Athens
City
Council,
it's
Monday
February
3rd
2020
at
7:01
p.m.
and
we
are
in
regular
session
tonight,
so
we'll
be
reading
a
series
of
ordinances
before
we
do
that,
we
do
have
some
communications
and
reports.
The
first
of
these
and
our
first
item
of
business
is
to
establish
a
quorum,
and
all
members
of
council
are
present
for
communications.
We
have
three
items
that
council
has
received.
One
of
these
is
from
the
city.
A
Athens
depart
Athens,
Police
Department,
it's
the
2019,
a
drug
and
law
enforcement
fund,
expenditures
and
revenue
report
and
that
basically
reports
to
the
City
Council
the
revenues
that
the
City
Police
Department
has
received
as
from
seizures
and
forfeitures,
and
also
fines,
and
from
that
monies
they
are
allowed
to
purchase
certain
things.
Several
of
these
were
grants
for
which
Police
Department
employees
staff
were
able
to
attend
workshops.
There
was
also
a
wireless
router
purchased.

second
item
is
from
limestone
apartments.
Llc
based
in
Chillicothe-
and
this
is
this
letter-
informs
us
that
there
will
be
a
46
unit,
affordable
housing
unit
of
apartments
that
will
be
constructed
and
those
will
be
located
on
a
1,
1,
5
3,
8,
Valley
Drive
in
the
plains.
Ohio
that's
46
units
and
the
apartments
will
be
designed
to
meet
the
needs
of
families
and
can
be
easily
modified
to
accommodate
individuals
with
physical
limitations
and.

Commission

the
first

first

I
received
a
letter
from
the
Athens
middle
school
and
it
was
about
the
event.
That's
coming
up
on
the
18th
of
February
6
o'clock
at
the
middle
school,
and
it
is
paying
respect
to
Andrew
Jackson
Davidson,
who
was
an
african-american
lawyer,
one
of
the
first,
if
not
the
first
in
the
state
who
is
recognized
by
the
Athens
Bar
Association,
and
his
portrait,
though,
is
lacking.
It
doesn't
exist
in
the
County
Courthouse,
and
so
that
event
is
open
to
anyone
who
wants
to
come.

be
reading
a
proclamation
naming
that
day
as
Andrew
Jackson
Davidson
day
here
in
the
city
of
Athens.
But
the
middle
school
put
a
lot
of
work.

lot
of
research
into
this,
so
I
encourage
council

attend

really
proud
of
all
the
work
that
they
have
done
to
to
recognize
an
individual
who
has
quite
the
interesting
history
behind
mr.
Davidson.

other
thing
that
I've
got
for
council
tonight

that
Thursday

the

at

p.m.

with
a
keynote
speaker
having
dear
MA.
She
is
the
first
deafblind
person
to
graduate
from
Harvard
Law
School
and
advocates
for
equal
opportunities
for
people
with
disabilities,
so
she
will

speaking.
We
are
co-sponsoring
her
being
here,
along
with
the
Center
for
Law
and
Justice
Center
AC
bdd
is
also
a
sponsor,
as
is
multiple
entities
at
Ohio
University,
so
encourage
counsel
to
attend
that
as
well.

we

resolutions?
People?

voice

city
council

administration

able
to
to
amplify
our
citizens
voice
and
that's
one
reason.
We
do
these
type
of
resolutions.

Another
reason
is
to
get
people
to
understand
what
we
want
and
how
we
are
going
to
go
forward
in
important
instances
in
the
city
and
so
I
think
that
this
particular
one,
which
is
endorsing
the
declaration
of
a
climate
emergency,
fits
in
those
sort
of
things.
We,
as
a
city
have
been
really
very,
very
broad,
strong
and
has
a
lot
of
leadership
and
a
lot
of
things
that
we've
done
for
sustainability.

I
mean
from
many
years
ago
doing
the
the
community
center
solar,
doing
the
research
that
we
did
and
all
the
buildings
to
see
where
we
can
do
cut
electricity
to
being
an
electrical
aggregator,
which
is
super
important,
and
people
need
to
realize
that
and
and
say
yay
for
Athens
and
Athens
County
and
the
citizens
of
Athens
and
all
the
hard
work
that
they've
done
and
they
will
do
in
the
future.
But
we
have
to
double
down
on
that.
We
are
in
a
state
of
an
emergency.

We
have
seen
that
and
horrific
pictures
that
have
come
out
of
Australia
and
the
floods
that
have
come
out
of
Europe
and
locusts.
The
plague
of
locusts
has
come
out
from
you
know.
Central
Africa
is
that
we
are
in
deep
doo-doo
just
say
that
in
a
way,
I'm
not
going
to
be
beat
by
Scott,
so
I
want
to
put
this
forward
so
that
it
provides
a
goalpost
and
a
roadmap
for
us
to
go
forward
in
this
year
of
climate
emergency
I
myself.
That
is
what
I
am
going
to
do.

This
whole
year
is
try
to
bring
Athens
up
so
that
we
are
resilient.
We
have
a
community
that
is
strong
and
powerful
to
be
able
to
weather
through
these
sort
of
emergencies
and
that
our
city
has
taken
all
the
things
that
we
need
to
do
in
order
to
make
us
safe
and
resilient
as
a
community.
We
do
that
because
we
have,
you
know
flood
protection.
We
have
fled
regulations,
water
quality
regulations
and
we
have
more
of
those
coming
forward.

So
I
just
like
to
to
put
this
forward
as
a
call,
a
clarion
call
to
everybody
out
there,
all
the
citizens
in
the
city
and
the
county
to
go
forward
with
the
city
to
be
able
to
do
the
work
that
we
need
to
do
in
the
next
year.
So,
whereas
in
April,
20
2016
world
leaders
recognize
the
urgent
need
to
come
back
climate
change
by
signing
the
Paris
climate
agreement,
agreeing
to
keep
climate
warming
below
2
degrees,
Celsius
above
pre-industrial
levels,
and
to
pursue
efforts
to
limit
the
temperature
increases
to
1.5
solid.
B
Whereas
current
warming
trends
demonstrate
that
the
earth
is
already
too
hot
for
safety,
as
attested
by
increase
in
intensifying
wildfires
floods,
rising
seas,
disease,
droughts
and
an
extreme
weather,
whereas
according
to
the
United
States
Special
Rapporteur
on
extreme
poverty,
1.5
degrees,
Celsius
of
global
warming
could
cause
500
million
people
to
water
poverty.
36
million
people
suit
food
insecurity
because
of
lower
crop
fields
and
4.5
billion
people
heat
waves,
where
I
was
in
October
2018.

Whereas
such
necessary
measures
to
restore
a
safe
climate
include
a
rapid,
just
managed
face
out
of
fossil
fuels,
ending
greenhouse
gas
emissions
as
quickly
as
possible
to
establish
a
zero
emission
economy.
A
widespread
effort
to
safely
drawdown
excess
carbon
from
the
atmosphere,
a
full
transition
to
the
regenerative
agricultural
system
and
an
end
to
the
sixth
mass
extinction
through
widespread
conservation
and
restoration
of
ecosystems.

And
whereas
Athens
can
act
as
a
global
leader
through
initiating
an
emergency
climate
mobilization
to
convert
to
an
ecologically,
socially
and
economically
regenerative
local
economy
and
emergency
speed.
As
well
as
advocating
for
regional,
national
and
international
efforts
to
necessary
to
reverse
global
warming
and
the
client
and
the
ecological
crisis,
now,
therefore
be
it
resolved
by
the
city
of
Athens.

Athens
hereby
commits
to
a
citywide
mobilization
effort
to
reverse
global
warming
and
the
ecological
crisis,
with
with
appropriate
financial
and
regulatory
assistance
from
the
state
and
the
federal
government
and
citywide
greenhouse
gas
emissions
as
quickly
as
possible,
and
no
later
than
2030
immediately
initiates.
An
effort
to
safely
draw
down
carbon
from
the
atmosphere,
ensuring
a
just
transition
for
residents
and
accelerating
adaptation
and
resilience
strategies
in
preparation
for
intensifying
local
climate
impacts.

City
Council
requests
that
the
2020

City
boards
and
commissions
meeting
focus
on
the
formation
of
citywide
climate
protection
strategies
and
priorities.

council
further
suggests
that
the
city
form
an
ad
hoc
committee
to
coordinate
climate
and
environmental
programs,
as
well
as
plans
to
develop
and
review
citywide

mobilization
efforts,

city
requests
that
the
Athens
environment
and
sustainability
Commission
commit
to
engaging
or
residents
in
public

deliberations
on
the
climate
emergency,
which
will
aid
in
the
creation
of
a
citywide
climate
mobilization,

plan.

Athens
city
recognizes
that
the
full
participation,
inclusion,
support
and
leadership
of
community
organization,
faith,
communities,
youth,
labor
organizations,
academic
institutions,
indigenous
groups
and
racial,
gender
and
family,
immigrant
and
disability
justice,
an
organization
and
other
allies
are
integral
to
the
climate.
Emergency
response
and
mobilization
efforts.

The
Athens
City
Council
calls
upon
governor
Devine
and
the
legislative
leaders
to
join
the
United
States
Climate
Alliance,
a
bipartisan
coalition
of
Governors
committed
to
reducing
greenhouse
gas
emissions,
consistent
with
the
goals
of
the
Paris
climate
agreement
and
furtherance
of
this
resolution.
The
clerk
of
Council
shall
submit
a
copy
of
this
resolution
to
Governor
DeWine
state
representative
Edwards,
US
representatives,
survivors
state,
senator
Hoagland
and
US
Senators,
Portman
and
Brown
bath
and
city
commissioners
and
the
Bayeux
Municipal
League.
The
resolution
will
take
effect
at
the
earliest
state
permitted
by
law.
This
sounds
very.

Aggressive-
and
it
is
it's
so
it's
totally
aggressive
because
we
need
to
be
this-
is
an
emergency
and
we
have
in
our
community
the
power,
the
tools
and
the
people
to
be
able
to
do
this.
We
have
the
community
partners
program.
You
know
not
a
program
that
we
work
really
well
with
all
our
different
community
groups
and
engage.

We
are
going
to
go
this
year
and
do
a
lot
of
different
environmental
sustainability
actions,
because
it's
the
50th
anniversary
of
Earth,
Day
and
Athens
beautification
day
is
going
to
focus
on
that
and
it's
something
that
we
can
do.
What
does
it
mean
by
drawing
down
carbon?
That
means
planning
trees,
doing
the
sort
of
things
that
we
need
to
do
to
be
able
to
go
forward
to
have
a
zero
and
a
zero
carbon?

I
Yet
we
would
be
the
first
city
in
the
state
of
Ohio
to
do
this,
and
so
if,
in
fact
the
other
City
Council
members
will
join
member
fall
and
I
in
voting
for
this,
then
we
can
once
again
become
a
leader
in
our
state
and
maybe
just
be
a
model
for
other
small
towns
or
college
towns
that
want
to
do
this
as
well
and
I.
Really
thank
the
people
that
came
here
because
of
this
proposal
as
well.

would
like
to
say
that
we
are
a
city
and
the
University
combined
and
I
think
the
city
of
the
University
of
taken
turns
over
our
long
history
of
taking
leadership
on
certain
areas,
and-
and
this
is
a
place
where
Athens
the
city
of
Athens
can
lead,
but
we
should
do
that
with
the
University
and
and
find
ways
to
work
together,
as
we
already
are,
and
really
you
know,
push
our
agenda
and
our
progress
forward
together.

is
just
a
quick
story,
so
I
have
the
National
Wildlife
Refuge
part
of
their
mission
is
to
have
educational
component,
and
so
just
a
few
weeks
ago,
I
was
able
to
go
in
the
Canaan
Valley
National
Wildlife
Refuge,
with
with
David
Seville.
We
actually
spent
a
decade.
I
never
had
a
chance
to
meet
him,
but
I'd
heard
about
him.

He
spent
a
decade
getting
the
Dolly
Sods,
also
in
the
Canaan
Valley
designated
as
as
wilderness,
and
so
I
got
to
go
on
a
hike
with
him,
and
we
were
you
know
we
were
talking
about
the
forests
and
and-
and
he
said
you
know
really
the
most
important
thing
that
we
can
do
to
to
help
address
this
issue
at
this
point
is
to
plant
trees.
So,
as
a
representative
of
the
shade
tree,
Commission
I
will
well
once
again
reiterate.
I
think
that
the
best
thing
that
we
can
do
here
is
is
plant
trees.

Just
to
remind
everyone
that
you
know,
the
city
of
all
Athens
also
took
a
bold
step
with
having
the
carbon
fee
on
the
ballot,
which
won
by
a
resounding
majority
as
that
went
forward,
and
to
tell
you
that
there's
going
to
be
some
really
exciting
things
going
on
in
ways
in
which
the
city
can
reduce
its
carbon
footprint
through
that
carbon
fee.
There's
there's
great
things
on
the
horizon.

Also,
we
were
just
in
receipt
last
Friday
of
our
fifth
fee
to
which
the
climate
mayor's
and
chair
Tyler,
who
works
with
them
on
the
electrification
coalition
that
you
know
it's.
It's
great
that
we're
moving
in
that
direction
to
where
we're
going
away
from
fossil
fuel
with
the
vehicles
that
we
can
and
and
going
down
the
evie
path,
I!

Could
change
but
we're
currently
tracking
March
12th
for
ribbon-cutting,
with
our
first
fast
charge,
DC
charging
station
at
the
pool,
which
will
be
a
great
asset
not
only
for
tripperz
day
trippers
coming
through
or
long-haul
tripperz
coming
through,
and
need
to
hop
on
and
charge
up
to
80
percent
within
30
minutes,
which
is
great,
but
also
serving
as
an
asset
for
Athens
public
transit
as
they
start
migrating
into
the
Eevee
world
for
transportation,
for
our
public
transportation.
So
you
know,
but
coupling
our
fault
I
really
appreciate
this
resolution
going
forward.

We
have
a
long
ways
to
go
folks.
We
have
a
long
ways
to
go
and
I
what
I
don't
want
is
for
anyone
to
get
frustrated
in
thinking
yeah.
This
is
great
that
we're
doing
this
here
in
Athens.
What
about
the
rest
of
the
world?
You
know
at
this
point
in
time.
You
know
we
can
certainly
be
a
city.
That's
looked
up
to
for
a
city
our
size
in
the
heartland
of
Appalachian
Ohio,
and
that
we're
doing
the
best
that
we
can
to
really.
You
know,
be
good
stewards.

for
our
populace,
but
but
really
you
know,
I
look
at
my
eight
and
a
half
year
old,
eight-year
old,
they
just
turned
eight
year
old,
twin
daughters
and
I
certainly
want
to
leave
a
better
city
for
them
than
the
one
that
I
received
when
I
came
here
20-some
years
ago,
which
was
a
great
city,
but
we're
still
working
on
trying
to
figure
out
how
we
can
do
a
better
job
of
being
good
stewards,
not
only
of
our
own
environment
for
the
planet.
So,
thank
you
tells
me
over
fall
and
council
is.

Throughout
the
history
of
our
organization,
we
have
been
working
to
bring
an
asset-based
approach
to
sustainable
development
in
our
region.
Increasingly,
concerns
about
the
impacts
of
climate
change,
on
agriculture,
on
health
and
on
the
economy
overall
are
leading
us
to
focus
on
how
our
work
builds
resilience
in
response
to
the
climate
emergency.
In
addition,
we're
keenly
aware
that
the
impact
of
climate
change
will
contribute
to
significant
migration
around
the
world,
both
internationally
and
domestically,
and
we
know
that
we
live
in
a
region
that
will
likely
see
an
influx
of
people.

Rural
actions,
work
focus,
focuses
on
mitigating
climate
impacts,
Carbon,
Reduction
and
building
local
and
regional
systems
that
will
have
a
greater
ability
to
withstand
changes
in
climate
and
markets.
We
feel
called
to
scale
and
diversify
local
production
to
be
able
to
meet
the
challenges
of
uncertain
growing
seasons
and
distribution
networks,
work
with
local
businesses
to
reduce
carbon
impacts
and
do
as
much
as
we
can
to
support
the
landowners
in
carbon
banking
strategies
and
develop
capacity
to
welcome
people
to
our
region
who
have
been
displaced
by
climate
change.

work

on

comprehensive

think
integrating

biodiversity
crisis
with

climate
crisis
is
so
critical
as

systems
interact.

would

for

rather
than
