets,
and
this
is
something
that
is
a
safety
issue
which
would
do
not
discuss
and
I
assume
it
will
be
taken
care
of
it
right.
Mr.
Aschenbach
er,
yes,.
B
And
the
way
the
parking
is
there
now
I,
don't
see
how
it
could
be
done
any
better
to
improve
traffic
and
stuff.
It's
just
there
on
the
alley.
It
is
on
an
alley
and
they
don't
have
a
direct
entrance
on
to
the
street.
So
in
the
code
offices
opinion,
the
parking
is
set
up
so
as
not
to
cause
any
problems.
Okay,.
E
A
Thomas,
okay,
you're
gonna,
be
warding
on
this
case
right.
Yes,
all
right,
I'm,
going
to
call
the
name
since
on
me
with
your
microphones
mr.
cross.
Yes,
mr.
Thomas,
yes,
miss
Tousley,
yes,
miss
Carson,
yes
and
I.
Would
yes
as
well?
If
you
have
the
variance,
not
the
variance
the
conditional
use
permit,
five
to
zero
and
good.
A
E
A
A
Yeah
I,
recall
I,
said
that's
how
long
I've
been
there.
We
had
a
different
secretary
before
you
were
on
that,
then
you
came
forward
and
volunteered
and
you
have
been
doing
a
great
great
job.
I
understand
that
you
will
be
retiring,
but
at
the
end
of
this
month,
yeah
I
want
to
congratulate
you
and
thank
you
for
all
the
services
that
you
provided
for
us.
A
G
I
just
want
to
say
that
his
knowledge
well
Paul
Aschenbach,
are
here.
Your
knowledge
is
immense
and
you've
been
a
fabulous
support
all
these
years
and
we
will
miss
you
and
I
just
want
to
extend
the
thought
that
if
you
find
it
necessary
for
your
mental
health
to
come
back
to
the
Board
of
Zoning
Appeals
meetings,
I
yeah
I
would
really
welcome.
You.
B
One
thing
I
want
to
suggest
to
the
board
and
I:
don't
know
how
feasible
it
would
be,
but
if
you're
looking
for
a
new
secretary,
there
used
to
be
a
position
of
board
secretary,
there
used
to
be
somebody
who
work
for
the
city.
Who
was
the
secretary
for
all
the
Forte's
shade-tree
Planning
Commission
housing
board
zoning
board
and
they
used
to
take
care
of
all
the
paperwork,
all
the
minutes
and
stuff.
A
I
H
I
will
there
are
many
qualities
that
I
could
talk
on
at
length
that
I
really
appreciate
Paul,
that
you
have
and
have
shown
these
many
years,
but
one
in
particular
that
I
appreciate
it
is
your
patience
with
us
in
our
occasional
foolishness,
our
occasional
lapses
of
memory.
You've
been
just
steady,
rock
steady,
never
judging
always
there
and
thank
you
very
much
I
will
miss
you.
Thank.
B
You
now
I
appreciate
the
job
that
you
board
members
do.
It
is
as
close
to
a
thankless
job
as
you
can
get,
because
the
only
time
you
hear
about
you
being
on
the
board
is
when
people
think
you
screwed
up.
So
you
do
a
good
job.
You
approach
these
cases
with
practicality
and
common
sense
and
as
much
objectivity
as
you
can
get
and
that's
exactly
what's
needed.
So
I
appreciate
the
job
you
guys
do.
Thank.
