From YouTube: Athens City Planning Commission Meeting 10-04-07
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Three
members
of
the
Commission
are
present,
that
is
a
quorum,
mrs.
Cohen
and
mr.
Cornish
Iggy
are
both
absent.
Today,
if
you
plan
to
say
anything,
we
take
sworn
statements
and
if
you
plan
to
say
anything,
we
stand
and
raise
your
right
hand,
do
you
swear
and
or
affirm
that
whatever
you
say
will
be
the
truth
say:
I
do
okay.
Thank
you.
Our.
A
There
are
three
case
three
related
or
there
were
four
one
has
been
withdrawn,
but
there's
also
oh
seven.
Oh
eight,
a
oh
seven,
oh
eight
B
and
then
oh
seven,
oh
eight
C
was
withdrawn
from
consideration
today.
So
we
have
the
two
files
here
anyway,
two
files
information
about
university
of
state's
various
faces.
A
B
As
you
know,
I've
made
multiple
visits
to
the
Planning
Commission
trying
to
share
the
information
and
give
you
updates,
as
we
went
along
I've,
also
been
to
the
shade
tree.
Commission
attended
several
race
staff
meetings,
the
disability,
Commission,
Steve
and
I
have
met
several
times.
We
met
twice
with
verges,
an
eyeful
and
a
recent
meeting
with
the
mayor.
So
I
think
everyone
is
familiar
with
the
overall
concepts
of
what
we're
doing
today.
B
Well,
what
I
would
like
to
ask
you
to
do
is
review
review
and
approve
these
on
a
with
thick
and
conditional
basis,
pending
the
title
of
27
reviews
that
are
in
progress
by
Burgess
and
eiffel's,
similar
to
what
we
did
on
the
grand
Vista
when
it
went
through.
I
asked
also
ask
that,
because
of
the
time
frame
that
we're
in
that
we
there's
an
optional
public
hearing
and
I,
ask
you
to
waive
that
just
so.
B
I
can
stay
on
line
with
Council
to
get
through
by
the
end
of
here,
we'd
like
to
get
these
all
through
at
one
time,
so
that
when
we
start
our
earthwork
and
utilities,
our
crews
are
working.
You
know
it's
very
efficient
to
do
that
way.
Plus
it
gives
me
a
chance
to
keep
all
of
my
guys
working
all
winter
long,
I
guess.
The
first
thing
I
discuss
is
the
plot,
and
each
of
you
should
have
a
in
your
packet,
but
phase.
B
At
the
same
time,
when
I
go
to
council,
I
will
file
for
the
vacation
of
the
old
arm
of
the
trip,
which
is
a
council
function.
It's
my
understanding.
The
thirds
will
follow
along
through
council
together,
so
that
after
council
approves
the
new
flat,
they
will
vacate
the
old
road
at
the
same
time,
which
I
think
would
be
after
the
third
reading,
plus
30
days,
ordinance
and
the
rest
of
the
you
want
to
go
over
the
plat.
C
When
you
made
your
comments
to
a
couple
last
couple
meetings
that
you
had
said
that
from
the
March
20
plat
that
we
have
and
the
big
map
you
have,
there
was
a
change
in
this
bill
to
say,
is
to
you
drop
the
building
or
something
or
you
still
have
this
coldest
akroy.
Now,
because
you
looked
like
he
on
this
and
you
got
him.

B
Our
water,
cable,
telephone
and
everything
will
be
in
the
right-of-ways
sanitary.
This
first
drawing
is
what
we
brought
to
the
city
staff
meeting
and
after
discussion
with
Ray
and
Nichkhun
and
Scott
and
everybody
in
this
sanitary
department.
We
want
to
review
some
different
alternatives
to
that.
So.
B
To
look
at
several
items
and
race
group
is
also
going
to
look
at
some
different
things
in
the
city.
How
things
are
done?
One
of
the
issues
is
that
on
our
original
plan,
we
had
to
lift
stations,
one
at
the
very
front
682
and
then
one
clear
at
the
back
at
the
end
of
our
property,
close
to
where
the
tracks
cross
to
go
to
the
city
wells
for
and
it
would
tie
in
the
courier
street
station.
So
that
was
our
team
in
the
master
plan
as
we
develop
this
property.
B
B
Everything
from
here
will
go
that
way
and
go
out
throughout
the
vegetation
there.
Well
that
works
for
everything
coming
this
way
and
everything
on
this
side
of
the
road.
However,
here
and
here,
there's
going
to
have
to
be
a
smaller
lift
station
that
pumps
it
back
out
to
get
back
to
these
two
systems.
One.
B
That
came
up
was
the
ownership
of
those
and
that's
the
partisan
discussion.
Originally,
our
idea
was
have
the
homeowners
association
own
the
lift
station
after
discussion
on
both
our
sites.
I'm,
not
sure,
that's
the
best
way
to
do
it.
So
that's
when
Ray's
said
he
would
have
his
people
looked
into
how
what
might
what
other
alternatives
are
they
cuz
I?
B
B
We
agreed
was
going
to
change,
as
we
were
running
these
across
between
Lots
to
get
back
to
you,
snakes
down
here
and
there's
a
20-foot
easement
between
houses,
ten
foot
on
each
side,
but
that
20
foot
is
actually
a
building
easement,
so
that
doesn't
mean
somebody
can't
put
their
air
conditioner,
the
shrubs
and
all
that
kind
of
stuff
closer
to
the
line
than
ten
foot
on
each
side.
One
of
the
concerns
from
Nick
Joseph
was
that
once
all
that's
planted,
you
can't
get
through
their
light.
B

G

B
B
C
B
The
only
difference
and
well
the
last
two
times
I've
come
here,
I've
showed
you
the
loop
road
that
we're
putting
in
it's
not
really
a
road,
it's
a
driveway,
and
that
was
in
place
of
the
cul-de-sac
that
we
originally
were
going
to
take
out
there,
because
after
the
soils,
people
in
Burgess
and
our
engineers
got
looking
at
that,
wasn't
feasible
to
run
that
out.
There.
B
I
went
to
the
shade
tree
Commission
and
the
disabilities
I
think
one
of
the
main
things
of
disabilities
asked
for
is,
if
you'll
see
this
short
little
driveway
here
that
leads
back
there's
two
of
them.
They
asked
that
they
felt
that
a
sidewalk
needed
to
run
around
there
and
has
with
them
the
the
residential
and
this
also
we
have
the
rolled
curbs
and
it
was
their
opinion
that
at
the
intersections,
those
don't
qualify
for
disabilities
ramp.

C
Have
something
for
them,
something
from
the
Water
and
Sewer
District
appraised
work
for
your
district,
that
I
don't
need
any
easements
if
the
split
happens
or
anything
like
that,
they're,
okay
and
then
something
in
the
township
just
ease
that
they
want
plow
it
or
just
once
that
gets
into
another
separate
ownership
that
you
buy
it
you
always
assumed.
Well,
yeah,
don't
you
think?
Yes,.
D
C
C
E
E
H
I
C
This,
that's
not
what
you're
doing
trifling
slouching
if
we
could
get
those
others
not
willing
to
consider
it
I'm,
not
real
happy
about
it.
Okay,
look
at
the
right,
I'll
drive
through
there
look
at
the
rest
of
the
area
media.
It's
not
like.
It
doesn't
exist,
but
I
think
what's
gonna
happen
is
where
people
put
two
buildings
on
it
or
we
approve
that
the
more
splits
there's
gonna
be.
This
is
good
snowball
and
all
of
a
sudden,
you're
gonna
have
all
of
it.
That's
your
mother
being
able
to
change
it
back
to
anything
else.
C
A
A
C
D
A
A
Haven't
we
had
public
hearings
on
this
question
in
the
past
I?
Don't.
A
C
Then
another
council
decided
that
we
would,
as
a
city
allowed
the
municipal
parking
garage
to
serve
as
the
parking
of
a
zoning
stay
employed
of
uptown
businesses
and
they
established
500
feet
is
the
rule
and
that
was
never
defined
other
than
500
feet.
So
what
was
happening
was
not
every
business
in
the
downtown
district
is
within
500
feet
and
you
could
go
over
to
Congress
Street,
we're
not
sure.
What's
there
now,
it's
a
chute
cafe
once
it
was
a
restaurant
in
the
other
time,
etc.
You
could
almost
get
to
the
tip
of
that
property.
D
C
At
the
edge
of
the
parking
garage-
and
you
use
every
area
of
the
parking
garage
to
get
your
500
feet
and
lot
was,
you
could
just
about
cover
everything
and
then,
through
the
discussions
when
we
went
through
the
zoning
code,
let's
forget
what
year
we
did
this
po3
okay
and
made
recommendations
to
council.
We
said,
let's
get
rid
of
this
500
feet
for
the
downtown
area,
because
it's
a
weird
calculation
and
my
thought
at
that
time.
C
It
was
an
arbitrary
thing
with
500
feet:
I,
don't
know
could
be,
600
could
be,
800
could
be
anything
and
I
think
also
in
2003
we
recognized
that
the
parking
garage
is
not
was
not
having
the
problems
that
was
having
before
once.
It
went
to
meter
party
because
it
used
to
be
that
the
parking
garage
was
full
at
10
o'clock
in
the
morning
most
warnings
and
remained
that
until
probably
four
o'clock
or
3:00
in
the
afternoon,
but
that
almost
invariably
the
parking
garage
was
not
full
and
conserved.
C
C
If
we
don't,
if
they're
talking
to
you
know,
I,
don't
know
that
if,
in
the
recommendation
that
we
made
to
Council,
extend
in
the
business
district
to
type
in
the
street
or
port
and
going
back
think
as
long
as
long
it's
current
lines
as
I
recall
visit,
which
cuts
through
some
things
on
the
east
side
of
that
I,
don't
know
if
those
businesses
will
use
the
parking
garage
or
not
I
mean
nobody
knows
for
sure.
I
think.
C
Parking
for
their
customers
would
not.
It
would
be
forced
to
use
the
parking
garage,
but
I
think
it
depends
product
here
only
net
business
and
over
building
or
if
you're,
renting
it
and
trying
to
maximize
your
money
and
don't
care
if
it's
making
below,
because
if
the
business
doesn't
succeed,
they
are
going
to
put
the
business
so
I.
You
know,
I
haven't
really
heard
a
real
good,
compelling
reason
to
put
this
arbitrary
500
feet
back
in.
Maybe
a
public
hearing
would
do
that.
Oh.
C
E
Where
hey
I
was
just
sitting
and
wondering
because
the
time
period
we
had
for
response
on
this
was
the
public
hearing
is
appropriate.
The
time
period
may
be
extended
to
90
days,
which
would
have
expired
on
September
18th.
Roughly
so
I
don't
know
what
that
not
being
familiar
with
how
the
process
works
in
terms
of
the
recommendations.
I,
don't
know
if
that
means
that
we're
in
violation
or
that
we
can't.
F
A
D
A
I
R18
west
state
Athens,
I
wrote
a
summary:
is
this
meeting
went
along
a
little
longer
than
I
thought?
I
was
gonna.
Have
it
read
in
sawdust
real,
quick
I'm,
not
in
favor
of
having
that
northern
black
a
court
rezone
to
be
2d
in
the
event
that
the
500-foot
radius
parking
garage
requirement
is
also
approved
consistent
with
the
Planning
Commission's
prior
recommendations
as
I
understand
it
at
least
three
times,
and
in
also
consisted
with
the
accepted
Athens
Comprehensive
Plan.
I
Please
vote
to
reaffirm
your
original
position
that
all
four
blocks,
including
the
northernmost
just
currently
Zone
B
3,
B
Zone
B,
to
D
and
treat
all
of
the
uptown
course
Street
area
the
same
we're
all
part
of
the
downtown.
It
seems
obvious
in
the
event
that
northern
black
is
rezone
to
B
to
D
with
the
500-foot
rule
in
place.
It
is
clearly
a
stripping
of
property
rights,
as
B
to
D
is
more
restrictive
than
the
current
B
3.
I
So
I
think
that
that
would
I
guess
that's
that's
very
clear
and
with
none
of
the
parking
advantages
enjoyed
by
those
in
B
to
D.
So
that's
in
the
event
that
you
do
put
that
500-foot
rule
in
it
would
appear
a
legal
recourse
would
be
inevitable
from
the
property
owners,
reducing
property
rights
as
synonymous
with
reducing
property
value.
So
it
seems
like
a
pretty
clear-cut,
tough
thing
to
do.
I
F
Court
that
is
currently
occupied
by
the
public
defender
as
well
as
I,
think
two
two-bedroom
apartments
and
I
guess.
My
position
is
in
agreement
with
mr.
smelter
that
we
just
want
to
be
treated
as
other
as
property
owners
on
Court
Street
right
now,
over
50%
of
our
lot
is
devoted
to
parking
to
satisfy
the
commercial
parking
requirements
for
the
public
defender's
office.
We
would
like
to
be
able
to
offer
the
public
defender
and
other
future
tenants
the
ability
to
expand
or,
to
you
know,
be
able
to
increase
the
area
that
they
occupy.
F
We
would
like
to
improve
able
to
improve
our
property,
as
we
believe
is
right
and
our
intent
when
we
purchased
the
property.
So
we
hope
that
it's
kind
of
this
whole
thing
seems
very
convoluted
to
me,
but
we
just
want
to
be
treated
as
as
our
neighbor
50
yards
to
the
south
of
us
who
is
able
to
avail
themselves
of
the
use
of
the
allowable
use
of
the
city
parking
garage
to
satisfy
their
commercial
parking
requirement.
I
I,
like
that
one
more
thing:
Mike
Smeltzer,
18,
West,
8
I,
started
this
process
back
in
January
10
months
ago,
and
it
occurred
to
me
as
I
was
sitting
there.
I
remembered
that
it
has
in
fact
been
back
here
for
a
different
reason.
It
was
back
to
the
Planning
Commission
with
regard
to
a
bulk
height
control.
I
That
height
I'm
a
little
I'm
a
novice
at
at
the
political
scene,
but
it
really
seemed
a
bit
negligent
at
best
deceptive
at
worst,
because
it
was
presented
to
us
and
I.
Think
to
you
all
that
in
the
event
that
ball
kite
control
is
lowered,
then
we
would
go
ahead
and
agree
to
to
oblige
me
and
on
behalf
of
the
other
property
owners,
to
go
ahead
and
rezone
that
B
to
D
and
they
kind
of
got
their
cake
and
now
they're
eating
it
to
the
ball.
I
Kite
is
lowered,
but
we
have
not
been
given
that
you
know
so.
The
property
owners
are
three
blocks
to
the
south
of
us
have
suffered
a
you
know:
they're
they're
restricted
a
bit,
and
yet
we
have
not
gotten
our
RN
to
be
TR
into
court
zone
to
B
to
D,
and
that
seems
you
know
like
I,
say
I'm.
A
novice
at
this
I
didn't
I,
didn't
know
to
make
that
a
contingency
when
I
came
in

I,
don't
I,
don't
know,
I,
don't
think
the
500
feet
makes
sense
only
from
the
standpoint
that
it
doesn't
really
neither
customers
nor
tenants
are
gonna
walk
500
feet.
Probably
that's
too
far.
I
might
maybe
I'm
cynical
about
it,
but
you
know
I
said
I,
don't
know
what
real
function
it
performs
in
early
in
us
in
a
real
sense,
500
feet
we're
just
picking
numbers.

The
limit
is,
what's
bad
for
a
business
district,
just
to
have
parking
lots
in
the
middle
of
it,
because
that
breaks
do
you
think
they
work,
but
it
doesn't
people
don't
like
parking
lots.
As
I
recall,
it
was
literature,
I've
read
in
the
middle
of
things
and
if
a
downtown
business
district
is
cohesive,
it's
usually
it's
owned.
C
All
the
same
and
means
strange
or
not
strange,
but
it's
different
for
a
town
of
27,000
people
to
have
a
parking
garage
and
we
I
don't
think
like
stones,
parking,
garage,
they're,
35,000,
a
ward,
but
we
do
and
the
reason
for
that
was
as
much
as
anything
else
was
to
accommodate
the
business
community
so
on.
But
there's
this
community
use
it
right
then,
and
I.
Just
I
guess
I
can
make
a
motion
just.
E
C
Does
not
have
any
distance
requirement
for
parking,
it
just
says
the
parking
garage
may
be
used
for
the
business.
This
is
it
a
B
to
D
to
meet
the
parking
requirement
about
the
same?
Leave
it
as
it
is.
We've
got
metered
parking
garage
that
I
think
that
will
serve
the
communities
we
need
to
make
more
to
our
parking
in
there
in
order
to
accommodate
it.
We
can
do
that.
