purpose

hearings
is
to
receive
testimony
as
an
opportunity
to
provide
information.
It
is
not
an
evening
for
us
to
engage
in
discussion
back
and
forth
or
to
answer
questions.
We've
had
the
planning
commission
meetings,
we've
also
had
our
committee
meetings.
We've
had
the
first
reading
of
the
ordinance
for
these
items,
and
so
our
intent
tonight
is
not
to
engage
in
discussion,
but
to
hear
your
comments
so
that
we
can
absorb
that
information
that
you
provide
to
us
tonight
and
your
opinions
about
this.

we
have
time
between
those
two.
In
other
words,
if
we
finish
our
comments
on
off-street
parking
by
7
15,
we
will
slide
in
a
transportation
committee
item
just
to
get
some
of
that
business
through
this
evening,
so
that
it's
not
too
terribly
long
an
evening
after
we
finished
with
those
hearings,
then
we'll
have
the
committees
meeting
tonight,
the
first
of
which
is
the
committee
of
the
whole,
and
we
have
chief
reimer
with
us
presenting
information
about
our
fire
headquarters.
So
that's
important
information
tonight
too.

Yet
there
are
several
things
in
here
that
I
think
are
really
detrimental,
but
those
things
that
that
I
think
are
difficult
because
of
the
pandemic
issues
are
the
section
on
close
association
with
bus
stops.
They
tried
to
check
today.

the
buses
are
up
yet.
Are
they
not
mine?
Nobody's
answering

Well,
I
look
for
a
half
an
hour
looks
like
two
runs
are
not
even
up.

When
I
think
the
population
of
athens
is
pretty
unknown,
I
mean
the
university's
issues.
People
working
from
home
people
working
out
of
the
area
from
home
that
actually
have
occupations
in
the
city
got
a
lot
of
strange
things
going
on
so
to
alter
what
what
what
is
being
asked
to
alter
to
decrease
certain
parking
requirements.
Right
now,
I
think,
is
a
really
poor
time
to
make
that
adjustment.

So
what
I'm
really
asking
is
that
you
put
this
on
hold
for
a
while,
not
lose
it
because
there's
some
good
things
in
here.
As
a
former
member
of
the
board
of
zoning
appeals,
there
were
some
parking
issues
that
kept
coming
up
and
coming
up
and
actually
they
should
be
changed
and
codified
into
law
and
I'm
not
objecting
to
everything
there.

But
it's
really
easy
to
have
policies
that
subsidized
parking
subsidized
driving
and
if
we
pass
this,
it
will
give
the
landowners
the
ability
to
reduce
the
requirements
if
it
makes
sense
for
their
business
to
do
so.

point:
donkey
coffee,
16,
parking
space
requirements.
How
many
do
they
usually
actually
have
students
use
in
a
given
year,
somewhere
between
three
and
five,
so
about
a
quarter
of
the
requirement
is
actually
what
they
need
to
actually
do.
This
would
give
them
flexibility
to
reduce
the
overhead
costs.

have
to
pay
that
and
they
pay
it
out
of
height,
because
they're
good
landlords,
they
don't
charge
their
students
if
they're
not
paying
for
a
space.

don't
say.

this
is
our
cost
and
it
includes
the
spaces
they
only
charge

need

space,
so
they're
taking
out
a
hide,

so
a
year
that
it's
costing
them
that's
a
lot

for

where

can
only

people
renting
what

four
people
show

for
filing
those
complaints

who
files

rents

service

taxes

opportunity
to
live
close
to
an
airbnb
the
last
few
months,
and
I
just
wanted
to
offer.
You

my
observation
of
being
next
to
one
the
people
that
utilize
it
overall
they're,
not
they're,
not
terrible
they're.
Actually,
they
seem
to
be
nice
people.

see

places

dad
retired

ohio

help
people

necessarily
afford
the
houses.

run

business

income

profit
generator

banks
are
willing
to
loan
more
money
on.

seen
it
happen
yet

people

service
industry,

that,

able
to

utilize
this,

it

cost
money
to
run
a
business.

there
is
more,

startup
capital

into

feels

my
work
with
the
county,
they
were
able
to
reach
out
to
a
lot
of
these
platforms,
airbnb
and

actually
geofence.

their

area
out

pull

this
is
something
that
the
city
could
be
doing
right
now.
They
basically
just
put
it
already
into
you,
know
into
the
formula
when
they
check
out
they
write
a
check
and
send
it
to
the
city.
So
there
is,
there
is
an
opportunity
to
have
have
that
collection
happen.

peer-to-peer
economy
is
alive
and
well
in
this
country,
and
it
needs
to
be
encouraged
in
athens
and
not
left
the
fester,
unregulated
and
unenforced
as
it
is
currently.
Rather,
the
city
should
manage
and
regulate
short-term
rentals
for
the
betterment
of
the
city,
our
neighborhoods
and
our
residents.

So
I'm
definitely
in
support
of
this
as
it
stands
currently,
so
it
was
controversial
before
I
think
that
the
planning
commission
went
through
processed
the
feedback
they
got
and
really
mitigated
those
concerns.
So
we
now
are
in
a
situation
where,
yes,
a
airbnb
short-term
rental
would
be
allowed
in
our
neighborhoods,
but
only
under
very
strict
restrictions.

never
heard
anybody
complaining
about
those
yet,
but
I
hear
people
complaining
about
what
two
people
in
an
airbnb
might
do
and
I
do
want
to
see
those
regulated.
I
think
that's
the
proper
goal
here
and
to
allow
where
it
makes
sense
with
the
restrictions
we've
talked
about
in
this
proposal,
to
enable
landowners
to
generate
revenue
for
their
property
to
make
lodging
available
to
people
that
many
many
times
when
I
travel,
I
don't
want
to
stay
in
a
hotel.

side
of

be
occupied
by
non-resident
owner
bed
and
breakfast

really
small

also
be
affected

lancaster

streets

in
this

affected

some
very
old
grandfathered
situations.
We
have
at
least
two
triplexes.

fearful

lot

problems

opened

Sometimes

good

root

property

rental

problem
and
we
have
searched

years

why
this

the
meaning

into
effect?
Does
anybody

historical
research,

I

it's

important
to
know
why
this
came
into
effect,
which
maybe
would
give
us
a
good
reason
just
to
ditch
it,
and
then
we
can
ditch
this
whole
thing.

built
stationed

trucks

we

have
five
different
vehicles

there,

rescue
unit,

we've
taken

least
an

truck
parks
the
heaviest
vehicle
that
we
have

only
bay
that
will
really
fit
in
on

the
building

rusting
away

falling

addressed
by
the
contraction
engineers
now,

some
future
appropriation,

needed

it

long-term
solution.

say,
the
tower
truck
stays
in
the
station
until
we
absolutely
need
it
and
we
take
our
time
pulling
it
out.
But
this
is
what
we
have
to
deal
with.

contractor
seems
to
think
he
has
a
short-term
solution
for
that,
but
that
is
again
a
short-term
solution.
We
did
have
an
engineer,
come
and
assess
it.
The
same
one,
to
assess
the
issues
we
had
at
14
north
court
that
you
may
have
heard
or
seen
they
suggested
these
short-term
solutions
to
stabilize
this
is
here.

you
look,
this
is
one
of
the
sheer
walls
they
put
in.
This
is
a
main
center
beam

the
very
center
of
the
station.
This
is
the
bottom
side

You
can
see
the
the
cracking
through
this
portion

water

salt
condition
where
it's
busting
up.
The
concrete
here
is

upper
section

that

doing

the
station.

It's
concrete
over

forms

the

you
can

every
eight
feet,
there's
a
crack
that
goes
through
here.
If
you
notice
right
here
to
the
little
drain,
it
is
sunk
so
much
that
the
drains
are
higher
than
what
the
concrete
floor
is
now,
so
it's
very
difficult
to
keep
water
off
of
it.
It's
a
slipping
hazard,
continually
water
leaking
from
from
pumps.
You
know
trucks
that
need
to
be
fixed
here.
You
see
some
more
cracking
and
spalding.
This
is
the
doorway
beam.

is
the
main
support
structure,
beam
and
this
flux
that
have
another
video
to
when
the
truck
pulls
out
the
beam
flexes
up
and
down
about
a
half
an
inch
three
quarters
of
an
inch
more
cracks
inside
the
floors.
Here,
2005
we
noticed
the
building
was
shifting
backward.
It
was
built
on
stilts
in
65,
and
the
ford
inertia
energy
from
the
trucks
were
causing
the
building
to
tilt
backwards.
So
they
put
in
these
support
walls
here
throughout
throughout
the
station,
underneath
to
keep
it
from
going
backwards.

Other
issues
that
we
have
with
the
station
throughout
the
station,
at
least
on
the
the
first
floor
area,
is
still
single-pane
glass.
These
windows
downstairs
we
can't
open,
because
when
the
building
racked
this
way,
it'll
lock
the
windows
closed.
So
now
you
can't
open
the
windows
on
it.
They're
single
pane
windows.
This
is
our
gear,
decon
area.
So
when
we
for
our
cancer
movement,
we
have
to
wash
our
gear
after
every
fire.

Well,
just
since
we're
limited
on
space,
it
is
also
our
supply
room,
our
exercise,
room
and
we'll
restore
our
class,
a
uniforms,
here's
just
the
other
side
of
it.
You
see
everything.
This
is
just
part
of
this
building.
We
are
out
of
space.
It
is
completely
cluttered.
We,
the
the
firefighters
there,
have
done
an
excellent
job
of
keeping
the
station
up
as
much
as
they
can.
I
have
heard
from
numerous
people
throughout
the
whole
state
that
come
in
to
teach
and
say
it's:
the
cleanest
fire
stations
ever
seen.

They
stay
busy
they're
building
their
own
beds,
they're
painting
the
station
they're
taking
care
of
the
floors
they're
doing
what
they
can
to
keep
this
place
going.
It
is
just
no
longer
feasible
for
a
fire
station
again.
Here's
a
single
pane
windows
in
the
kitchen,
past
repairs,
since
2005
we've
had
a
little
over
500
000
repairs
to
keep
this
place
going
about
90
000
for
a
new
roof,
100
000
for
the
ramp
walls
that
were
coming
out
in
2014
again
with
the
ramp
service
in
88.
That's
not
even
part
of
that
500
000
cost.

The
ranch
surface
was
breaking
and
busting
up
because
it
has.
Over
top
of
that,
precast
was
a
concrete
slab
that
was
replaced
in
about
88.
It
is
busting
up
again
you
come
up.
Take
a
look.
You
have
to
show
the
beams
driving
parking
areas.
It
is
sloped
down
to
where
again
it
holds
water
and
is
an
ice
hazard,
the
shear
walls.
We
showed
you
that
2009
the
steel
beams
and
again
we're
putting
up
some
more
steel
at
the
recommendation
of
the
engineer
in
order
to
keep
that
going.

This
was
a
few
months
ago.
I
don't
know
how
long
the
process
is
going
to
take.
We
are
in
the
planning
process
now,
as
you
know,
we
need
this
new
station,
other
issues
that
we
have
here
again.
We
went
over
this.
It's
not
ada
compliant.
We
stopped
being
a
poll
poll
place
some
years
back
when
they
decided
it
wasn't
compliant
for
that.
To
some
other
issue,
we
need
to
take
care
of.
It
doesn't
meet
nfpa
recommendations
for
cancer
prevention.

We've
done
everything
we
can
with
these
little
exhaust
emissions
through
grants,
removing
our
gear
out
with
cleaning
the
station
and
stuff,
but
there's
no
warm
and
cold
zones
when
we
start
up
a
truck
or
back
a
truck
in
or
something
all
that
stuff
coming
off
of
the
gear.
It's
going
into
the
living
quarters,
which
we
our
beds,
are
just
on
the
other
side
of
a
door
like
this.

Certainly,
no
keep
going
for
this
station
here,
we're
projecting
somewhere
between
six
and
seven
million
dollars
with
the
current
cost
and
the
square
footage
that
we're
going
to
need
we're
going
to
need
at
least
double
the
space.
As
you
can
see,
we've
grown
out
of
that
station.
I'd
like
to
project
on
a
new
station
that
is
going
to
be
sufficient
for
a
minimum
of
50
to
60
years
this.
By
this
time,
projects
done
this
station
will
be
60
years.

Whatever
we
do
build,
I
want
it
to
be
a
good
station.
It's
going
to
last
long
after
I'm
gone
for
the
next,
and
it's
gonna
be
able
to
be
used
for
something
else
and
to
be
upgraded.
If
it's
something
else
that
needs
to
be
attached
to
it
or
we
can
push
out
a
little
bit,
because
the
station
has
gotten
even
bigger

which
would

the
street
rehab
tax-
that's
in

place,

similar

the
merchant

levy,

in

the
purpose

levy

improvements,
so
primarily
used
for
the
fire
station,
but
there
were
other

there
were
other
public
safety
capital
improvements
in
out
years.

costs
would

capital
specific

it

likely
be
a
20-year
levy,
not

dissimilar
from
what
the
athens
community
centers
levy
was,
and
with
that
one,
as
some
of
you
are
probably
aware,
we
found
that
we

able

cover
our
debt
on
the
community
center
early
and
had
the
opportunity
to
sunset
that
at
16
years,
this,
though,
is
council
is
well
aware.
You
know
a
pumper
truck,
which
we
have
one,
if
not
two,
that
need
to
be
replaced
in
the
not
too
distant
future.
I
The
other
thing
just
to
share
with
council,
as
the
chief
has
just
indicated,
that
something
not
that
dissimilar
from
what
the
county
did
with
their
new
ems
station.
Is
they
made
it
more
public
friendly?
They
have
a
meeting
room
that
the
public
can
use
if
they
chose
to
not
something
that
we're
certainly
exploring.
I
Headquarters
to
make
it
community
friendly
and
possibly
having
community
space
a
community
space
within
the
the
headquarters,
but
the
main
thing-
and
this
is
I'm
going
to
share
with
council
when
chief
explained
to
me
what
he
was
observing
when
the
tower

its

building
was
built
to
support

longer

a
position
to
support
the
types
of
equipment
that
we
have
in
order
to
deal
with

potential
six

eight
foot
tall

of

tower

vitally
important
piece
of

equipment.

we
selected
and
are
seeking
a
proposal

asset

community
above

beyond

station

services

we

architects

wrote

belly

both
internal
staff
and

external
company

use
to
manage
our

pay
for
that
access
through
ohio
university
and

through
another
range

all
intensive
purposes.

city
of
athens
doesn't
pay
for
that
service.

there
are

anomalies
like,
for
instance,
fire

monitoring

network

viable
