the
regular
session
of
council
held

March
20th

I

a

dozen
teams
from
across
the
nation,
and
we
engaged
in
a
multi-day
learning
experience
designed
to
help
us
create
spaces
for
cohort
cohort
participants
to
learn
from
one
another's
challenges
that
we
face
in
our
municipalities
and
to
share
resources
for
overcoming
those
challenges.
It
was
a
positive
experience
not
enough
time
yet
to
conduct
a
full
report,
but
I
plan
to
follow
up
later.

commission

Athens
International
Film
and
Video
Festival
and
with
that
is
Council
is
aware
that
Court
Street
will
be
closed
for

short
period

time
for
the
first
screening,
I
say.
First,
the
first
time
a
screening
has
taken
place
on
Court
Street,
which
will
be
at
9
00
pm
on
April
15th,
and
it
will
be
a
wildly
popular
anime
night
program.

item
that
I
have
something
that
also
came
out
of
the
training
that
council,
member,
McCary
and
I
went
through
and
still
encouraging,
Council
to
think
about
putting
together
a
land
acknowledgment
and
opening
City
Council
meetings,
or
at
least
a
meeting,
to
acknowledge
the
fact
that
we
live
and
reside
on
lands
that
belong
to
the
Wine
Dot,
the
Shawnee,
the
Iroquois
and
other
indigenous
peoples
before
it
was
colonized
in
the
name
of
Ohio
University
and
the
city
of
Athens
or
the
encampment
of
Athens.

been

an
unusual
contract.
Rather
it's
an
annual
agreement
that
the
city
of
Athens
partakes
in
section
one
reads:
the
service
safety
director
is
hereby
authorized

enter

a
one-year
contract
from
April
April
1st
2023
through
March
31st
2024,
with
the
Washington
County
Commissioners
for
the
housing
of
prisoners
in
accordance
with
the
contract
attached
here
to
and
Incorporated
herein
by
reference
section.

ordinance
shall
be
an
emergency
measure
necessary
necessary
for
the
preservation
of
the
health,
welfare
and
safety
of
the
residents
of
the
city
of
Athens
Ohio,

order
to
provide
adequate
space

housing

prisoners
and
that
it
shall
be
in
full
force
and
effect
upon
its
passage
and
approval
by
the
mayor.
This
is
not
a
service
that
we
have
utilized,
frequently
not
at
all,
even
in
its
last
year
of
contract,
but
we
do
need
this
as
a
resource
available
to
us
and
I'd
encourage
everyone
to
support
this.

the
law
director's
opinion,
one
of
the
options
is
if
we
cannot
get
this
wrapped
up

acceptable
time
period
by
which,

we
decided

a
change,
that
it
would
not
be
able
to
be
implemented
by
July
1
the
end
of
this
contract
and
therefore
would
necessitate
an
extension
for
a
limited
period
of
time
with
the
existing
vendor,
which
would
also
probably
necessitate
a
negotiation
involving
fees.

citations

the

shall
be

a
store
or

receive
a
minor
misdemeanor
citation
into
court.

or
vendor

violation

the
Athens
Police
Department

would

the

agreed
that
we
really
don't
think
enforcement
is
going
to
be
a
big
issue
based
on
what
we
have
heard
from
other
cities.

pantry

bags

plastic
bags
and
wood
and

how
would
this
ordinance
affect
something
of
that
type.

ordinance
is
the
fact
that
it
is

citizen
driven
initiative.

is

group
in
Athens
called
Athens
rethinks
plastic.

seen
their
Billboards
coming
into
town,
both
from
the
Auburn
area
and
from
Nelsonville,
and
one
of
the
things
that
they
have
been
doing
and
will
continue
to
do
is
provide
educational
guidance
for
people
to
make
their
transition
so
that,
if
we
have
any,
we
have
any
food,
pantries
or
others
that
are
using
those
things
they're
going
to
help
people
make
that
transition
and,
of
course,
you're
familiar.

point
is
a
lot
of
this
is
going
to
revolve
around
education
and
the
scouts
might
take
this
on
as
a
project
I
know
to
fill
one
of
those
sashes,
it
takes
many
merit,
badges
and
I
know
one
of
those
can
be

educational
nature,
perhaps
Mr
Perry
back
there,
another
one
of
our
neighbors

help
craft
that

pick
up

additional

economic

study
and

think
it
was
a
hundred
thousand
dollars

the
cost
for
that

quite

it's

expensive
thing
to
do
that,
especially
if

do
it

annual
basis

negates
the

that
we're
donating

providing

membership

year

construction,
installation

maintenance

single
new
sewer
line
and

right
to
lay

international
Street
Festival
will
be
taking
place.
This
Saturday
and
it'll
be
on
East
Union
Street,
but
there
will
also
be
a
parade
that
goes
starts
from
Baker,
Center
comes
up,
Court,
Street
and
then
turns
on
to
East
Union.
So
just
keep
that
in
mind.
