getting

start
on
this,
which
I

know
the
mayor
called
for

stone

for

council
agrees
with.

seems
simple.

put
out
your
trash,
somebody
picks
it
up.
You
pay
the
bill,
but
it
can
be
a
little
more
complicated
than
that.

So
what
we
would
like
to
do
this
evening
is-
and
I
don't
mean
to
put
him
on
the
spot-
I
kind
of
hinted
to
him
earlier
today.
In
another
meeting
we
were
at.
I
would
like
to
turn
this
over
to
director
stone,
to
give
us
an
overview
of
this
and
then,
when
we
get
to
first
reading,
remember
crowl
and
I
will
be
sharing
the
particulars
as
we
introduce
it
to
council
in
the
ordinance
process,
so
director
stone.

so
this
particular
change
basically
brings
our
our
legislation
that
we
have
on
the
books
for
both
garbage
and
rubbish
as
well
as
more
specifically,
additionally,
more
specifically.

Additionally,
it
talks
about
the
licensing
requirements
and-
and
you
know,
a
lot
of
things
have
changed
since
the
the
the
licensing
provisions
were
in
installing
our
our
code
and
specifically,
what
that
license
does
is
it
allows
haulers
to
collect
inside
the
city?
And
you
know
some
of
these
provisions
were
put
in
place
as
the
city
by
which
we
can
work
toward
the
goal
of
recycling
at
multi-unit
housing
complexes.

One
of
the
numerous
changes
as
we've
gone
gone
through
this
and
looked
at
it
includes
making
a
provision.
If
you
want
to
be
a
licensed
hauler
in
the
city,
you
have
to
at
least
offer
recycling
services
that
needs
to
be
in
your
ability
to
do
now.
It
doesn't
necessarily
mean
that
that
you
know
a
particular
large
apartment.

Complex
will
contract
for
you
to
to
place
those
collection
receptacles
there
for
them,
but
at
least
you
have
to
have
a
mechanism
to
do
so,
or
else
you
can't
be
licensed
to
haul
in
the
city,
and
so
that's
one
of
the
changes
that's
in
here
and
I
think,
there's
some
other
steps.
We
were
at
a
meeting
earlier
today,
several
of
us
here
where
we
were
looking
at
different
approaches
as
to
how
to
deal
with
that
is.

Hard
to
find
so
we
need
to
work
that
out
and
one
thing
that
has
been
lifted
from
this
ordinance:

rates
that
will
be
handled
in
a
separate
ordinance
and
that's
going
to
be
handling
separate
ones
for
many
many
reasons,
one
of
which
is
who
can
predict
today
what
gas
prices
are
going
to
be,
which
is
one
of
the
major
costs
in
removing
trash
from
the
city
and
again,
we
need
to
remind
everyone.

just
wanted
to
give
a
shout
out
to
the
director
of
code
enforcement,
mr
riggs
and
and
the
city
administration,
for
for
working
on
making
this
ordinance
updated
and
really
up
to
the
times
that
we
are
in
now
and
a
shout
out
to
the
applet
ohio,
zero
waste
institute,
a
group
of
environmental
officers
at
the
voynich
school
and
students
who
did
some
work
to
to
do
some
research
on
this
subject
and
some
surveying
of
people
in
our
community
and
reaching
out
to
rural
action
and
other
experts
in
this
field
who
have
been
looking
at
this
multi
unit,
housing,
part
of
of
solid
waste
and
especially
recycling
in
the
city
and
and
provided
some
helpful
people.

In
the
community,
who
have
complained
that
they
want
to
have
that
as
an
option
in
their
apartment,
complex
and
are
disappointed,
we've
gotten
at
least
one
or
two
letters
on
that
saying
that
they
would
like
that.
Have
that
be
a
requirement?
And
so
would
I
quite
frankly,
but
I'd
like
to
open
that
up
for
some
discussion.

we
had
a
meeting
on
this
earlier

we
do
do
this,
is
to
try
to
roll
it
out
at
the
same
time
as
the
new
contract
july
1
of
2023
rather
than
boom
boom,
because
there
could
be
some
additional
cost
associated
with
this,
and
there
very
well
may
be
some
additional
cost
associated
with
the
new
rates
so
to
have
bit
people-
and
I
know
you're-
very
sensitive-
hit
people
in
march
and
then
turn
around
and
ask
them
for
more
in
july,
as
opposed
to
one
package.
So
we
still
have
some
work
to
do.

members
feel
this.

large
apartment
complexes
across
from
where
I
live,
that
are
going
up
so
fast,
I'm
shocked.
Actually,
it
seems
like
every
time
I
turn
around
there's
another
floor
on
top
of
it,
but
that's
coming
up
fast
so
that
you
know
I'm
hoping
that
when
we
get
this
taken
care
of
that,
along
with
other
any
new
complexes
will
be
part
of
this.
So,
okay.

has
been
a
piece
of
land-
that's
been
discussed
with
us
before,
but
under
different
circumstances,
and
so
now
this
is
a
parcel
that
they
have
made
available
for
purchase
and
the,
whereas
is
in
the
ordinance
reference
that
will
only
allow
the
city
to
develop
up
to
three
acres
of
the
leased
land
and
then
that
and
require
the
city
to
maintain
approximately
have
seen
before
from
service
safety
director
stone
a
map
of
that
land
area,
but
they
attached
it
as
an
exhibit
with
their
resolution
that
was
passed
by
the
university
board
of
trustees.

university
in
advance

going
to
the

the
board

the
board
of
trustees
hadn't
passed
this
resolution,
that
they
would
even
make
it
available
for
sale,
so
they
did
that
and
that's
why
we
started
then
tonight
to
seek
legislation
but
functionally
the
the
different
restrictions
would
be
something
that
would
be
placed
on
the
warranty
deed
that
the
state
would
issue
to
the
city
upon
sale
that
would
be
in
in
there
as
covenants,
so
they
can
do
whatever
they
want
on
that
land.
