Council
we're

a
slightly
different
format
tonight,
and
we
this
is
Monday
night
April,
6
2020.
It
is

p.m.
and
thanks
to
the
state
legislature
and
our
law,
director,
Elias
and
helping
us
work
through
this
and
in
our
government
channel
staff
setting
this
up
council
members
are
able
to
meet
in
a
remote
way
live
so
that
we
can
take
care
of
City
business
and
move
forward.

With
this
when
we
published
the
agenda
last
week,
Clerk
of
Council
Walker
did
also
note
that
we
would
be
meeting
remotely
and
gave
citizens
the
opportunity
to
write
in
or
make
comments
or
let
us
or
ask
questions
and
we'll
cover
that
in
just
a
little
bit
under
communications.
We
do
have
one
communication
from
the
citizen.

the
minutes
have
been
approved
for
communications
to
let
the
public
know
that
council
members
did
receive
the
annual
interest
statement
from
our
city
treasurer,
and
so
we
have
that
report
available.
Interest
income
was
slightly
lower
than
the
projections,
so
we
do
have
that
information
that
has
been
shared
with
all
council
members
and
thanks
to
treasurer
Maryann
McClure,
providing
that
information
and
then
the
other.

communication
that
we
did
receive
from
a
citizen
shortly
tonight
is
somebody
that
all
of
us
know
it's
former
councilmember
Kent
Butler
send
an
email,
very
kind,
one
thanking
city
administration
and
our
Clerk
of
Council
and
council
members
might
at
the
government
channel
to
for
all
all
that
everybody's
doing
during
this.
During
this
time
the
coronavirus
are
there

communications.

a
couple

evening

items

The

Safety
Director
was
called
on
to
active
duty
and
he
is
serving
at
the
state
level,
with
some
of
the
site
planning
operations
and
logistics
when
it
comes
to
alternate
sites
due
to
Cove
in
nineteen.
So
he
is
on
active
duty.
Therefore,
Chief
Tom
Pyle
is
the
acting
service.

In
his
dead
last
week,
I
stood
up
the
Cova
19
virtual
round
table
engaging
with
with
several
different
businesses
nonprofits
and
the
faith
ministry
is
to
talk
through
some
of
the
issues
that
they
are.
Having
present
nicely
serves
on
that
as
well,
and
it's
been
a
pretty
good
meeting
of
about
25
people
on
board,
or
at
least
the
next
meeting
will
likely
be
25
people
to
where
we're
talking
about
challenges,
but
also,
hopefully
coming
together
as
a
village
and
giving
potential
solutions
to
some
of
the
things
that
people
are
experiencing.

encourage
everyone
to
take
a
look
at
the
kovat
19
guidance
to
Ohio
travel
that
the
governor
has
come
out
with
essential
business.
Travel
is
still
authorized,
but
if
someone
is
traveling
from
outside
the
state
into
happens
or
into
Ohio
for
non-essential
that
it
does
come
with
a
14
day,
quarantine
self-quarantine
to
be
safe.

Hopefully,
everyone
is
tracking
and
following
the
daily
report
that
comes
out
from
the
Athens
County
Athens
City
County
Health
Department,
with
the
koban
19
update.
There
is
currently
four
thousand
four
hundred
and
fifty
cases
in
the
state
of
Ohio
Athens
County
still
has
three
cases
that
is
total
with
one
fatality
associated
with
Kovan
19
and
then
finally,
I
just
want
to
remind
everyone.

have
been
citing
house
parties,
there
have
been
several
of
them.
Last
weekend
there
were
some
the
weekend
before
the
weather
is
nice.
We
understand
that,
but
for
the
sake
of
everybody
and
for
Public
Health,
the
police
departments
directive
is
if
they
see
events,
parties
going
on
on
front
porches
or
it
houses
gatherings
that
they
will
be
dispersed.
They
will
likely
also
be
receiving
a
citation
for
being
in
violation
of
the
state
health
directive
when
it
comes
to
gatherings
of
more
than
ten
people
in
any
one
place.

and
development

Development
Services
Agency

Development
Block
Grant,

CDBG
allocation
program
funds
for
program
year
2020.
It

introduced
by
councilmember
grace.

an
ordinance
providing
for
the
issuance
of
$390,000
of
notes
by
the
city
of
Athens
Ohio,
in
anticipation

bonds.
For
the
purpose
of
renewing
notes
previously
issued
to
pay
part
of
the
costs
of
acquiring
new
parking
meters
and
declaring
an
emergency
introduced
by
councilmember
cross.

thirty

seven

fifty
dollars
to

judges
computer
fund,

grant

for
improvements
to
the
municipal
court's
case
management
system
and
that's
the
extent
of
this
ordinance.

complicated
project.

order
to
hopefully
bury
the
utilities
on
Stimpson
Avenue,
we
had
some
additional
costs
for
figuring
out
exactly
how
to
engineer
that
into
the
project.
There
was
additional
acquisitions
and
survey
costs
as
well
as
easements,
and
then
there
was
some
additional
drainage
design,
as
well
as
designed
to
eliminate
right-of-way
and
driveway
impacts
of
long
Stimson
Avenue.
This
is
a
very
important
project
as
a
main
artery
of
the
city
and
I'm.

variation,
but

talking

today
magazine

nice
little
piece

he's

kind

the
things

they've
assigned

print
plans

we

shouldn't
get
involved
in

but
I
was
in
a
really
good
webinar
last
week
saying
that
people
are
really
worried
that
a
lot
of
Ohioans
will
get
disenfranchised
if
requests
for
absentee
ballots
come
at
the
last
minute
before
the
April
25th
deadline.
So
it
would
be
great
if
people
will
try
to
request
those
applications
right
away
to
the
board
of
election
and

April

get
the
ballot,
and
then
you
have
to
put
it
in.
You
have
to
mail
it
on
the
27th
or
you
can
take
it
to
the
board
of
election
on

worried
that
people
are
gonna,
wait
till
the
deadlines
to
do
it
and
that
there
could
be
such
a
surge
of
applications
that
the
board
of
election
people
might
not
be
able
to
handle
that
and
get
everybody's
ballot
at
the
you
know
by
the
time.

we'll
continue
to
put
