Athens
and
our
basically
our
storm
water
management
system,
and
there
were
several
Corrections
that
the
city
needs
to
make.
We've
also
received
the
full
response
from
Steve
Adams
as
our
city
employee,
on
the
measures
that
the
city
will
be
taking
he's
our
environmental
coordinator
for
engineering
and
public
works.
So
we
thank
the
EPA
and
and
the
city
for
keeping
us
abreast
of
the
the
updates
on
that
are
the
communications
from
other
council
members.

have
a
couple
items
tonight,
president
nicely
number
one:
the
city
of
Athens
has
entered
into
a
membership
with
the
Ohio
opiate
education,
Alliance
I
mentioned
the
council
before
beat
the
stigma,
something
that
I
became
familiar
with
at
the
Ohio
mayor's
Alliance
meeting,
and
we
now
have
full
access
to
a
lot
of
their
tools
that
they
have
for
educating
individuals
on
mental
and
mental
health,
as
well
as
as
addictions
of
different
types
and
the
the
health
issues
that
that
poses
so
I'm.
Happy
that
we
are.

We
are
in
great
company
the
only
two
cities
that
I
see
on
their
list.
Yet
there's
a
list
of
probably
I,
don't
know
easily
100
and
some
members
or
more
Grove,
City
and
Columbus
are
also
members
of
this
cuddled
Athens.
The
other
thing
I
was
up
in
Lima
for
the
Ohio
realtors
association.
I
was
asked
to
speak
on
a
panel
with
mayor,
charetta
Smith
of
Lima
talking
about
a
lot
of
our
sustainability
efforts
here
in
the
city
of
Athens
and
something
that
was
mentioned
through
their
Soil
and
Water.

our
receptionist
for
the
city
up
in
the
my
office
to
explore
this
program
further,
because
I
thought
it
was
really
an
interesting
program.
I
was
really
taken
aback
in
a
good
way
by
something
like
this
so
more
to
come
on
that

last
thing
I
have
to
share.
This
is
great
news
because
we'll
be
talking
a
little
bit
later
about
funding,
but
that
is
that
we
had
a
bid,
opening
and
direct
law
director

three

but

hit
on
three
important
areas:
carryout
bag
restrictions,
penalties
and
a
program
that
will
provide
relief
if
needed,
to
some
businesses.
So
I'll
start
with
11.13.02
carryout
bag
restrictions,
no
store
vendor
shall
provide
or
sell
a
single-use
plastic
carryout
bag
to
a
customer
at
the
checkout
stand,
cash
register,
point
of
sale
or
other
location
for
the
purposes
of
transporting
food
or
merchandise,
from
the
store
after
January
1
of
2024.

no
store
vendor
shall
sell
or
charge
a
customer
for
any
carryout
bag
unless
the
amount
charged
for
the
bag
is
separately.
Itemized
on
the
sales
receipt
on
part
c,
a
store
vendor
or
establishment
is
not
responsible
for
the
materials
used
by
a
party
that
may
be
renting
a
facility
for
their
own
use
or
operate
to
operate.
And,
finally,
citations
for
violations
of
the
section
shall
be
issued
to
a
store
Vendor
by
Code
Enforcement
Officers
police
officers,
sanitarian
litter
control,
officer
and
other
assigned
by
the
service
safety
director.

11.13.04
penalty,
a
violation
of
section
11.13.02,
shall
be
an
administrative
offense
requiring
a
fine
of
a
hundred
and
fifty
dollars
and
finally,
section
two.
The
2023
appropriation
ordinance
15522
is
hereby
amended
by
appropriating
from
the
unappropriate
imbalance
the
sum
of
five
thousand
dollars
to
Athens
enhancement
fund
TC
300,
in
order
to
provide
an
assistance
program
administered
by
the
mayor's
office
to
support
businesses
with
costs
associated
with
the
enactment
of
this
ordinance
during
calendar
year
2023
after
a
motion
and
a
second
I
have
a
just
a
few
brief
comments.

Thank

when
I
look
at
this
ordinance
before
us,
it
kind
of
reminds
me
of
George
Harrison's
famous
song,
the
long
and
Winding
Road.
This
actually
started
back
in
2016
with
council
person.
Jennifer
Cochran
bought
brought
forth
a
similar
ordinance
for
various
reasons
that
ordinance
never
made
it
to
a
vote
and
therefore
was
never
enacted
in
2019
or
2020.
I
can't
remember,
which
I
met
with
a
group
of
women
at
the
local
political
Headquarters
A
group
of
women,
who
were
repurposing
plastic
bags
and
by
plastic
bags.

Thank
you
for
all
of
that
effort
in
combination
with
Lisa
Clerk
of
council,
Debbie,
Walker,
wrote
and
re-roach
and
rewrote
and
I,
don't
know
how
many
times
revives
this
ordinance
to
bring
it
to
the
point
that
we
have
it
today,
councilmember
grace,
even
though
she
may
not
have
realized
the
time
came
up
with
a
six-letter
word
that
solved
a
lot
of
problems.
What
do
we
call
things
that
aren't
stores?
It
was
a
simple
word,
but
it's
been
very
effective
and
that
word
was
bender
and
to
you
I.

Thank

that
single
word
and
a
great
contribution.
This
ordinance.
Numerous
citizens
have
spoken
to
us
both
via
email
meetings,
telephone
calls
and
appearing
here
to
support
to
speak
in
favor,
but
also
to
express
concerns,
and
we've
listened
to
those
concerns.
A
couple
of
examples
of
that
are
the
modification
of
the
effective
date.
It
was
originally
August
1st.

It
has
now
been
rolled
back
to
January
1st,
so
those
stores
with
an
inventory
of
single-use
plastic
bags
can
use
them
and
get
them
out
of
the
system
and
not
have
to
actually
pay
for
two
sets
of
bags.
We
also
changed
the
penalty
from
a
misdemeanor
to
an
administrative,
a
fence
and
I
think
that
is
a
very
positive
step
in
the
right
direction.

The
administration
under
Mr
Stone's
guidance,
worked
very
very
closely
to
figure
out
a
plan
so
that
we
can
actually
enforce
this.
We
have
Endurance
on
the
books.
How
can
we
best
make
it
work
to
achieve
the
goals
that
we've
set
out
to
achieve,
and
finally
the
Athens
environment
and
sustainability
commission
for
the
unanimous
support
and
I
believe
the
chair
of
that
commission
is
with
us
this
evening
and
I
guess:
I
misspoke
not
really.

a
group

has
worked
tirelessly
to
bring
this
to
where
we
are
today,
the
research,
the
creation
of
bags,
the
collection
of
bags,

recycling

shortcomings

county-wide

doing

we
still
have

long
process
to
go

know
that
this

just
another
step
in
the
process
under
aarp's
age
friendly
program.

AARP

Transportation

health

wellness

been
particularly
from
the
surveys
