a

members

council

present

the
regular
session
of
council
held
on
May
1st
2023.

Communications
and
we
have
one
message
that
I
received
from
the
chair
of
the
community
relations
commission
and
there
are
currently
either
people
going
on
sabbatical

graduating
graduating

University,
and
so
there
are
a
number
of
vacancies
on
that
community
relations
commission
and
we're
very
much
interested
in
seeing
people
to
get
involved.

group
meets
once
a
week.
The
appointment
is
for
three-year
terms,
and
the
commission
has
the
overall
goal
of
bringing
about
Harmony
and
Goodwill
in
the
city
of
Athens,
along
with
doing
a
number
of
other
things,
but
that's
a
very
broad
goal,
but
the
community,
the
commission
works
well
together.
Micah
McCary
is
our
Council
liaison.
I
would
suggest
that
anybody
that's
interested
to
please
contact
and
send
a
send
their
resume
to
a
clerk
of
counsel
or
to
council
member

and
we
will
move
forward
with

the
mayor
forwarded

league

cities,

resolution
promoting
racial

council
members

a
copy

that
resolution
and,
if
that
seems
reasonable,
we
could
bring
that
forward
next
week
under
committees
for
consideration.

just
wanted
to
thank
all
those
who
were
involved
in
the
move
out
festivities
of
the
last
week.
I
was
fortunate
or
unfortunate
to
be
involved
in
a
number
of
different
levels.
My
daughter
was
moving
out
of
her
off
campus
residence
and,
and
there
was
lots
of
things
to
find
the
appropriate
home
for
including
many
of
the
dumpsters
that
were
put
out
for
that
process.

I
also
worked
with
rural
action
to
collect
food
from
off-campus
houses
to
be
donated
to
those
in
need,
and
I
also
got
to
spend
some
time
with
the
Sugarbush
Foundation
at
the
fairgrounds,
making
sure
that
donatable
items
did
get
to
people
who
were
there
for
for
that,
and
it's
a
massive
effort
and
I
learned
a
lot
about
it
this
year,
because
I
hadn't
been
so
involved
in
previous
years
and
and
I
was
impressed.
I
think
a
lot
of
material
was
diverted.

lot
of
material
was
donated
to
people
who
who
could
use
that
material
I
had
the
chance
to
visit
the
different
sites
in
the
downtown
area
for
for
the
dumpsters
provided,
and
it
just
did
seem
to
me
that
that
material
was
was
removed
in
a
timely
manner,
and
you
know
I
hope
that
we
can
continue
to
improve
that
process.

not

perfect
in
any
way,
but
I
think
kovid
through
a
little

period
of
adjustment
into
the
entire
process
and
I
think
we're
getting
back

those
Divergent
diversion
goals
and

looks
like
knock
on
wood
that
AEP
is
going
to
move
forward
with
their
scheduled
power
outage
here,
which
will
affect
the
city
building
and
its
operations
and
as
well
as
the
the
law
building
where
auditor
Hecht
and
the
law
directors
are
housed.
May
17th,
the
following
offices
are
going
to
be
closed.
The
city
auditor's
office
will
be
closed
to
the
public,
as
will
the
tax
department
and
the
law
director's
office.

it's
it's
due
to
the
Ada
accessibility
issue,
with
not
having
power
in
the
building
and
so
on,
and
so
forth.
So
note
that
on
May
18th
there
will
also
be
a
closure.
It's
it's
those
same
departments,
their
offices
as
well
as
the
government,
Channel
municipal
court
and
my
office.
I
can
say
that
what
the
mayor's
staff
is
going
to
be
doing
on
that
day
is
clearing
out
the
rest
of
the
records
that
are
in
the
Armory
and
putting
them
into
a
a
safe
place,
so
we'll
be
at
work.

other
offices
that
will
not
be
let's
say
open
are
going
to
be
the
city
code,
office,
engineering
and
Public
Works,
and
it's
not
that
they
won't
be
open.
Their
phone
service
will
not
be
there
an
email
for
the
code,
office,
engineering

Public
Works
the
community
center,
as
well
as
Arts
West,
with
a
email
and
phone
transition.
That's
going
to
go
on
there.

Parking
garage
is
being
power
washed
this
week,
so
if
it
looks
unusually
wet
in
there
for
a
place
that
should
otherwise
be
dry,
I
guess
there's
power
washing
going
on
the
last
couple
items
that
I
have
is.
You
may
have
noticed
the
solar
project
down
at
the
community
center
and
in
front
of
the
pool.
The
pool
solar
array
is
two
weeks
ahead
of
schedule,
which
is
fantastic
so
that
that
will
likely
be
completed
before
the
pool
opens
on
Memorial
Day.

event
of
the
Summer
is
taking
place
the
20th,
so
this
Friday,
or
this
Saturday
from

there
will
be
music
being
played.

should
state
that
West
State
Street
between
Court
and
Congress
will

closed

The
city's
inflatable
movie
screen
will
be
there.
The
Blues
Brothers
will
be
playing.

you

Brothers

our
large
screen
and
enjoy
the
Dora,
so
the
Dora
went

this
is
a

it's
a
huge
credit
to
the
auditor's
office.

Jessica
covert

fantastic
work.
They
make
my
job

month,

month
things
go
very,
very
well
on
the
investment
side,
it's

times,
but
if
just
so
everybody
knows
the
interest
rates
are
up,
the
city's
Investments
are
doing
very
well,
and
we
continue
to
look
for
opportunities
that
if
we
could
see
something
that
we
can
to
put
our
money
into
to
continue
to
make
a
good
interest,
we're
going
to
continue
to
do
that.

help
of
the
auditor's
office
and
the
coordination
with
the
mayor's
office.
We've
been
constantly
talking
about
that,

other
things
I
wanted

mention

when
I
mentioned
the
auditor's
office.
I
do
also

a
little
shout
out
to
the
income
tax
department.
April
was
income
tax
season.
They
had
a
lot
of
work
going
on
over
there.

lastly,
one
new
thing
for
some
people
that
aren't
aware
is
the
city
did
Implement
a
new
online
system
for
paying
utilities,
bills,
Andrew,
chicky
and
and
his
and
his
crew.
Tina
Rogers
and
Kelly
Casto
have
got
a
new
system
online
and
it's
operating
very
very
well.
We
worked
together
a
little
bit
this
week,
just
talking
about
it
and
so
far
everything
is
running
very
smoothly.

given
this

residents
of
Athens
a
little
more
flexibility
in
how
they
pay
not
only
with
credit
cards,
but
now
you
can
log
in
you
can
use
PayPal.

can
use
venmo
and
those
type
of
payment
options
also,
so
that's
also
going
very
well
too
and
and
so
far
we're
not
we're
not
seeing
any
issues
with
anything
and
everything's
going
really
well
so
again,
I
just
want

give

credit

all
those

because
everything
it
just
makes
my
life
so
much
easier
when
I
go
in

do
the
work
that
everybody's
so
efficient
and
gets
everything

impact

citizens
of
Athens
and
repaving,
our
streets,
repairs

this

year

I'd
like
to
ask
the
administration

In
my
mind,
we
have
something
like
over
100
miles
of
streets
and
alleys.

that
reasonably
correct.

goal
is
anywhere

first
couple
years
I
took
office.
We
were
Paving
16
to
18
miles
during
Paving
season,
we've
gotten
to
the
point
where
we
don't
have
a
whole
lot

streets

really
poor
condition,
and
so
not
that
we're
drawing
down
the
mileage
of
the
miles
of
road
that
we're
repairing.

it's
we're
finding
that
we
can
address
some
that
were
not
quite
you
know
in

bad
shape,
but
we're
in
crack
sale
is
a
great
example
to
where
now
we're
putting
some
money
into
crack
sailing,
which
we've
always
done,
but
we
can
put
more
into
crack
seal
and
be
preventative
for
a
lot
of
the
streets,
but
there
is

fair
amount
of
milling
and
repaving
that
we'll
be
able
to
get
accomplished
this
summer.

looking
at
that?

that
affect
the
number
of
streets
we
can
do

the
progress
of
it

make
sure

that's
included

is
an
asphalt.

asphalt
work.
That's
going

concrete
work.
We
usually
do
that
separate

list

streets
that
you've
all

back

looked

them
one
by
one
and
of
the
streets
that
you
have
on
Alternate
one
and
Alternate
two.

the

primary
and
then
alternate
one

two
is
the
the
crack
seal,
but
of
those
only
four
streets
have
sidewalks,
and
so
we'll
look
at
the
the
Ada
curb
cut
and
if
they're
in
poor
shape,
they

be
rebuilt
as
well
as
curbs
on
the
streets
that
do
have
curbs.

an
interesting
question:
if
they've
never
existed,
I
would
say
no
that
there
isn't
a
need
to
put
a
curve,
because
I'd
have
to
go
back
and
have
engineering
and
Public
Works
look
to
see
where
the
catch
basins
are
along
those
streets.
What

the
storm
runoff?
What
does
it
look
like
in
those
areas,
because
that's
something
you
have
to
take
into
consideration
if
you're
building
a
new
curb
on
a
street,
you
know
a
street
like
Roosevelt,
which
is
a
pretty
Narrow
Street,
it's
on
the
paving
list.

things

came
up
during
our
West
Side
Community
Association
meeting
was
a
complaint
about
the
lack
of
curves
or
curb
issues
on
the
west
side.
So,

were
at
that
meeting,

I

issue

also
on
the
west
side.

had
a
situation
where
the
curb
was
needed
because
the
runoff
being
on
a
hill
made
it
so
without
the
curb
it
went
into
people's
basements.

office

difficulty
of
contracts
that
end

December
31st
and

we

discussed

contract.

agree
with

McCary
in
terms
of
giving
the
server
safety
director
adequate
time
to
really
make
this
a
rock
solid
process.

know

contract

difficult
in

recent
years

put
in
literally
hundreds

hours

commencement
weekend

city
cleaned

supervisor
standpoint

crews
out
there
doing

work

kudos

them,

recognize

importance
of

work

all
the
volunteer
organizations,
