hear
me,
make
a
recommendation
that
we
suspend
the
rules
so
that
we
can
address
this
grant
funding
opportunity
in
advance
of
a
june
21st
grant
application
deadline.

first
part

the
ordinance
actually
I'll,
read
sections
one
and
two.
This
would
authorize
the
mayor
to
enter
into
a
2022
through
2025
partnership
agreement
with
the
athens
county
commissioners

applicant
and
grantee.
It
funded
a
copy
of
which
attached
here,
to
and
incorporated
herein
by
reference
for
submission
of
an
application
to
the
office
of
community
development,
ohio
development
services
agency
odsa
for
the
community
housing
and
impact
and
preservation
chip
grant
section
two.

essentially
hoping
to
apply
for
some
grants
to
fix
up
some
owner
home
to
owner-homed
homes,
rehabilitation
there
and
then,
as
well
as
some
home
repairs
to
some
rental
and
owner
properties,
so

range
of
grant
dollars
that
we
could
possibly
get
on
the
low
end

high

we
could
apply

residents

years

eligible
jurisdictions
could
apply
on
their
own
as
their
own
applicant
and
be
the
grantee.
But
the
state
heavily
encouraged
regional
partnerships.

county,

more
eligible
jurisdictions
we
can
have
apply
and
the
only
three
that
are
eligible

county
are
the
county
and
the
two
cities
that
I've
identified

state
prescribes
that
I
can't
seek
partnerships
with
other
communities.

outside
of
those
areas
like
the
city
of
nelsonville
or
the
city
of
athens,
is
considered
county
like
if
we
were
to
do

gloucester
or
shade,
or

know,
albany
for
instance,
so
the
range
is
so.
The
county
is
eligible
to
apply
for
400
000,
the
city
of
athens,
350
000
in
the
city
of
nelsonville,
300
000.,
and
we
apply.
We
earmark
the
budget
with
you
know
for
expense
to
occur
in
those
ranges
within
those
jurisdictions
for
the
grant.
So
it
is
the
focus
of
the
program.

The
chip
program
is
for
the
preservation
of
the
housing
stock
and
we,
the
the
push,
is
to
perform
large-scale
rental
or
owner
rehabilitation
and
owner
and
rental
repair,
which
are
much
smaller
projects.
The
home
repairs
are
small
home,
rehabs
are
very
large
projects,
and
this
is
funded
by
hud
in
the
ohio,
housing
trust
fund.
So
there's
federal
and
state
funding
in
it
included
in
the
program
and
does
not
include
any
contribution
from
the
city.
We
administer
it
on
behalf
of
the
county.

the
partnership
outlines
is
that
the
county
is
the
grantee,
the
applicant,
the
grantee.
If
funded
it's
very
competitive,
I
will
say
it's
not
an
automatic
thing.
We
have
to
not
only
have
the
capacity
to
do
this
work.
We
contract
it
out.
So
we
have
a
registered
contractor
database
where
the
contractors
are
required
to
work.
You
know,
lead
safe
and
be
able
to
perform
the
work
up
to
a
residential
rehab
standard
or
the
rrs.

it's
kind
of
a
finicky
program.
It's
very
can
be
very
challenging
at
times
now.
What
makes
a
household
eligible
if
anyone
is
curious
is
if
the
household
is
considered,
lmi
or
low
to
moderate
income
for
a
household
of
one
or
more
specifically,
that
is
80
percent
of
the
area.
Median
income
for
athens
county.

So
we've
had
great
success
over
the
years
knock
on
wood,
it's
very
competitive.
The
statewide
budget
is
about
23
million
dollars
and
approximately
18
to
19
of
these
grants
will
be
handed
out.
Statewide
we
submit
here
by
june
22nd
and
the
grant
notifications
or
decisions
will
be
made
around
september
or
october
and,
if
funded,
the
grant
agreement
will
be
dated
december
1st.

program

for

funding

on

the
program,

a
long
waiting
list.

have
a
very,

long
waiting
list.
We
send
out
applications
every
time
we
get
funded
so
folks
can
apply.
We
don't
always
fill
all
the
slots
immediately.

that

could
go
to
larger
projects
like
roofs,
new
hvac
systems,
things
like
that
that
are
major
expenses,
but
then

is
divided
up
to

lot

things

may
be
really
challenging
for
folks
in
our
community,
and
so
this
is.
This
has
been
a
really
successful
partnership
for
years
and
I'm
absolutely
in
support
of
continuing
this
effort.

pandemic
occurred
in
2020,
we
were
allowed
to
amend
the
chip
grant
to
be
spent
on
emergency
services.

it

utilized
in
an
emergency
fashion
for
rent
and
stuff
like
that,
and
that
was
going
on
before
anybody
else
was
paying
rent
subsidies
for
for
residents
in
athens
county,

that

south
central
ohio,
major
crimes
unit,

southeast
ohio
major
crimes
unit
we
have
oh,
do

the

crimes
unit.

is
a
typical
practice
for
us
to
share
resources
when
investigating
major
activities
that
might
cross
jurisdiction
lines,
including
drug
activity.

the

bus
and
athens,
public
transit
are
set
to
expire
at
the
end
of
this
year.

managed

hocking
county
transit
system
and
was
doing
a
good
job
at
that
and
approached
the
city

athens
and
we've
been
involved
with
their
management
of
our
transit
system.

for
quite
a
while-

it's

working
relationship,
habcap
has
a
good,
solid
reputation
with
this
program,
as
well
as
the
others.

stops

restored

do

2022
technology
grant.
This
is
a
grant
that
the
athens
municipal
court
applied
for
from
the
supreme
court
of
ohio,

received

good
news
that
they
once
again
received
this
grant
award
towards
at
the
end
of
may.
We
discovered
this
was
the
first
opportunity
to
bring
this
to
council
that
the
check
has
arrived
and
we
can
put
this
money
where
it
belongs.

municipal
court
does
have
a
technology
project
which
they
applied
for
for
the
these
funds,
the
amount
of
thirty
eight
thousand
two
hundred
and
seventy
five
dollars
and
the
clerk
of
quartz
is
here
tonight.

utilize

services
already
and

they

get
it
pings
our
probation
department
about
every
half
minute

where
they
are
so.

was
very
effective.

will
help
them

retain
employment
and
well
all
of
that,
while
they're,
just
while
the
case
goes
through
the
disposition
phases
so.

second
item

agenda

is
an
appropriation
for
our
friends
on
the
other
side
of
this
wall.

the
cooling
unit
in
the
server
room
has
basically
gone
kaput
and
the
repair
people
indicated
that
they
feel
that
we
probably
got
more
life
out
of
the
unit
than
most
the
heating
and
cooling
employee
said
the
unit
was
from
2007
and
it
does
run
the
control
room
24
hours
a
day,
seven
days
a
week,
so
that
it's
probably
they
they
under
there.
They
considered
it
to
be
a
good
deal
of
the
life
that
we
got
out
of
that
unit.

city
hall
is
an
old
building,
as
we
all
know,
and
our
walls
are
very
thick,
so
traditional
hvac
systems
are
a
little
bit
more
difficult
to
employ
throughout
this
building.
So
we've
done,
we
call
them
mini
splits
or
split
units
in
many
of
our
spaces,
in
order
to
condition
the
space,
especially
smaller
spaces,
where
we
might
need
a
little
bit
of
heat,
but
we
don't
want
to
be
running.
You
know
large
hvac
units,
so
they're
much
more
efficient.

this
case,
it's
primarily
for
cooling,
a
server
room
or
any
room.
That's
running
electronics
tends
to
run
a
little
hot
and
we
need
to
protect
that
that
infrastructure
from
from
overheating.
So
that's
the
intent
with
with
getting
that
mini,
split
and
replacing
it.
I
believe
we're
using
sun
city
mechanical
in
this
case
kind
of
spread
it
around
depending
on
what
the
price
is
and
what's
available
right
now
and
39.50
is
a
a
pretty
good
deal
for

a
mini
split
right
now.

thousand

to
