zoning
change
the
history
behind
this
piece
of
property
is
that
I
moved
out
on
blackburn
Hill
in
1946
in
the
adjacent
property,
and
my
father
heard
a
rumor
that
the
guy
that
owned
the
land
was
going
to
sell
to
a
man
who
was
gonna,
raise
pigs
on
it,
and
my
father
said
not
in
my
backyard,
so
I
have
to
preface
my
remarks.

is
the
fact
that
I'm
very
conscious
of
how
it
will
impact
my
neighbors.
In
fact
it
will
impact
me
as
well.
We
have
no
specific
plans
for
the
site
is
except
that
I've
had
it
advertised
for
sale
and
listed
with
a
local
realtor
the
last
four
years,
and
every
time
we
have
someone
that
shows
any
interest
in
it
is
that
they
say
it's
zoned
r1
and
they
lose
interest
in
it.

concerns

twofold:
one
that
it's
going
to
drop
our
property
value,

road

longer

as
nice

intersection

understand

failed
intersection.

have
been
any

been
there

years,
they've

of
accidents,

think

but

of
these
days
I'm
very
fearful
with
a
heavy
traffic
pattern
there.

something

serious
is
going
to

adjoins
Fred

bought
it
from
his
mother.
As
a
matter
of
fact
about
14
years
ago,
in
1992,
going
on
15
years
ago
and
I
loved
the
house,
it's
a
historic
home
I
plan
to
put
it
on
the
National
Register
of
Historic
Places,
and
it's
definitely
eligible
that's
what
I
do
for
a
living.

big
brick
house
on
the
hill,
where
Fred
grew
up
and
for
years
I've
been
trying
to
buy
the
little
strip
of
land
next
to
me
that
I
do
not
own
Fred
by
the
way.
But
what
I
wanted
to
point
out
is
that
the
mapping
you've
been
given
is
inaccurate
and
that
concerns
me
greatly.
I
own
2.01
acres
at
the
corner
of
South,
Blackburn
and
I
believe
it's
cash
Road
and
it's
reflected
as
mr.
Weber
owning
this
property
and
it's
1.5
something
acres
I've
been
to
the
courthouse.

took
a
day
off,
went
to
the
courthouse.
I
have
a
copy
of
their
mapping,
which
reflects
what
I
say
what
my
deed
says,
but
the
GIS
mapping
is
somehow
inaccurate
and
I've
requested
that
that
be
changed.
Because
now,
if
my
big
concern
is,
if
someone
is
looking
at
this
property
on
the
web
as
a
potential
development
site,
they
will
see
that
mr.
Webber's
property
surrounds
it
and
he
has
no
objection
because
he's
trying
to
sell
the
property.

Second,
there's
a
little
strip
of
land
between
mine
and
mr.
Webber's.
That's
marked,
undetermined
and
I
know.
One
reason
that
mr.
Weber
has
not
wanted
to
sell
the
land
to
me
in
the
past
was
because
that
was
the
access
road
to
the
property,
and
now
it's
shown
being
taken
from
my
property
on
one
of
these
maps.
But
that's
not
the
case.
It's
actually
moved
over
and
I
have
the
official
courthouse
maps
with
me.

It
is
a
field
intersection
at
South,
Lake,
burn,
Road
and
30
or
50
I
work
for
the
state
of
Ohio.
Believe
me,
that
is
a
failed
intersection.
There
have
been
too
many
accidents
and
too
many
other
things.
I've
called
the
police.
I,
don't
know
how
many
times
in
just
a
few
years
that
are
the
15
years
that
I've
lived
there
and
I've
actually
saved
one
person
who
was
stuck
in
a
car
and
I
helped
them
get
out
and
got
help
for
them,
so
their
accidents,
they're,
constantly
mrs.

Lee
brought
up
the
aspect
of
blasting
when

or

South
was
done,
the
blasting
damaged
several
of
our
properties
and
for
various
reasons,
none
of
us
were
able
to
collect
any
money
at
all.
So
we
all
have
several
thousand
dollars
invested
in
our
properties,
because
of
past
lasting
and
I
would
hate
to
think
that,
as
mrs.
courting
Lee
said
that
this
may
have
to
be
blasted
again
and
I,
don't
think
my
house
could
take
it.
My
house
is
solid,
brick
and
I
spent
several
thousand
dollars.

stabilize
my
house
and
the
last
thing
I
wanted
to
bring
up.
If
you
look
at
your
maps,
the
section
that
mr.
Weber
is
proposing
to
rezone
as
b3
is
totally
surrounded
by
r1

know
that
we
have
a
motel
and
the
area
which
is
r2,
but
it
is
not
adjoining
mr.
Webber's
property.
So
what
I
would
like
to
say
is
to
me
that
sounds
terribly
much
like
spot
zoning,
which
has
been
declared
illegal
in
many
cities
and
counties
in
Ohio,
as
well
as
the
rest
of
the
country.

know
what
the
laws
are
in
Athens
about
spot
zoning,
but
this
certainly
looks
like
spot
zoning
to
me,
but
I
did
want
to
say
too
that
I
understand
that
mr.
Weber
would
like
to
sell
the
land
I'm
sure
that
if
it
were
mine,
I
would
too
but
I
don't
know
that
this
is
the
way
to
do
it.
Nice
apartments,
nice
houses,
different
type
of
Zoning,
might
work
much
better
and
we
might
all
be
more
agreeable
to
it.

me
see
mr.
Weber
said
there
are
no
plans
for
the
site,
but
I
was
thinking
if
it
does
go
to
be
commercial.
The
traffic
on
these
narrow
little
roads
is
already
bad.
So
what
will
happen
to
these
narrow
little
roads
that
the
city
and
county
maintain
my
house
and
then
mr.
Weber
lives
next
door
to
me?

Are
the
last
two
houses
in
the
city
of
Athens
from
there
on
it's
a
county
road
which
is
well-maintained,
but
it's
still
a
very
narrow
little
country
lane
of
a
road
and
the
same
with
the
road
going
to
the
motel.
That's
city,
maintained,
I,
believe
and
I
think
these
are
both
very
narrow,
little
roads,
and
if
it
does
become
a
commercial
property,
there
would
have
to
be
some
thought
about
improving
those
roads.

at
any
rate,
those
were
the
things
one
other
thing,
I
I
do
know
that
the
budget
host
Motel
is
trying
to
have
a
large
sign
put
up
in
front
of
my
house.
If
the
land
is
zoned
commercial,
what
other
signs
will
be
placed
there?
What
other
interests
will
be
coming
in?
It
will
just
completely
change
the
whole
atmosphere
of
our
residential
area,
so
that's
all
I
wanted
to
say
if.
