municipalities,
sanitary
sewer

access

get

insurance
recommended

our
insurance
to
change
certain
languages
as
best
management
practices
to
make
more
transparent,
are
our
inspections
process
and
reasons
why
you
have
certain
types
of
inspections,
so
any
questions
pop
in
you
have
anything
else.

Our
code
has
grounds
for
seeking
an
administer,
has
a
procedure
for
seeking
an
administrative
warrant
in
non-periodic
inspections,
but
not
for
periodic
inspections,
and
our
insurance
carrier
in
april
notified
us
that
they
wouldn't
cover
and
fact
dropped
us
from
insurance
coverage
for
any
lawsuits
regarding
rental
inspections
and
that
dates
back
to
2016.
I
When
the
federal
district
court
validated
the
housing
code,
the
entire
housing
code
for
portsmouth,
there
have
been
other
cases
that
housing
codes
have
been
invalidated
and
attorney
fees,
substantial
attorney
fees
that
were
awarded.
So
our
insurance
carriers
started
looking
at
our
code
and
because
we
didn't
have
a
procedure
in
place
for
seeking
an
administrative
warrant
in
a
periodic
inspection
situation.
I
They
dropped
us
for
coverage.
So
I
worked
very
closely
with
the
insurance
carrier
on
this
language,
and
this
section
has
provision
for
seeking
an
administrative
warrant
in
periodic
and
non-periodic
and
has
grounds
that
would
provide
probable
cause
if
a
code
inspector
was
seeking
an
administrative
warrant
to
do
the
inspection-
and
this
is
in
a
situation
if
the
tenant
would
refuse
entry.
I
So
in
working
with
the
insurance
carrier.
They've
approved
this
exact
language
and
if
we
pass
it
in
this
format,
they
will
resume
coverage
for
us
if
we
are
sued
for
our
rental
inspection
section
of
our
athens
city
code,
and
I
would
be
glad
to
answer
any
other

commission

project

commission

difficult

times
for
individuals
who
are
eligible
for
housing
assistance,
and
especially
those
with
mobility
issues
or
different
types
of
disability
or
access
concerns
to
find
suitable,
safe
housing
that
qualifies
for
assistance.

think
that,
if,

we
can
help
by
approving
this
quickly
and
working
together
with
with
the
partners
that
we
need
to
work
with,
it
could
really
be
a
significant
benefit
to
some
residents
in
athens
to
increase
the
number
of
affordable
housing
units
here,

I
believe
that
the
first
floor
units
in
these
buildings
are
are
going
to
be
accessible
units.
I'm
hoping
to
get
some
more
information
on
the
details
of
that
later
this
week.

just
wanted

bring
that

deeds

acreage

west

ever

found

community

challenging

conditions.

friends

arts

no
better
time
to
support
a
center
focused

creative

money

rec
advisory
council

I'm

because
I
wanted
to
voice
my
concern
about
the
closure
of
arts
west
and
the
removal
of
emily
beverage
program
specialists.

I
personally
used
arts
west
for
two
separate
business
reasons
free
to
the
public
community
film
screenings,
which
happened
actually
this
past
december
and
a
community
music
and
craft
beer
event
with
ohio
brew
week
and
in
addition
to
that,
I've
used
it
for
several
different
meetings
for
different
groups.

I
understand
that
budgets
are
shrinking
everywhere
and
hard
decisions
need
to
be
made,
but
I
do
not
believe
the
city
of
athens
is
acting
in
the
city's
best
interest
with
this
decision.
If
we
truly
value
the
arts,
the
city
of
athens
is
championing.
Arts
is
a
jewel
in
our
crown
of
offerings,
but
what
I'm
seeing
here
is
very
short-sighted,
in
my
opinion,
with
the
removal
of
the
program
specialist,
with
the
connections
and
expertise
to
the
arts
community
and
a
space
for
these
people
to
connect.

We
stop
the
growth
of
the
arts
in
the
city
of
athens.
If
the
plan
is
to
have
the
program
specialist,
possibly
return
in
january,
which
is
the
last
thing
that
I've
heard
what
happens
in
the
meantime?
Do
the
arts
not
exist
during
that
time?
Do
we
not
plan
for
arts
in
2021,
there's
a
changing
landscape
in
all
areas
of
in
industries,
and
there
needs
to
be
a
point
person
following
the
trends
in
the
arts
world
which
is
always
expanding.
As
we
know
in
covid,
everything
is
just
quickly
quickly.

Changing
there's
been
a
massive
move
from
in-person
events
and
art
to
provide
those
same
services
of
art,
community
and
performance
online.
As
you
all
know,
the
nelson
music
festival
will
be
shown
completely
virtually
this
weekend
and
ohio
brew
week
was
held
virtually
last
week.
There
are
many
opportunities
we
can
provide
for
socially
distance
to
the
public
and
if
they
cannot
find
those
services
in
the
city
of
athens,
they
will
find
them
elsewhere
and
we'll
lose
that
support
and
revenue.

lastly,
I
just
want
to
share
something
with
everybody:
is
you
know,
tourism
in
the
state
of
ohio
was
up
four
percent
between
2017
and
2019,
but
it
was
up
14
in
this
area,
and
much
of
that
is
due
to
arts,
and
so,
if
we
want
to
continue
that
trend,
you
know
those
are
dollars
coming
in
moving
into
2021.

If
we
don't
have
somebody
looking
over
that,
you
know
you're
behind,
if
you're,
not
you
don't
just
start
2021
with
a
plan,
you've
got
to
have
somebody
working
towards
that
plan
and
then
summer
will
be
here.
Knock
on
wood,
we'll
be
out
of
coven
and
things
will
be
happening,
but
if
we
don't
have
programs
for
that,
the
city
of
athens
will
continue
to
lose.
So
I
know
this
is
hard.

the
