a

letter

and
he
is
asked
that
this
letter
be
read

the
minutes
of
the
council,
because
this
is
his
intent
to
start
on
the
road
to
the
athens
county
court

common,

sue
the
city
of
athens.

says
this
is
my
final
offer
for
city
action
on
its
runoff
problem
on
my
property.
I
repeat
my
offer
dated
april
1
2020
and
to
amend
it
for
these
purposes
below,
and
he
has
three
items

one
is
the
city

not
have
to
stop
its
groundwater
running
off
and
down
into
my
property
number
two.
The
city
does
not
have
to
remove
the
landslide
in
my
backyard.
The
runoff
has
created
number
three.
The
city
must
compensate
me
for
taking
my
land
for
the
actually
taking
and
removing
from
the
plot
of
land.

city
cut
must
cut
all
the
trees

city's
landslide
that
lie

property

neighbor,

street.
The
trees
must
be
cut
down
to
three
or
four
feet
above
the
ground
to
guard
against
trees
on

properties

falling

legislation

city
and

good
time
to
mention
that
this
these
letters
basically
came
forward
and
mentioned
that
they,
the
people,
would
be
fine,
they
could
take
care
of
themselves
and
they
wanted

freedoms
back.

all
traffic
rules
could
be

interpreted

thinking

about
how
it's

a
shell
of

that

was
informed
earlier
today

morning

jack
pepper,

administrator

the
athens
city
county
health
department
that
they
have
received
their
allotment,

president,
their
first
allotment
of
the
vaccine
during
a
vaccine.

They
are
working
through
the
normal
protocol
of
those
who
are
eligible
under
the
1a1b
1c
rounds
of
of
dis
vaccination,
and
so
that's
good
news.
We,
I
think
everyone
had
heard
that
ohio
health,
hopeless
hospital
received
the
the
pfizer
vaccine
last
week,
midweek
and
that
they
had
done
the
same
and
are
working
their
with
the
way
through
to
make
sure
they're
administering
the
vaccine
to
the
most
vulnerable
and
working
their
way
through.
So
that
is
great
news,
quite
a
turning
point
for
us
in
our
community
and
across
the
nation
around
the
globe.

other
thing
I
want
to
bring
up
is
last
tuesday
was
the
racial
equity
coalition
held
a
rather
large
meeting,
which
was
wonderful.

There
were
over
90
people
on
that
particular
meeting,
engaging
on
issues
surrounding
racial
equity
and
prior
to
that
and
following
that,
I
was
engaging
with
the
coalition
because,
as
I've
mentioned
in
the
past,
that
president
nisly
chief
tom
pyle
and
myself,
in
collaboration
with
with
karen
bailey,
who
works
at
diversity,
inclusion,
the
division
of
include
diversity
and
inclusion
at
ohio
university
on
the
language
for
a
task
force
and
looking
for
people
to
serve
on
that
task
force
and
when
engaging
with
the
coalition
with
mr
brandon
thompson
in
particular
that
they
read
through
the
establishment
of
a
task
force
and
felt
that
they
would
be
the
best
suited
to
kind
of
take
this
on
and
become
the
point
on
developing
the
task
force
for
racial
diversity,
equity
and
inclusion.

we
roll
that
forward
and
as

I'm
working

mr
thompson
and
the
other
members

coalition.

alignment
with
a
lot
of
the

contracts

coverage
and

comment.
President
nicely
tells
me
this
rushed
ratification
is
simply
part
of
council's
normal
end
of
the
year
process.
But
since
the
end
of
2017,
you've
known
these
contracts
would
be
up
for
renewal
during
the
final
months
of
2020.

since
june,
you've
known
about
increased
community
concern
for
matters
of
racial
justice
and
police
accountability
and
since
at
least
the
beginning
of
october,
you've
known
about
increased
community
concerns
specifically
for
these
contracts.
In
october
alone,
contract
concerns
were
expressed
through
a
demonstration
on
the
courthouse
steps.
Five
public
comments
delivered
at
your
october
fifth
meeting.
Two
public
comments
delivered
at
your
october
19th
meeting
at
least
five
local
news
articles
and
350
petition
signatures
gathered
in
a
single
week,
all
demanding
that
you
not
ratify
any
new
police
union
contracts
until
first
conducting
the
racial
equity
review.

pledged
to
conduct
six
months
ago,
but
never
did
so.
You
certainly
knew
about
heightened
community
concern
for
these
contracts
and
just
as
certainly,
you
had
three
whole
years
to
prepare
to
consider
the
contracts
within
a
reasonable
time
frame,
but
the
rushed
ratification
of
these
contracts
only
scratches
the
surface,
because
at
the
same
time,
you've
spent
the
past
six
months,
not
only
breaking
the
promise.
Every
single
one
of
you
made
and
that
unanimously
passed
june
22nd
resolution
to
conduct
your
own
racial
equity
investigation.

also
spent
six
months
refusing
to
respond
to
the
athens
county.
Cop
watch
investigation
that
found
apd
uses
force
against
black
people
at
2.6
times
the
rate
apd
uses
force
against
white
people,
while
apd
also
disproportionately
arrests
and
pulls
over
black
people.
Incidentally,
I
suppose
those
findings
are
why
mayor
patterson
did
not
invite
athens
county
cop
watch
to
participate
in
the
city's
recent
racial
equity
coalition
meeting
that
we're
just
learning
about
tonight,
but
certainly
we
do
wish
to
be
included
in
any
future
meetings.

meeting
two
weeks
ago,
you
literally
had
chief
pyle
in
front
of
you
and
instead
of
asking
him
anything
about
systemic
racism
at
apd,
you
seized
the
opportunity
to
attack
my
organization's
credibility
on
matters
of
police,
overtime
and
records
retention
policy.
Where
you
tried
to
blame
us
for
the
very
misinformation
city
officials
had
fed
us
now,
if
you
any,
if
you
want
to
do
your
homework
on
those
subjects,
you
can
watch
our
december
15th
press
conference
available
on
facebook,
but
for
now
I'll
leave
you
with
one
observation.

these
contracts

exactly

really
meant
what

said

lucas
stated
that
he
was
withholding

disciplinary
record

captain
harvey
from
me
due

fact

infraction

over
12
months
prior
and
that
mr
harvey
had
requested
that
the
document
be
removed
from
his
personnel
file
by
withholding
this
disciplinary
file.

is
implying
that

record

longer

though,

per
a
list
of
active
officers
provided
to
me
by
apd
records,
specialist

mr
harvey
is

adamantly
stated
that
these
disciplinary
records

whereas

by

rates

increase
in
order
to
cover
the
debt
obligations
for
our
sewer
fund,
and
I
would
like
to
make
a
motion
that
we
adopt

numbers,

we
had
originally
talked
about
a
four
percent
increase
in
the
sewer
fund
and
that
still
left

significant
projected
deficit
for
that
fund,

so
the
the
increase
in
this
ordinance
is
is
intended
to
to
mitigate
that
that
deficit,
but
also
to
go
along
with
administration's
agreement
to
not
increase
the
water
rates
as
much
as
have
been
originally
planned,
and
so
that
there
is
is
some
some
offset,
because
that
that
fund
is
a
bit
healthier.

discussion
looking

increasing
several
different
fees,

penalty
fees

city

athens
are
lower

many
surrounding
communities,

felt
pretty
strongly

penalty
fees
at
this
time
and
if
we
can
cover
our
our
debt
obligation
through
a
rate
increase
that
seemed
more
appropriate
to
me.
So
this
ordinance
removes
one
fee.

is
for
something
that
we
don't

cleanup

the

revise
apd's
use
of
force
policy.

policy

officers
to
shoot
unarmed
civilians
even
when
they're
running
away.

more.
Nowhere
in
this
policy
does
the
required
officers
to
document
when
they
draw
and
aim
their
firearms
on
civilians,
there's
no
requirement.
They
can
brandish
their
firearms
without
having
to
document
it
because
it's
not
considered
deadly
force,
so
we
have
no
way
of
knowing
how
many
close
calls
the
city
has
been
in
with
regards
to
police
shootings.
This
is
unaccountability
in
our
police
departments,
and
this
is
unacceptable.

Furthermore,
the
city
maintains
several
mutual
aid
agreements
with
various
police
departments
throughout
the
state.
Not
only
does
the
city
not
maintain
any
list
of
officers
from
these
various
departments
that
come
to
athens
through
these
mutual
aid
agreements,
but
there
is
no
vetting
system
in
place
to
prevent
officers
with
histories
of
excessive
use
of
force
from
policing
our
streets.
This
is
also
unacceptable.

This
paramilitary
force
has
conducted
53
separate
operations
since
2015,
with
64
of
those
operations
being
simple
drug
search
warrants
similar
to
the
ones
that
killed
brianna
taylor
earlier
this
year.
The
city
should
not
be
sending
paramilitary
forces
to
conduct
a
simple
drug
search
warrants.
This
is
a
unnecessary
escalation
that
will
inevitably
lead
to
the
tragic,
a
tragic
shooting
in
our
city.

remains
untracked,
the
city
should
refuse
to
allow
apd
officers
to
participate
in
any
srt
operations
unless
there's
an
active,
shooter,
highly
militarized,
swat
team,
like
law
enforcement
teams,
were
developed

combat

hostage
situations
not
to
conduct
routine
drug
search
warrants.

frequently
stunningly
frequent
use

athens,
county
srt
for
routine
drug
search
warrants
is
dangerous

reckless
trend.

watch

raising
concerns
about
local
racial
injustice
and
police
accountability.
Since
early
july,
you

we've
obtained
hundreds,
if
not
thousands,
of
pages
of
public
records
that
we've
used
as
the
basis
of
our
investigations
and
during
this
time
we've
been
publicly
recognized
by
this
falls:
candidates
for
the
ohio
house,
the
ohio
senate
and
the
u.s
house
of
representatives.

At
the
same
time,
our
work
has
been
covered
in
at
least
10
different
local
news
articles
and
our
social
media
posts
have
been
shared
tens
of
thousands
of
times
with,
by
far
the
most
widely
shared
being
the
one
that
resulted
in

resignation
of
former
nelsonville
police
officer,
tracy
varner,
something
which
we
actually
were
commended
by
as
a
result
of
from
the
nelsonville
chief
of
police
yeah.

it
comes
to
athens
city
officials,
the
contrast
couldn't
be
any
starker,
you
all
had
ignored
our
existence
completely
until
you
tried
to
undermine
our
credibility
at
your
december
7th
meeting.
So
I
want
to
reiterate
that
we
are
very
interested
in
participating
in
the
city's
racial
equity
coalition
and
it
would
be
very
hard
for
anyone
to
take
such
a
coalition
seriously
if
it
did
not
include
us,
given
the
work
that
we've
done
this
last
six
months.
