A
This
is
a
regular
scheduled
meeting
of
the
Athens
City
Planning
Commission
for
July
7
2005.
It
is
232.
We
have
a
quorum
with
three
members
present
absent
are
mrs.
Cohen
and
mr.
Carnegie.
We
have
nobody
that
anybody
going
to
speak.
That
needs
to
be
sworn
in.
Anybody
either
to
go
to
speak.
Okay.
Our
first
case
is
a
407
from
Paul
Maura.
Copper
beech
is
requesting
a
time
extension
of
six
months,
180
days
to
the
existing
preliminary
approval
in
order
to
establish
better
ingress
and
egress
for
the
progress
project.
C
D
They've
been
working
trying
to
find
other
alternatives
to
that
and
I've
been
a
party
to
some
of
those
discussions
with
other
property
owners
and
we
just
haven't
gotten
any
yeses
or
or
knows
yet
from
some
of
them.
In
order
to
proceed,
the
code
allows
us
to
add
another
six
months
or
180
days
to
the
process
and
I
think
it'll
it'll.
Take
that
much
at
least.
B
A
All
in
favor
say:
aye,
okay,
I
think
that
I
think
there's
no
other
thing.
You
can
do
fair's
fair
right.
Did
you
see
all
that
that
how
much
kinds
is
building
up
there
and
changed
I
was
I
was
up
there
and
to
do
a
program
and
I
hadn't
been
there
for
quite
some
time
and
I
was
really
amazed
at
it.
It's
going
to
add
a
lot
more
traffic
and
congestion
there
too,
but
wasn't
it
it's.
A
A
Yes,
well,
it's
not
a
very
easy
place
to
park
there
anyway.
So
I
hope
they
make
it
better
because
you
never
it's
hard
to
support
yeah
yeah
cuz,
it's
hard
to
get
in
and
out
of
there.
When
you
try
to
go
in
okay,
we
have
no
other
cases.
I
thought
we're.
Gonna
have
another
case.
We
don't
have
another
case,
Communications
Burgess
an
eyeful.
A
D
A
A
A
C
B
A
A
D
A
A
B
A
D
E
B
B
We've
tried
to
give
it
and
we've
explored
a
variety
of
options.
Part
of
this
was
they
didn't
want
to
just
do
the
piece
of
Hillcrest
without
the
all
the
other
pieces
down
along
Utah
Street
and
we're
back
to
let's
just
deal
with
the
piece
and
questions,
if
it's
all
proper,
it
all
makes
sense
when
it's
when
they
built
the
highway.
Okay.
Well,
why.
A
D
E
D
D
D
B
A
D
B
E
C
B
We
get
into
those
issues,
undoubtedly
and
I'm,
beginning
to
deal
with.
Somehow
two
variances
are
required
if
you
will,
or
deviations
from
the
wellhead
plan
protection
and
the
protocol
that
I'm
following
is
I,
get
the
data,
the
details,
the
facts
of
the
issue,
primarily
from
the
person
who
wants
to
do
whatever
my.
B
A
A
B
A
C
A
B
B
B
Would
wish
it's
no,
for
example,
I
might
go,
do
something
and
in
the
wellhead
protection
area,
and
rather
than
have
some
chemical,
for
example,
delivered
every
day
and
thereby
increase
the
chances
of
spillage
and
and
I
kind
of
think.
I
may
want
to
provide
a
facility
on
site
to
store
more
than
the
allowable
BQ
tees,
and
it
makes
all
the
common-sense
practical
sense
in
the
world
that
consultant
who's.
C
A
A
E
B
A
E
And
I
know
just
based
on
a
board
his
own
appeals
case.
There
was
great
controversy
about
practical
development
practices
as
compared
to
the
aspirations
of
the
Comprehensive
Plan
and
the
Stimson
Avenue
door,
and
that's
just
one
small
section
of
the
document.
So
it
looks
to
me
like
it
might
take
quite
a
while
to
to
go
through
the
entire
document.
E
B
D
A
D
A
D
Etc,
so
I
think
that
you
know
we
went
through
a
whole
public
process
of
things
and
you
and
I
were
both
on
the
steering
committee
and
we
have
a
lot
of
input
and
that's
got
to
there
but
part
of
what
I
the
way
I
want
to
look
at
it.
As
there
is
what
parts
are
the
city's
responsibility
and
then
can
we
perform
those?
And
then,
if
we
can,
what
rough
idea
of
cost
to
do
that
and
what
are
then
the
potential
sources
of
funding
to
do
it
and
I?
D
C
D
Think
we
have
to
realistically
have
to
look
at
it,
but
I'm
also
concerned,
as
I
expressed
to
the
advisory
committee
meetings,
that,
since
there
are
sections
say
on
transportation
and
economic
development
and
on
environmental,
there
are
places
in
there
that
I
think
there
are
potential
conflicts.
That
say
an
environmental
section.
D
Those
are
really
policy
matters
for
City
Council
to
deal
with
I
think
we
just
have
to
point
them
out.
Work
Council
is
elected
to
make
the
policy
of
the
city
and
that's
where
that
decision
would
have
to
be
made
and
I
want
to
hung
up
with
the
planning,
Commissioner
or
staff
because
of
that,
but
we
I
want.
If
they're
there
I
want
to
be
able
to
point
them
out
to
if
we
can
find
well.
A
And
I
think
it's
good
to
have
somebody
else
read
and
work
out
and
study
it's
from
the
people
who
are
on
that
steering
committee,
because
we
had
looked
at
it
a
lot
yeah
after
a
while.
You
look
at
that
and
you
look
at
it
and
I
really
don't
think
you
see
what
it
says.
You
see
what
you
think
it
says,
but
I'm
not
sure
that
it
does
say
that
sometimes
because
you
talked
it
over
so
many
times
that
you
need
to
need
up
an
eye
on
it
that
hasn't
seen
it.
