monday
april
5th,

tonight
we
have
a
slightly
different
format,
we're
going
to
be
having
our
city
and
safety
services
committee.
First,
as
we
have
a
rule
of
council
that
when
legislation
comes
before
council,
it
has
it
comes
up
through
the
committee
for
discussion
first,
so
we'll
be
starting
with
that
city
and
safety
services.
That's
chaired
by
council
member
grace
and
there
she's
joined
by
council
members
fall
and
claude
felder.

And
so
I
just
wanted
to
share
that
with
members
of
the
committee
and
then
because
of
the
timeline
we're
doing
this
tonight,
so
that
then
we
can
have
first
reading
at
tonight's
regular
session
right
after
this,
and
that
is
there's
a
a
group
that
is,
they
have
established
a
project
that
is
called
the
appalachian
law
enforcement
initiative
and
the
project
was
created
by
ohio
university's
center,
in
collaboration
with
the
grid
lab
and
in
cultural
consultation,
with
some
of
our
local
law
enforcement
professionals,
including
david
malawista,
aaron
maynard
eric,
hoskinson
and
timothy
ryan,
and
what
they
are
working
on
with
this
project
is
creating
some
virtual
reality.

Training
for
law
enforcement
officials
and
they
are
are
going
to
be
incorporating
training
in
many
different
scenarios,
but
one
of
them
is
specifically
that
was
mentioned
to
me
by
our
interim
ssd
and
chief
heil.
Is
that
they're
going
to
be
doing
some
racial
bias
training
through
some
of
these
virtual
reality?
Trainings-
and
I
know
that
he
is-
is
very
supportive
of
this
project,
and
so
I
I
just
wanted
to
take
the
opportunity
to
tell
council
a
little
bit
about
it,
and
what
they
need
from
us
is
is
just
that.

They're
going
to
be
filming
a
simulated
traffic
stop
with
a
law
enforcement
patrol
car
there,
and
they
they
want
to
use
the
graffiti
wall
as
part
of
this,
and
so
they
are
requesting
a
a
street
closure
there
on
sunday
may
16th
with
a
backup
date
of
may
17th,
and
I
really
appreciate
that
the
work
the
students
who
are
working
on
this
project
are
willing
to
consider
filming
on
a
sunday
because
there
will
be
minimal
traffic
and
also
the
street
is
going
to
be
re,
remain
open
to
bus
traffic
and
they
will
just
watch
the
app
to
see
when
there
might
be
a
bus
coming
and
and
halt
it
to
allow
bus
traffic
to
continue
through.

letters
to
share
with
council
tonight
the
first
one
came
to
the
athens
police
department
and
it
was
a
letter
from
an
indie
individual
and
I'm
just
going
to
paraphrase
off
this
rather
than
to
read
the
entire
letter,
but
they
wanted
the
city
to
know
how
professional
the
athens
police
department
was
in
responding
to
a
a
grandchild
in
crisis
and
that
there
were
three
separate
calls
for
surface
service
to
their
household,
of
which
this
individual
couldn't
say.

other
letter
that
we
received
was
a
letter
again
giving
recognition
to
the
athens
city,
development
and
code
enforcement
office
in
working
with
an
individual
who
is
a
landlord,
but
a
landlord
who
does
not
live
in
the
city
of
athens
having
to
manage
and
manage
that
property
and
again
being
very
grateful
for
the
assistance
they
receive
from
the
code
office,
as
well
as
from
our
tax
administrator
on
how
to
manage
things.

was
the
definition
of
a
residence

way

code
reads
the
current
ordinance

resident

person

would
be
open
to
someone
owning
you

that
was
renting,
and
then
they
said
that
it's
going
to
solve.

solve
some
problems
in
that
you
have
if
they
have,

they
can
prove
that
they
only
have
one
off
street
space
or
less,

apply
for
one
permit.
So
you
cannot
go
in

get
multiple
permits
for

a
house,

alleviate
the
problem

started
as

pilot
she

was

community
driven
project

pilot.
It
was
adopted
as
a
regular
ordinances
and
is
now
being
expanded
city-wide.

it's
a
pretty
remarkable
story
of
some
some
pretty
active
community
members
contributing
to
the
better
living
situation
in
the
city
so
kudos
to
to
joan
and
joni,
and
I'm
glad
to
see
that
it's
progressing
this
way.

this
ordinance
may
make
people
may
make
a
lot
of
people
nothing's
very
happy
and
I'm
glad
to
see
it
coming
forward,
since
they
will
not
have
to
go
outside
in
the
rain
and
stuff
to
move
their
cars,

least
for
three
days.

we
do

want

be
clear
that
there

a

still
a
24
hour
parking
rule,
but
if
your
residence
only
has

off
street
parking
space,

go

code
enforcement

Creating
a
first
come
first
serve
space
system
and
if
those
spaces
are
not
taken
by
a
certain
time,
they
open
up
to
the
public
for

standard
parking,
you
can
pick
the
vendors

pick
from
three
different
sites
around

uptown
area
and-

hopefully
this
will
encourage
additional
vending
in
in
other
green
spaces
and
also
allow
allow
a
choice
based
on
what
you're,
what
you're
trying
to
vent
and
who
you're
trying
to

capture.

things
that

really
like
about
this
proposal
are
that
I
think
for
the
vendors.
This
simplifies
the
billing
process
pretty
significantly,

I
I
am
optimistic
that
a
lot
of
people
in
athens
will
really
like
the

two
locations,
especially
the
one
close
to
the
bentley
annex.

may
be
really

be

have
that
chance

right

front

their

good

district

done
the
majority
of
the
work
on
this,
and
I
really
appreciate
her
and
and
the
administration
we
talked
with
the
with
the
slideshow
that
I
gave
to
try
to
introduce
some
of
these
ideas.

Is
that
there's
an
opportunity
now
to
increase
targeted
house
types
used
up
in
the
university
states
using
a
tax,
increment
financing
east
state
street
is
a
tax
increment
increment
out
a
tiff
which
helps
to
keep
money
within
the
area
so
that
when
they
go
to
redevelop
or
repave
or
upgrade,
they
have
a
little
pot
of
money
that
they
don't
have
to
go
to
the
general
fund.
I
The
particular
one
that
we're
talking
about
is
a
bit
different
than
the
easy
state
street
is
that
it's
shorter
and
it's
a
different
proportion
of
the
taxes,
the
increases
in
taxes
going
to
the
project
or
to
the
other
people
who
usually
get
the
tax
money
school
district
county.
I
So
it's
a
70
30
split,
but
what
I
really
want
to
point
out
in
this
project
is
that
there
seems
to
be
a
lot
of
confusion
about
what
affordable
housing,
what
our
affordable
housing
commission
does,
and
some
of
the
the
programs
and
recommendations
that
the
affordable
housing
people
gave
in
their
2019
plan
that
we
adopted.
I
Some
people
argue
with
the
fact
that
affordable
housing
is
is
a
certain
degree.
It's
not
low
income
housing
and
it's
not
rich
people,
housing.
A
lot
of
planters
call
it
the
mushy
metal,
marshmallow
metal,
and
it
differs
for
every
in
individual
group
city
for
our
area.
It
was
established
to
go
from
150
000
to
240
000.
that
was
established
by
a
working
group
that
was
between
ou
and
the
city.
That
did
a
huge
amount
of
work
to
produce
a
very
intensively
de
studied
housing
plan
and
recommendations.
I
I
It's
housing
that
may
be
transitional,
it's
multi-family
housing
or
it's
housing
that
allows
for
people
who
normally
don't
have
housing
to
be
able
to
have
housing.
This
was
put
in
the
plan
that
we
adopted
in
2019,
so
when
people
complain
that
that
we
are
doing
a
project
or
we
are
doing
a
pro
program,
that
is,
financing
or
subsidizing
houses
that
are
not
in
that
realm
of
what
has
been
recommended
by
both
of
those
different
plans.
I
But
if
they
can
do
it
through
the
tax
increment
financing
process,
then
it
could
be
jump
started
and
that
it's
a
it's
a
win-win,
because
the
city
is
not
at
risk
for
any
sort
of
monetary
output
and
the
developer
gets
to
do
things
a
lot
quicker
and
that
helps
to
make
it
cheaper.
I
This
particular
development
is
exciting
in
a
lot
of
ways,
because,
first
of
all,
it's
townhouses,
which
we
have
very
few
in
in
the
city.
It
also
has
univ
universally
designed
units
and
they're
all
going
to
be
owner
occupied,
which
is
also
different
for
a
large
scale.
Development
like
this.
That's
you
know
in
that
mushy
middle
of
numbers
and
also
universally
designed.
I
I
It
was
adopted
in
2019
as
that
amount
of
money.
I
think
that
that
has
to
be
looked
at
again,
because
housing
and
prices
have
gone
up
with
the
covid,
and
so
I
think
that
if
we
looked
at
it
across
the
nation
that
mushy
metal
has
probably
been
expanded
to
go
lower
and
to
higher
for
affordable
housing,
so
that's
kind
of
the
background
of
it.

the
the
final

remember
fall
covered
really
a
lot
of
the
important
points
of
that,
and
I
would
just
say
that
this
I
I
think
this
is
an
exciting
opportunity
for
the
city
to
increase
our
the
number
of
universal
design
accessible
units.
That's
something

university
folks.

People
who
who
are
working
to
keep
retirees
here
and
other
organizations
are
really
have
have
noted
time
and
time
again
that
that
athens
needs
more
housing
that
is
suitable
for
a
universal
design
concept,
and
so
I
think
that
the
the
fact
that
that
the
affordable
housing
task
force
that
worked
really
hard
on
on
analyzing
the
housing
needs
in
the
athens
area
and
that
one
of
their
their
very
top
recommendations
was
that
that
we
increased
our
stock
of
universally
designed
homes
and
and
then
that
that
same
recommendation
was
repeated
by
the
affordable
housing
commission
a
couple
years
later
and
well.

This
amendment
does
include
a
an
increase
to
the
base
price
of
the
units
taking
it
from
220
to
240.
It
is
still
within
that
price
range
that
was
that
was
identified
in
in
2016
by
the
the
task
force.

that's
and

we're
also
working
to
to
have
homes
that
are
as
sustainable
and
energy
efficient
as.

that
everybody
understands

design
is.

talking

question
is:

you
pass
this,
does
that
mean
that
it's
a
full
go
ahead
for
this
project

it
will
move.

light

construction

escalation

months
ago

is
that
if
you
approve
the
240
000
base
price,
then
they
the
developer,
there's
no
other
impediments
at
this
point
or
barriers,
and
they
can
just
go
ahead
and
plan
it
from
there
is.
That
is
that
I'm
sorry
I'm
kind
of
pushing
this.
But
I
just
want
to
make
sure
because
people
are
going
to
ask
me
that.

like

briefly
say
that

nobody

why
universal
design

popular.

people

older

allows
them

age

that's
why
the
people
who
are
hoping
to
have
people
retire
here

pleased

and

think
that
it

also
easier

people

some
disabilities

trying

hard

oversight

employment

parks

recreation
department
was
promoted,

was
intended
to
promote
her

percent
higher

rate
from

promoted,

previous

not
do
that
correctly,
and
so
we
are
fixing
it
with
this
ordinance.

manager

the
