Description
Athens City Council - January 18, 2022
A
A
B
C
A
The
first
one
is
that
council
members
did
receive
from
our
police
chief
tom
pyle,
a
detailed
expense
transaction
for
the
law
enforcement
trust
fund
and
he's
required
to
do
this
and
always
obliges
and
notifies
us
of
how
those
monies
have
been
spent.
Basically,
it
was
6
700
and
it
was
spent
for
a
wireless
router
and
some
camera
system
for
one
of
our
buildings
in
the
city.
A
So
thanks
to
chief
pyle
for
submitting
that
the
other
communication
is
that
we
did
receive
several
phone
calls
and
emails
about,
and
I
know
many
of
the
city
employees
did
today
about
the
snow,
removal,
the
snow
conditions
and
given
the
fact
that
we
had
a
level
three
emergency.
I
just
want
to
extend
our
heartfelt
thanks
to
the
city
crews,
who
did
a
lot
of
work
in
a
short
period
of
time.
A
Nothing
could
have
been
perfect
in
this
kind
of
in
these
kind
of
weather
circumstances,
and
I
would
remind
citizens,
as
we
do
each
year,
that
when
there
is
snow,
it's
the
citizens,
the
property
owner's
responsibility
to
clear
the
sidewalk
and
the
sooner
you
do
it
the
better
and
the
easier
it
is
to
clear.
The
other
item.
A
I'd
mention
is:
is
that
while
the
plows
have
been
up
and
down
the
road
several
times-
and
we
did
have
one
of
the
trucks
break
down
today-
the
brakes
failed
so
we're
down
to
one
less
truck,
but
a
suggestion
would
be
particularly
in
the
subdivisions
where
we
have
mailboxes
and
our
delivery
people
are
trying
to
get
out.
A
It
would
be
a
real
help
if
you
could
shovel
around
your
mailboxes,
because
it
makes
their
delivery
easier
and
some
people
I
know,
aren't
able
to
do
that.
But
if
you've
got
a
neighbor
and
you
know
that
they
might
have
problems,
that's
a
wonderful
opportunity
to
say
hi
to
your
neighbor
and
just
shovel
it
out
so
that
the
delivery
people
can
get
there.
I
I
had
brief
encounter
with
a
delivery
person
this
afternoon,
and
I
said
how
are
you
doing?
He
says
I'll
be
much
better,
come
springtime.
A
D
Yes,
I
have
thank
you.
I
receive
very
professionally
and
well-written
correspondence
from
two
west
side
resident
homeowners.
Both
are
concerned
about
pedestrian
and
traffic
safety.
I
believe
these
emails
have
been
distributed
to
all
city
council
members,
and
I
copied
staff
as
appropriate
for
their
review
and
action
are
forwarded,
as
actions
can
be
addressed
immediately
have
been
done.
Some
actions
have
been
done.
D
To
john
for
probably
not
pronouncing
his
name
correctly,
co-owner
of
the
psychopath
michael
bicycle
shop,
referred
to
the
dora,
the
designated
outdoor
refreshment
area
and
is
concerned
that
participants
in
that
program
come
spring,
will
cross
the
street
in
front
of
his
shop
on
west
union
to
depot
street,
and
there
is
no
painted
crosswalk
there
he
would
like
to.
In
addition,
he
would
like
the
city
to
upload
the
latest
door
map
and
information.
He
thinks
that
what's
on,
there
is
is
a
draft
and
not
the
final
version.
D
He
also
offered
a
drawing
of
a
bike
stand
that
I
think,
is
quite
clever,
and
I
hope
you
all
take
a
look
at
that,
and
maybe
that
can
be
something
we
can
do
in
the
future.
The
other
writer
was
natalie
whitman
mba
associate
director
residential
graduate
programs,
enrollment
college
of
business,
who
grew
up
in
athens.
She
wrote
about
the
problem
sidewalks
and
continued
by
writing.
After
conversations
reading
through
athens,
comprehensive
plan
and
other
reading
material,
it
seems
clear
that
sidewalks
are
not
the
problem,
but
rather
a
symptom
of
a
larger
problem,
pedestrian
infrastructure.
D
She
has
talked
with
professors
at
the
university
and
college
provided
resources
and
wants
to
be
engaged
in
addressing
these
issues.
Her
sister
stephanie
hunter
also
contacted
me.
She
lives
on
the
east
side
and
she
would
was
interested
in
being
involved
with
the
sidewalk
accessibility
ad
hoc
committee.
Obviously
there's
a
relationship
there,
which
I
had
to
tell
her,
is
now
fully
staffed,
so
hopefully
she'll
help
in
some
other
way.
I
really
appreciate
their
passion
and
interest
and
I
hope
to
work
with
them
in
the
future.
Thank.
E
You
I
will
read
a
written
correspondence
from
jordan
pazzle,
a
recent
ohio
university
graduate
who
also
spoke
at
last
week's
committee
meeting.
This
is
to
let
city
council
know
that
I
and
a
majority
of
my
peers
in
the
lgbt
community
and
athens
community
oppose
any
funding
increases
for
policing
and
surveillance
in
athens.
E
These
funds
would
be
much
better
used
and
appreciated
for
social
services,
rent
relief
and
community
support
you
and
I
both
know
that
police
do
not
prevent
crime,
and,
while
some
of
your
council
colleagues
may
pretend
to
support
marginalized
communities,
their
budget
priorities
make
it
quite
clear
that
this
is
merely
politics.
So
I
wanted
to
acknowledge
receipt
of
this
set
of
concerns
and
thank
jordan
for
reaching
out.
A
Thank
you
any
other
communications.
Yes,
council,
member
swank,
two
things,
one.
F
Going
back
to
your
point
about
snow,
one
thing
that
might
also
help
is
we're.
Suggesting
suggestions
to
our
citizens
is
something
that
I
posted
on
both
the
far
east
side
and
the
near
east
side
and
seem
to
make
a
big
difference,
and
that
is
wherever
possible.
If
you
can
pull
your
cars
from
the
street
and
rather
than
parking
them
in
the
street
parking
them
in
your
driveway,
your
garage
or
some
other
place.
It
makes
it
much
easier
and
safer
for
our
folks
that
are
clearing
the
streets.
F
In
fact,
many
communities
around
the
country
actually
have
a
two
inch
snow
emergency.
If
there's
two
inches
expected,
you
got
to
get
your
cars
off
the
street.
The
near
east
side
and
the
far
east
side
did
a
pretty
good
job
of
this
and
on
those
streets
that
were
very
well
cleared
of
cars.
F
Streets
are
dry
today,
and
I
attribute
that
to
making
it
more
accommodating
for
those
trying
to
clear
our
streets.
The
communication
I
received
was
on
friday
from
ed
newman
one
of
the
recognized
leaders
in
the
area
of
sustainability
and
taking
care
of
our
environment
here
in
the
city
of
athens,
and
he
called
me
about
an
article.
F
A
Okay,
thank
you.
Thank
you,
any
other
communications.
We
will
now
move
on
to
communications
and
reports
from
other
elected
officials
law
director
eli,
so
I
thought
auditor
hecht
was
going
to
be
here,
but
not
yet
so.
Mayor
patterson,
oh.
G
Yeah,
oh
thank
you,
president
I'll
echo,
a
lot
of
the
correspondences
that
most
of
you
receive
about
the
snow
removal
and
and
the
fact
that
we've
got
192
one-way
miles
of
street
in
the
city
of
athens
and
the
the
game
plan
is
always
number
one
hitting
the
steepest
streets
in
the
city
because
they
tend
to
be
the
most
treacherous
and
then
they
triage
and
work
their
way
out
and
get
through
the
remainder
of
the
city.
G
I
know
I
heard
from
several
citizens
having
concerns
over
not
the
the
entire
street
not
being
cleared
and
again
they
make
safe
passage.
You
know
on
their
first
pass
when
they
go
around
and
then
they
go
back
and
hit
them
again
and
again
and,
as
president
nicely
indicated,
unfortunately,
we
had
a
snowplow
where
the
brakes
failed
on
that
and
not
a
good
situation
to
be
in
when
you're
trying
to
blow
plow
through
streets
with
snow
covers,
but
the
crews
were
doing
their
thing
as
they
do
every
year.
Working
to
clear
that
up.
G
The
other
thing
I
want
to
share
with
council
is:
I
received
a
couple
different
correspondences
from
individuals
that
were
not
only
concerned,
but
were
pretty
angry
with
the
removal
of
two
trees
in
front
of
the
county
courthouse
and
just
for
everyone
to
know
that
those
the
removal
of
those
two
mature
well
large
trees
in
front
of
the
county
courthouse.
G
F
Mr
mayor
is
the
open
house
still
on
for
tomorrow
evening
in
regards
to
the
fire
station.
It.
G
Is
it
is
it's
tomorrow
evening,
six
to
nine
pm
over
in
the
community
center's
activity
room
a
so
it
is
still
on.
A
Okay,
we
will
move
on
tonight
and
all
of
our
ordinances
are
for
first
reading,
and
that
means
we
have
discussed
them
in
committee
last
week
and
are
now
moving
forward
with
a
brief
introduction
and
seeing
if
there
are
any
additional
comments
or
questions
tonight
from
other
council
members
administration
or
our
audience.
Members.
H
Thank
you
president
nicely.
This
is
an
annual
ordinance
which
authorizes
our
service
safety
director
or
his
designate
to
enter
into
an
agreement
with
the
government
auction
service
to,
as
the
title
mentioned
by
president
nisly,
to
conduct
internet
auctions
for
the
selling
of
unneeded
or
obsolete
municipal
personal
property,
and
the
bidder
is
required
to
pay
all
fees,
taxes
and
charges.
A
H
Thank
you,
president
nicely.
There
is
one
sentence
changed
in
the
ordinance
under
question,
17.01.012
purposes
of
tax
rate,
and
it
is
a
matter
of
changing
the
the
percentage
and
the
effective
date.
So
it
now
reads:
effective
january
1st,
2017
striking
out
2016
the
tax
shall
be
levied
at
a
rate
of
1.85
crossed
off
as
1.65
percent,
and
this
is
necessary
to
keep
for
a
five-year
period,
the
correct
rate
and
the
date
in
the
ordinance.
Thank
you
president
nicely.
Thank
you.
A
All
right,
if
no
questions
or
comments
from
council
members,
administration
or
the
audience
we'll
move
on
to
our
next
one
ordinance
322.
This
is
an
ordinance
authorizing
the
mayor
to
execute
a
housing
revolving
loan
fund
administration
agreement
with
the
state
of
ohio
development
services
agency
and
declaring
an
emergency
introduced
by
council
member
crowl.
H
H
D
Yes,
thank
you,
president
nicely.
As
I
mentioned
in
the
in
the
communication,
our
committee
meetings,
I
asked
if
it
was
be
possible
for
using
this
money
to
use
this
money
for
unsafe,
sidewalks
or
possibly
even
to
help
with
the
accessible
sidewalks
issue,
and
I'm
wondering
if
mr
mayor
could
address
that.
G
Mr
glenn
crippen
at
hapcap
is
usually
the
person
who
administers
this
program
for
us
for
the
city
and
in
speaking
with
glenn,
he
indicated
that
a
sidewalk
does
not
qualify
under
this
particular
program.
To
be
replaced
or
repaired
again
is
for
the
actual
structure,
the
home.
You
know
to
where
there's
improvements
that
can
be
made
to
the
house
itself,
but
not
for
sidewalks,
okay,.
G
Was
interesting,
it
was
a
great
question
because
I
started
wondering
you
know.
Maybe
this
is
an
avenue
to
be
able
to
repair
sidewalks,
but
he
he
was
pretty
clear
stating
that
the
way
the
language
reads
for
using
this
particular
program
that
you
can't
do
that.
Okay,
gotta.
F
On
the
very
first
page
under
c,
it
talks
about
goals
and
I
quote:
to
meet
the
primary
development
goals
of
one:
improving,
improving
the
affordable
housing
stock
and
two
providing
for
the
affordable
housing
stock
needs
of
low
and
moderate
income
persons
in
designated
areas
of
the
housing
revolving
loan
fund.
F
F
I
think
it's
a
great
opportunity
for
us
to
improve
and
provide
affordable
housing
stock,
but
you
know
up
on
university
states
we're
now
up
to
247
thousand
dollars
for
a
base
house,
and
I
think
we
need
to
define
affordable
housing
somewhere,
and
this
would
be
the
place.
I
think
to
start
that
discussion.
C
A
Thank
you
for
the
comments
and
we'll
look
into
that.
I
know
that
affordable
housing
and
low-income
housing
depend
on
the
particular
program
and
so
we'll
have
to.
I
think
a
first
step
would
be
to
check
with
mr
crippen.
We
also
have
the
advice
of
our
chair
here
of
the
affordable
housing
commission
council
member
grace,
so
we
have
some
great
resources
to
to
move
forward
with
the
discussion.
Thanks
for
the
comments,
any.
D
G
We
could
look
at
other
options,
things
that
haven't
been
considered.
I
know
that
this
program
has
been
used,
often
in
the
past,
and
it
has
included
things
like.
I
think
it
mentions
the
council
at
the
last
meeting
things
like
for
so
somebody
living.
I
can't
remember
what
what
the
poverty
level
was,
but
there's
the
we
follow
the
federal
guidelines
for
this
program
when
it
comes
to
what
does
constitute
affordable
housing,
what
constitutes
low
to
moderate
income,
the
the
so
the
homes
that
come
to
mind.
G
D
A
H
H
This
appropriation
ordinance
includes
five
thousand
dollars
to
the
general
fund
auditor
for
a
new
printer
copier,
six
thousand
dollars
to
the
general
fund,
fire
tc500
for
structural
repairs
to
headquarters,
one
hundred
and
fifty
thousand
dollars
to
the
tax
and
incremental
financing
fund,
the
tiff
fund
593
for
the
school
share
and
then
in
section
two,
the
following
transfers
from
the
general
fund
to
the
cemetery
fund
and
the
amount
of
fifty
thousand
dollars
from
the
parking
garage
fund
to
the
general
fund
in
the
amount
of
five
thousand
dollars
from
the
american
rescue
plan
act
fund
arpa
to
the
community
center
fund
271
in
the
amount
of
150
thousand
dollars
from
the
parking
garage
fund
to
the
parking
garage
debt
fund
in
the
amount
of
135
six
hundred
dollars
and
from
the
water
fund
to
the
water
treatment
plant
improvement
debt
fund
in
the
amount
of
two
hundred
thousand
dollars.
A
E
Thank
you.
This
was
an
item
on
last
week's
city
and
safety
services
committee
jinda,
and
this
is
also
an
item
from
our
athens
2040
comprehensive
plan
trying
to
improve
the
fiber
connectivity
in
our
city,
we're
moving
away
from
a
point
to
point
sort
of
outdated
now
system
and
trying
to
create
some
opportunities
using
some
conduits
that
we've
already
been
laying
and
trying
to
get
some
fiber
in
there
to
better
connect
us.
A
H
Thank
you,
president
nicely
at
the
beginning
of
the
pandemic,
when
our
service
safety
director
was
on
leave,
we
negotiated
the
city
negotiated
with
the
fraternal
order
of
police
union
a
contract
that
had
a
re-opener
in
years.
Two
and
three,
the
city
administration,
has
now
engaged
in
negotiations
with
the
union
and
has
offered
this
ordinance.
H
C
F
This
contract
was
originally
negotiated.
What
was
the
increase
for
2022
and
what
was
the
increase
for
2023.
H
E
H
An
excellent
question
city
administration
have
any
information
on
that
yeah.
That
is.
G
That
is
not
a
that
position
is
not
under
the
collecting
bargaining
itself
are.
G
A
H
H
For
years,
two
and
three
they
had
asked
for
a
higher
percentage
annual
increase
the
city
settled
on
on
what
the
previous
ordinance
stipulated
2.5
and
then
2.25,
but
this
is
a
separate
agreement
as
part
of
those
negotiations
and
I'll
read
section
one,
athens
city
council
does
hereby
authorize
a
one-time
one
thousand
dollar
retention
payment
for
athens
patrol
officers,
lieutenants
and
communication
officers,
with
a
claw
back
provision
for
any
officer
who
leaves
other
than
for
retirement
or
disability
separation
during
the
remainder
of
the
current
contract.
D
Sorry
beverly
crawls
so
is:
when
does
a
contract
end?
Could
you
remind
me.
D
B
Thank
you,
president
eisley.
I
know
that
some
of
us
have
expressed
some
concern
about
a
one-time
retention
payment
just
with
the
possibility
of
being
added
into
future
collective
bargaining
things.
I'm
worried
that
they
would
ask
for
that.
Every
time
and
to
me
I
I
have
to
I
am
a
little
not
baffled,
but
it
seems
odd
that
I
don't
know
this
doesn't
seem
like
the
the
world's
greatest
reten.
Excuse
me
retention
method
with
a
1
000
payment.
B
I
can't
imagine
that
would
be
enough
to
prevent
someone
who's
already,
making
the
amount
of
money
that
our
officers
make
from
going
to
a
place.
They'd
rather
work
to
me.
This
feels
more
like
a
thousand
dollar
bonus
because
it
just
doesn't.
It
doesn't
particularly
feel
like
I
mean
I
know
I
personally
wouldn't
be
kept
in
a
job
I
didn't
want
to
stay
in
for
a
thousand
dollars.
I
mean
it's
a
thousand
bucks,
but
I'm
not
going
to
stay.
A
F
Comments-
I
may
have
missed
this
at
the
last
meeting
when
mike
and
I
had
to
step
out
for
a
second,
but
what
at
a
granular
level
is
the
argument
for
this
or
the
the
justification
for
it
or
the
basis
for
it?
Maybe
that's
a
better
word,
not
an
argument.
The
basis
for
this,
this
possible
ordinance.
H
Well
before
I
ask
the
mayor,
maybe
to
speak
to
that,
I
am
not
involved,
nor
is
anybody
on
city
council
in
the
actual
negotiations
with
the
union,
so
the
service
safety
director
has
a
number
of
tools
at
his
disposal
to
try
to
come
to
an
agreement
with
any
of
our
unions,
and
this
was
one
that
I
had
not
heard
of
since
I've
been
on
council,
but
it
was,
I
believe,
a
creative
way
to
get
over
a
log
jam
with
the
officers
looking
for
a
higher
rate
of
annual
increase
than
than
what
the
city
was
willing
to
offer
them
mayor.
G
Perfectly
you
know,
I
don't
sit
in
the
negotiations
either
the
mayor
doesn't
sit
in
those
negotiations.
The
mayor
puts
together
the
negotiating
team
that
goes
in
and
negotiates,
and
as
member
crawl
just
indicated,
it
was
a
path
that
the
service
safety
director
you
know
used
as
a
counteroffer
to
something
that
was
being
posed
to
the
team.
He
felt
that
this
would
help.
If
council
remembers,
you
know
there
was
discussion
of
this
being
a
bonus
that
would
could
possibly
roll
on
an
annual
basis.
G
We
listened
to
council
and
that
that
was
not
a
path
that
they
want
to
take,
and
so
with
the
negotiations
as
they
continued
on
with
that
reopener.
This
is
where
they
landed
as
basically
the
best
path
to.
G
F
Any
other
questions
follow-up
to
that.
I
know
they're
not
in
negotiations
now,
but
we
have
another
branch
of
our
safety
service
personnel
and
that
would
be
the
fire
department
and
again,
I
know
they're,
not
negotiations
at
this
point
in
time
and
I
don't
get
hung
up
on
president.
I
like
to
judge
everything
on
its
own
merits,
but
do
we
possibly
run
the
risk,
or
are
we
setting
precedent
here
when
that
contract
comes
up
for
negotiation
and
I'll
put
on
my
auditor's
hat
tonight,
since
she
isn't
here
but
on
her
behalf?
B
G
Be
a
whole
different
set
of
negotiations
that
take
place.
I
would
contend:
councilmember
swank,
that
anytime
we
go
through
these
negotiations.
You
know
when
one
bargaining
unit
is
looking
and
going.
G
Okay,
there's
this
much
of
a
raise
in
year,
one
year
two
year,
three,
the
other
unions
are
going
to
see
that
as
well
and-
and
I
would
contend
you
know
where
I
always
have
concern-
is
for
my
non-union
employees,
which
is
a
significant
number,
and
you
know
making
sure
that
we're
able
to
address
that
through
council
and
setting
the
pay
rates,
you
know
any
increases
in
the
non-union
employees
as
well.
G
So
you
know
that's
how
we
always
see
it
and
when
the
negotiation
team
goes
in
to
negotiate,
and
it's
typically
going
to
be-
you
know,
salary
and
benefits,
and
when
you
look
at
those
you
know,
they're
always
wanting
to
have
as
many
levers
that
they
can
pull
and
then
they're
that
negotiation
to
where
they
can
get
things
through
and
always
trying
to
keep
the
the
increases
annual
increases.
You
know
as
low
as
we
possibly
can.
G
You
know
I
don't
where
the
otters
have.
I
don't
ever
want
to
wear
the
auditor's
hat,
but
I
know
that
we
have
weekly
meetings
with
the
auditor,
the
auditor
and
my
team
and
someone
from
city
council,
and
we
talk
through
things
like
in
you
know
the
budget
budgetary
needs,
but
anytime
we're.
You
know
coming
up
on
a
negotiation
period
with
whichever
union
that
we
are
negotiating
with.
G
We
always
talk
through.
You
know
what
is
a
what's
a
one
percent
to
look
like:
what's
a
two
percent
two
and
a
half
three,
you
know
because
the
way
the
bargaining
always
starts
off
is
you
know
I
want
five
percent
raise
next
year
or
whatever
it
is,
and
so
we're
just
having
to
go
back
and
forth,
and
this
thousand
dollar
this
thousand
dollar
retention
bonus.
E
Yes
in,
for
example,
three
years
ago,
we
had
a
big
community
upset
because
they
hated
seeing
this
in
the
contractor
or
hearing
about
that
or
is.
Or
is
it
rare
that
we
even
get
community
engagement.
G
G
Well,
it's
because
it's
a
part
of
our
safety
operations
that
does
have
to
maintain
a
level
of
fitness
in
order
to
do
their
job,
especially
well,
do
their
job
I'll
leave
it
at
that,
and
so
we
have
heard
from
citizens
again
they
have
come
before
council
and
expressed
their
concerns
about
things
that
are
in
the
contract.
G
You
know,
as
the
contract
is
working
its
way
through
and
ultimately
council
approves
that
contract
again.
It
opens
another
opportunity
for
any
citizen
who
has
concern
with
that
particular
document
and
can
certainly
express
their
concerns
over
any
of
the
contracts.
You
know
we
have
four
unions
that
we
are
having
to
negotiate
with
every
year.
Thank.
A
You
and
just
to
clarify,
though
it
is,
a
negotiating
team.
The
negotiating
team
works
with
the
union
representatives,
the
negotiating
team
and
the
union
representatives
come
before
council
with
a
proposal.
So
that's
just
the
process,
probably
maybe
oversimplified
but
yeah.
Okay,
thank
you
for
all
the
questions.
Yes,
council
members.
D
Okay,
this
is
this,
isn't
a
question.
It's
a
comment.
So,
if
you'll
bear
with
me
a
minute,
having
spent
many
years
as
a
manager
and
director
in
corporate
hr,
I'd
like
just
like
to
remind
everyone
that,
when
you're
talking
about
salary
and
benefits
and
the
cost
to
the
city,
the
cost
of
losing
people
because
we're
not
getting
the
best
people
and
we're
not
paying
them
adequately,
is
very
expensive
and
for
people
who
are
good
at
their
job
and
have
the
kind
of
human
qualities
that
we
want
in
police
officers.
D
We
ought
to
be
paying
better
than
some
of
these
other
places
and,
furthermore,
getting
to
the
press
of
hiring
people
retaining
people.
Training
people
costs
a
lot
of
money,
so
we
have
to
balance
there.
What's
the
right
amount
to
keep
and
retain
those
really
good
people
that
are
proven
to
be
successful
and
to
have
the
right
attitude
towards
our
citizens,
and
if
we
can
do
that,
we've
done
our
job.
It's
not
just
about
a
specific
budget.
Okay,
thanks.
A
I
Let
me
read
through
the
the
ordinance
here:
it's
one
page
an
ordinance
authorizing
preliminary
engineering
services
for
the
uptown
improvement
project
project
number
329,
whereas
the
city
received
one
million
five
thousand
dollars
in
odot
transportation,
alternative
program,
tap
funds
for
construction
and
whereas
the
project
limits
are
west
washington,
street
between
congress
and
college
and
state
street,
between
colle
between
congress
and
college,
and
whereas
the
project
will
review
the
recommendations
in
the
active
transportation
plan
completed
in
2018
and
includes
improving
the
safety
of
the
area
for
bicycles
and
pedestrians
by
adding
standard
amenities,
safety
items
and
completing
pavement,
markings
updates
and
signal
improvements,
be
it
ordained
by
the
council
of
the
city
of
athens,
ohio
section
one.
I
The
service
safety
director
is
hereby
authorized
to
enter
into
contract
for
preliminary
engineering
services
for
the
uptown
improvement
project
project
number
329,
section
2,
the
2022
appropriation
ordinance
150-21
is
hereby
amended
by
appropriating
from
the
unappropriated
balance
the
sum
of
160
thousand
dollars
to
street
rehabilitation
fund,
572
transaction
code
500
and
increasing
the
total
appropriations
by
a
set
amount
section.
3.
The
service
safety
director
is
further
authorized
to
expand
up
to
160
thousand
dollars
from
street
rehabilitation
fund,
572
transaction
code
500
for
said,
project
number
329.
F
Mr
mayor,
this
is
a
lot
of
money
and
I'm
kind
of
curious
as
to
what
it
can
be
spent
on.
Can
we
make
those
designated
areas?
G
G
Safety
fence
was
around
it
for
almost
two
and
a
half
years
and
rethinking
what
we
can
do
you
know
2016
is
when
we
did
that
major
project
we
paid
for
that
out
of
the
general
fund
and
street
fund
to
get
that
project
done,
and
we
immediately
turned
around
a
year
or
two
later,
because
it
takes
a
while
for
these
things
to
go
through
and
put
together
a
package
for
this
transportation,
alternative
program
or
tap
grant
through
odot,
and
we
were
successful.
G
So
that's
what
you'll
see,
hopefully
in
2024
on
washington,
street
and
state
street,
where
the
streetscape
will
be
completely
redone.
A
I'm
going
to
make
a
suggestion
before
we
move
forward
with
a
potential
amendment,
and
this
is
just
a
comment
from
having
managed
grants
for
years
at
the
medical
school
that
the
transportation
alternative
program
grant
has
been
awarded.
We
have
a
description.
We
have
it
already
in
that
grant,
and
so
I'm
imagining
that
they
have
submitted
that
and
before
we
would
be
able
to
consider
an
amendment.
A
The
city
administration,
I
believe,
would
have
to
go
to
the
department
of
transportation
to
see
if
they
would
even
consider
that.
But
I
mean
it's
a
great
it's
a
wonderful
idea,
but
I'm
just
saying
how
things
happen:
process
wise
for
grant,
grant
approval
and
then
moving
it
forward
here.
So
if
city
administration
I'd
ask
if,
if
we
want
to
follow
up
with
that
to
see
if
that's
a
possibility
or
if
that's
something
that
you
think
is
the
city
administration
thinks
it's
feasible,
then
we
can
consider
later
at
the
at
a
second
reading.
Sure.
G
And
you're
you're,
responding
with
the
grant,
I
mean
the
the
grant
as
written
was
funded
by
odot
as
written.
The
other
thing
that
we
could
do.
We
can
certainly
speak
with
our
odot
representative
for
district
10
and
find
out
you
know.
Is
there
any
leeway
that
we
have
with
including
mill
street?
The
other
thing
is
we
can
plan
ahead
with
this
project
and
look
to
do
mill
street
ourselves
and
use
you
know
our
capital
fund
capital
improvements
is
an
option.
I
will
state
that
what
we
ended
up
paying.
G
It
was
probably
close
to
250
000
that
went
into
quest
union
just
for
that
one
block,
so
we
can
certainly
look
to
see
if
there's
other
ways,
we
will
likely
also
put
together
a
capital
stack
much
like
we
usually
do
when
we
have
major
street
projects
to
where
we
not
only
use
the
tap
grant
but
possibly
go
chase
down
a
transportation
improvement
or
tid
transportation
improvement
district
grant.
G
We
have
not
been
all
that
successful
with
that
granting
mechanism,
but
that
mechanism
is
designed
for
economic
development,
and
this
project
hits
economic
development
square
on
the
head.
You
know,
because
of
what
it's
doing
for
the
uptown
area,
so
we
can
we'll
look
at
that
approach
as
well
to
see
if
we
can
find
other.
G
State
and
who
knows
you
know
if
the
held
back
better,
you
know
finally
moves
and
maybe
there
will
be
highway
improvement
monies
that
start
to
flow
through
odot
and
and
we'll
see
all
kinds
of
projects
going
on.
It's.
F
Worth
asking
all
they
can
say
is
no,
and
it
just
seems
logical
that
if
we're
already
involved
in
the
project
sure
doing
it
at
one
time
rather
than
coming
back
later
and
spending
those
start-up
funds,
but
I
appreciate
you
looking
into
that.
Thank
you
very
much.
A
I
Thank
you,
madam
president.
The
ordinance
reads:
be
it
ordained
by
the
council
of
the
city
of
athens,
ohio,
section,
1,
athens,
city
council,
hereby
declares
certain
vehicles
no
longer
needed
for
municipal
purpose
as
attached
here
to
and
incorporated
herein
by
reference
section
2.
The
service
safety
director
is
hereby
authorized
to
dispose
of
said
vehicles
by
donation
to
other
governmental
agencies
or
non-profit
501c3
organizations.
I
Auction
sealed
beds,
trade
in
or
sell
for,
scrap
section
3.
This
ordinance
shall
be
in
full
force,
in
effect
at
the
earliest
moment,
permitted
by
law
upon
passage
and
approval
by
the
mayor
and
attached
to
the
ordnance
as
a
list.
I
think
everyone's
seen
it
it's
on
our
disk
drive
of
20
or
so
vehicles
that
are
considered
surplus
and
could
be
sold.
A
Other
other
comments
or
questions
here
all
right
see
none
we'll
move
on
to
ordinance
1022..
This
is
an
ordinance
granting
a
special
right-of-way
use
permit
to
paul
richard
the
owner
of
doing
business
as
good
works,
inc,
100,
central
avenue
to
construct
an
accessible
parking
space
introduced
by
council
member
grace.
J
Thank
you
president
nicely,
and
this
ordinance
does
exactly
what
the
the
title
reads.
It.
It
grants
this
special
right-of-way
permit
allowing
good
works
to
construct
an
accessible
parking
space
on
the
city
right-of-way,
and
they
have
filled
out
the
proper
paperwork
and
gone
through
the
proper
approval
process.
With
our
code
enforcement
office.
D
Paul
richards
is
the
owner
of
the
building.
I
mean
it's
timothy
house
right,
I
mean
paul.
Richards
is
the
director
of
operations.
D
But
I
I
get
that,
and
I
know
that,
but
that's
part
of
I
that's
part
of
good
works
and
a
timothy
house
outreach
kind
of
thing,
but
paul
richards
is
the
owner.
That's
true
that.
A
J
A
A
Okay,
thank
you
any
comments
or
questions
all
right.
If
none,
we
will
move
on
to
ordinance
1322.
This
is
an
ordinance
authorizing
the
service
safety
director
to
execute
an
intra-county
mutual
aid
agreement
between
the
city
of
athens
and
the
athens
county
sheriff's
office,
introduced
by
council
member
mccary.
E
Thank
you.
Yes,
this
is
another
straightforward
one.
That's
a
contractual
agreement
agreement,
mutual
aid
agreement
that
we
only
need
to
renew
every
four
years,
and
that
happens
automatically
unless
either
the
sheriff's
department
or,
on
our
end
with
the
city
of
athens,
says
that
we
no
longer
wish
to
have
this
mutual
aid
agreement.
But
it
is
helpful
when
we
are
in
need
of
supporting
areas
outside
of
athens
and
getting
that
support
mutually.
So
I
would
invite
any
questions
about
this.
One.
A
E
E
Thank
you.
I
will
read
the
first
section
of
this
ordinance.
The
service
safety
director
is
hereby
authorized
to
advertise
and
accept
bids
where
necessary
and
enter
into
contract
with
the
lowest
and
best
bidder,
or
use
one
of
the
city's
cooperative
purchasing
programs
for
a
new
restroom
facility
at
the
west
state
park
project
number
349.
E
We
did
hear
from
city
and
safety
director
last
week
to
indicate
that
this
would
be
a
very
rugged
and
durable
facility.
That's
why
the
cost
of
to
expending
250
000
at
this
point
is
seemingly
pretty
high,
but
we
are
wanting
this
to
be
a
facility
that
has
numerous
family
restrooms
and
can
hopefully
not
take
any
kind
of
vandalism
that
might
happen
out
there.
F
Speaking
of
vandalism,
one
thing
that
we
know
that
mitigates
graffiti
is
art.
At
what
point
in
time
would
it
be
appropriate
to
begin
the
discussions,
whether
it's
in
the
ordinance
or
after
the
bidding
process,
started
to
incorporate
art,
perhaps
a
mural,
or
something
on
that
facility?
F
There's
a
restroom
at
the
soccer
fields
that
has
been
graffitied
through
the
years.
The
restroom
down
at
the
west
state
street
ballpark
has
been
victim
of
graffiti
through
the
years.
If
we
seems
like
if
we
could
start
this,
this
substantial
restroom
that
we're
building
out
that
is
beautiful
from
the
get-go.
That
would
be
less
likely
to
have
that
vandalism
to
which
you
speak.
E
I
appreciate
that
it
is
consistent
with
what
I've
read
in
our
athens
comprehensive
2040
plan
that
we
want
to
increase
those
opportunities
for
art
and
public
spaces
as
often
as
possible.
So
I'll
ask
the
mayor
if
you
might
have
an
understanding
of
when
this
piece
of
art
incorporation
could
be
considered.
G
G
G
So
there's
something
this
is
a
conversation
that
can
be
had
with.
You
know
that
the
whoever
we
land
on
who's
going
to
build
this
facility
for
us
and
what
the
surface
looks
like
it's
going
to
be,
you
know,
have
a
brick
veneer
on
it.
I
don't
think
we
want
to
clean
a
brick
veneer
if
having
new
brakes
or
if
it's
concrete,
that's
a
different
story.
You
know
we
could
almost
consider
something
like
that
right
away.
H
I'll
just
say
that
the
city
has
been
discussing
doing
something
on
the
old
facility
down
member
swank,
the
old
restroom
facility
at
the
west
state
street
fields,
a
local
volunteer
project.
You
know
it
might
be
makes
sense
to
start
with
that
facility
if
it
can
even
be
done,
maybe
the
spring
or
the
summer
before
the
new
one
is
built,
but
yeah
that
that
conversation
is
being
had
as
we
speak.
H
C
I
Was
just
going
to
say.
I
Would
be
an
ideal
project
for
amac
to
get
involved
with,
because
they've
been
working
on,
putting
together
maps
and
guides
of
the
murals
that
already
exist
within
the
city
for
people
to
come
in
and
say.
Well,
you
want
to
take
a
tour
of
our
various
murals
in
town.
Here's,
the
pamphlet,
here's,
the
maps,
here's
the
qr
code,
you
know
go
knock
yourself
out
so
adding
another
mural
you
know
under
their
aspects
seems
to
me
be
an
ideal
thing
to
do.
I
E
C
F
Has
a
meeting
this
thursday
and
a
mac
tomorrow,
I
believe
right
or
was
it
last
last
week,
okay
next
month,
but
I'll
take
those
liaison
to
them
thursday
night
and
have
the
amac
conversation.
Thank
you.
A
E
That
was
a
concern
as
well.
Council
has
done
quite
a
bit
of
due
diligence,
as
has
director
stone
in
terms
of
consulting
a
former
cio
from
athens,
to
make
sure
that
this
seemed
like
a
good
idea
from
the
perspective
of
someone
who's
been
working
with
their
technology
technology
for
quite
some
time
and
council
members
grace
and
I
did
meet
with
the
cio
for
the
city
of
dublin,
who
evaluated
the
proposal
to
give
us
a
more
neutral
perspective
and
felt
that
it
had
no
tricks
or
hidden
trap,
doors
or
surprises
in
the
contract.
E
So
that
was
quite
reassuring
and
there
were
some
concerns
about
complications
due
to
legacy
software
and
hardware
that
we
might
not
be
ready
to
phase
out,
but
they
might
indicate
presents
a
security
risk
from
their
standards
and
that
sort
of
thing.
So
one
final
important
point
was
that
the
cost
of
approximately
132
thousand
dollars
annually
won't
be
all
that
we
need
to
cover
our
technological
needs
in
the
city.
E
F
G
Yeah,
I
believe
director
stone
did
indicate
that
there
was
a
municipality
that
they
managed,
but
I
can
get
back
to
council
on
that
that
question.
Thank
you.
I.
E
Only
recall
that
dublin
and
believe
it
was
powell
have
made
this
switch
to
the
remote
management
of
technology,
and
it's
been
working
well
for
them,
I'm
not
sure
it
was
through.
Bssi
sounds
like
it
was
not.
B
Thank
you.
Just
one
comment
I
remember
excuse
me
was
that
some
people
had
asked
about
the
overall
cost
of
this
if
it
was
going
to
be
more
than
what
we're
paying
now,
but
I
believe
I
recall
correctly
because
there
was
one
position
that
we
were
unable
to
fill,
because
one
position
is
retiring
by
simply
not
re
refilling
those
positions
as
they've
emptied.
Naturally,
this
will
be
a
fairly
net.
You
know
change
for
us,
30,
potentially
even
a
small
amount
of
savings.
So
that's.
E
J
H
Thank
you
president
nicely.
I
just
want
to
suggest
to
council
that
we
remain
open
to
this.
What
I
would
call
an
upgrade
of
services,
not
anything
against
our
local
staff,
but
if
this
is
going
from
dvds
to
netflix,
most
of
us
would
consider
that
an
upgrade
in
services
we're
able
to
turn
on
our
tv
and
we're
able
to
click
buttons
and
get
what
we
want.
Instead
of
having
to
go
to
the
dvd
rental
store
or
purchasing
a
dvd
that
we
may
not
we'll
watch
again.
H
Yes,
the
initial
comparison
of
staff
costs
for
contract
costs
are
roughly
the
same.
I
know
that
member
grace
and
I
have
briefly
discussed
about
legacy
and
the
the
things
the
upgrades
we're
going
to
need
to
do
in
the
city
in
order
to
get
the
the
minimum
of
what
they're
going
to
be
under
contract,
for
I
think
we,
if
we
start
looking
at,
is
it
is
it
close
enough
in
cost?
We
may
end
up
being
disappointed,
I'm
just
I'm
prepared
for
that,
and
I
just
want
council
be
prepared
for
that.
H
E
Thank
you.
I
can
add
to
that
potential
concern
or
question
of
just
the
demand
on
the
network
to
install.
I
guess
remote
control,
technology
and
mirroring
software
and
anti-viral
software
can
be
known
to
cause
lags,
especially
when
you're
doing
something
with
the
government
channel
streaming
4k
or
high
quality
video.
So
I
believe
that
all
of
those
things
will
be
discussed
during
the
onboarding.
E
Experience
is
my
assumption,
but
if
we
can
get
any
additional
information
about
concerns
the
dwell
backs,
I
think
that
we've
already
gotten
quite
a
bit
of
information,
but
people
are
very
engaged
and
director
stone
has
done
a
lot
of
checks
to
make
sure
that
he
feels
confident
with
this
particular
vendor.
A
And-
and
so
I
I
I
mean,
if
the
put
we
have
we're
on
the
first
reading
tonight,
so
if
they're,
you
know-
and
it
was
a
specific
request
that
I
think
you
and
the
service
safety
director
took
note
of
last
week-
that
our
interest
in
communication
between
the
government
channel
now
and
sometime
during.
A
E
Thank
you
I'll,
read
section
3
the
point
of
this
short
ordinance.
The
service
safety
director
is
hereby
authorized
to
expand
up
to
56
000
from
general
fund
fire
101.
E
We
have
been
hearing
about
the
repair
needs
of
our
fire
department
for
some
weeks
now,
and
this
is
this
ordinance
is
resulting
from
the
need
to
expand
more
than
50
000,
which
requires
council
approval.
So
we
of
course
want
to
take
care
of
these
additional
repair
needs
that
have
been
identified
by
contractors
working
on
site.
A
E
This
one
was
mentioned
earlier
just
this
meeting
with
regard
to
the
open
house
being
held
tomorrow
at
the
athens
community
center
from
6
pm
to
9
p.m,
which
will
provide
an
opportunity
for
community
members
to
explore
ideas
express
concerns,
ask
questions
about
the
the
process
of
creating
this
new
fire
department
headquarters
proposed
location
being
on
stimson
avenue.
This
will
be
one
of
two
open
houses
and
community
members
are
also
able
to
contact
council
members
or
attend
meetings
to
give
feedback.
F
For
excuse
me,
for
the
last
three
years,
I've
had
the
pleasure
and
opportunity
to
work
with
daniel
brown
on
the
arts,
parks
and
recreation
board.
He's
committed,
he's
representative
of
the
community
and
he's
dedicated
the
task
at
hand.
So
at
the
mayor's
recommendation,
I
would
like
to
place
a
nomination,
daniel
brown
for
reappointment
to
the
apr
advisory
board
for
his
third
term.
Okay,.
A
So
we
have
a
motion
to
approve:
do
we
have
a
second
second,
okay
from
either
ziff
or
crowl?
Both
spoke
at
the
same
time,
all
those
in
favor
signify
by
saying
aye
aye
opposed,
nay,
the
motion
carries,
and
mr
brown
has
been
reappointed
and
will
thank
him
for
his
service.
Yes,
next
we
have
an
appointment
of
rose,
dicas,
a
reappointment
exactly
to
the
commission
on
disabilities
and
council.
Member
mccary
has
this
thank.
E
A
Thank
you
and
she'll
be
doing
her
second
term,
so
council
member
mccary's
made
a
motion
for
her
approval.
Do
I
have
a
second
second
second
by
council
member
grace
all
those
in
favor
signify
by
saying
I.
I
A
B
You
president
eisely
yeah.
This
is
just
to
confirm
the
mayor's
appointment
to
the
shady
commission
of
chris
fall,
as
I
think
we
all
know
and
love
a
vehement.
What's
the
word,
I'm
looking
for
defender
and
protector
of
trees
everywhere
and
an
overall
excellent
person,
so
yeah
so
moved.
C
C
A
Opposed,
nay,
and
glad
to
have
yes,
former
council
member
paul
still
serving
the
city.
So
thank
you
and
do
we
have
any
other?
Are
there
any
other
announcements?
We
will
be
working
towards
a
committee
meetings
next
week.
We
already
have
four
full
committee
agendas
so,
but
if
you
have
any
other
items
that
you're
needing
to
get
to
the
clerk
of
council,
please
do
so
by
wednesday
any
other
announcements
and
we
have
the
open
house.
A
We've
announced
several
times
the
open
house
for
the
fire
department
headquarters
tomorrow,
night,
six
to
nine
pm
at
the
community
center
and
if
nothing
else,
we'll
move
on
to
an
opportunity
for
citizens
to
speak
on
legislative
items
and
city
services
that
have
not
been
covered
on
the
agenda
of
those
of
you
in
the
audience
tonight.
Is
anybody
wishing
to
speak?
