our
finance
and
Personnel
Committee,

and
Personnel
Committee
members

After
that
we
will
be
having
a
special
session
and
that's
a
little
bit
different
than
our
ordinary
business
session.

don't

communications,
we
don't
have
reports,
we
also
don't
amend
the
agenda
and
we
do
not
have
that
opportunity
at
the
end
of
the
meeting
where
citizens
have
the
opportunity
to
speak
for
three
minutes
on
any
other
subject

we've
not
covered
during
the
night.
So
it's
a
little
bit
abbreviated.
It
is
exactly
what
it
says
that
its
title,
it's
special
primarily
for
the
reading
of
ordinances,
but
we'll
lead
off
with
a
finance
and
Personnel
Committee
with

a
grant
or
loan
alone
that
allows
the
for
the
regionalization
of
some
of
our
city
utilities,
in
particular
water
and
sewer.
It
is
a
loan
at
zero
interest
over
40
years,
which
would
allow
for
a
large
sum
to
be
to
be
borrowed
or
actually
a
bonds
issued,
and
then
we
could
expand
our
utilities
outward.
If
the
mayor
wants
to
expound

that
a
little
bit.

as
the

sewer
corridor,

our

as

as

our
revenue
stream
from

renewing
the
contract:

which
we've
been
talking
with
the
director
for
a
CTV
and
engaging
to
which
he
recognized
that
revenues
were
falling
or
the
franchise
fee
was
dropping
over

course

years,

also
looking
at
behaviors
of
those
who
come
in
and
use
that
particular
asset
and
more
and
more
people
are
using
this
to
create
your
own
programming.

in
this

it

for

this

an
ordinance
authorizing
the
mayor
to
enter
into
an
agreement

provide
financial
support

city's
transient
to
guests
tax
to
the
outdoor
recreation,
Council
of
Appalachia,
known
as
worka
for
funding
the
Bailey's
trail
system,
along
with
other
educational
activities
and
is
introduced
by
councilmember
Reisner.

I
just
want
to
say
that
of
all
the
ordinances
and
resolutions
that
I
have
seen
in
my
seven
years,
eleven
months
and
nine
days
of
being
a
member
of
council
I've
never
had
anything
quite
like
this
when
come
in
before
me,
with
the
the
amount
of
public
interest
and
participate
participation
and
just
the
interests
in
a
piece
of
legislation.
I
mean
we've
had
other
controversies
before,
but
nothing
quite
like
this.

Right
well,
as
some
of
you
suspect,
I
may
have
been
opposed
to
this
initially
and
initially,
my
position
has
been
all
along
I.
Think
it's
a
great
idea,
I
think
it's
wonderful
I
hope
it
brings
prosperity
to
Athens
and
to
Chauncey
and
our
communities
and
our
counties,
because
we
certainly
need
something
like
this.
My
concern
has
been
all
through
this
entire
process.

Possible
or
possibility
I
think
it's
worth
trying
to
plant
this
tree,
in
other
words,
planting
the
seeds
for
this
tree
and
even
if
we
take
a
loss
for
a
little
while
I
think
it'll
be
worth
it
in
the
long
run

least
I
hope.

so
I
too
have
been
absolutely
impressed
by
the
fact
that
we've
had
so
many
people
come
forth
and
give
their
support,
and
we've
had
some
really
good
statements
and
points
made
by
people
and
not
just
the
normal
trail
rider,
but
some
business
people
who
have
come
forth
and
said
yes.

is
why
we
are
willing
to
locate
in
Athens
County,
because
we
want
some
things
to
happen
here
and
I
really
like
to
hear
that
kind
of
input.
So
again,
I
think
it's
it's
a
process
that
disturbs
me
because
I
know:
I
have

reputation
of
being
a
kind
of
conservative,
old
cheapskate
on
council,
but
I
I
think
it's
it's
worthwhile
and
I
I
support
it.

think
what
councilmember
Magee
said
has
has
a
lot
of
worth.
I,
too,
have
been
very
cynical
of
this
process.
We
do
do
other
investments
with
in
the
whole
county.
We
do
the
tourism
and
we
do
the
EDC,
the
economic
development
council.
So
the
idea
of
our
the
city
of
in
putting
money
into
an
investment
like
this
is
really
not
that
big
of
a
stretch
for
a
lot
of
people,
because
they
understand
and
the
economic
development
of
it
if
models
are
correct,
can
be
very
large.

I
have
more
of
an
issue
with
some
of
the
the
leadership
that
has
gone
on
in
the
past,
with
this
I
think
that
we
need
to
identify
areas
that
the
city
can
do
better
in
with
providing
liaison
and
being
able
to
follow
a
long
term
project
like
this
you've
been
working
on
long
term
projects
for
two
years.
It
comes
to
council
and
all
of
a
sudden,
we
have
to
become
you
know,
specialists
in
models,
and
you
know
pay
pay-as-you-go
or
pay
for
success.

Or
this
you
know,
land
trust
versus
a
recreational
trust,
and
so
people
I
think
we
need
to
figure
out
ways
to
liaison
so
that
those
sort
of
issues
and
information
that
counsel
needs
and
the
questions
that
we
need
to
answer
are
more
readily
available
because
we've
been
brought
along
through
the
process
and
I
think
that
has
something
to
do
with
our
liaison.
The
other
thing
I
think
we
need
to
think
about
going
forward
to
our
new
session.

You
know
accountability,
those
sort
of
things
when
we
worked
on
the
right-of-way
piece
that
the
Andy
stone
was
working
on
for
a
long
time
that
came
to
council
and
it
was
like
none
of
the
things
that
counsel
usually
requires
when
we
do
things
like
that-
and
this
is
a
similar
situation
where
the
council
doesn't
sign
content
and
contracts
for
20
years.
You
know
we
do
it
for
the
water
treatment
center,
but
the
water
treatment
is
in
the
city,
so
we
get
the
physical
manifestations
of
it.

So
I
think
that
what
has
been
put
forward
as
amendments
helped
to
go
and
make
me
more
assured
of
the
leadership.
That's
going
to
go
forward
with
this.
The
leadership
of
Debbie
Phillips
is
essential,
and
that
Orca
is
has
the
chairperson
with
page
I
lost
I.
Think
that
that's
a
good
team
to
go
forward
with
with
this,
we
need
to
have
everything,
ready
and
everything
all
set
up,
because
if
this
is
supposed
to
be
a
you
know
a
model
of
private.

Who
are
a
lot
more
involved
in
these
kinds
of
developments
than
I
myself
have
been,
and
I
and
I
have
been
convinced
by
professor
professor
Julie
Paxton
and
Susan
Turano
and
Debbie
Philips
and
Don
McCarthy,
and
so
many
people
who
have
come
forward
to
help
me
understand
this
project
better.
We
had
a
very
nice
tour
last
week
out
at
the
trails
themselves
and
hearing
the
people
actually
on
the
trails.
Developing
the
trails
talk
about
the
way
that
they
develop
them
and
the
users
we've
been
talking
about.
I
Coming
from
all
over
to
improve
the
Chauncey
Park
and
the
plans
for
improving
that
park,
space
so
I
think
are
really
exciting
for
the
city
of
Chauncey,
as
well
as
the
the
mind
remediation
the
mind,
the
things
that
needs
to
be
done
to
the
old
mind
that
still
has
the
tipple
there
and
some
outbuildings
and
then,
of
course,
bringing
in
the
the
bike
way
to
Chauncey.
All
of
these
things
together.
I'm
excited
to
be
a
part
of
it,
so
I'm
in
full
support.

believe
it

Baker
Center

campus

fascinated

opportunity,

outdoor
recreation,
but
for
economic
development
in

city

Athens,
the
county
of
Athens
and
beyond,
and

remind
council

Orca
is
not
just
about
the
Bailey
trail
system.

recreation.

we

idea
of
preemption
will
still
be

idea

state
of
Ohio

regulates
towing,

city,

still

the
Supreme
Court

in

this

mostly
because
this
this
code
hasn't
been
sight
touch
since
2003
we've
known
about
this
for
over
10
months,

point
we
have
a
recommendation
from
art
from
our
law
director
and
from
Keith
Pyle,
who
said
that
this
isn't
something
that
he
really
wants
to
get
into
with
regulation.
This
has
to
deal
between
the
private
property
owner
and
the
towing
companies.

like
the
the
idea
that
these
small
business
owners
are
being
painted
in
a
bad
light.
I
can
definitely
agree
that
this
is
a
service
that
nobody
likes
to
have
done
to
them.
But
if
we
didn't
exist,
I
would
hate
to
see

city
having
to
own
and
maintain
their
own
towing
vehicles
and
employ
somebody
to
do
this
job
that
that
is
done
efficiently
and
cost-effectively
by
small
business
owners
in
our
city.

like

we

a
city
code
that
can't
be
enforced
as
it
currently
stands,
because
it
is
in
violation
of
the
Ohio
statute,

think
we

It
may
be
an
issue
that

have
some
creative
meetings.
Gatherings
approaches
on
as
far
as
ways
to
to
better
communicate
the
parking
regulations
or
communicate
the

challenges,
but

understand

it

a
complex
issue

people

are
directly
impacted
by
it
are
on
both
sides
can
feel
very
strongly
about.

car

the
city
of
Athens
has

rate.

doesn't
matter

in
time.
We
no
longer
have
it
so
that
we're
giving
up
any
possibility
that
this
could
be
challenged.

called
moot
and
the
courts
use
it.

courts
use
it
to
knock
stuff
out.

the
city
of
Athens,
regardless
of
what
we
do,
whether
we
raise
the
rates,
whether
we
keep
them
the
same
or
whatever
so
long
as
we
have
something
it
gives
a
student
or
a
person
the
right
to
challenge
it
in
court
once
it's
removed,
then
you
no
longer
have
that
right
to
challenge
that
issue
in
court.
So
you
have
to
understand
a
preemption
means
that
basically,
that
you're
giving
up
that
right.

two
court
cases
and
one
was
a
student
versus
the
tow
company,
the
first
one
that
one

settled,

we
don't
know

recent
case.

said
student,
a
citizen
suit,
the
tow
company
and
the
tow
company
did
not
appear.

tow

the

tow
charge.

part

which
of

wrapping

or

ordinance

make
appropriations
for
current
expenses
and
other
expenditures
of
a
city
of
Athens
Ohio
during
the
fiscal
year,
ending
December
31st
2020
and
is
introduced
by
the
Finance
and
Personnel
Committee
ordinance.

ordinance
authorizing
2020
staffing
levels
and
non-union
compensation,
repealing
all
ordinances,
inconsistent
therewith
and
declaring
an
emergency
introduced
by
the
finance
and
Personnel
Committee.

amendment
does
three
things
generally,
the
most
significant
and
and
the
my
motivation,
and
for
offering
this
amendment
is
to
provide
paid
parental
leave
to
all
full-time
non-union
employees
of
the
city
who
have
worked
for

city
for
a
period
of
at
least
12
months.
So
this
is
for
how
long
the
leave
is
240
hours
or
six
six
weeks,
I
don't
have
of
paid
parental
leave
and
I
can
read
the
section
and
it
is
print.

leaf
of
up
to
a
maximum
of
240
hours
will
be
granted
to
parents
who
are
eligible
full-time
employees
for
a
single
event,
birth
or
adoption
single
or
multiple
children.
Excluding
adoption
of
a
spouse's
children.
Any
employee
granted
leave
under
this
section
shall
continue
to
be
covered
under
the
cities,
group,
health,
life
and
AD&D
insurance.

shall
be
entitled
to
receive
his
or
her
full
salary
for
up
to
a
maximum

hours
of
parental
leave
to
receive
the
full
leave.

hours
must
be
used
within
10
weeks

the
qualifying

must

taken

I
did
discuss
with
our
Service
Safety
Director,
and
it's
just
to
clarify
the
intent
of
that
section
and
then
I
found
as
I
was
reading
through
this,
that
all
the
descriptions
of
reasons
for
leave
and
the
terms
and
conditions
around
each
type
of
leaf,
we're
sort
of
scattered
out
throughout
the
oh,
the
document
so
Irene
bird
or
like
rearranged,
so
that
all
types
of
leave
are
in
and
so
paragraphs
have
been
remembered
and
then
have
made
adjustments
to
where
other
paragraphs
are
referenced
and
to
hopefully
make
sure
all
the
language
is
consistent.

Grace,
because
this
is
something
that
we've
needed
to
do
for
quite
a
while
I
think
it's
especially
relevant
because,
as
a
city,
we've
tried
to
be
very
cognizant.
The
fact
that
in
many
places
the
people
who
do
not
have
a
union
tend
to
get
overlooked
in
in
a
lot
of
places
where,
in
a
lot
of
situations
and
a
lot
of
situations,
they've
been
traditionally
the
traditional
female
role
of
administrative
secretaries
and
those
sort
of
things,
and
they
are
just
as
important.
They
make
everything
run
smoothly.

there

process
for
that
on

forms
and
proof
that
they
actually
live
in
the
same
household,
and
it's
not
just
a
you
know

girlfriend/boyfriend
thing,

we
do
have
a
process

our
medical

would
seem

me

management,

sure
who
the
other
people

categories
would

customers,

the

who
use
greater

15,000
gallons
amounts

users

have
to
pay
the
difference
in
order
for
the
engineering
department

reach

goal

additional
income,

they
can
do
their
deferred
maintenance
and
get
other
equipment,
and

rates

jump
up
rather
significantly.
