fund
for
fire,

this
is
for
a
grant
award
from
it's
listed
as
firehouse
subs,

stone,
I'm
not
sure
what
firehouse
subs
refers
to.
Can
you
enlighten
us.

a
couple
of
weeks
ago,
there
was
a
ordinance
pass
to
accept
except
grant
money
and
it's
for
specific
equipment,
and
I
don't
have
it
right
at
the
tips
of
my
fingertips
right
now
as
to
what
that
equipment
was.
However,
in
order
for
the
chief
to
expend
the
money,
it's
got
to
be
appropriated,
so
you
passed
an
ordinance
to
accept
it,
but
we
didn't
at
the
same
time
ask
for
you
to
appropriate
it
so
that
he
can
expend
it
on
the
equipment.

have
to
go
back,
and
I
can
do
that

I'll

sort

breeding
apparatus

of

then

recover

costs
associated
with
providing
those
additional
services

program
fees,
memberships
and
and
such.

capital
improvements

part

armory

aware,
the
city
administration
has

focusing

armory's
envelope,
the
actual
building
envelope
and
trying
to
make
sure
that
that
building
stays
dry
and

and
able
to
make
it
until

time

dollars
to
really
bring
it
back
to
life.
So
part
of
that
building
envelope
are,
of
course,
its
windows
and
the
city
administration
would
like
this
thousand
five
hundred
dollars,
which

available

the
capital
fund

replacement.

cap
fund
right
now
is
has
about
seventy
five
thousand
dollars
in
it.
So
this
is
recommending
using
forty

windows
will
also
help
keep
it

warm

armory

have
an
hvac
system,
so
there's
a
heater
in
there
to
try
to
keep
the
pipes
from
freezing,

anyway

make

low
hanging
fruit,
but
there
are
some
critical
things
that
are
necessary
to
keep

building
from
falling
completely
into
disrepair

roof

them.

we've
done
both

those
things
over
the
years.

allow
us

to
take
the
next
step
with
replacing

hvac
system
and
getting

windows

something

we're
going
to
buy
these
windows
and

staff

professional
services

medical
claims,

city

self-insured,
and
so
we,
you
know
the
way
that
we
administer
our
health
care
in
the
city
is
that
we
have
a
third
party
administrator
who
functions
like
an
insurance
company
but
and
they
process
claims
as
if
they
were
insurance
company,
but
instead
of
us,
then
going
and
paying
premiums
to
an
insurance
company
for
them
to
pay
the
claims.
We
just
pay
the
claims
ourselves
and
it's
a
it's
a
model
that
has
has
benefited
the
city
and
kept
costs
down
over
the
years.

usually

portion
of
the
way
through
the
year,
all
the
money
hasn't
been
appropriated
to
to
pay
those
claims
at

very
beginning

the

we
are
just
requesting
an
increase
in
order

claims

been
having
for
the

18
months

move
forward

successful

obviously
arts,
west

community
center

every
piece

parks

the
city
administration
and
can
provide
that
you
know
support
and
background
so
that
we
can
hopefully
move
forward
not
talking
about
arts
parks
and
recreation
at
every
council.

wanted

work
and
just
work,

even

to
think
about
it.

budge
at
the
beginning
of

year

it
runs
and
everybody's
happy
and
they

basketball

whatever
they're
gonna
sign
up

we

talk
about
it

has

a

period

that
department
in
particular.

much

function
of

experience

one

prepare

manage

department
through
a
pandemic.

one
has

this
experience
before.

having
some
experience
running

department

normal
circumstances
certainly
would
help,
but
there's
a
certain
amount
of
trust.

to
have
to
come
from
administration
that
there
is
a
belief
that
this
particular
person
has
adequate
experience
to
come
in
with
the
understanding
how
to
under

run
a
department
under
normal
circumstances
and
also
how
to
recover
through
a
pandemic
with
the
adequate
support
from
the
administration.
So
just
to
provide
a
little
bit
of
context
of
why.

asked
that
question.

project

debt

wastewater
projects

a
mix
to
where
a
certain
percentage
of
the
sewer
revenue
that
people
pay

bills

into

debt
fund

beginning

water

do

water
side,

goes
into
the
water

problem

landowners,
stakeholders
and
the
city
could
possibly

alleviate

situation.

who

about

corps

engineers

garbage
fund

coming

members

council

our
recent
break,
have
a
presentation
from
the
code
office
about
the
issues
with
the
balance
in
our
garbage
fund.

time
we
hadn't
increased
these
rates
in
about
a
decade,
so
it
was
necessary
to
do
some
significant
increases
and-
and
at
this
point
the
director
of
the
code
office
has
recommended
a
number
of
specific
increases,

first

re
recycling
support
fee
for
non-participating
solid
waste
units.
That
is
not
current
residents
who
have
their
trash
and
recycling
managed
by
athens,
hocking
recycling.

for
our
current
owner
occupied
units
for
those
who
pay
for
up
to
one

gallon
container
per
week,
the
fee
which
has
been
14.50
is
proposed
to
rise
to
15.23,
so
73
cent
per
month
increase.

remind

public
and
council
that
that
includes
recycling
services,
so
there's
not
a
separate
recycling
support
fee
for
those
owner
occupied
residences
and
then
for
those
who
pay
for
up
to
two
32
gallon
containers
per
week.

price
increases
from

to
dollars
and
five
cents,
an
increase
of
one
dollar
and
five
cents,
and
then
we
have
rental
units
which
include
houses,
apartments,
rooming
houses,
condominiums,
fraternities
and
sororities
that
are
based
on
an
occupancy
permit.

three
occupants:
it's
the
same
increase
as
the
owner
occupied
unit
of
two
gallon
from
twenty
one
dollars
to
twenty

from

that's

containers:

to
nine
