equipment

funding

needed

improve
internet
access
for
arts
west.
And
I
would
like
to
ask
mayor
patterson
to
provide
some
details
for
us
on
this
issue.

this
is
a
the
government
channel
scott
thompson
was
able
to
get
some
pricing
for
a
system
to
be
able
to
do
broadcasting
out
of
arts
west,
which
is
one
of
the
things
that
will
be
necessary
to
do
virtual
programming
and
put
different
types
of
content
streaming
out
of
the
out
of
arts
west,
and
I
can
also
say
that,
with
the
current
system
that
the
government
channel
has
it's
very
cumbersome
and
difficult
to
effectively
have
public
meetings,
and
so
he
ended
up
getting
a
quote
for
two
systems,
and
that
quote
is
for
sixty
seven
thousand
eight
hundred
and
forty
dollars
this.

is
a
cares,
act
eligible
items
so
that
we
can
effectively
operate
as
a
city
and
arts
west
has
never
had
a
broadcasting
system,
so
it
fits
for
arts
west
as
well,
so
that
the
city
can
get
arts
and
culture
content
stream
to
them
if
they
choose
to
for
the
arts
west
project,
this
would
come
under
project
number
334
under
the
fun
line
285
for
the
government
channel.
This
would
just
come
out
of
285,
which
is
the
cares,
act
fun
line.

that's
the
update
on
that.
I
know
that
I've
spoken
to
council
before
about
running
fiber
from
the
city
building
up
to
arts
west
that
is
still
being
planned,
we're
still
working
through
the
details
of
making
that
happen.
So
there
will
be
more
legislation,
I'm
sure,
in
the
near
future,
coming
to
council
with
the
project

for
getting
fiber
up
to
earth's
west.

It's
also
enhancing
resiliency,
because
these
sort
of
capacity
building
projects
help
our
city
to
remain
connected
in
case
of
emergencies
and
those
sort
of
things,
so
it
really
does
help
with
sustainability
and
the
resilience,
especially
when
it
comes
to
other
things
beyond
cobit.

just

I
applaud
the
city
for
for
for
finding
a
way
to
use
the
cares
money
to
to
help
arts
west,
but
also
to
be
beneficial
for
a
long
time

that's
really
smart.
I
think
that
we've
been
using
the
cures
money
really
effectively
for
lots
of
things
in
the
community.

not
really
sure
if
this

a

just

observation,
you
know
our
government
channel
funds.
Our
revenues
are
somewhat
subsidized
from
our
cable
revenue
that
comes
from
spectrum.

course
that's
in
decline,
but
I
understand
from
the
auditor
that
seventy
thousand
dollars
was
budgeted
this
year
for
that,
in
terms
of
revenue
projection
and
according
to
the
auditor,
we're
right
on
track,
we
are
receiving
the
the
necessary
revenues
for
that.
Will
this
project
in
any
way
have
an
impact
on
our
government
channel
funds
from
our
other
sources
or
or
not.

answer
to
that

think
that
it
will,
but
I
can
certainly
have
more
lengthy

with

our
government

double
budgeting

paying

equipment

money

saving
from

equipment

serviced

is
this

stretch

further

think,
they're
pretty
flexible
people.

we've
spoken
about
that

know
you're
coming
from
council
member
eisner,
because
there
will
be
a
level
of
expertise
that
they
bring
to
the
program
specialist
at
arts
west

make
sure
they
that
that
it's
being
operated
correctly,
they've
agreed
that
they
would
certainly
be
able
to
do
that.
So
I
don't
think
at
this
point
in
time
that
they
haven't
indicated
to
me
that
they
feel
like
they're,
about
ready
to
lose
arms
or
legs,
or
anything
like
that.

like
to
add
that,
in
spite
of
the
challenges
and
hurdles,
much
appreciation
to
our
government
channel
team,
they
they've
been
managing
and
coordinating
a
lot
of
zoom
meetings.

was
certainly
not
something

us

them

the
start

this
year.

to
move
forward
with

acquisition

equipment

the
long

However,
I
am
a
member
of
the
city's
arts
parks
and
recreation
board.
I
When
I
looked
at
the
agenda
early
this
morning,
I
was
very
very
glad
to
see
this
item
on
the
agenda
and
I've
been
doing
some
homework
on
this,
because
this
is
something
that's
been
on
the
agenda
and
on
on
the
table
for
arts
parks
and
recreation
for
well.
Over
a
month,
I've
had
conversations
with
the
the
rec
director.
I've
had
conversations
with
the
mayor
about
this
and
very
very
excited
about
this
possibility.
I
However,
I
got
on
the
phone
today
and
called
the
managers
directors
of
some
of
the
performance
venues
in
the
area,
because
what
we're
talking
about
is
outfitting
arts
west,
which
is
a
performance
venue,
among
other
things,
to
be
a
state-of-the-art
facility
where
we
can
do
all
kinds
of
things.
Ryan
and
scott
do
a
wonderful
job,
as
several
of
you
said,
with
the
zoom
meetings
and
all
of
that.
But
what
we're
talking
about
if
we're
going
to
be
live
streaming,
performances
and
things
of
that
nature,
we're
looking
at
some
very,
very
specialized
equipment.
I
So
I
asked
the
folks
I
talked
to
today
again
venue,
managers
and
directors
who
would
be
the
two
go-to
people
in
the
city
of
athens
or
in
the
area
in
the
county
that
we
as
a
city,
consult
to
involve
in
the
selection
of
the
right
equipment.
Very
quickly.
Two
names
came
to
the
top
of
the
list,
one
you
all
know
and
that's
andy.
Walla,
professor
at
ohio,
university
who's
run
everything
from
the
virtual
nelsonville
music
festival
to
the
every
saturday
night
virtual
performance
down
at
fur.
I
Peace
ranch
she's
won
numerous
awards,
including
emmys,
for
her
work.
The
other
is
jeremy
shafer,
an
employee
at
ou
who
basically
now
is
running
all
of
their
virtual
stuff.
Again,
scott
and
and
ryan
do
a
wonderful
job,
but
I
think
it
might
behoove
the
city
to
spend
our

thousand
dollars
as
wisely
as
possible.
Making
sure
we
get
the
right
equipment
for
that
facility
because
we
are
talking
about
performance
and
performance
is
a
whole
lot
different
to
the
zoom
meeting.
The
second
point
I'd
like
to
make
today
is
when
we're
doing
this.
I
Perhaps
we
might
want
to
take
a
look
at
also
outfitting
the
community
center.
We
have
some
events
down
there
that
could
be
live
streamed
if
we
had
the
correct
equipment
yeah.
We
do
things
like
the
league
of
women
voters,
candidates,
forum
and
all
that,
but
again,
those
are
stationary
still
things
we
set
up
a
camera
we
broadcast,
but
we
have
people
moving
and
performing
and
doing
things
like
we
did
with
the
women
and
girls
and
sports
symposium
last
january.
I
Those
would
be
great
things
to
be
able
to
stream
out
the
community.
I
don't
know
if
we
have
the
money
for
that,
but
I
think
it
would
be
consideration
that
we
might
have
to
outfit
both
facilities,
but
either
way.
I
think
it
would
behoove
the
city
to
utilize
the
expertise.
We
have
right
here
in
our
town
to
make
sure
that
we
are
getting
state-of-the-art,
latest
equipment
that
will
take
us
into
the
future
and
allow
us
to
deliver
quality
programming
out
of
arts
west.

first,
however,
is
being
moved
to
the
next
committee
meeting
to
discuss
staffing
issues,
so
that
will
be
done
on
october
26th
under
appropriations
and
transfers.
I'm
happy
to
report
that
the
auditor's
office
has
received
a
check
of
covid,
cares:
act,
relief,
funds,
totaling,
884,
211
dollars
and
16
cents.

That
is
a
second
round
of
funding
for
the
city
of
athens,
and
one
of
the
appropriations
that
we
will
be
asking
for
next
week
will
be
to
split
that
total
into
two
of
the
285.
The
the
cares
act,
funding
funds
that
we
two
areas
of
that
fund
that
we
have
so
are
there
any
questions
about
that
appropriation.

Moving
on,
I
believe
we
have
discussed
the
possibility
and
I
will
bring
it
forward
as
a
committee
item
again
or
or
for
the
first
time
perhaps
now
of
the
city.
Administration
has
worked
with
the
athens
city
county
health
department,
as
well
as
with
the
county
commissioners
to
jointly
fund
the
purchase
of
very
cold
freezers
that
will
be
necessary
for
the
storage
of
a
covid19
vaccine
when
a
safe
and
and
and
approved
vaccine
has
been
prepared
for
across
the
united
states
and
athens
receives
hours.

Coveted
funds
would
be
to
to-
and
I
believe
the
mayor
can
speak
to
this
split,
the
cost
of
of
one
large
freezer
that
would
be
for
under
a
counter
and
then
two
portable
freezers
for
being
able
to
reach
people
throughout
athens
county
and
the
city's
portion
of
that
would
be
six
thousand
seven
hundred
and
one
dollars
and
sixty
seven
cents
and
the
mayor
has
been
working
with
jack
pepper
as
well
as
the
county
commissioners.

On
this
initiative,
are
there
any
questions

But
this
is
a
great
way
to
use
this
money
to
where
the
health
department
is
jumping
ahead
of
things
and
having
what
is
going
to
be
necessary
for
that
vaccine.
As
member

indicated
the
vaccine
as
we
are
hearing
it,

it's
coming
down
from
from
not
only
odh
but
coming
down
from
the
federal
level
that
the
vaccine
is
going
to
have
to
be
stored
at
at
or
around
negative
80
degrees.

So
it's
it's
very
cold
and
it
will
be
two
portables
that
will
fit
easily
in
a
vehicle
and
be
able
to
be
transported
out
and
then
the
under
the
counter,
as
sam
had
has
indicated
and
under
the
counter
freezer.
This
is
again
a
great
use
of
the
funds.

sounds
really
really
smart
to
me
to
get
get
things
ready
well
in
advance
to
receive
vaccines
when
they
come.
If,
in
fact,
you
know,
there's
some
dr
fauci
approved
vaccines
one
of
these
days,
but
I

know

it's
wonderful-
that
we
can
support
a
local
company.

mean
what
are
the
odds
that
we
happen
to
have
the
perfect
company
right
here
in
athens,
and
I
hope
that
they
end
up
doing
a
lot
of
business
with
other
communities
who

have
the
same
idea.

wonder
in
the
interest
of
sustainability,
if
we
might
just
suggest
politely
to
the
health
department
that
they
not
plug
those
freezers
in
until
we
get
the
vaccines
or
just
before
you
know.

don't
know
that
we
want
to
be
spending
electricity
to
keep
them
ultra
cold
with
nothing
in
them.
So
just
a
thought
on
that,
but
I'm
delighted
that
we're
going
to
be
able
to
support
global
cooling
as
we
try
to
keep
our
county
members
and
city
members
safe.

and
I
I
have-
I
have
many
friends
that
have
worked
for
global
cooling
now
sterling
ultracool,
and
you
know
I'm
aware
of
that.
The
technology
when
you
look
at
this
versus
what
other
freezers
that
are
designed
to
go
to
these
temperatures.
These
are
extremely
efficient
with
using
that
sterling
engine
engine
technology
and
so-
and
it's
also
something
that
that
you
know
it
can
operate
out
in
the
in
the
county
without
without
an
additional
power
source.

it
sounds
like
there
is
a
known
vaccine,
that's
coming
down,
because
my
understanding
is
only
one
of
them
needed
to
be
ultra
cooled
and
weapons
if
it's
theirs
doesn't
come
through
the
third
stage
of
the
trials,
and
I'm
wondering
if
we
could
return
the
freezers
if
we
don't
need
them
sort
of
thing.

month

So
it's
very
good
that
member
cloudflare
is
thinking
about
appliances
that
aren't
being
used,
that
she
is
more
than
correct
that
we
should
unplug
things
that
aren't
being
used.

cotsus
is
also
correct.
Is
that
these
are
state-of-the-art,
innovative
technologies
very
efficient,
coming
out
of
our
local
sterling
ultra
cool.

comments

freezers,

final
item

to
report

discussion
that
the
auditor's
office
and
the
mayor's
office
are
recommending
that
we
pay
off
to
upcoming
loans
in
total,

I
agree
with
them.

is

hundred

seventy
thousand
dollars
owed
for
the
sanitary
sewer
system
upgrades
and
a
hundred
and
fifty
thousand
dollars
for
our
water
treatment
plant
upgrades,
and
we
are
at
a
point
now
where
we
can
pay
these
off
in
full
and
get
them
off
the
books,
and
those
are
proprietary
funds
that
that
have
the
money
and
I
am
in
support
mayor
patterson.

have

additional
information

share
on

it's

now
is
the
opportunity
to
go
ahead
and
pay
them
off,
because
you
know
things
aren't
likely
to
get
any
any
better

terms

revenue
when
we're
looking
at
2021

budget
process
right
now,

think
it's

wise
to
pay
them
off
now.

only
paid

portion

them

extended
them
further,

we

paying

money
to
pay

bond
rating

pay
these
things
off
in
full

time,
moody's

they
say
well

going

kick

bond
rating

interest

lower
from
now
on,
so
it
pays
in
the
long
run
to
do
this.
