letter

the
ohio
housing
finance
agency
and
it's

letter
indicating
that

housing
finance
agency
has
granted
an
award
of
2021
housing
credits
to
an
affordable
housing
development
which
is
crenshaw
green.
So
this
is
great
news
that
they
were
able
to
get
that
for
that
110.

believe
it
is
a
unit
project
as
they
move
forward.
So
I
wanted
to
share
that.
The
other
thing
to
share
with
council
is
that,
this
afternoon,
from
1
30
to
3
o'clock,
there
was
myself
and
eight
other
mayors
that
met
with
governor
dewine
for
an
hour
and
a
half
to
discuss,
needs
and
that
we
see
in
southeastern
ohio
well
actually
around
the
state.
It
was
mayors,
representing
cities
similar
in
size
to
athens.

question
was:
can
that
grant
also
be
used
for
data
storage,
which
is
a
significant
amount
of
money?
And
after
doing
a
little
research?
The
governor
indicated
that,
yes,
that
granting
mechanism
can
be
used
for
storage
of
your
bwc
footage.
So
that
was
great
news,
because
that's
probably
one
of
the
larger
expenses
with
our
body
worn
cameras
which
are
vital.
Our
police
department
really
likes
having
bwc's
when
they're
having
to
respond.

my
sister's

advocacy,

project,
southeast

habitat
for
humanity,
southeast
ohio,
sub-chapter
of
the
national
lawyers
guild,
the
ohio
chapter
of
the
national
lawyers
guild
and
the
appalachian
peace

justice

The
letter
reads

rather
addition
to
the
code
language
would
ban
discrimination
in
housing
based
on

of
income.
Source

income
refers
to
how
a
tenant
pays
their
rent,
the
most
common
form
of
source
of
income
discrimination
occurs
when
a
landlord
refuses
to
rent
to
a
tenant
who
receives
a
public
housing.
Subsidy
such
as
a
section
8
housing
choice,
voucher
or
rental
assistance
from
community
action
agencies.

In
august
of
last
year,
the
aspen
institute
predicted
that
30
to
40
million
families
would
lose
housing
this
year
due
to
the
effects
of
the
covet
19
pandemic.
Many
of
these
families
may
be
eligible
for
public
housing
assistance
which
would
allow
them
to
achieve
long-term,
sustainable
rental
assistance.

Without
this
ordinance,
athens
tenants
could
be
refused
housing
solely
because
they
receive
government
assistance
to
pay
their
rent
united
athens
county
tenants,
along
with
the
undersigned
organizations
implore
city
council,
to
enact
this
ordinance
as
soon
as
possible
to
protect
our
neighbors
family
and
friends
from
source
of
income
discrimination.
The
coveted
19
pandemic
has
exacerbated
the
inequities
that
exist
in
our
society.

up

athens

council

close

gap
by
ensuring
secure

housing
for

the

commerce,

athens
chamber
of
commerce,
danny
underhill,
put
together
this
proposal
and
that
we
saw
at
our
last
committee
meeting

meeting.

what
they

work

they
have
done
and
what
they
were
proposing
for
the
city
of
athens,
and

wholeheartedly
support
this
proposal.

some
offline
conversations
about
whether
or
not
we
wanted
to
explore
this
as
a
pilot
being
that
that
was
consistent
with
some
of
the
other
new
ideas.

We've
had
in
the
city
for
our
playing
program
and
the
particle
program,
but
it
was
explained
to
me
that
and
president,
as
you
touched
on
this
briefly,
this
pilot
wouldn't
necessarily
fit
with
this
particular
program,
and
I
don't
know
if
maybe
president
eisler
administration
would
want
to
elaborate
on
why.

suppose
it's
maybe
similar
to
an
ad
hoc
committee
as
opposed
to
a
standing
committee,
and
that
you
know
it's
a
pilot
program.
We
tend
to
think
of
as
we're
going
to
try
something
for
a
trial
for
a
short
period
of
time
to
see
if
it's
effective
and
works
and
the
I
think,
the
time
parameters
of
the
application
to
the
state
it
being
five
years
would
indicate
longer
than
a
typical
pilot
project.

Usually
pilot
projects,
at
least
in
my
experience,
have
usually
been
like
six
months
or
a
year,
sometimes
a
little
bit
longer.
So
I
hope
that
provides
enough
explanation,

patterson,
just
a
little.

once
this
goes
through
council
and,
if
council
approves,
then
it
goes
to
the
ohio
department
of
commerce
it
for
approval

they
approve

the

establishments

liquor
permits
have

now
apply

liquor

That
is
similar
to
the
same
liquor
pip
they
have
whether
it's
a

or
d5,
whatever
that
is
plus.
It
will
also
have
a
dora
indicator
on
that
application.

there's
it's
a
little
bit
more
complicated
than
creating
a
pilot,
but
five
years
council
does
have
the
opportunity,
in
five
years,
within
that
five
year
period
as
they're,
we're
tracking
and
seeing
if
it's
working
if
there
are
flaws,
whether
there's
changes
that
need
to
be
made,
it
can
be
amended
in
that
five
years
if
we
feel
that
there
are
some
things
that
need
to
be
amended
with
the
dora,
but
then,
at
the
end
of
the
day,
at
nearing
the
end
of
that
five-year
period,
if
I
or
council
decides
this
is
just
not
working
for
us
in
athens,
a
dora
can
be
rescinded
as
well.

it's
I
guess
if
you
want
to
think
of
it
as
a
five-year
pilot,
but
it's
just
there's
more
complication
than
just
saying
hey.
This
is
a
pilot
for
a
couple
of
years
because
of
the
process
that
the
establishments
have
to
go
through
to
get
their
dora
indicator
for
their
own
liquor
permits.

specifically
in
the
ohio
revised
code,
the
code
section
that
creates
these
doras,
it
does
say
at
any
time
the
legislative
authority
may
dissolve
all
or
part
of
the
outdoor
refreshment
area.
So
that's
built
in
that.
If
things
aren't
working,
the
revised
code
says
that
we
can
so
it
could
be
at
any
time.

mention
that
I
did
hear
from
one
citizen
who
was
concerned
about
the
containers
that
would
be
used
for
this
program.
As
I
reassured
that
citizen
and
I'd
like
to
reassure

public
today,
the
subcommittee
took
very
close
consideration
of
the
proper
container
to
use
for
this.

Now
you
might
understand
that
there
are
health
code
reasons
why
these
would
have
to
be
single
use,
containers
and
they
did.
The
ordinance
does
require
them
to
be
100
compostable.
I
realized
that
that's
not
perfect
in
a
perfect
world,
but
it
does
give
a
give
some
possibilities
for
the
the
waste
disposal.

They've
talked
to
ahrc
and
and
gone
through
all
the
potential
waste
management
of
the
cups,
but
they're
also
open
to
perhaps
in
the
future.
For
this
initial
go
around,
they
really
had
to
work
with
all
the
local
businesses
who
might
make
this
a
success,
and
the
local
businesses
had
to
be
a
part
of
this
commitment
to
to
purchasing
cups
for
their
establishment.
So
I
know
that
they
are
open
to
looking
in
the
future
towards
possibly
a
stainless
steel
cup,
that
more
local
tourists

athens.

can

them

establishment

would
be

read

glass

even
allow
for

permanent
container

container,

care
about
it.
