Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
Afternoon
this
is
the
regularly
scheduled
meeting
that
and
City
Planning
Commission,
the
September
15th
2005
is
231.
We
have
a
quorum
present.
Mr.
key
is
not
here,
but
there
four
other
members
are
present.
We
take
sworn
statements,
so
if
you
plan
to
say
anything,
would
you
please
stand
and
raise
your
right
hand?
B
Do
you
affirm
that
your
testimony
and
all
your
comments
will
be
true?
I
do
okay,
I'm
all
right
now.
Our
first
case
is
zero.
Five,
zero
six
and
that's
a
lot
split
and
a
variance
request
from
mr.
James
E
castles.
Second,
who
told
me
he's
not
to
James
castle,
then
I
know
we
have
well.
We
have
a
packet
here,
don't
we
this
is
on.
Second,
is
this
one
on
the
corner
of
second
and
central
that
we
had
once
before?
Is
this
a
different
one?
I
haven't
looked
at
the
drawing
yet
I
haven't
mentioned.
B
C
My
name
is
Steve
Pearson,
amazonian
administrator
for
the
City
and
on
behalf
of
the
Planning
Commission
I
reviewed,
minor
subdivision
requests
in
this
particular
case
mr.
castle
presented
to
me
just
a
couple
days
ago,
a
proposal
to
subdivide
a
lot.
He
was
recently
purchased,
if
your
say
you're,
going
down
stacking
Street
and
you're
going
down
the
hill
towards
Central
right
before
you
get
all
the
way
down
to
the
corner.
C
So
that's
the
area
that
we're
speaking
of
well-maintained
grasses
mode
has
tree
line
on
the
rear
of
it
and
on
one
side.
Mr.
castles
wants
to
take
that
large
lot
and
subdivide
it
into
two
Lots.
The
problem
is
its
deficient
in
area.
The
two
Lots
are
each
deficient
in
area
around
900
square
feet.
Each
the
details
are
in
the
or
in
the
packet,
so
it
looks
like
you
have
duplicates
ones,
just
a
packet
for
one
lot.
C
C
Also
attached
Ford
I
believe
there
are
four
different
planets
to
give
you
an
idea
of
what
the
area
the
surrounding
area
looks
like
the
relationship
of
the
proposal
to
existing
lot
sizes
in
that
area.
Those
are
all
older
subdivisions
in
town
on
those
three
maps
represented
those
four
maps
represent
three
different
subdivisions
of
land
that
occurred
in
that
part
of
town,
and
these
are
all
in
turn-of-the-century
subdivisions.
C
Some.
You
can
see
that
some
are
40
feet
wide
and
120
feet
deep.
You
know
that
was
the
typical
lot
size
of
a
certain
era.
Some
of
them
are
50
by
a
hundred
and
then
there's
some
other
odd
shaped
Lots,
and
it
looks
like
this
parcel
and
there's
some
I
think
there's
a
couple.
Others
right
there
in
the
area.
If
you
look
at
the
map
that
were
residual
pieces
from
the
subdivision,
so
that's
why
you
know
they
were
large
and.
C
C
C
C
So
that
would
be
the
uphill
house,
which
is
back
a
little
bit
and
the
house
on
the
corner
now
that
I'm
thinking
about
it,
25
it'd,
probably
have
to
be
built
at
25,
so
take
that
lot,
depth,
knock
off
25
and
knock
off
30
in
the
rear,
that's
the
rear
setback,
and
then
that
gives
you
the
available
building
area,
so
take
55
feet
off
the
total
depth,
and
then
that
will
indicate
what's
referred
to
as
the
building
envelope
and
I'm.
Just
taking
a
discussion
in
this
direction,
because
I
I
think
from
the
comment
you're
wondering.
C
C
It
says,
is
you
can
come
up
as
close
as
the
one,
that's
least
non-conforming,
and
in
this
case
what
we
have,
though,
is
I,
believe
I've
going
up
hill.
That
house
is
back
a
long
driveway
and
back
on
the
back
or
a
lot
so
that
specific
section
of
the
code
would
not
apply
on
the
house.
Down
on
the
corner
is
obviously
built
way
out
of
compliance.
C
B
C
Just
across
the
street
between
central
and
Granville,
there
is
an
alley
that
goes
all
the
way
through
to
Mary
Street
and
that
alley
accesses
the
parking,
the
rear
yard
parking
for
the
houses
on
Granville
and
on
central.
So
there
is
a
good
bit
of
traffic
now
coming
out
as
a
potential
to
come
out
on
the
second
Street.
They
could
go
over
to
Mary
and
around
the
central
Granville's
one
way
north.
So
you
couldn't
go
up
that
way.
C
And
we
did
that
too
just
to
open
it
up
when
you're
coming
down.
Second,
you
crest
de
Cresta
you're
about
to
crest
the
hill,
and
you
can't
see
all
the
way
down
to
central,
and
that
was
a
problem,
because
not
only
could
you
not
see
if
traffic
was
coming
up
the
hill,
you
couldn't
see
if
cars
were
parked
on
the
right-hand
side,
so
we've
tried
to
help
that
parking
traffic
problem
based
on
line
of
sight
by
eliminating
parking
on
the
north
side.
A
second
when.
B
C
D
C
D
C
Comes
down
on
rared
and
further
down
and
around
the
back,
but
then,
when
it
hooked
back
into
rarden
further
to
the
west,
it
was
vacated
by
council,
I'm,
not
sure
I,
know
I've.
My
large-sized
tax
Platts
indicate
that
I'm
not
sure.
If
those
do
or
not
that's
the
those
are
digitized
electronic
tax
Platts
that
I
printed
right
off
of
the
county
auditor's
site.
C
C
A
F
A
F
B
E
C
C
F
C
Is
not
related
to
anything
mr.
castles
and
I
spoke
about,
but
there
is
an
emphasis
on
a
way
to
avoid
sprawl
is
to
develop
and
redevelop
clothes
in
lots
or
already
developed
subdivisions.
You
know
this
is
this
is
an
opportunity
to
concentrating
on
sprawl.
These
are
potentially
could
be
two
more
houses
that
don't
have
to
be
in
new
subdivisions.
The
west
side
is
a
nice
neighborhood.
F
D
F
From
Grandville
on
the
Left
going
down,
my
my
proposed
lots
are
all
larger
than
all
the
other
Lots
I.
Don't
feel
I'm
really
asking
for
anything
special.
If
you
look
in
Courier
mission
to
54:26,
which
he
was
6300
in
the
Raritan
subdivision
there
50
by
129,
which
are
sixty
four
hundred
and
fifty
square
feet
and
in
Raritan
addition
are
only
a
40
by
100
to
20,
which
is
4,800
square
feet.
F
B
A
D
D
B
B
F
B
B
B
B
C
These
reviews
were
based
on
information
provided
by
PRS,
who
was
Tom
daddy's
the
gentleman
that
has
the
lease
on
the
property,
the
proposals
for
the
plan
that
was
looked
at
by
council.
That's
yet
to
be
acted
on
where
there
were,
you
know,
eliminating
some
excavation
and
height
at
the
site.
What
it
did
was
it
required
retaining
walls
to
maintain
the
grade
of
the
road
and
relationship
of
the
building
pads
next
door.
C
D
B
C
C
B
B
D
E
A
E
B
Now
I've
said
this
to
developers,
and
people
have
been
here:
I
would
like
them
to
go
into
the
city
where
there
are
houses
that
need
to
be
restored
and
do
their
development
in
there
and
we
stir
those
houses.
So
people
have
moderate
and
low
income
and
high
income
could
buy
those
older
houses
and
restore
the
Central
City
and
skip
this
stuff.
It
happens
in
big
cities,
but
they
all
look
at
me
like
I've
lost
it.
D
D
C
Not
necessarily
to
the
public
generally,
but
I
was
just
in
meetings
today
with
the
company
called
Brailsford
and
Dunlevy
they're,
a
subcontractor
for
the
university's
master
plan
and
BBJ
is
the
master
planner
and
then
what
grills
we've
done
levy
are
doing
is
a
just
a
housing
component
and
I.
Just
spent
two
hours
over
at
the
Ridge
is
reviewing
the
information
that
they've
gathered
from
the
city
and
one
of
the
things
that
is
common
in
a
lot
of
comparable
towns.
C
Oxford
Athens,
Georgia,
College
Park,
is
closely
in
high-density
apartment
dwelling
to
accommodate
student
needs,
and
this
is
just
about
as
close
as
you
can
get
to
the
campus,
although
it
seems
far
away
because
it's
across
the
river
now
in
those
towns,
they
probably
don't
have
hillsides
that
they
have
to
build
on.
But
if
you
just
look
at
things
in
two-dimension,
in
order
to
relieve
pressure
on
single-family
homes
in
neighborhoods,
you
have
to
have
an
alternative
place
for
students
to
live.
B
B
After
they
win
the
football
game,
they
can
rip
it
up.
I'm
really
opposed
to
that.
I
did
say
it's.
No
saint
of
lost,
God's
assignments,
no
lost
causes,
you're
right,
I,
don't
know
you
know.
We
went
through
this
once
before.
This
is
not
the
first
time
this
has
happened
in
this
community
and
that's
why
we
had
all
those
dorms
that
they
couldn't
feel
after
the
bottom
fell
out
and
sort
of
scary.
Anyway,
as
you
saying,
the
patron
saint
of
lost
causes,
I
didn't
have
we
didn't
have
any
other?
If
did
anybody
else?
B
I
we
had
the
other
I
think
the
last
meeting
we
had
an
information
thing
about
della
drive
wanting
to
build
well
I
knew
I
had
we
had
had
that
at
the
housing
authorities,
so
I
had
the
housing
authority
fax
me
the
who
have
now
lost
information
that
and
their
reply
to
that
and
what
their
what
their
concerns.
Yes,
what
their
concerns
are
about
it
so
I
do
have
that
here
from
the
housing
authority.
What
and
we
weren't
approached
by
anything
but
remember
there
wasn't
enough
information
right.
B
B
It
was
that
they
didn't
think
they
did
any
of
their
studies
to
see
what
was
needed,
because
there
is
a
lot
of
housing
available
and
some
others
already
in
the
works
for
the
elderly
and
there's
a
bigger
need
for
from
our
waiting
list
at
the
housing
authority.
We
have
a
huge
waiting
list
and
many
of
those
people
are
handicapped,
but
they
are
not
elderly
and
so
the
housing
authority
and
sentence
said
well.
You
know,
where'd,
you
get
this
information
that
this
is
a
good
the
end.
We
need
more
information.
B
This
is
what
here,
but
that's
as
far
as
it
goes,
but
this
it
gives
you
more
information
in
here,
so
so.
Well,
she
can.
We
can
get
it
done
for
you,
then
I
had
I
had
it
made
at
an
appointment
with
Muriel
grim
some
time
ago,
and
she
came
today
and
brought
that
the
infants
Environmental
Committee
is
working
on
some,
the
City
Code
sections
on
open
space
and
green
space,
and
she
said
that
they
they've
been
working
quite
a
long
time.
B
It's
taking
him
longer
than
they
saw
it
too,
and,
of
course,
it's
connected
to
the
code
and
also
to
our
our
new
Tsar
city
plan,
to
what's
recommended
in
there
that
how
you
can
do
all
the
things
that
everybody
wants
to
do
and
still
be
able
to
to
do
anything
and
not
be
at
a
stalemate,
and
she
did
leave
give
me
three
or
four
pages
of
materials
that
they
had
that.
Perhaps
you
involved
one
I
mean
it's
not
an
agenda
for
us
to
take
up,
but
it's
very
interesting
their
suggestions.
B
B
C
G
C
Me
to
pose
the
question
about
a
minor
revision
to
Blackburn
woods
and
approved,
but
yet
to
be
a
recorded
subdivision
and
what's
indicated
now
what
I
have
is
Tom's
Asheville
proposal.
He
wants
to
create
lots.
Three,
a
and
thirteen,
a
and
I've
highlighted
three
and
thirteen
and
three
a
and
thirteen,
and
it's
basically
just
to
subdivide
to
larger
Lots
that
were
at
the
entrance
of
the
project.
Now.
D
C
B
A
C
A
B
B
C
You
remember
mr.
love,
Dells
original
proposal
had
two
roads
or
to
call
to
Sachs.
He
dropped
that
down
to
one
anticipating
the
development
of
copper
beech
and
that
they
would
have
a
road
and
he
could
access
the
rear
of
his
property
off
that
road.
Now,
that's
not
come
to
fruition,
so
I
think.
Probably
what
he's
looking
at
down
there
on
those
Lots,
19
and
20
are
some
little
development
that
he
might
be
able
to
propose
at
a
future
date
with
frontage
on
Kyle.
D
E
E
C
E
E
C
C
A
A
C
E
E
And
just
changes
the
old
structure
of
it
right,
but
I
was
reassured
that
he
had
that
provision
and
they're
the
future
owners
could
not
subdivide
yeah,
but
it
does
cause
us
to
have
to
in
essence,
modify
the
original
plot
and,
in
essence,
the
only
question
really
the
law
director
at
this
stage.
It
would
be
do
we
have
to
since
it's
never
been
filed,
I,
don't.
F
E
C
Minimum
amount
has
to
be
accomplished
as
far
as
procedure,
because
we're
really
not
talking
about
a
large
change
here
at
all,
and
but
there
has
to
be
a
legal
process.
I
said,
maybe
it
has
to
be
that
the
original
one
is
voided.
You
know-
and
this
is
the
one
that
has
to
be
approved
and
recorded-
maybe
two-
that
the
procedures
would
eventually
indicate
a
little
expedited
process
to
do
this.
So
you
don't
have
to
you
know,
take
so
much
time.
A
lot
of
the
work
is
done.
C
A
C
C
B
B
D
D
B
B
B
Else
in
just
in
case,
we
might
go
through
this
so
fast
that
it
will
just
okay,
I,
yes,
Rick,
your
three
I
think,
that's
where
one
two
and
three
okay,
all
right
now,
citizens
for
an
opportunity,
citizens
to
speak
about
items
not
covered
on
the
agenda.
Do
we
have
a
citizen
who
wishes
to
speak?
Okay,
please
need
to
be
copies
for
everybody.
B
B
We
have
we're
trying
to
get
it
as
fast
as
we
can
really,
and
so
what
we
decided
to
do
was
on
the
22nd
of
September
there'll,
be
a
work
session,
then
on
29th
of
September
and
then
on
October
6th.
It
would
be
our
regular
scheduled
meeting
and
if
there
are
cases
on
that
day,
usually
it's
hard
to
do
it.
B
But
so
there
is
a
scheduled
meeting
and
I
think
we
decided
we'd
see
how
far
along
we
were
after
that
point,
and
if
we
had
any
things
and
then
we
did,
we
want
to
get
it
in
October
and
get
it
completed
as
I
can
go
on.
I
think
that
was
our
scheduler
than
that.
How
we
did
and
what
we
did
was
we
divided
the
to
fit
two
parts
up
and-
and
everybody
has
five
chapters
to
do
in
depth-
everybody's
supposed
to
read
the
whole
thing.
B
Of
course,
we
already
read
it
and
then
we've
taken
five
chapters,
each
two
to
go
through
in
depth
and
if
there
any
questions
or
things
that
need
to
be
checked
out
or
something
like
that,
so
that
that
person
then
can
go
through
with
with
the
rest
of
the
the
members
and
we
can
discuss
it-
maybe
speed
it
up
a
little
bit
and
I.
Don't
know
we
that
hope
that
works,
Thank,
You.
