that
we
have
a
very
important
presentation
from
our
disabilities
commission
an
end-of-year
presentation-
and
so
we
welcome
you
glad
you're
here
tonight
and
we'll
let
you
lead
off.

So
my
name
is
Davey
McNelly
I'm,
the
chairperson
for
the
Athens
City
Commission
on
disabilities,
and
this
is
our
yearly
kind
of
talk
about
what
we've
been
up
to
just
to
kind
of
keep
city
council
informed,
we'll
also
just
talk
about
some
things
that
I
think
we
could
do
better,
that
we
think
we
could
do
better
as
a
community
as
well
so
work,
accomplishments,
requests
and
opportunities.

So
we
have
12
full
members
of
our
commission.
We
have
monthly
meetings
which
are
the
third
Wednesday
of
the
month
at
5
30
at
the
community
center.
We
have
two.
We
have
three
committees,
the
accessibility
and
advocacy
committee,
and
also
the
Outreach
and
Communications
committee,
which
I
always
say
the
wrong
name.

Carolyn
and
those
committees
are
very
busy
and
where
we
get
most
of
our
work
done,
we
also
have
their
executive
team,
which
the
three
of
us
are
on
and
I'll
go
ahead
and
pass
it
on
to
Diane
or
actually
not
Aaron.

so
the
committee
membership,
we
have

members
and
we
thank
JW
and
Lisa
and
of
course,
Dr
Micah
McCary
who's
here
who
serves
on
the
committee
with
us
and
those
are
the
12
people
and
of
course,
David
talked

those
of
us
who
are
on
the
executive
team.
David
is
a
chair
of
Diana's
Vice,
chair
I
am
the
treasurer
and
Ellen
mcgov
Ellie.

The
powers
and
duties
of
our
committee
are,
we
recommend
our
services
related
to
the
needs
of
personal
disabilities
to
you
and
to
the
government.
We
act
as
liaison
between
the
city
and
members
of
the
community,
respond
to
questions
from
the
public,
local
and
community
members
consult
with
City
officials
and
Council
and
citizens.
We've
informed
the
city
of
grant
opportunities
to
submit
reports
and
recommendations
for
the
Athens
City
Council.

And
I'm
Diane,
Bouvier
and
I've
I've,
been
here
before
so
I've
met
a
lot
of
you
and
it's
my
pleasure
to
serve
as
the
vice
chair
of
the
disability
commission
and
to
be
part
of
a
very
committed
group
of
citizens.

wanted
to
explain
this

This
is
from
our
June
Walk
talk
and
roll
that
took
place
in
the
community
where
I
think
there
were
like
30
people
like
60
people
that
walked
in
what
must
have
been
one
of
the
hottest
days
of
June
from
Stimson,
Avenue,
uptown
and
Davey.
We'll
talk
more
about
that,
but
right
now,
they're
in
front
of
Zoe's
and
Zoe's.

What
has
a
ramp
available
for
people
that
need
to
get
into
their
because
they
have
a
step
to
get
into
the
restaurant,
so
he
would
baby
was
just
stopping
along
the
way
to
talk
about
accessibility
measures.
Different
Community
businesses
are
doing
in
order
to
make
our
city
more
accessible,
and
we
also
do
the
annual
Athena
award.
That
Carolyn
will
talk
about
later.
The
two
things
I
wanted
to
talk
a
little
bit
about
is
one
is
how
grateful
we
are
and
really
excited.

did
the

communication
plan
and
helped
with
our
press
releases.

would
not
be
able
to
do
this
project
without
them,
and
it's
really
important
and
one
of
the
things
that
I
learned
is
that
I
mean
I.
Think
I
knew
it
before,
but
it
really
is
not
easy.
Our
city
is
not
easy
to
navigate
so,
and
every
person
on
the
commission
has
a
story
to
tell
about
that.
How
uneasy
it
is
and
I
thought
you
might
like
to
just
hear
one.
So
I
asked
Davey
if
he
would
share
just
some
thoughts
on
what
he
thinks
about
in
deciding
which
route
to
take.

Sure-
and
we
can
even
scroll
on
to
the
next
slide
too
sure
yeah
so
I
also
serve
as
the
chair
of
the
accessibility
and
advocacy
committee
with
Dr
Bouvier
here
and,
for
instance,
Uptown
Athens
is
pretty
bad,
it
hasn't
been.
The
sidewalks
haven't
been
redone
in
so
long.
At
this
point,
the
crosswalks
have
bricks
that
are
missing.
It's
extremely
difficult
for
someone
who
has
a
Mobility
disability
or
who
uses
a
wheelchair
to
be
able
to
get
around
the
city
of
Athens.

We
do
have
some
opportunities
that
we've
been
really
working
with
epw
and
other
City
officials
to
make
sure
that,
when
the
upcoming
Street
escaping
projects
happen,
that
these
issues
are
fixed
but
I
think
we
really
need
to
have
a
you
know,
a
way
of
a
way
of
consistently
and
continuing
continuously
dealing
with
this
last
night,
I
was
trying
to
get
peppermint
tea
somewhere.
Uptown
and
I
walked
up
to
CVS
I
thought
it
was
still
open.
It
wasn't
I
had
to
you
know,
just
go
over
all
the
potholes,
like
kind
of
wind.

My
way
around
to
be
able
to
get
there
crossing
the
the
crosswalks
I
had
to
stop
multiple
times
to
reposition
myself,
to
make
sure
I
wouldn't
slide
off
sideways
since
CVS
was
closed,
I
thought:
oh,
the
Dollar
General
the
dollar
store
down
at
the
other
side
of
Court
Street,
they're,
open
I
know
they
have
tea,
so
I
went
down
there
and
again
it
was
this
the
same
thing,
especially
the
crosswalks
on
court
and
State
Street,
where
I
have
to
go
like
out
into
the
street,
because
the
crosswalk,
the
curb
Cuts,
not
even
accessible
there,
So
eventually
I
made
it
down.

They
didn't
have
peppermint
tea,
so
I
just
went
home
without
peppermint
tea,
so
I
think
all
of
us
on
the
commission
really
want
to
to
get
Uptown
fixed
as
as
the
Hub
of
Athens
and
we're
pretty
passionate
about
that.
As
as
it
says,
you
know,
we've
been
really
working
closely
with
the
BPW
on
the
on
the
Union
Street
project.
Also,
we
worked
very
closely
block
by
block
on
the
Simpson
project.
Some
of
the
members
on
the
committee
include
myself:

Ali,
Hughes,
Lisa
Simpson
behind
me
right
here,
representing
havar.

Let's
see,
we
already
talked
a
little
bit
about
the
one
of
the
major
events
we
do,
which
is
the
walk,
talk
and
roll,
and
we
do
that.
We
invite
members
from
the
community
and
from
city
council
I
know
we
saw
a
couple
city
council,
I
know
you
were
there
raise
your
hand
if
you
were
there,
you
heard
what
I
was
talking
about.
You
heard
what
and
you
saw
the
line
as
people
using
Wheelchairs
and
having
Mobility
devices
we're
trying
to
just
get
across
the
street.

People
were
having
to
like
go
out
onto
the
street
to
to
get
just
on
one
of
the
more
accessible
routes
through
town,
so
I
think
there's
just
so
much
improvement
that
we
have
an
opportunity
to
do.

We
also
were
working
very
closely
with
Paul
Logue,
of
course,
to
do
the
Ada
transition
plan.
I
met
with
him
multiple
times.
We've
continued
our
pilot
project
in
collaboration
with
David,
Riggs
and
city
code.
This
year
we
were
working,
especially
what
we've
been
doing.

Is
we've
been
picking
a
few
businesses
to
just
meet
with
them,
provide
some
consultations
about
accessibility
and
what
they
can
do
immediately
to
become
more
accessible
and
long-term
and
Jackie
is,
is
looking
great,
we're
still
working
to
try
and
help
white
smell
become
more
accessible,
and
we've
done
a
lot
with
Arts,
Parks
and
Rec
to
to
make
more
things
accessible
and
had
continuous
conversations
with
Catherine
Anne.

In
addition
to
serving
as
Treasurer
I
also
co-chair
the
Outreach
and
Communications
committee
for
sure
becauseinski,
unfortunately,
Cheryl
is
going
to
be
leaving
the
commission
she's
been
a
great
asset
not
only
to
the
commission
but
to
our
committee
and
she'll
be
solely
missed
and
we
thank
her
for
her
service
and
all
that
she's
brought
to
us.
The
other
wonderful,
engaged
and
engaged
members
of
this
committee
are
Dr,
J.W,
Smith,
Bill's,
decas,
Deb
Burleigh,
because
then
Scott,
Sandy,
Sherry
and
Caleb
Bennett.

We
always
try
to
keep
a
student
on
our
committee
because
they
bring
so
many
good
ideas
and
talents.
So
Kayla
was
also
the
associate
editor
of
the
post
on
campus
shares
with
us,
and
she
has
helped
us
with
social
and
other
media
and
was
responsible
for
putting
all
the
media
together
for
the
Athena
award
and
Caleb
has
been
great
asset
to
us.

So
we
hosted
the
eighth
and
8th
Annual
Athena
Awards,
so
I
work
diligently
up
to
that
day
ended
up
in
the
hospital
not
because
of
the
work,
but
that
immune
system,
clear
enough
and
I-
had
to
go
to
the
Riverside
for
a
week
in
two
weeks
and
a
half
but
anyway,
if
we
don't
like
clockwork
that
who
all
was
there.
Thank

Patterson
always
leads
the
the
ceremony
in
a
marvelous
way.

started
promoting
it
for
the
nominations
to
that
very
night
when,
throughout
the

months

interviews

stories
in
the
paper,
I
might
add
that
Alan
Brown
with
the
messenger
has
been
great
in

promoting
us

stories
that
we
send
to
him
and
when
I
stand,
we
send
something.
He
writes
back
and

got

and
thank

we
really
appreciate

a
lot
about
what
we've
been
doing.
We
wanted
to
think
a
little
bit
about
as
a
full
commission
what
we'd
like
to
see
in
the
future
so
continuing
to
include
the
commission
and
persons
with
disabilities
and
decision
making
from
every
step
and
the
process
of
decision
making.
So
whenever
you're
considering
some
new
ordinance,
whatever
it
is,
and
try
and
involve
someone
with
a
disability,
I
think
that's
just
so
important.

over
at
the
commission,
we're
more
than
helpful
to
just
be
a
sounding
board.
Secondly,
just
to
support
the
city's
Dia
Ada
accessibility
coordinator
position
to
make
changes
to
improve
accessibility,
she's
Lacy's
going
to
be
coming
to
all
of
our
commission
meetings,
we're
going
to
have
conversations
and
say:
hey
here:
here's
what
the
priorities
are:
she's
going
to
go
to
those
people
who
he
would
make
those
changes
and
kind
of
have
those
conversations
along
with
us.

So
so
we
really
asked
that
you
support
that
she's
been
to
an
ADA
coordinator,
training
now
and
seems
to
really
get
it.
The
third
thing
is
to
forward
the
annual
Ada
transition
plan,
progress
updates
to
the
disability
commission,
as
that
continues
on
that's
part
of
the
Ada
and
from
1990,
and
just
getting
that
transition
plan
together
will
be
will
be.
You
know,
big
for
the
disability
community
and
finally,
a
lot
of
times.
We
will
say
things
like
sometimes
we'll
say
the
same
things
over
and
over
and
we're
like
wait.
A
second
didn't.

We
have
this
thought
like
a
year
ago
or
two
years
ago.
What's
the
progress
so
Ali
Hughes
who's,
our
secretary
secretary
and
she's,
very
smart
and
I'm,
the
least
smart
person
on
the
commissioner
today
I
had
a
great
idea
of
just
putting
requests
or
really
important
priorities
on
a
spreadsheet
and
just
calling
it
an
accessibility,
Matrix
and
who,
in
the
city,
is
working
on
it.
What
the
progress
is,
how
we're
making
that
progress
and
when
the
thing
might
be
done
so
seeing
that
will
be
really
beneficial.

I
can
think
of
one
thing
which
is
parking
off
of
stemson.
There's
a
few
accessible
spots
that
work
for
people
who
get
out
of
the
left
side
of
their
vehicle
or
the
right
side
of
their
vehicle.
I
know:
we've
been
talking
for
a
while
on
getting
those
spots
paved
and
lined
correctly,
but
it
just
hasn't
been
done
yet
and
having
that
as
a
priority
that
the
mayor,
the
mayor
staff,
epw,
can
look
at
city
council
can
look
at
so
we
know
what
the
priorities
are.
I
think
we'll
I
think
we
really
believe
we'll
haul.

first

all,
just
thanking
all

commission
members
again
just
an
amazing
group
of
people,
some
of
the
some

the
work
that's
being
done
everyone's
so
busy,

committee

doing
so
much
it's

amazing

part

variety

mindful
of
the
fact
that
we're
at
the
end
of
a
calendar
year
and
I'm
thinking
about
our
progress
toward
our
Athens
2040
comprehensive
plan
and
some
of
the
things
in
there
that
reference
our
need
to
become
more
accessible
housing
options
for
those
with
disabilities
and
transportation,
were
the
two
main
things
that
came
up
and
I'm
just
wondering
if
you
have
any
thoughts
on
where
we
are
as
a
city
with
regard
to
housing,
options
for
books
with
disabilities.

I
think
we
have
made
some
progress:
the
project
that's
off
of
682
the
new
building
project.
They
were
involved
with
our
commission
and
designing
that-
and
there
are,
you
know,
really
well
thought
out
accessible
features
to
those
apartments
in
terms
of
housing.

Overall
I
think
we
have
a
decent
amount
of
housing
for
people
who
are
low
income
who
have
disabilities
throughout
the
city
or
where
we
struggle
is,
you
know,
moderate
priced
housing
I,
don't
think
we
have
nearly
enough
moderate
priced,
accessible
housing,
new
housing,
that's
being
built,
often
is
built
in
accessibly,
so
I
think
that
continues
to
be
a
big
issue
in
terms
of
Transportation
Athens
On
Demand
is
a
great
option
for
people
to
get
around.

want
to
thank
Dr
Lewis
for
giving
me
a
personal
tour
of
what
it's
like,
in
particular
at
the
intersection
of
court
and
Union,
with
our
curb
cuts
and
the
challenges
that
exist
with
some
of
the
bricks
that
have
been
compressed
and
are
below
that.
That
line
and
I
also
commend
the
commission
for
working
with
the
historic
preservation,
as
I
understand
engaging
with
them
to
see.

That's
a
great
point:
we
did
write
a
joint
letter
with
the
historic
commission.
I,
don't
think
they've
signed
it
yet,
but
I
think
they're
in
agreement,
that
for
crosswalks
preserving
the
look
of
the
brick
but
making
it
stand
concrete
with
the
you
know.
So,
instead
it
bricks
coming
out.
It's
just
concrete.
It's
smooth.
It
looks
like
brick
still
so
for
people
who
care
about
historic
preservation,
it
still
looks
nice,
but
it's
accessible.

we
have
a
great
opportunity
with
the
grant
that
we
have.
You
know
for
further
Uptown
improvements
to
where
we
can
put
stamped
brick
concrete
at
those
intersections,
but
it
was
since
those
are,
you
know,
have
been
recognized
as
a
historic
brick
streets
that
it
has
to
go
through
a
process
and
historic
preservation
is,
is
engaging,
which
is
great.

move
forward
now
with
the
special
session,
our
first
item
of
business
being
establishing
a
quorum,
and
tonight
we
have
a
series
of
ordinances
for
a
third
reading
and
then
we'll
move
on
to
some
for
second
reading
the
ordinances

third

This
is
an
ordinance
granting
a
variance
from
the
Athens
City
subdivision
regulations
to
David
and
Aaron
Carter
for
property,
located
on
Pleasant
Hill
Road
outside
the
corporate
limits,
but
within
the
three-mile
jurisdiction
to
allow
a
lot
split.
This
was
introduced
by
council
member
Grace.

title
states
that
it
is
granting
a
variance
for
a
a
lot
split

Pleasant
Hill
Road,

does
stipulate

access

Athens
County
Foundation,
be

ordained

budget

2023,
including
2020

revenues,
and
then
the
2021
projected
revenues
so
that
we
can
understand
this
process
of

current
revenues
and
projected
revenues
for
2022
2023.
We
also
received
the
actual
revenues
for
2021.

unappropriated
balances
for
2021.
We
also
received

unappropriated
balances
based
on
the
anticipated
receipts
for
for
this
year,
which,
as
the
auditor
pointed
out

me,
is
not
really
connected
to
the
2023
budget,

helpful

we
understand
all
of
the
complicated
figures
that
are
involved
here.

first
I
want
to
thank
mayor,

providing
the

just

really

some
deliberations

thinking

this

I
want
to
say
that
this
information
reveals
that
Athens
is
a
financially
healthy
City,
for
which
I
want
to
complement
the
administration,
and
this
fact
should
be
a
comfort
to
every
Athens
resident
so
I'm
pleased
about
that.

know
all
of
us
share
the
goal
of
improving
our
city
in
every
way,
including
the
budgeting
process.

appropriates
52
million
of
that,
which
means
we
have
approximately
30

percent
of
our
budget
unappropriated
and,

this

all
rolled
out,
we
were
told
that
any
amounts
greater
than
fifty
thousand
dollars
weren't
going
to
be
in
here
and,
and
that
really
troubles
me
that
we
would
enter
the
year
with
over
a
third
of
our
budget.

and
we're
also
looking
at
this-
probably
we're
thinking
this
being
the
final
meeting
for
the
year,
and
so
one
