The
community
development
block
program
monies
come
from
the
department
of
housing
and
urban
development,
sometimes
known
as
hud.
They
are
then
distributed
through
the
ohio
development
services
agency
office
of
community
development
and
then
in
our
particular
case
for
athens
county.
They
are
then
distributed
through
the
hapcap
program
and
over
the
years
we've
been
very
fortunate
thanks
to
the
work
of
hapcap
and
also
the
very
hard
work
of
our
departmental
people
here
at
the
city
of
athens
to
apply
for
several
program,
fundings
known
as
the
allocation
program
and
also
we've
had
some
for
critical
infrastructure.

So
the
kinds
of
repairs
that
have
happened
over
the
years
have
been
the
grosvenor
street
slip
repair
our
columbus
road,
lancaster
improvements.
We
rehabilitated
a
house
on
richland
avenue
that
the
city
owns
and
rents
and
that's
for
low
to
moderate
income
persons,
and
we
did
universal
housing
universal
design.
When
we
remodeled
that
house
our
depot
lift
station
one
of
the
important
lift
stations
for
taking
care
of
our
sewer
in
the
city
that
was
repaired,
we
also
had
franklin
avenue
improvements.

West
union
street
arkham's
reservoir
rehabilitation-
that's
happened
in
the
past
few
years,
that's
been
very
important.
West
washington
street
has
had
some
safety
improvements
and
then
our
most
recent
one
has
been
the
wastewater
treatment
plant,
the
dewatering
project
that
makes
our
processing
of
our
sludge
more
efficient,
and
so
these
have
all
been
very
helpful.

of
the
things
we
learned
is
that
the
allocation
program-
and
I
think
we
have
heard
it
briefly
before
that
that
program
that
we've
been
so
successful
with
in
the
past,
is
now
phasing
out.
It's
a
smaller
grant
program
about
a
hundred
and
fifty
thousand
dollars,
but
this
will
likely
if
we
decide
to
apply
for
that
this
year.
This
will
probably
this
will
be
the
last
years
that
that
program
is
phasing
out.

the
first

that
we
have
participated
in
this
process
over
the
last
two

three,

the
term
would
be
over

to
be

allocation
money

some
of

funding
mechanisms

president
tyson
just
indicated
and
in
targets
of
opportunity
and
other
granting
mechanisms,
because
we're
seeing
the
demand
for
those
going
going
up
pretty
high
or
higher
than
they
have
in
the
past
and
therefore
they're
going
to
shift
their
gears,
but
we've
been
extremely
effective
in
utilizing
that
money
when
it
comes
in.

unfortunate
thing
is
that
the
allocation
money
was
not
competitive.
You
know
it
was
specific
to
our
population.
So
basically,
as
long
as
the
project
was
eligible,
we
could
apply
the
funds
towards
that
now.
Rarely
was
there

situation
where
that
paid
for
the
entire
project.
You
know
oftentimes,
it
just
paid
a
small
portion
and
we
use
local
funds
for
the
remainder
of
it.

that
wastewater
treatment
plant
historically,
that
was
our
last
one-
that
was
a
critical
infrastructure,
and
so
that
was
a
half
million
dollar
towards
towards
this
andy

that
towards
the
project
expenses
in
the
total
project
being
much
more
than
that.

to
that

I
mean
so
when
the
director
is
talking
about
competitive,
just
to
kind
of
let
you
know
how
competitive
it
has
been
for
the
the
dewatering
we
applied
three
times
to
to
get
that
funding.
So
it's
it's
very
competitive
as
opposed
to
the
allocation
which
just
comes
in
and
we
use
it.

any
other

we
do
have
a
summary
of
the
history
of
the
different
kinds
of
projects.
That's
been
shared
with
council
members
on
the
drive,
so
you
can
see
the
the
range
of
projects
that
we've
had
and
they've
just
been.

think
they've
been
critical
to
moving
some
of
our
projects
along
to
piecing
those
the
the
funding
together
and
so
we're
very
we're
grateful
to
hapcap
for
being
a
good
administrator
of
that
program
and
and
appreciate
that
hard
work
too.
So.

if
I

presidentially
right
now,
there
are
three
open
projects:
two
critical
infrastructure
projects-
one
is
the
kimes
reservoir,
upgrade
improvements.
The
other
is
the
wastewater
plant,
as
the
mayor
mentioned.
The
third
one
is
an
allocation
project
specifically
and
it
hasn't
started
yet,
but
it's
in
design
and
that's
the
west
washington
street
improvements.

So
you
know
we're
basically
looking
at
the
next
two-year
allocation
project
next
to
your
block
of
allocation
projects
on
what
to
apply
for
so
that

is
the
last
last
grab
at
that,
and
then,
if
there's
another
program
out
there,
given
that
both
times
and
the
wastewater
plant
are
about
to
wrap
up
here,
if
we
want
to
go
after
a
critical
infrastructure-
or
you
know
one
of
the
other,
our
the
our
bigger
freeway
regional
infrastructure
grant
I'll
have
to
remember
what
p
stands
for,
but
there's
several
other
parts
of
the
program
so.

like,
for
instance,
this
program.
The
construction
has
to
take
place
in
most
cases
inside
of
the
low
to
moderate
income
census
blocks
within
the
city.
Sometimes
you
can
make
a
case
to
say
that
the
majority
of
the
city
is
low,
moderate
income.

So
therefore,
since
a
particular
improvement
benefits
the
entire
city,
even
if
it
doesn't
necessarily
sit
inside
of
the
low
to
moderate
income
census
block
which,
for
instance,
the
wastewater
plant
improvement
didn't,
but
because
that
improvement
benefited
the
whole
city,
we
were
still
eligible,
but
in
many
cases,
and
particularly
with
the
allocation
funds
over
years,
what
we've
done
is
looked
at
that
list
of
census
blocks
and
said
we're
not
going
to
attempt
to
try
to
make
something
fit
in
a
construction
project
that
was
not
in
one
of
those
loaded.
Moderate
income
census
blocks.

So
this
most
recent
meeting
that
we
had
with
the
folks
from
both
hapcap,
as
well
as
high
department,
administrative
services,
no
higher
department,
development
service
agency-
sorry
wrong,
not
das!
It's
dsa,
yeah!
We
looked
at
the
armory
we
looked
at,
which
probably
isn't
a
good
fit.
We
looked
at
dairy
lane,
which
is
a
good
fit,
but
it's
probably
we
need
to
get
dairyland
done
faster
than
cdbg's
timeline
will
allow.

think
they
looked
at
a
couple.
Other
projects,
for
instance,
defending
union
street
project,
is
just
another
part
of
that
package.
Also,
the
we
need
to
replace
a
sewer
on
colson.
There
are
several
other
kind
of
smaller
projects
that
the
engineering
works
department
has
been
looking
on.
An
example
would
be,
although
it's
not
small
enough
to
fit
into
that
150
000
range,
it's
gonna
be
more
than
that,
but
there's
a
storm
sewer
replacement.
That's
got
to
take
place
on
shaffer
street.

We've
talked
about
that
in
this
body
before
and
then
we
kind
of
put
it
off
and
try
to
get
it
through
the
year
until
we
can
get
to
the
summer
months.
There's
actually
already
been
an
appropriation
for
that,
but
if
we
thought
we
could
make
it
make
it
last,
that
might
be
something
that
we
would
submit
as
well.
For
this
program.

has
been
going
on
now

year

every
couple

allocation

we've
been

cdbg
with
regard

then
with
the.

think
time
transfer
might
not

critical
infrastructure
that
actually

be
allocation
and
then

with

wastewater

plant

volunteer
for
the
athens
beautification
month.
Projects
they've
been
very
successful
and
we
had
our
largest
group
this
saturday
on

hocking
river
sweep
and
felt
like.
We
really
got
some
things
picked
up
in
the
river,
so
I
want
to
congratulate
and
thank
everybody
who
volunteered
there.

also
want
to
thank
the
mayor
for
coming
to
the
ohio
university
earth
day
celebrations
today
and
speaking
as
well
as
commissioner
chris
schmiel,
and
as
we
celebrate
what
we're
calling
earth
week
this
friday
april
22nd,
which
is
actually
earth
day,
please
come
and
participate
in
the
earth
day
parade
which
will
start
on
the
south
green
in
front
of
pickering
hall
and
weave
through
campus
and
uptown
and
end
at
baker
center
at
12,
45,
so
noon
in
front
of
pickering
hall
mayor
says:

We
have
now
used
380
thousand
dollars
in
tax
refunds.
I
asked
council
for
two
hundred
thousand,
so
we
went
up
to
five
hundred
fifty
thousand.
However,
we
have
two
stacks
of
refunds
that
haven't
been
completed.
We
stopped
doing
refunds
last
week
because
of
the
the
workload
of
tax
returns
coming
in.

I
I
just
I
looked
at
what
we
did
last
year
at
the
end
of
april
last
year,
which
would
have
even
been
after
tax
day.
We
had
processed
about
80
000
worth
of
tax
returns,
refunds,
sorry,
and
at
the
end
of
june
we
were
up
to
180
000
in
refunds,
and
so
we
are
way
way
past
what
we've
ever
done
in
in
refunds
and,
of
course,
at
this
point,
our
mail
is
coming
in
and
we
call
them
buckets,
but
they're.

I
think
that
council,
member
crowl

being

feel
the
urge
to
really
kind

give
you
praise.

when
you're
out,
with
some
of
the
volunteers,
scrubbing

uptown
trash
receptacles.

me
to

team

worked
with
you
on
helping
beautify
the
city

athens.

The
other
thing
I
want
to
share
with
council
is
last
friday
evening,
our
fire
department
was
called
for
mutual
aid
in
pomeroy
ohio,
where
there
were
three
individuals
who
were
trapped
on
a
cliffside
and
with
our
the
technical
skills
that
our
fire
department
has
and
other
fire
departments
as
well.

But
you
know
chief
reimer,
accompanied
a
couple
other
firefighters
and
went
out
there
and
successfully
extracted
the
three
individuals
that
were
were
stuck,
and
so
I
just
want
to
acknowledge
that
that
you
know
the
great
work
that
our
fire
department
does,
especially
when
they're
called
in
city
and
mutual
aid
responses
and
to
be
able
to
to
successfully
extract
those
three
people
where
chief
reimer
was.
You
know
one
of
the
leads
in
getting
the
other
units.

was
multiple
fire
units
that
were
there
to
help
extract,
but
it's
that
technical
training
that
our
fire
department
receives.
You
know
the
high
angle
rescue
ropes
rescue
water
rescues.
So
I
just
want
to
share
that
that
I
received
a
really
nice
letter
from
one
of
our
firefighters
talking
to
the
work
that
that
chief
reimer
does
day
in
day
out
really
proud
of
everything
that
he
does
I'm
proud
of
all
of
my
staff.

amending

athens
city

title

general
provisions,
chapter
1.03
code
fees,
established
solid
waste
recycling
and
optional
composting
rates
introduced
by
council
member
swank.

throwing
my
voice
there.
This
was
first
introduced
back
on
january
24th
of
this
year.
You
probably
remember
the
junior
high
school
presentation
with
the
three
size
trash
scans
and
all
of
that,
the
impetus
for
this
is
is
very
simple:
it's
to
establish
equity
in
trash
rates
where
a
person
pays
for
what
they
put
out.

It
kept
in
mind
two
things:
first
of
all,
continuing
to
encourage
people
to
put
out
less
trash,
therefore
sending
less
to
the
landfill,
and
secondly,
doing
this
in
the
context
of
not
having
a
negative
impact
on
our
financial
obligations
through
our
trash
contact
with
athens,
hocking
solid
waste
working
with
mr
stone,
mr
chicky
and
mr
riggs,
we
were
able
to
do
that
with
a
modest
20
cents
per
account
increase.

This
would
address
the
the
issue
of
equity.
There
are
big,
bigger
issues
with
this,
with
our
trash
contract
coming
up
next
year.
Much
like
we're
going
to
talk
later
today,
the
parking
and
all
of
that
we
will
address
those,
because
that
will
be
a
much
deeper
discussion
and
I've
talked
with
mr
stone
and
after
the
break,
we
will
start
that
process
for
next
year.

appreciate

motivation

the
effort
that
has
gone
into
this
ordinance

I
understand
the
the
objectives
behind
it.
I
don't
feel
that
it's
a
good
idea
at
this
time.

Creates
some
some
unpredictabilities
as
far
as
what
individuals
trash
fees
could
be,
and
I
think
that
it's
just
even
if
it
is
a
small
increase
when
there's
a
notice
on
an
individual's
bill
that
the
increase
was
approved
by
council.
People
feel
that
their
water
sewer
garbage
rates
are
continually
changing
and
going
up,
and
I
think
that
it
is
better
to
have
all
of
those
changes
done
at
one
time.

We
know
that
there
is
a
high
likelihood
that
there
will
be
significant
changes
when
we
have
to
negotiate
a
new
contract
with
our
garbage
hauler,
and
we
have
had
discussions
of
a
great
many
potential
changes
as
far
as
consistent
containers
changes
to
the
composting,
and
we
will
need
to
be
sure
that
our
rates
will
cover
the
expenses
of
a
new
contract.
So
my
my
decision
is
that
that
we
should
adjust
the
rates
at
one
time
in
a
coordinated
manner
to
keep
it
predictable
and
sustainable.

where

this
once

getting
things

happy
about
in
terms
of
predicting
is
that
this
would

net
neutral

of
impact

change

rates,

are

that

be
concerned
about?

cost

asphalt

relative

recent
asphalt
bids

asphalt

materials
perspective

astronomically

I
do
hear
that
construction
prices
are
higher
than
last
year,

we've

amount
of
contingency
in
this
particular
year's
request.

order
to
ensure
that
we

get
to

things

think

need
to
get
to.

that's
not
the
case
and
then
that
additional
money
can

used

further
the
paving
into
the
alternate
streets
that
we've
identified.
