computer
funds,

grants
will
go
into

general
fund
of
the
municipal
court

will
go
into
the

capital
fund.
So
that's
really
just
a
housekeeping
issue
in
terms
of
where
those
monies
belong.

ordinance

discuss
the
moving
of
funds
from
the
sewer
fund
to
the
sewer
debt

pay

on
our

the
note
that
we
owe
for
our
improvements
to
the
wastewater
treatment
plant,
and
then
we
also
have
a
transfer
of
of
twenty
thousand
dollars.

about

at
the
cost
of
that
position,
it's

a
new
position.

only

person

before

not
in
there
very
long,
and
I
just
have
to
wonder
what's
so
different
now
that
after
a
year-
and

a
year

a
half,
we
need
to
fill
that
position

sewer
fund
is
pretty
tight.
That
person's
paid
out
of
all
three
the
street
fund
at
some
point
will
show
loss
in
revenue.

some

for

know

those

revenue
has
gone
down

think
it's

hard

that
we've

guess

didn't
get

position

vacant,

he
has
no
second

captain
of
police

of

discussions
very
recently
and
then
they
just
briefly
carried
over
with
the
mayor
within
the
last
two
weeks,
and
we
thought
heading
into
the
fall
that
there
might
be
an
opportunity
to
fill
this
position.

completely
predicated
on
financial
ability,
and
then
I
would

enough's
happened
in
the
last
seven
days

could
make
that
extremely
difficult,

understand
the
trepidation
that
everybody

counsel
that
there

a
need
from
a
structural
perspective,
to
fill

position,

course
it
would
have

based

finance

I

or
four
days
alone
to
cause
some
concern
there.

the

the

paid

extra
hours

put

considerable
hours

weekends
and
things
like
that.

and

send
emails
pretty
much
constantly
while
we're
awake
seven
days
a
week
so
yeah.
So
we

haven't,
haven't
discussed
that
short
of
a
proposal
that
stopped
at
the
mayor
and
I
for
considering
a
pay
increase.

know
just
from
from
my
conversations
on

director
heady
and
in
in
working
on
organizing
information
to
bring

council
for
projects
that
that
he
has
been
working
a
lot
of
hours
he's
working
really
hard
since
he
he
joined
us
here
in

city,

so

just
wanted
to
express
my.

Of
the
hours
he's
working,
but
also
to
bring
up
that
the
question
of
how
how
might
the
overtime
of
epw
employees
be
impacted
by
the
hiring
of
of
an
assistant
director,
because
I
believe
there
currently
is
some
overtime
just
in
order
to
to
get
the
work
done.
And
so
I
don't
know
if,
if
that's
something
that
we
should
look
into,
is,
would
some
of
that
overtime
be
taken?
Those
jobs
adjusted
at
all.

It's
a
different
type
of
work
that
director
hedy
performs.
You
know
he's,
for
instance,
one
of
the
things
that
he
is
indicated
that
he's
behind
on
our
permit
reviews
that
he
does
as
as
a
city
engineer
as
well
as
the
director,
and
so
these
are
largely
administrative
tasks
that
that
maintenance,
workers
and
and
even
supervisors
aren't
uniquely
set
up
to
do,
and
so
it
falls
to
he
and
essentially
jessica,
a
dime
to
get
the
lion's
share
of
this
work
done.

I
agree
from
what
I've
heard
that
the
director
heady
is
working
really
really
hard,
and
I
wish
we
could
give
him
some
relief.
But
right
now
I
agree
with
member
reisner
and
with
auditor
hecht
that
this
is
just
too
much

uncertain
time
to
do
this.

need
to
see
what
happens
at

of
the
students
will
actually

back

not,

they

up
holding

whole
semester

that
hundreds

faculty
members

town

think
we
have
to

prudent

wait

couple
more
months

making
any
large
investments
like
this,

met
with
some

decisions

ohio
university
in
terms
of
the
return
students
or
no
mayor
patterson.

one
of
the
things
that
you're

aware

is
that
we're
fortunate
to
receive
four
hundred

sixty
thousand
dollars
from
the
cares
act,
and
initially
we
were
looking
at
where,
where
and
how
we
could
use
that
money,

fortunately

found
out
that
that
there
was
more
that
we
could
apply
that
money
for
for
city
operations
than
than
we
thought
previously,
but
even
with
that,
we're
still
looking
at
a
lot
of
uncertainty
as
things
have
unfolded.

university's
decisions
on
things
is
part
of
that
calculus
council
member
crowd,
but
there's
other
things
that
are
already
underway
that
we're
looking
at
having
to
make
some
really
hard
decisions
on

other
departments

seeing

budget
lines

are
critically
low.

notably,
is
arts
parks
and
recreation

we're
seeing
the
community
center
budget,

seeing
it
in
other
places,

budgets,
and
so
it's
it's
really
difficult
time.

do
want

that
I'm
glad
that
council
has
in
front
of
you
that
the
plate

director
heady
has
in
front
of
him.

are
so
many
projects
going
on
right
now

near
future,

it's
under
design,
engineering
or
projects
that

underway,

the
expertise
that
director
heady
has

his
credentials,

with
the
assistant
engineer,

again
between
the
two
of
them
spreading
that
workload
to
have
an
assistant.

they
really
do
need

level

people

employer

town

to
stay
open

their
the
number
of
employees
that
these
businesses
have,

so
it's
farther
reaching
than
just
ou
employees
paying
their.

keep

mind

with

to

forward

huge
broadband
bill

passed,

behoove

fall

call
this

two
o'clock

governor
dewine,

several
about
10
other
mayors
across

state,

one
of
the
things
the
initiatives
that
the
governor
has
taken
on
to,
where
he's
setting
aside
50
million
dollars
that
will
go
towards
k
through
12
broadband,
wi-fi
tablets
and
whatever,
and
so
I
certainly
reiterated
with
the
governor
that
we
have
some
significant
need
in
that
particular
space
here
in
athens,
county.

right,
I
mean
I'm
hopeful
that
money
does
find
its
way
into
southeast
ohio.
At
least
a
fair
portion
of
that
based
upon
need.

department

for

bill.

council
will
also

coming

our

entered

ips
contracts
we

expecting
that
we

probably

now,

the
current

well
at

revenue
coming

harvey
needs

staff

felt
that
that

wasn't
getting
the
full
picture

ips

get
those
numbers
to
council
by
hopefully
next
council
meeting,

the
revenue
is
down
significantly.

mean
anybody
walking
up
and
down.

street

noon
sees
that
there's
not
a
whole
lot
of
parking
in
the
uptown
area,
to
the
point
that
we
may
have
to
get
people
out
with
lawn
mowers
and
mow
between
the
grass
growing
up
out
of
the
bricks

street

the
parking
spaces
yeah.

program
that
that
the
city
has
put
into
place,
allowing
people

pick
up
food
and

great
idea

that
that's
been
implemented.

we're

bills
